The study has addressed a major research gap existing in the implementation of block chain technologies in public administration. The paper has further focused on the impact of blockchain implementation on the shadow economy, for a sustainable future. Based on the defined research problem, the study objective entailed establishing the effect of blockchain adoption and implementation on the shadow economy, for a sustainable future. Thus, the research question went as follows: the effect the effect of block chain adoption and implementation on the shadow economy, for a sustainable future? The study went for a mixture of primary and secondary data. The study participants and data points entailed stakeholders and players in the cryptocurrency world, drawn from public administration. The data was coded and inputted in SPSS 2. This was followed with reliability test, descriptive statistics and a series of regression analysis. The regression analyses were run to test the hypothesis formulated from the conceptual framework.

In light of recent discoveries of noncanonical RNA caps, we studied substrate specificity of potential plant RNA decapping enzymes - NudiXes. We have found that some are very selective, while others function as general RNA decapping enzymes.

The purpose of this article is to revise the main types of food and orally administered drugs. Food-drug interactions are biunivocal, meaning that food influences pharmacokinetics and that certain pharmacodynamic actions of drugs and the drugs themselves both directly (by interactions) and indirectly (by modifying food behaviour) influence the ingested quantity and the food profile. The medical term for interaction describes situations where food accelerates, delays or prevents the absorption of a drug; where food modifies the distribution of a drug within tissue or interferes with metabolization, transport and removal of substances from the organism; where food blocks drugs’ effects by modifying the pharmacodynamic actions; where food intensifies or inhibits the secondary or natural effects of certain drugs; and where drugs modify the taste of or appetite for certain aliments. Some foods and drugs might have similar chemical structures which, when consumed simultaneously, cause confusion within the body and determine the absorption of one at the expense of the other.Conclusions: Pharmacokinetic interactions are the most frequent and, in most cases, the most difficult to predict. Anticipation of the potential for decreased or increased effects of particular drugs due to their associations with certain food classes will lead to better monitoring of the anticipated clinical effects.

This study highlights the relationship between the dynamics of the hydrological regime in a river basin and the morphodynamic potential that appears in the context of increasing frequency and intensity of current climatic phenomena. Climate change characterized by the high frequency and intensity of torrential rains and floods, especially in the last decade, with a maximum amplitude in the summer months (June-July), alternating with periods of drought have brought to a series of geomorphological changes in the Gilort river basin. These processes are amplified by the high degree of fragmentation of the relief, by the presence of springs that feed the hydrographic network and by the important rainfall contribution to the formation of river flows. In the high mountainous area of the basin, there are a series of debris flows that have been triggered in the last ten years, during torrential rains and exceptional floods, by major changes in the land cover and by the transport of materials in the drainage section. At the exit of the mountain, the longitudinal profile of the river changes radically with the decrease of the slope, so that most of the coarse alluvium is deposited in the riverbed in the sectors of the contact depressions at the foot of the mountain. At the contact between the mountains and the Subcarpathian Depression, due to a pronounced decrease of the riverbed slope, the phenomenon of bed aggradation occurs. In this study, all these geomorphological processes are explained from the perspective of hydrological and climatic influence combined with changes in land cover.

We aimed to assess the prognosis on the onset of arthritis in the diabetic patient after severe SARS-CoV-2 infection.Methods: The medical data of 10 patients with type 2 diabetes melitus, obese or overweight, hospitalized, in the interval between 1st of February and 31st of July 2021 at ``Saint Spyridon`` County Hospital Iasi, Romania for SARS-Cov-2 infection with were analyzed.Results: Although all the patients received treatment with tocilizumab 8 mg/kg body during 30 days, the blood analysis showed very high level of interleukins 6, and the joint painful symptoms continued to be manifested. The interleukins 6 serum level is higher and persistent in diabetic patient with SARS-CoV-2 infection, against the background of pre-existing chronic inflammation induced by diabetes, obesity and the glycemic imbalance. This renders the cytokine release syndrome difficult to control in the diabetic patients with severe infections, which leads to a higher hazard of interleukin 6 transcription errors. SARS-CoV-2 diabetic patients run the risk of developing long-term arthritis due to the uncontrolled, permanent synthesis of this cytokine.Conclusion: The immunologic modifications associated with the severe coronavirus infection acting on the predisposing genetic background (HLA-DR4/DR1), might underlie the onset of the arthritis on the long-term due to the exaggerated activation of IL-6 and the chronicity of the inflammation it generates. Studies shall be required that monitor on the long-term the diabetic patients surviving a severe Sars-CoV-2 infection as to the occurrence of the arthritis.

The research was conducted to explore fiscal morality and underground economy of European countries and the US. The study was based on the assumption that the growth rate of an economy has a significant influence on tax compliance. In addition, the research investigated the effect of other factors on tax compliance of various countries. The factors included life expectancy, GDP growth rate, expenditure on education, and proportion of people living below the median income. Tax revenue was used to represent the level of tax compliance. The nations considered for this study included Germany, Italy, France, UK, and the US. Data was obtained from the World Bank Database, for the period 1971-2020. The findings depicted that economic growth was negatively associated with tax revenue. However, life expectancy, education expenditure, and poverty levels had a positive association with tax revenue. The regression models indicated that Italy had the most suitable model for estimation of tax compliance of fiscal morality among the selected countries.

The Regional Anti-Fraud Directorate 2 Constanta (DRAF 2 CT) is a regional structure of the public authority in Romania that has as a priority objective the fight against tax evasion and tax and customs fraud, being one of the most important regions of the General Directorate for Fiscal Fraud due to its strategic position, having many categories of resources or areas of activity. The regional activity is of even more interest now during the conflict in Ukraine, given the fact that Tulcea County is on the border of the conflict zone. The activity of investigating frauds and dismantling transactional chains that lead to damage to the state budget is important both financially and socially. The study focuses on dynamic analysis of the activity of DRAF 2 CT through the indicators reported by it. The paper allows the identification of correlations or interdependencies between the indicators specific to the fraud investigation activity, as well as the foreshadowing of some directions of normative improvement regarding the reporting of the results of the anti-fraud activity.

Black poplar buds have high contents of many compounds with therapeutic potential, which are useful in cosmetics and the treatment of various dermatitis, respiratory diseases, etc. The aim of this study was to identify and exploit the local plant resources with biologically active properties from the Dobrogea area, Romania. For this purpose, materials were collected from the mentioned area, and macerates of black poplar were prepared in order to evaluate their qualities as antioxidant and antimicrobial agents. Three different black poplar buds’ hydroalcoholic macerates were analyzed by the Folin–Ciocâlteau method to estimate the total content of phenolic compounds, by the HPLC-DAD method for identification and quantification of the main bioactive compounds and by the DPPH radical scavenging method to evaluate the antioxidant activity. All hydroalcoholic macerates showed high concentrations of phenolic compounds, the main individual compounds being gallic acid, chlorogenic acid, cinnamic acid, and methyl gallic acid. The antioxidant activity of the black poplar buds’ hydroalcoholic macerates, evaluated by the DPPH radical scavenging test, showed high values, between 496 and 1200 mg GAE /100 g d.w. The Cd, Cu, Zn, Ni, and Pb concentrations released in dry poplar buds, determined by AAS, were below the detection limits. Hydroalcoholic macerates of black poplar were tested against two groups of gram-positive bacteria (Enterococcus and Staphylococcus) using an agar well diffusion assay. The in vitro inhibitory activities of the macerates were important and ranged from 8.2–9.4 mm inhibition zones (Staphylococcus) to 8.6 −10 mm inhibition zones (Enterococcus).

Correctly identifying multiword expressions (MWEs) is an important task for most natural language processing systems since their misidentification can result in ambiguity and misunderstanding of the underlying text. In this work, we evaluate the performance of the mBERT model for MWE identification in a multilingual context by training it on all 14 languages available in version 1.2 of the PARSEME corpus. We also incorporate lateral inhibition and language adversarial training into our methodology to create language-independent embeddings and improve its capabilities in identifying multiword expressions. The evaluation of our models shows that the approach employed in this work achieves better results compared to the best system of the PARSEME 1.2 competition, MTLB-STRUCT, on 11 out of 14 languages for global MWE identification and on 12 out of 14 languages for unseen MWE identification. Additionally, averaged across all languages, our best approach outperforms the MTLB-STRUCT system by 1.23% on global MWE identification and by 4.73% on unseen global MWE identification.
