Information from ACIAR supported research has led to the development of a successful and widely-used vaccine for bovine ephemeral fever (BEF) - a disease which causes widespread economic losses in China. - Abstract
Foot and Mouth disease (FMD) is a major animal health issue in Southeast Asia, causing losses due to reduced milk and meat production. Due to its highly infectious nature, FMD prevalence also impedes trade in livestock and livestock products, reducing the price and returns from livestock rearing. Additionally, the disease reduces the income of poor smallholder producers. Improved FMD control, resulting from the establishment of enhanced diagnostic capability, will reduce the negative impact of FMD.

- Abstract
Footrot, a bacterial disease which attacks the feet of sheep and goats causing lameness and high levels of flock mortality, was endemic in the western districts of Nepal. As a result of the collaborative efforts between Nepalese, Australian and British scientists within ACIAR projects AS2/1991/017 and AS2/1996/021, the virulent form of this disease has been erradicated from the livestock industries of the country. The economic benefits stemming from this achievement are described and quantified in this report.

161. Analysis and Management of Indonesian Money Supply Growth.

- Abstract
This paper reviews Indonesia's record of monetary management over the last quarter century, showing that there has been a lack of stability in money growth, and that average growth rates have been higher than is consistent with low inflation. The source of monetary expansion is located primarily in growth of base money, which is here disaggregated into three components reflecting government policy in respect of the budget, the exchange rate, and interest rates, respectively. Exchange rate policy, through its effect on the balance of payments, is shown to have been the main cause of rapid and unstable monetary growth during this period. A contrast is also drawn between the author's preferred technique of analysing monetary movements and the 'accounting approach', based on money formation tables and favoured by previous writers in this field. 162. Indonesia's New Banking Law.

- Abstract
An accumulation of old banking laws was replaced with a single new one early in 1992. The previous focus on the lending side of banks' activities has been replaced by greater emphasis on their deposit mobilisation and intermediation functions. Distinctions between commercial, savings and development banks have been dropped—the only functional distinction remaining being that between banks which offer cheque account services and the much smaller ones which do not. Important changes relating to ownership include placing the state banks on the same legal footing as those from the private sector, allowing them to sell their shares to the public, and permitting foreigners to purchase shares in domestic banks listed on the stock exchange. Those who breach the new law are liable to heavy fines and gaol terms. The law allows the government to require all (not just state) banks to undertake special developmental or equity-oriented programs. [ABSTRACT FROM PUBLISHER]

- Abstract
An economic evaluation of three ACIAR projects whose primary objective was to improve postharvest grain drying in Thailand and Australia is provided in this report. During 1983?1996, ACIAR invested A$1.2 million in research designed to improve grain drying in these countries. Based on current adoption, the investment has resulted in a realised net present value of A$3.6 million. A benefit/cost ratio of 3:1 was estimated for the projects. In other words, for each dollar invested, three dollars of project benefits have resulted. A high proportion of realised benefits was estimated to accrue to Australian rice producers, through reduced grain drying costs, while benefits have also been captured by the Thai rice production industry through reduced postharvest losses. Based on projected levels of future adoption, it was estimated that a project net present value of A$18.4 million could be achieved in Australia and Thailand. Several other countries such as Indonesia, the Philippines and Vietnam could also benefit from the technology developed in these projects. These benefits have not been quantified as part of this evaluation. Their inclusion would increase the value of ACIAR-supported grain drying research.

The article discusses economic policies followed by the Indonesian government in relation to globalization and the impact of those policies on Indonesia's economic performance. In the widest sense, globalization refers to the trend towards increasing interactions of all kinds between different countries. During the year 1960 Indonesian economy was experiencing a severe crisis as a result of political turbulence and poor economic management. It was believed that one of the keys to getting the economy on the road to recovery was to encourage foreigners to come to Indonesia, bringing with them scarce capital in order to establish new productive enterprises. Given Indonesia's abundance of natural resources, one of the easiest sectors in which to encourage large-scale new investment was mining. Exploitation of mineral resources played an important role in economic recovery of the country. Indonesian policymakers realized that their abundance of low skilled labor could make the country successful exporter of labor. As the import policy regime was liberalized, exports of labor-intensive manufacturing goods flourished. Indonesia has been benefited from the more rapid augmentation of the capital stock that had been made possible by high capital inflow over the years. For this reason, it seems more important to be thinking about what went wrong with Indonesia's capital account, and about how a recurrence could be prevented or dealt with more effectively, rather than thinking in terms of closing the economy to capital inflow. 174. Banking collapse and restructuring in Indonesia, 1997-2001

- Abstract
Most of Indonesia’s banking system collapsed during the 1997–98 financial and economic crisis. We estimate that the net cost to taxpayers of the government’s blanket guarantee of banks’ liabilities, issued in February 1998, is about 40 per cent of annual GDP. Large banks fared worse in the crisis than small ones and state banks fared worse than private ones. Despite this, and despite the fact that bank capital turned out to have been inadequate, the government reduced the capital requirements for all banks, transferred the assets of closed banks, together with the lowest quality loans of those that were recapitalized, to a state-owned holding company, and thus excluded the private sector from participating in the process of liquidating these assets. The government offered to recapitalize several banks jointly with the private sector, but participation was restricted to the former owners, and even they could only participate on very unfavorable terms. As a result, too many banks were closed, too many nationalized and several were unnecessarily merged. We propose a more market oriented approach that would have strengthened banks by raising capital requirements and also minimized fiscal costs by auctioning those that failed to meet these requirements. In the case of insolvent banks, bidders should have been invited to submit tenders for taking over both their assets and liabilities. In all cases, bidders should have been able to choose between liquidating banks and keeping them operational, after injecting enough cash to meet the new capital adequacy requirements.
175. Safeness by Design: A New Design Paradigm?

- Abstract
Design has the potential to significantly improve safeness and wellbeing, and to identify and reduce risk either during the design phase or through targeted design interventions concerning product, infrastructure, systems and services. The broad user-centred skills and technical knowledge base of designers allows for clear problem definition using ethnographic discovery processes, and creative design and innovative design resolution in a socio-technical context. As designers transition from product dependent (and market driven) outcomes to less tangible activities, increasingly the role of design as an enabler of societal wellbeing, capable of making a greater contribution to communities and lifestyles, opens up new practice foci. Whilst design has always been required to address safety from a compliance and/or product liability perspective, ‘Safeness by Design’ aims to apply an explicit safeness lens to design practice. Aspirational in its intent, it seeks to operate outside of safety compliance frameworks; utilising human centered design, experience and interaction design, social design and service design approaches, rather than risk management methodologies, to achieve actual or perceived safeness. This paper suggests Safeness by Design as a new design paradigm, examining the contribution of early works to safer urban contexts, and proposes a safeness-led approach to design practice.

Aberrant microsatellite repeat-expansions at specific loci within the human genome cause several distinct, heritable, and predominantly neurological, disorders. Creating models for these diseases poses a challenge, due to the instability of such repeats in bacterial vectors, especially with large repeat expansions. Designing constructs for more precise genome engineering projects, such as engineering knock-in mice, proves a greater challenge still, since these unstable repeats require numerous cloning steps in order to introduce homology arms or selection cassettes. Here, we report our efforts to clone a large hexanucleotide repeat in the C9orf72 gene, originating from within a BAC construct, derived from a C9orf72 -ALS patient. We provide detailed methods for efficient repeat sizing and growth conditions in bacteria to facilitate repeat retention during growth and sub-culturing. We report that sub-cloning into a linear vector dramatically improves stability, but is dependent on the relative orientation of DNA replication through the repeat, consistent with previous studies. We envisage the findings presented here provide a relatively straightforward route to maintaining large-range microsatellite repeat-expansions, for efficient cloning into vectors.
