This article discusses the positive and negative aspects of digitalization, on the basis of which the expediency of using information technologies in the state registration of marriage is determined.For a full analysis of the topic, the article also reveals the role of digitalization in the emergence of a remote method of applying for marriage. Statistics are provided showing which methods of applying are more in demand among citizens, offline or online. The impact of the COVID-19 pandemic on the changes in these statistics is described. Recommendations are put forward to eliminate the existing gaps in the family law of the Russian Federation. After studying foreign experience, the idea of introducing a new legal institution in the form of an engagement is proposed. At the end of the work, the prospects for the use of information technologies for the effective implementation of the proposed innovations are assessed, a description of digitalization and its place in the marriage procedure is given, potential corruption and other risks associated with its implementation are highlighted, the traditional nature of marital relations and the innovative nature of digitalization are compared.The authors comes to the conclusion that modern technologies should only perform an auxiliary function in marriage.This conclusion is based both on the symbolic and historical significance of marriage and on the general principles of family law. The following methods were used in the study: analysis, comparison, concretization, generalization, classification, study of scientific and legal literature and legal acts.

Introduction. The article examines the issue of business in the field of information technologies from the point of view of financial management by clarifying the essence of information technologies as a type of business, and defining the features of typical business models and forms of business organization. Scientific works of domestic and foreign scientists (dissertations, monographs, articles, materials of conferences and seminars) on the problems of IT business development became the information base of the research. The methodological basis of the research was general scientific and special research methods, in particular: abstraction (focusing on the main characteristics of IT business finances); analysis (decomposing the software development process into components and studying the impact of finance on each element); comparison and analogy (identification of typical IT business models). Purpose. The purpose of the article is to reveal the content of business in the field of information technologies as an object of financial management through clarification of the essence of information technologies as a type of business, definition of features of typical business models and forms of business organization. Results. According to the results of the data analysis of the National Repository of Academic Texts, only 10 dissertation works in the field of economic sciences, focused on the problems of IT business in Ukraine, were found, which showed the insufficient level of attention of scientists to this type of activity. It was proposed to consider IT business as an entrepreneurial activity in the field of information collection, storage, processing and distribution. It was justified that it is expedient to expand the IT industry beyond Section 62 "Computer programming, consulting and related activities" Classifier of types of economic activity, which allows showing the role of the industry in the economy in a more accurate way. The stages of the software life cycle (Analysis, Design, Development, Testing, Deployment, Maintenance) are considered, with the allocation of a key IT specialist for each of the stages, with the ability to compare the cost of each with the elements of the software development process. Conclusions. The study of issues of typical business models (outstaffing, outsourcing, product model, startup) and organizational and legal forms of business (activities of an individual entrepreneur, limited liability company, joint-stock company) made it possible to highlight the peculiarities of IT business as a unity of the object of financial management (a high level of client orientation, where through using a lot of various payment systems and cryptocurrencies; the key role of human capital and the high costs of labour and services of IT specialists; the significant impact of currency risk; flexibility in the allocation of resources; special legal and tax regime of Diya.City).

164. Increasing the Reliability of Test Control Using Information Technologies in Inclusive Physical Education

The purpose of the study was to determine the reliability and validity of a method developed on the basis of information technologies to control the strength endurance of the core muscles of students with disabilities. Materials and methods. 38 students with disabilities, aged 18–23, who entered the first year of study at the university, voluntarily participated in the study. The studied sample consisted of students with a simple form of disorder in the musculoskeletal system, who have the ability to move independently and perform motor actions. An information-search approach to data collection was used at the theoretical level, and pedagogical testing and methods of mathematical statistics were used at the empirical level. Results. A method for assessing the strength endurance of the core muscles developed on the basis of information technologies is presented. To implement the method, a network of sensors formed by analog and digital sensors, wireless infrared communication devices, information from which enters the programmable logic controller and is fed to the personal computer, is used. The software has been developed that implements immediate processing and presentation of test control results in real-time. Correlation analysis was used to calculate the indicators of test reliability and validity of fixing the results of tests using the method presented in this paper and the traditional method. Conclusions. Experimental verification of the presented method for controlling the development of the core muscles of students with disabilities has proven its practical effectiveness. In conclusion, the numerical values of reliability and validity obtained using the automated method of countering are within the range of “above average,” in contrast to the measurements made by the traditional method of control using a test exercise: the calculation of test reliability and validity revealed a level of “below average.” The set of obtained numerical characteristics of empirical data proved the advantage of using the latest information technologies in inclusive physical education as a factor of its effectiveness. Achieving positive results in ensuring the proper level of health, full physical and psychological rehabilitation of higher education students with disabilities is considered as a practical value of implementing inclusion in a higher education institution.

Introduction. Today, it is impossible to imagine modern society without digital technologies. The introduction of such technologies has also affectedthe sphere of law, in which digitalization has become the formative legal basis of society. The relevance of thisresearch topic is expressed in the need to identify the main problems of using digital technologies in the process of realizing individual rights and freedoms. Materials and Methods. Based on a critical analysis of the provisions of legislation and various points of view that have developed in the general theory of law and branch sciences, the problems of using digital technologies in the process of realizing individual rights and freedoms have been identified. When writing this article, such general scientific methods as analysis, synthesis, abstraction method and modeling were also used. Analysis. The author highlights such problems as possible discrimination based on digital data about citizens, voluntary use of digital technologies by citizens when interacting with the state. The problem of possible violations of human rights on the Internet when using digital services is revealed. It is indicated that the state must constantly develop technologies that prevent the violation of citizens’ rights in the digital space. The issue of digital competence, skills necessary for the use of electronic administrative services by both citizens themselves and civil servants, employees of organizations that use appropriate technologies in their activities is another problem that needs to be solved. There is a need for new educational technologies and specialties that allow you to form skills for the implementation of individual rights on the Internet. The problem of a theoretical nature is the lack of a unified approach to the definition of basic terms and concepts in the legislation. The opinion is expressed that the regulation of any public relations begins precisely with the development of a single conceptual framework. The author raises the issues of the lack of uniformity of norms in the regulation of procedures for the implementation of citizens’ rights and freedoms using digital technologies and the need to adopt the Digital Code of the Russian Federation. Results. Based on the results of the conducted research, it can be concluded that there is a global need to regulate the legal realization process through the use of digital technologies.

This review article analyzes the relationship between a new approach to psychology that emerged at the University of Pennsylvania in the late 1990s, known as ‘positive psychology’, and Information and Communication Technologies (ICTs). Positive Psychology addresses mental health as an adaptive, resilient, and preventive process of the human being and ICTs are technologies that modify social structures. The purpose of this review is to recognize and make visible studies on ICT applications at the service of the positive psychology approach. This analysis focuses on both categories to delve into the impact of ICTs on mental health. As a result of the analyzed investigations, it is concluded that, although in some cases ICTs can favor a deterioration in mental health, they also have an important potential that they can fulfill in the service of mental health and the integral well-being of the human being. Using the implementation of the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system from 1993 to 1996 as a shock to information dissemination technologies, we examine how a significant reduction in disclosure processing costs affects the real economy. We find that the EDGAR implementation leads to an increase in corporate investment and that this effect is concentrated in value firms. We provide evidence that improved equity financing and enhanced managerial incentives are likely the underlying mechanisms. Specifically, the EDGAR implementation leads to an increase in a firm's stock liquidity, a decrease in the cost of equity capital, and an increase in the level of equity financing. Consistent with the monitoring effect of broad information dissemination, the EDGAR implementation leads to an increase in a firm's operating performance. Our findings suggest that it is important to consider information dissemination beyond information production when examining the real effects of corporate disclosures. [ABSTRACT FROM AUTHOR]

Learning with hypertexts require learners to navigate in a non-linear environment and build a coherent representation of the informational content. The expansion of digital technologies and hypertext use in higher education has emphasized the need to examine how technological tools may foster quality learning. This study examined how three types of interactive content organizers (COs) used to represent the main concepts and to navigate in the content pages can impact information processing and learning outcome. The COs designed for the experiment varied in terms of conceptual and navigation support they provide and format. Ninety-three undergraduates used a list of concepts that only provided conceptual support, a summary or a concept map that provided both conceptual and navigation support either with text or graphic format. Results showed that highly coherent COs such as summaries or concept maps improved navigation coherence. However, the summary focused the attention of learners and decreased hypertext exploration (i.e. longer time on the CO and fewer content pages accessed). Longer reading times of the summary also increased text-based outcome, whereas longer processing of the concept map improved inference-based outcome. Purpose. To provide a comparative and comprehensive analysis of the smart grid projects funded by the H2020 ENERGY and FP7-ENERGY programs. Methodology. As part of the text analysis, the authors evaluated smart grid projects’ results in a sample using text mining methods. Based on statistical analysis and concept-based method, the most significant outcomes of smart grid projects were identified. Findings. A detailed review of the results shows that project teams of the H2020 ENERGY and FP7-ENERGY programs mostly relied on the existing experience which helped to form further development for standardization of tools, conduct planning, or derive specific management actions aimed at smart energy consumption. The majority of these solutions were applied for digitalizing small commercial consumers and for integrating isolated renewable sources in the most effective way. The projects considered the possibilities of electric vehicles used to solve environmental problems and balancing unstable electricity production from renewable sources with Li-ion stationary batteries, tools for effective interaction of users of smart grids, and integration of isolated renewable sources in centralized energy networks. Originality. Based on statistical and machine analysis, the most significant results of smart grid projects were identified. Ngrams of expressed keywords used in the texts of project results were used to present and visualize the textual description of smart grid projects. Practical value. At the same time, new construction standards regarding the greening of production and social responsibility of business predetermine the need to introduce innovative technologies that ensure control and savings in the resources used, both during construction and during the operation of the building. In this regard, the effectiveness of using BIM (Building Information Modeling) has been proven as an innovative technology in construction, which allows you to construct complex structures quickly and efficiently. BIM technologies (Building Information Modeling - information modeling of a construction project) provide effective management of design and construction, which as a result can significantly reduce the project implementation period, simplify the maintenance of the finished facility and extend its service life. Building information modeling is an innovative method of erecting, equipping, maintaining the operation and repair of a building, as well as collecting and comprehensive processing of information about the building during the design and construction process (architectural, technological, economic, etc.). The study addressed the problem of developing a mechanism for introducing blockchain technology into the system of accounting and analytical support for public sector entities. In the course of the research, the volumes and types of financial violations by public sector entities were analyzed. Identified violations were committed by public sector entities, and their significant share fell on the system of accounting and analytical support, in particular, financial reporting, budget execution. Legal restrictions on the introduction of blockchain technology for public sector entities were outlined. The absence of a number of acts in the field of digitization, protection of state secrets, cyber security, international standards, etc. in the legal field was established. The characteristics and mechanisms of blockchain technology were described, the types of blockchains based on permission models (open, closed) were defined. The technological characteristics of the use of blockchain platforms in the system of accounting and analytical support of public sector entities have been determined. The need to use blockchain applications such as smart contracts was indicated. It is noted that the use of smart contracts can be developed on blockchain platforms such as Ethereum, NXT, and Hyperledger; their key characteristics were described. A comparative description of transactions of state funds in the traditional accounting system and with the use of blockchain systems is given. The problem of the materiality of the transaction cost when transferring large volumes of data was outlined using the Ethereum platform as an example; its shortcomings were identified. The development of a mechanism for introducing blockchain technology into the system of accounting and analytical support using the Hyperledger platform, which has an open-source community focused on the development of a set of stable frameworks, tools, and libraries for deploying enterprise-level blockchains, was described. Aims and method To investigate whether a psychiatry-specific virtual on-call training programme improved confidence of junior trainees in key areas of psychiatry practice. The programme comprised one 90 min lecture and a 2 h simulated on-call shift where participants were bleeped to complete a series of common on-call tasks, delivered via Microsoft Teams. Results Thirty-eight trainees attended the lecture, with a significant improvement in confidence in performing seclusion reviews (P =0.001), prescribing psychiatric medications for acute presentations (P <0.001), working in section 136 suites (places of safety) (P = 0.001) and feeling prepared for psychiatric on-call shifts (P = 0.002). Respondents reported that a virtual on-call practical session would be useful for their training (median score of 7, interquartile range 5-7.75). Eighteen participants completed the virtual on-call session, with significant improvement in 9 out of the 10 tested domains (P<0.001). Clinical implications The programme can be conducted virtually, with low resource requirements. We believe it can improve trainee well-being, patient safety, the delivery of training and induction of rotating junior doctors during the COVID-19 pandemic and it supports the development and delivery of practical training in psychiatry. Milk production plays an essential role in the global economy. With the development of herds and farming systems, the collection of fine-scale data to enhance efficiency and decision-making on dairy farms still faces challenges. The behavior of animals reflects their physical state and health level. In recent years, the rapid development of the Internet of Things (IoT), artificial intelligence (AI), and computer vision (CV) has made great progress in the research of precision dairy farming. Combining data from image, sound, and movement sensors with algorithms, these methods are conducive to monitoring the behavior, health, and management practices of dairy cows. In this review, we summarize the latest research on contact sensors, vision analysis, and machine-learning technologies applicable to dairy cattle, and we focus on the individual recognition, behavior, and health monitoring of dairy cattle and precise feeding. The utilization of state-of-the-art technologies allows for monitoring behavior in near real-time conditions, detecting cow mastitis in a timely manner, and assessing body conditions and feed intake accurately, which enables the promotion of the health and management level of dairy cows. Although there are limitations in implementing machine vision algorithms in commercial settings, technologies exist today and continue to be developed in order to be hopefully used in future commercial pasture management, which ultimately results in better value for producers. Using a complex system analysis, the authors investigate the right to information in the context of digitalization. The object of the study is social relations concerning the search, acquisition, transfer, production and distribution of digital information in the conditions of digitalization of the economy. The study's subject includes Ukraine's legal norms, regulatory provisions of international treaties and legal acts of the European Union, and theoretical scientific works on legal regulation of digital information. The research uses a dialectical, interpretive, historical-legal, formal-legal, comparative-legal, and systemicstructural method. It is indicated that the right to access information includes and ensures the realization of a set of rights that allow searching, receiving, transferring, producing and distributing digital information in information systems through existing rules and requirements of current legislation. The expansion of production, use, processing, storage, retrieval and transmission in digital form has influenced the further development of the right to information. In the case of digitalization, the right to information acquires a private-public expression, which is connected with the satisfaction of individual needs and the realization of national interests. Public interests are protected by the mechanisms of information bans and restrictions depending on the content of the information. It is noted that the digital form of information directly affects the change in the essence of individual legal relations and institutions in information law and other branches of law. Digitalization is not a systemic, sequential or structurally homogeneous phenomenon but provides significant sectoral coverage. The possibilities of free search, acquisition, transmission, production and distribution of information determined not only the emergence of remote communication but also the development of the informational component of the rights and freedoms of a person and a citizen for their implementation in a virtual environment, which made it possible to virtualize social processes. 185. Modeling the Transformation of Configuration Management Processes in a Multi-Project Environment.

Human resource management during project implementation in a multi-project environment requires addressing the resource-constrained project scheduling problem. Agile methodologies allow for greater management flexibility, necessitating an agile transformation of human resource management processes. Changes occurring in human resource management lead to modifications in the initial project team and alterations in the state of the resource pool in a multi-project environment. To ensure controllable changes in the project team and address the task of allocating (reallocating) limited resources among project tasks in a multi-project environment with subsequent optimization based on a selected criterion, it is proposed to use configuration management of human resources. Depending on the chosen level of detail, project specifics, and the implementation environment, configuration elements can be an executor, project team, or intact team. Types of equivalence applied to the set of configuration elements have been classified. A model of the configuration management process for human resources has been considered. Using the proposed model will allow for formalizing the process of implementing human resource configuration management in a multi-project environment. Constructive enumeration of configuration elements in a multi-project environment has been examined. Identifying a typical representative of the configuration and considering the given equivalence, followed by selecting a resource allocation/reallocation option that meets the specified constraints, enhances team adaptability. An example of configuration management in addressing team composition management tasks has been discussed. The proposed approach can be applied in managing human resources for agile transformation projects of critical infrastructure, particularly in the healthcare sector, during the establishment of hospital clusters and supercluster medical institutions. The article investigates the creation of an ecological brand for the village of Sloboda, which is located in Kolomyia district, Ivano-Frankivsk region. The creation of a complete and unique image of the “New Sloboda Village” will take place in four successive stages: formation of a recreation area, design of the glamping town “Glam Camping”, the Polish-Ukrainian open-air museum complex of the oil industry “Galician Cradle of the Oil Industry” and the restoration of the sanatorium tourism based on reserves of the high-quality mineral water and ozokerite. The most important stage is the design of the glamping “Glam Camping” in a remote part of the village with an area of 1.28 hectares. Glamping fits perfectly into the concept of ecological tourism, as it is a modified form of camping but with the conditions of a 5-star hotel. The promotion means are social networks, namely Instagram, Facebook, Viber, Telegram. For this purpose, special advertising layouts have been created, which will be distributed through social networks and in travel agencies, at the local level and later on the foreign tourist market. The cost of glamping camping is UAH 1,820,250. In case the occupancy is 75%, it will pay off in 2 years, 9 months, and 2 days, and if the occupancy is 50%, then in 4 years, 1 month, and 28 days. The investment project of the glamping camping is economically profitable, the payback period is significantly shorter than the service life of the active part of the main production assets, and also shorter than the actually achieved payback period of capital investments in this industry. Therefore, investing funds in the village of Sloboda and in particular in “Glam Camping” is beneficial and quickly profitable

Projects act as an important tool of corporate governance as it is possible to attain with their help strategic organizational goals. Significance of efficient project management is recognized by companies all over the world, as not always it is possible to comply with the basic plan of the project. As a rule, terms and budgets are exceeded, the quality of the product is changed. Today companies often face problems of project management in the field of information technologies (IT). Usually the detailed project content is not known at its start due to complicated technological task. Thus we can say that IT projects are subject to high uncertainty that is why they need specific approaches to be effectively managed. In the article the authors study different methodologies of project management, however not all of them can be used for projects of software development and introduction. Flexible methodologies of project management (Agile) are the most suitable for IT projects. Agile-methods take into account all specific features of project management for developing and introducing information technologies. Efficiency of flexible methodologies of IT-project management was proved by a number of qualitative and quantitative investigations.

The article systematizes modern indices for the development of the information economy in 2013–2021, ranks countries by the level of information development and clarifies the positioning of the Republic of Belarus in the world system of classification of the formation level of the information economy. The development of the Republic of Belarus according to the Global Connectivity Index is considered. The model of the change trend of the Global Connectivity Index for Belarus, which allows predicting its change, has been built. The model of the trend changes in the global index of network interaction for the Republic, that allows to predict its change, as well as a model for the evolution of the functions of changes in the human development index and the index of network readiness over time, were built. A new system of indicators that take into account the methodological approaches of cliodynamics in economics has been proposed. With the help of synergetics and theory of developing systems, optimal dynamic levels of information development, taking into account the growth of the quality of anthropogenic resources, are determined. Transformations of innovative processes in the new economy in dynamics when passing bifurcation points are considered.

Therefore, the requirements for data accuracy on fire hazards in forests and forest fires considerably increase. Even though the remote sensing of the Earth from space is a potential method for acquiring information independent of the human factor, it still has several technical limitations that hinder total automation. Therefore, it is important to provide а comprehensive control over the information coming from the forest fire departments. Besides, the long-term fire risk prognoses must consider retrospective statistics and cyclical weather conditions. This requires the creation of methods for evaluating the reliability of the initial data. An analysis of the records on the number of forest fires that happened in the Russian Federation from 1969 to 2020 revealed that the distribution of the values in a large sampling set is close to lognormal, which is the author’s fundamental principle. The few deviations on the right side of the distribution indirectly support the hypothesis that, in the provided information, the large forest fires in each case were presented as smaller, fragmented events. This is also consistent with the fact that such information usually occurs when the forest fire situation is complex and has many burning locations. An analysis of the records on the forest fires extinguished within one day identified a characteristic deviation, which indirectly supports the assumption that the data was probably distorted to improve recording. In such a situation, the deviation from the pattern corresponds to low combustibility and completely loses its meaning in the conditions of a severe forest fire situation with many burning areas. The authors have formed a ranking of the regions according to the validity of the archival records on the forest fires using the correspondence of the statistical data to the lognormal distribution. The proposed method can become one of the elements of a risk-oriented approach for planning control and supervisory measures in forestry policy. For citation: Kotelnikov R.V., Martynyuk A.A. This article presents the theoretical analysis of various authors on the importance of Information Literacy (IL) as one of the central aspects in the curriculum for Latin American universities. This analysis seeks to determine the causes that affects the integration into the curriculum and finds, among others, that the teaching of this skill is taught by professors who are not researchers, there is a lack of effective communication between the library and the university, and pedagogical preparation of librarians for their teaching. Subsequently, some recommendations of the possible solutions are made to integrate into the study plans, such as involving the librarians together with the academics in the curricular design, generating new librarian profiles, offering library subjects in the first semesters of the degree, developing the interest of students in learning this skill, as well as influencing their curiosity to investigate.

An urgent task of criminalistics and related criminal procedure disciplines includes informational and reference support for investigative activities, which involves, among other things, the study of forms of communication of the results of scientific research to the addressee – the investigator or another participant in the criminal proceedings. Purpose: to form a theoretical model for informing the investigator and the interrogator by developing and implementing mobile applications with reference information, to compare approaches to the structure of criminalistic knowledge in Russia and foreign states. Methods: empirical methods of comparison, modeling, questioning. Results: the article reveals features of the Russian approach to the presentation of reference and methodological information (from general to specific, from big to small, etc.). In the author’s view, mobile directories should be organized under a chronological approach: according to sequences of actions of the addressee of such directories. The article identifies main positive signs of modern mobile directories: mobility, efficiency, the ability to function without connection to the Internet, the ability to synthesize heterogeneous sources.

Possible scenarios for the use of distributed registry technology and blockchain in the national standardization system are considered, taking into account international experience and trends in the development, development and use of national standards in digital formats, as well as promising interaction with other information technologies that are already standardized at the international and national levels.
