The state-of-the art for solving the nonlinear material decomposition problem in spectral computed tomogra-phy is based on variational methods, but these are computationally slow and critically depend on the particular choice of the regularization functional. Convolutional neural networks have been proposed for addressing these issues. However, learning algorithms require large amounts of experimental data sets. We propose a deep learning strategy for solving the material decomposition problem based on a U-Net architecture and a Sim2Real transfer learning approach where the knowledge that we learn from synthetic data is transferred to a real-world scenario. In order for this approach to work, synthetic data must be realistic and representative of the experimental data. For this purpose, numerical phantoms are generated from human CT volumes of the KiTS19 Challenge dataset, segmented into specic materials (soft tissue and bone). These volumes are projected into sinogram space in order to simulate photon counting data, taking into account the energy response of the scanner. The network is trained to decompose the materials in the projection domain after which we apply any conventional tomographic method to reconstruct the dierent material volumes. The proposed decomposition method is compared to a regularized Gauss-Newton (RGN) method on synthetic data, experimental phantom data and human thorax data.

Die Wirkungen von Wohnsitzauflagen sind umstritten: Die einen erwarten von einer gleichmäßigen Verteilung der Geflüchteten und einer Verringerung der räumlichen Konzentration bessere Integrationschancen in den Arbeitsmarkt und die Gesellschaft . Die anderen vermuten, dass die Informations- und Suchkosten steigen und insbesondere Personen, die auf strukturschwache Regionen verteilt wurden, schlechtere Integrationschancen haben. Im Folgenden untersuchen wir auf Grundlage der IAB-BAMF-SOEP-Befragung von Geflüchteten, wie sich regionale Wohnsitzauflagen auf die Erwerbstätigkeit der Betroffenen, den Erwerb von Deutschkenntnissen und die Unterbringung in privaten Wohnungen auswirken.

Deutschland gehört zu den bedeutendsten Handelsnationen der Welt. Für die deutsche Wirtschaft bieten der internationale Handel und insbesondere der Export von Produkten zahlreiche Chancen. Teilweise wird jedoch befürchtet, dass internationale Aktivitäten von Unternehmen mit Risiken für die Beschäftigungsstabilität einhergehen. Wir untersuchen deshalb die betriebliche Arbeitskräftefluktuation im Verarbeitenden Gewerbe, einer Branche, die sich in Deutschland durch einen hohen Exportanteil auszeichnet.

Recent advances in deep learning for tomographic reconstructions have shown great potential to create accurate and high quality images with a considerable speed-up. In this work we present a deep neural network that is specifically designed to provide high resolution 3D images from restricted photoacoustic measurements. The network is designed to represent an iterative scheme and incorporates gradient information of the data fit to compensate for limited view artefacts. Due to the high complexity of the photoacoustic forward operator, we separate training and computation of the gradient information. A suitable prior for the desired image structures is learned as part of the training. The resulting network is trained and tested on a set of segmented vessels from lung CT scans and then applied to in-vivo photoacoustic measurement data.

During the early 1990s Germany received over half a million Yugoslavian refugees fleeing war. By 2000, many of these refugees, who were under temporary protection, had been repatriated. We exploit this historical episode to provide causal evidence on the role that migrants play explaining export performance in global markets after returning to their home country. We find that the elasticity of exports to return migration is between 0.1 to 0.24 in industries where migrants were employed during their stay in Germany. In order to deal with endogeneity we use historic exogenous rules of allocation of asylum seekers across different German states to construct an instrumental variable for the treatment. The results are mostly driven by knowledge-intensive industries, and by workers in occupations intensive in analytical and managerial skills.

Die vorliegende IAB-Stellungnahme befasst sich mit dem Eckpunktepapier der Bundesregierung zur Fachkräfteeinwanderung aus Drittstaaten, das am 2. Oktober 2018 im Bundeskabinett verabschiedet wurde. Das Eckpunktepapier hält im Grundsatz an den bestehenden Regelungen des deutschen Einwanderungsrechts fest. Erkennbar sind drei wesentliche Änderungen: die Abschaffung der Vorrangprüfung, die Öffnung der Möglichkeit zur Einwanderung von Personen mit beruflichen Abschlüssen auch außerhalb der Engpassberufe, und die Ausweitung der Möglichkeit zur Arbeitsuche von Personen mit beruflichen Abschlüssen. Alle drei Maßnahmen sind sinnvoll, werden aber voraussichtlich nur zu geringfügigen Veränderungen in Umfang und Struktur der Fachkräfteeinwanderung führen. Die Gleichwertigkeit beziehungsweise Anerkennung beruflicher Abschlüsse soll unverändert rechtliche Voraussetzung für die Einwanderung bleiben. Damit soll die wesentliche Hürde für die Einwanderung von Fachkräften nicht reformiert werden. Vorgesehen sind außerdem verschiedene Maßnahmen zur Verwaltungsvereinfachung, zur Anwerbung und zur Sprachförderung. Diese Maßnahmen sind sinnvoll, es ist aber zweifelhaft, dass dadurch zum Beispiel die Hürde zur Anerkennung beruflicher Abschlüsse in der Praxis tatsächlich gesenkt wird. Eine weitgehende Beibehaltung des Status quo wirft für die wirtschaftliche und soziale Entwicklung Deutschlands Risiken auf. Mit dem Rückgang der Einwanderung aus der Europäischen Union werden sich Qualifikationsstruktur und Arbeitsmarktchancen der ausländischen Bevölkerung schrittweise verschlechtern, wenn auch künftig nur ein Bruchteil der Einwanderer aus Drittstaaten ein Visum zu Erwerbszwecken erhält. This IAB statement addresses the benchmark paper of the Federal Government on skilled labour immigration from third countries, adopted in the federal cabinet on 2 October 2018. The benchmark paper in principle abides by the existing provisions of German immigration law. Three main changes can be identified: the abolition of proof of precedence, opening up the possibility of immigration of persons with vocational qualifications also beyond the bottleneck professions, and the extension of the possibility of people with vocational qualifications to search for a job. All three measures are reasonable, but will probably only lead to minor changes in the scope and structure of specialist immigration. The equivalence and/or recognition of professional qualifications are to remain unchanged as the legal prerequisite for immigration. Hence, the main obstacle to the immigration of skilled workers will not be reformed. Additionally, various measures for administrative simplification, recruitment and language promotion are planned. These measures are reasonable, but it is doubtful that this will, for example, actually lower the hurdle for the recognition of professional qualifications in practice. Upholding the status quo to a large extent poses risks for the economic and social development of Germany. With the decline of immigration from the European Union, the qualification structure and labour market opportunities of the foreign population will gradually deteriorate, even if only a fraction of the immigrants from third countries receive a visa for employment purposes in the future.

Zur Vorbereitung des Jahresgutachtens 2018/19 des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung wurde das IAB um seine Expertise zu Fragen der Migration und Integration gebeten. Im Herbst 2018 äußerte sich das IAB zum einen zur Rolle eines Fachkräfteeinwanderungsgesetzes, um Fachkräfteengpässen entgegenzuwirken, und zur künftigen Entwicklung von Umfang und Struktur des Angebots an ausländischen Arbeitskräften. Zum anderen befasste sich das IAB mit den Hürden und Fortschritten bei der Arbeitsmarktintegration von Geflüchteten und ging dabei auch auf die Erwerbsbeteiligung Geduldeter ein. Die Erkenntnisse hierzu werden in der vorliegenden Stellungnahme zusammengefasst. The IAB has been asked for their expertise on questions of migration and integration for the preparation of the 2018/19 annual report of the German Council of Economic Experts (Sachverständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung). In the autumn of 2018, the IAB commented, on the one hand, on the role of a skilled labour immigration act in order to counteract skilled labour shortages and on the future development of the scope and structure of the supply of foreign labour. On the other hand, the IAB addressed the obstacles and progress in the labour market integration of refugees and also responded to the labour participation of persons with exceptional leave to remain. The present opinion summarises the findings in this regard.

Electrical impedance tomography (EIT) is a rather new approach to medical imaging that is motivated by using electricity to determine the inside of a body. The clear advantage lies in the usage of harmless electric currents, in contrast to the ionizing radiation of X-rays, whereas the mathematical problem is inherently more challenging. In EIT we seek to reconstruct an image of the inner organs by determining their conductivity, i.e. how well electricity is conducted. As a medical imaging modality it is most promising in pulmonary and cardiac imaging, due to considerably different conductivity values in the air filled lungs (low conductive) and the blood filled heart (high conductive). EIT is in principle capable of monitoring the respiratory process, detecting pathologies in the lungs, and monitoring the heart activity. The main focus of this work is on the partial-boundary problem in EIT, that means one has only access to a certain part of the boundary and data can only be collected there. In a hospital setting these situations can arise when monitoring a critical or unconscious patient and hence one can only access the front of the torso (ventral position). Furthermore, practical complications can arise due to faulty, dislocated, or dispatched electrodes and hence leading to incomplete data. The methods presented in this thesis are capable of dealing with such incomplete data. Following the tradition of mathematical research we are also interested in quantifying the error incomplete data introduces to the reconstruction. In a short summary, this thesis investigates how to improve EIT reconstructions from partial-boundary data by utilizing concepts from an ideal mathematical setting as well as how to apply these methods to real electrode models and measurement data. Sähköinen impedanssitomografia (engl. electrical impedance tomography, lyh. EIT) on kohtalaisen uusi lääketieteellisen kuvantamisen muoto, jossa potilaan sisälle pyritään näkemään heikon sähkövirran avulla. Verrattuna ionisoivaan säteilyyn, kuten röntgensäteilyyn, EIT-kuvantaminen on potilaalle vähemmän haitallista. Kääntöpuolena on tähän kuvantamismuotoon liittyvän matematiikan haastavuus. EIT-kuvantamisessa tavoitteena on tutkia potilaan sisäelimiä selvittämällä niiden sähkönjohtavuus, eli se kuinka hyvin sisäelimet johtavat sähköä. Lääketieteellisen kuvantamisen muodoista se soveltuu erityisen hyvin sydämen ja keuhkojen kuvantamiseen. Tämä johtuu siitä, että sisään hengittäessä keuhkoissa on paljon ilmaa ja toisaalta sydämessä paljon verta. Siksi keuhkojen sähkönjohtavuus on huomattavasti sydäntä pienempi. EIT:llä voidaan tarkkailla potilaan hengitystä, keuhkojen fyysisiä vikoja sekä sydämen aktiivisuutta. Tämän työn pääteemana on EIT-kuvantamisen osittaiset reuna-arvo-ongelmat. Tämä tarkoittaa sitä, että mittauksia tehdään vain osassa mitattavan kappaleen ulkopintaa. Sairaalaolosuhteissa eräs esimerkki tällaisesta mittaustilanteesta on kriittisessä tai tajuttomassa tilassa olevan potilaan tutkiminen, jolloin mittaavia elektroneita voidaan asentaa potilaalle ainoastaan rinnan alueelle. Tämän lisäksi EIT-mittauksessa puutteellista mittausdataa saattavat aiheuttaa käytännön mittausvirheet, jotka voivat johtua viallisista, väärin asennetutuista tai väärässä paikassa olevista elektroneista. Tässä työssä esitetyt menetelmät tarjoavat matemaattisia sekä käytännön mittaustilanteissa tarvittavia keinoja edellä kuvattujen ongelmien ratkaisemiseksi. Matemaattista traditiota noudattaen olemme myös kiinnostuneita kvantifioimaan puutteellisen datan avulla tehtyjen rekonstruktioiden virheellisyyttä. Tiivistäen, tässä työssä tutkitaan kuinka parantaa EIT-kuvantamisen avulla tehtyjä rekonstruktioita, kun vaillinaiset mittaukset on tehty vain osassa kappaleen ulkopintaa. Ratkaisemme matemaattisen ongelman ja sovellamme tämän ongelman ratkaisua todellisen maailman mittausongelmiin.
