157. Evaluation of a Complex, Multisite, Multilevel Grants Initiative

- Abstract
The Safe Schools/Healthy Students (SS/HS) national evaluation seeks to assess both the implementation process and the results of the SS/HS initiative, exploring factors that have contributed to or detracted from grantee success. Each site is required to forge partnerships with representatives from education, mental health, juvenile justice, and law enforcement, coordinating and integrating their efforts and working together to contribute to comparable outcomes (e.g., reduced violence and alcohol and drug use, improved mental health services). The evaluation uses multiple data collection techniques (archival data, surveys, site visits, interviews, and focus groups) from a variety of sources (project directors, community partners, schools, and students) over several years. Certain characteristics of the SS/HS initiative represent unique challenges for the evaluation, including the absence of common metrics for baseline, outcome data, and lack of comparison group. A unifying program theory was required to address these challenges and synthesize the large amounts of qualitative and quantitative information collected. This article stresses the role of program theory in guiding the evaluation. (Contains 1 figure.)

171. The Role of Natural Heritage in Rural Development: An Analysis of Economic Linkages in Scotland

- Abstract
There is growing recognition of the important role played by natural heritage in rural economic development, but limited empirical work as yet to inform this debate. This paper examines the nature and strength of local economic linkages associated with the natural heritage in four case study areas in Scotland, differentiated in terms of their peripherality and dependence on the natural heritage. A framework for identifying "natural heritage activities" in different localities is developed and applied in each study area. The framework distinguishes between three types of natural heritage activities, "core" activities, such as environmental management; "primary production and extraction" activities; and "reliant" activities where the natural heritage is highly important to a business's commercial viability. Analysis of first-round economic linkages and multiplier effects of local economic activity in the four case study areas indicates that natural heritage "reliant" activities have the greatest potential for generating local economic benefits through their propensity to source locally. They are also found to contribute more significantly to the economic base of the study areas through sales of goods and services to visitors. The policy implications of the findings are discussed.

- Abstract
Post-productivism is a contested concept, and some argue that it should be abandoned. In this paper, a more focused definition for post-productivism is suggested. Evidence for change in forestry and agriculture that could be categorised as post-productivist is presented, in relation to both the narrower definition and to characterisations suggested by other authors. A reduced (relative) emphasis on material production, combined with an increased emphasis on the provision of environmental services, has characterised rural land use at the end of the 20th century in parts of the developed world. In this sense, post-productivism is a reality, and should not be abandoned. It may have utility in relation to our understanding of land-use change in developed countries, and in that respect to the generating of questions that would amount to a formidable research agenda.

Virtual reality (VR) has become a popular choice for education, industrial simulation, entertainment and healthcare applications. User navigation is an essential propriety of virtual applications. However, novice audiences often face the difficulty of engaging with the virtual surrounding environment. This work presents a novel design of a deep learning-based navigation solution to improve the quality of user experience and the engagement with virtual content. We compare two navigation methods avatar-based and arrows-based guidance, both of which are driven by a recurrent neural network (RNN) model. We capture participants’ mobility and eye-gaze to compare the impact of different navigation affects on users’ engagement in VR applications.

Since its full commissioning in 2008, the Pierre Auger Observatory has consistently demonstrated its scientific productivity. A major upgrade of the Surface Detector array (SD) improves the capabilities of measuring the different components of extensive air showers. One of the elements of the upgrade consists of new Scintillator Surface Detectors (SSD) placed on top of the Water-Cherenkov stations of the SD. At the Observatory, the integration of the SSD components and their deployment in the array is well advanced. In this paper, the main challenges and characteristics of the construction and installation will be reviewed. Started in 2016, an Engineering Array of twelve upgraded stations has been taking data in the field. In March 2019, a preproduction array of 77 SSDs started data acquisition with an adapted version of non-upgraded electronics. It is collecting events and proving the goodness of SSD design. Since December 2020, the upgraded electronics boards are being deployed in the field together with the photomultiplier tubes, increasing the number of SSD detectors, which are taking data continuosly with good stability. In this paper, the-long term performance of a subset of stations acquiring data for more than two years will be discussed. The data collected so far demonstrate the quality of the new detectors and the physics potential of the upgrade project

We test the hypothesis of an anisotropy laying along the galactic plane which depends on the mass of primary cosmic-rays. The sensitivity to primary mass is provided by the depth of shower maximum, $X_\text{max}$, from hybrid events measured at the Pierre Auger Observatory. The 14 years of available data are split into on- and off-plane regions using the galactic latitude of each event to form two distributions in $X_\text{max}$, which are compared using the Anderson-Darling 2-samples test. A scan over a subset of the data is used to select an optimal threshold energy of $10^{18.7}$ eV and a galactic latitude splitting at $|b| = 30^\circ$, which are then set as a prescription for the remaining data. With these thresholds, the distribution of $X_\text{max}$ from the on-plane region is found to have a $9.1 \pm 1.6^{+2.1}_{-2.2}$ g/cm$^{2}$ shallower mean and a $5.9\pm2.1^{+3.5}_{-2.5}$ g/cm$^{2}$ narrower width than that of the off-plane region. These differences are as such to indicate that the mean mass of primary particles arriving from the on-plane region is greater than that of those coming from the off-plane region. Monte-Carlo studies yield a $4.4\,\sigma$ post-penalization statistical significance for the independent data. Including the scanned data results in a $4.9^{+1.4}_{-1.5}\,\sigma$ post-penalization statistical significance, where the uncertainties are of systematic origin. Accounting for systematic uncertainties leads to an indication for anisotropy in mass composition above $10^{18.7}$ eV at a confidence level of $3.3\,\sigma$. The anisotropy is observed independently at each of the four fluorescence telescope sites. Interpretations of possible causes of the observed effect are discussed.

Recent observations of two coherent radio pulses with the ANITA detector can be interpreted as steeply upward-going cosmic-ray showers with energies of a few tenths of an EeV and remain unexplained. The Pierre Auger Observatory has a large exposure to such upward propagating shower-like events, and has used 14 years of its Fluorescence Detector (FD) data to perform a generic search for such events with elevation angles greater than 20$^\circ$ from the horizon. Here this search is recast to constrain models generating high energy $\tau$-leptons. For maximal flexibility, only the propagation, decay, and interactions of $\tau$-leptons are treated in this analysis, meaning that the results are independent of the $\tau$-production scenario. This treatment allows for the application of these results to the wide range of models producing $\tau$-leptons that have been proposed to describe the "anomalous" ANITA events. The goal of this study is accomplished by generating $\tau$-leptons within the Earth and its atmosphere with an intensity dependent on the media density. The zenith angle, location and calorimetric energy of any resulting $\tau$-induced air showers are then used to calculate the exposure of the FD of the Pierre Auger Observatory to $\tau$ primaries. Differential limits as low as $10^{-9}$GeV s$^{-1}$cm$^{-2}$sr$^{-1}$ to the flux of $\tau$-leptons produced with less than a 50 km path length below the Earth's surface are reported for several zenith angle ranges and primary energy spectra. Full exposure and sensitivity information is provided, facilitating the application of these results to different $\tau$-lepton production models.

Virtual reality (VR) has become a popular choice for education, industrial simulation, entertainment and healthcare applications. User navigation is an essential propriety of virtual applications. However, novice audiences often face the difficulty of engaging with the virtual surrounding environment. This work presents a novel design of a deep learning-based navigation solution to improve the quality of user experience and the engagement with virtual content. We compare two navigation methods avatar-based and arrows-based guidance, both of which are driven by a recurrent neural network (RNN) model. Since 2013, the four sites of the Fluorescence Detector (FD) of the Pierre Auger Observatory record ELVES with a dedicated trigger. These UV light emissions are correlated to distant lightning strikes. The length of recorded traces has been increased from 100 $\mu$s (2013), to 300 $\mu$s (2014-16), to 900 $\mu$s (2017-present), to progressively extend the observation of the light emission towards the vertical of the causative lightning and beyond. A large fraction of the observed events shows double ELVES within the time window, and, in some cases, even more complex structures are observed. The nature of the multi-ELVES is not completely understood but may be related to the different types of lightning in which they are originated. For example, it is known that Narrow Bipolar Events can produce double ELVES, and Energetic In-cloud Pulses, occurring between the main negative and upper positive charge layer of clouds, can induce double and even quadruple ELVES in the ionosphere. This report shows the seasonal and daily dependence of the time gap, amplitude ratio, and correlation between the pulse widths of the peaks in a sample of 1000+ multi-ELVES events recorded during the period 2014-20. The events have been compared with data from other satellite and ground-based sensing devices to study the correlation of their properties with lightning observables such as altitude and polarity.

Kinematics and energy thresholds of interactions are modified once the LIV terms become comparable to the squared masses of the particles involved. Thus, the strongest constraints on the LIV coefficients δi,n tend to come from the highest energies. At sufficiently high energies, photons produced by cosmic ray interactions as they propagate through the Universe could be subluminal and unattenuated over cosmological distances. Cosmic ray interactions can also be modified and lead to detectable fingerprints in the energy spectrum and mass composition observed on Earth. The data collected at the Pierre Auger Observatory are therefore possibly sensitive to both the electromagnetic and hadronic sectors of LIV. In this article, we explore these two sectors by comparing the energy spectrum and the composition of cosmic rays and the upper limits on the photon flux from the Pierre Auger Observatory with simulations including LIV. Constraints on LIV parameters depend strongly on the mass composition of cosmic rays at the highest energies. For the electromagnetic sector, while no constraints can be obtained in the absence of protons beyond 1019 eV, we obtain δγ,0 > -10-21, δγ,1 > -10-40 eV-1 and δγ,2 > -10-58 eV-2 in the case of a subdominant proton component up to 1020 eV. 194. Recasting Communication Theory and Research: A Cybernetic Approach.

- Abstract
The author's main concern is to provide a research format which will supply a unitary conception of communication. The wide range of complex topics and variety of concepts embraced by communication theory and the rather disparate set of phenomena encompassed by communication research create this need for a unitary study approach capable of linking all levels of analysis. The author proposes a cybernetic model which will allow for the exact specification of the rules and structures of the elements in the whole system. In support of this approach, the author notes that interpersonal, small group, organizational, and mass communication can be viewed productively as systems utilizing the cybernetic model. He concludes that the overriding concerns of cybernetics--regulation and control--are the most interesting and fruitful areas for research in communication systems. (LG)

Determined changes in attitudes toward science from the end of the first semester to the end of the second semester among 299 seventh-grade life science students in a southeastern urban school system. Results reveal that the average attitude toward science changed from undecided to positive. Significant relationships were found among the attitudinal subscales used in the analysis. (GR)
