The article analyses and discusses the development of Leipzig and especially its inner east as an ‘urban space of arrival’ since 1990. It represents a study about arrival in the post-socialist context that is fairly rare in the international debate so far, since most of the arrival debate builds on western European evidence. Leipzig’s inner east was characterised by shrinkage until the end of the 1990s and by new growth, especially after 2010, as the whole city grew. Since the second half of the 1990s the inner east has developed into a migrant area, referred to here as an ‘arrival space.’ Today, in 2020, it represents the most heterogeneous part of the city in terms of population structure and is one of the most dynamic areas in terms of in- and out-migration. At the same time, it represents an area where large amounts of the population face different types of disadvantage. Set against this context, the article embeds the story of Leipzig’s inner east into the arrival debate and investigates the area’s development according to the characteristics discussed by the debate. Our results reveal that Leipzig’s inner east represents a meaningful example of an arrival space in a specific (post-socialist, shrinkage followed by regrowth) context and that arrival and its spatial allocation strongly depend on factors like population, housing, and real estate market development, as well as policymaking and, significantly, recognition.

Seit einigen Jahren ist in Deutschland eine deutliche Ausdifferenzierung der regionalen Bevölkerungsentwicklung zu beobachten. Das in den 1990er und 2000er Jahren prägende Muster praktisch flächendeckender Einwohnerverluste in den ländlichen Räumen Ostdeutschlands und eines Nebeneinanders von Wachstums- und Schrumpfungsräumen im Westen hat sich seit 2011 gewandelt und ausdifferenziert. Vor diesem Hintergrund möchte der Beitrag die wesentlichen demographischen Trends in Deutschland nach 2011 herausarbeiten und deren Implikationen für die Raumentwicklung diskutieren.

This article aims to position postsocialist cities in Central and Eastern Europe in the broader debate on urban environmental justice. The article crosscuts through all three dimensions of justice (distributive/distributional, procedural/participatory, and interactional/recognition) in the context of urban green and blue space provision. Environmental justice is still an emerging topic in postsocialist cities, constrained by market-orientation and neoliberal trends within society, privatization, and the primacy of private interests. The respective situation in postsocialist cities provides insights into the international debate on environmental justice, by highlighting some extremes related to neoliberal and populist governments and very rapid processes that lack long-term democratic consensus within societies. The findings of this study are discussed in the context of a postsocialist legacy, which includes broad tolerance for inequalities, a lack of solidarity in society, a lack of responsibility for the public interest, and extreme individualization and disregard for social interests. This has gradually led to the corporatization of local authorities and various business–government coalitions. This setting is more likely to favor business models related to the use and management of urban green and blue spaces than the environmental justice discourse

This opinion paper discusses urban lawns, the most common part of open green spaces and urban green infrastructures. It highlights both the ecosystem services and also disservices provided by urban lawns based on the authors’ experience of working within interdisciplinary research projects on lawns in different cities of Europe (Germany, Sweden and Russia), New Zealand (Christchurch), USA (Syracuse, NY) and Australia (Perth). It complements this experience with a detailed literature review based on the most recent studies of different biophysical, social, planning and design aspects of lawns. We also used an international workshop as an important part of the research methodology. We argue that although lawns of Europe and the United States of America are now relatively well studied, other parts of the world still underestimate the importanceof researching lawns as a complex ecological and social phenomenon. One of the core objectives of this paper is to share a paradigm of nature‐based solutions in the context of lawns, which can be an important step towards finding resilient sustainable alternatives for urban green spaces in the time of growing urbanisation, increased urban land use competition, various user demands and related societal challenges of the urban environment. We hypothesise that these solutions may be found in urban ecosystems and various local native plant communities that are rich in species and able to withstand harsh conditions such as heavy trampling and droughts. To support the theoretical hypothesis of the relevance of nature‐based solutions for lawns we also suggest and discuss the concept of two natures—different approaches to the vision of urban nature, including the understanding and appreciation of lawns. This will help to increase the awareness of existing local ecological approaches as well as an importance of introducing innovative landscape architecturepractices. Green regeneration has become a common strategy for improving quality of life in disadvantaged neighborhoods in shrinking cities. The role and function of new green spaces may change, however, when cities experience new growth. Set against this context, this paper analyzes a case study, the Lene-Voigt-Park in Leipzig, which was established on a former brownfield site. Using a combination of methods which include an analysis of housing advertisements and interviews, the paper explores the changing role of the park in the context of urban regeneration after the city’s turn from shrinkage towards new growth. It discusses whether the concept of green gentrification may help to explain this role. As a result of our analysis, we argue that Lene-Voigt-Park has indeed operated as a trigger for structural, social, and symbolic upgrades in the growing city of Leipzig, but only in combination with real estate market developments, which are the main drivers of change. The concept of green gentrification does help to better understand the role of different factors—firstand foremost that of green space. We also discovered some specifics of our case that may enrich the green gentrification debate. Leipzig serves as an example for a number of regrowing cities across Europe where green gentrification might represent a challenge.

Within the last decades, cities have become more diverse in terms of people with different migration backgrounds, cultures and lifestyles, all living together. As it is considered that urban green spaces have important social benefits, this chapter examines how citizen engagement with urban nature acknowledges the needs and wishes of an increasingly diverse urban society. We focus on three forms of active citizen engagement in European cities, i.e., recreation, community gardening and community-led nature management. It is evident that health and wellbeing effects are abundant to all citizens. Besides, urban green spaces also provide many opportunities for residents to meet and interact with other people. These social interactions contribute to residents feeling that they belong in the community or neighbourhood they are living in. Both urban gardening and community-led nature management lead more often to the strengthening of existing friendships and development of new ones than recreation in urban parks does, also between culturally diverse groups. However, addressing cultural diversity might also lead to spaces of exclusion as the use of space by one group might exclude others. Consequently, it is essential to ensure that benefits are equitably shared and distributed. In order to do so, it is and will remain important to engage citizens from various cultural backgrounds and living environments with the planning and management of urban green spaces.This chapter examines how citizen engagement with urban nature acknowledges the needs and wishes of an increasingly diverse urban society. This paper undertakes a comparison of two regrowing and two shrinking European cities in order to identify the factors driving demographic regrowth and economic recovery of cities and how and why those factors are at work in some cities that turned from population decline towards new growth while others did not. Our objectives are to systematically elaborate the factors that are influencing urban regrowth, explain how these factors interact and are mutually dependent and to discuss how these factors relate to contextual conditions at different scales. For our contrasting analysis, we selected Liverpool and Leipzig, two cities that have seen regrowth after shrinkage and Lódz and Ostrava, two cities that continue to shrink. As a result of this comparison, we identify general local and contextual factors driving regrowth and discuss their interaction and what we learn from this for the wider urbanisation debate.

The perspective deals with Covid-19 as a social crisis and justice challenge for cities. It describes how Covid-19 puts the spotlight on the uneven distribution of goods and burdens, chances and resources that we find in most of the world’s cities today; inequality and justice challenges arise from both the crisis itself and some policy reactions to it as the stay-home policy and economic lockdown. It shows how exposure and vulnerability towards Covid-19 emerges mainly at the intersection of different dimensions of disadvantage and marginalization. The example of housing and green space provision is being used as an example to discuss the general argument in more detail. The perspective concludes, among others, that, in order to overcome the identified social crisis and justice challenge through Covid-19, we have to tackle underlying structures/mechanisms leading to inequitable outcomes in today’s cities and to re-think the social and justice yardsticks of current urban sustainability and resilience debates and strategies.

Nach der Einleitung und Darstellung des thematischen Nexus von Freiräumen, kooperativer Entwicklung und den Bedingungen in Ankunftsquartieren im ersten Teil gliedert sich das Diskussionspapier wie folgt: Der zweite Teil beschäftigt sich mit der Rolle und Funktionalität der Frei- und Grünräume im Quartier und es werden Ungleichheits- und Gerechtigkeitsfragen diskutiert. Im dritten Teil geht es insbesondere um die sozialen Funktionen urbaner Frei- und Grünräume. Aber auch ihre Rolle als Ort der Naturerfahrung und des Lernens über Natur, ihre gesundheitsfördernde Funktion sowie ihre Rolle als grüne Infrastruktur und Ort der Bereitstellung urbaner Ökosystemleistungen werden erörtert. Im vierten Teil werden Zusammenhänge zwischen den spezifischen Bedingungen von Ankunftsquartieren und ihrer Bevölkerungsstruktur und den Bedarfen an Frei- und Grünräumen sowie den Anforderungen an Beschaffenheit, Qualität, Funktionalität und Ausstattung derselben in den Mittelpunkt gerückt. Ebenso werden Zusammenhänge zwischen Benachteiligung sowie prekären Lebens- und Wohnbedingungen und der Nutzung von bzw. den Bedarfen an Freiräumen diskutiert. Im fünften Teil geht es um kooperative Ansätze der Freiraumentwicklung mit einem besonderen Fokus auf die spezifischen Bedingungen heterogener und/oder benachteiligter Quartiere, zu denen viele Ankunftsquartiere zählen. Zum Schluss werden im sechsten Teil Leerstellen und Wissenslücken identifiziert und daraus Fragen bzw. Bedarfe für die zukünftige Forschung formuliert.

In this paper, we introduce the special issue “The future of urban sustainability: Smart, efficient, green or just?” the special issue aims to explore the relationships, conflicts and connections between different approaches to urban sustainability and begin to build a shared understanding of the roles, synergies and tradeoffs between them. Papers in this special issue emphasize the multidimensionality of urban sustainability and its integration of social, ecological, economic, and technological systems.

Reurbanisation was identified in European cities since the 1980s. It is a process in which cities stop losing population, stabilise, and regrow. It is however questioned whether reurbanisation represents a long‐term process of urban living or a short‐term stage. Using the city of Leipzig, Germany, we show that reurbanisation has been ongoing over the last 15 years. Reurbanisation has the potential to be a long‐term, consolidated process in Leipzig's inner‐city areas and even spread to other parts of the city creating novel socio‐demographic patterns. The local context—with key importance of the housing market—is crucial for the emergence and course of current urban development processes. Future research should investigate the underpinnings of housing market processes and policies and how they impact residential mobility, socio‐spatial differentiation, and transformation of urban space. Using a flexible selection of indicators, this will enable a comprehensive understanding of the spatio‐temporal dynamics of reurbanising cities.

This paper deals with the changing role of green spaces and the impacts of greening in regrowing cities. It looks at the role of green space in the context of new growth for residential neighbourhoods and discusses what can be learned from this for the general debate on the interaction between greening and urban regeneration. It brings together different strands of the scientific debate dealing with the interplay of ecological and social processes in cities. Using the city of Leipzig as an example, the paper argues, among others, that the problem is not the greening itself but the conditions of an increasingly contested housing market and related residential change. What looks like a social-ecological conflict on the surface, is at its heart an economic or distributional problem.

Comparative urban studies (CUS) are a widespread applied research approach across various disciplines. The increasing importance that has recently been given to this research method goes hand in hand with the lack of attention paid to various methodological trade-offs surrounding CUS. These trade-offs are a result of the two contrasting poles that CUS tries to pay attention to: the universal one that applies to all cities and the specific one that applies to one city at a defined time and location.This viewpoint seeks to uncover these trade-offs, discuss strategies about how to deal with them and explore the corresponding consequences in order to support approaches to a) critically reflect on the consequences of methodological decisions; and b) incorporate procedures which might help to resolve some of these difficulties and limitations. The arguments presented here help to sensitise researchers in their applied and theoretical work for the potential opportunities of CUS. We hope to foster the debate about CUS and contribute to the development of robust and methodically precise CUS which balance the intricate coalition between theoretical concepts and the empirical reality.

Soziale Differenzierung ist in den Großstädten Ostdeutschlands zu einem wesentlichen Charakteristikum urbaner Entwicklung, Alltagswahrnehmung und Politik geworden. Insbesondere lässt sich dies in den Städten beobachten, welche nach der Schrumpfung der 1990er-Jahre seit Kurzem wieder dynamisch wachsen. Die Vertiefung sozialer Ungleichheiten (soziale Differenzierung) sowie die Vervielfältigung von Lebensstilen, Lebenswelten und Identitäten (zunehmende Heterogenität) sind Teil dieser Entwicklung. Vor diesem Hintergrund diskutiert der Beitrag soziale Differenzierung und zunehmende Heterogenität der Bevölkerung in Leipzig mit einem Fokus auf Alltagswahrnehmungen der Bewohner sowie der lokalen Politikentwicklung. Es wird analysiert, wie soziale Differenz und zunehmende Heterogenität zu einem Thema im Alltag und für die Politik werden und wie beide Perspektiven in Bezug zueinander stehen. Der Beitrag fußt auf einem mehrdimensionalen Verständnis von Heterogenität einschließlich der sozioökonomischen, demographischen, lebensstilbezogenen und ethnisch-migrantischen Dimensionen. Räumlich gesehen werden sowohl die gesamtstädtische als auch die Quartiersperspektive betrachtet. Die Analyse kommt unter anderem zu dem Ergebnis, dass soziale Heterogenität in ihrer horizontalen Dimension anerkannt und wahrgenommen wird und sich diese Anerkennung auch in der Politikformulierung findet. Das gilt nicht im gleichen Maße für Ausprägungen sozialer Ungleichheit. Working Paper 1b widmet sich der weiten Landschaft der sozialwissenschaftlichen Migrationsforschung aus Soziologie, Politikwissenschaft, Kulturwissenschaft oder Geographie, in der die oben angesprochene Neucodierung von Konflikten von Zeichen misslingender Integration zu Zeichen gelingender Integration jüngst vorgeschlagen wurde. Hier betrachten wir auch Arbeiten, die sich mit Konflikten im Kontext von Zuwanderung auf der lokalen Ebene beschäftigen.Konflikte im Kontext von Zuwanderung führten in der Nachkriegszeit zur Gründung der deutschen Migrations- bzw. damals noch „Ausländerforschung“. Seitdem hat sich dieser Forschungsbereich disziplinübergreifend weiterentwickelt und verschiedene Perspektivwechsel durchlaufen. Standen über Jahrzehnte vor allem Konflikte zwischen „Eingesessenen“ und „Zugewanderten“ im Fokus, wie etwa Verteilungskonflikte auf dem Arbeitsmarkt oder sogenannte kulturelle bzw. kulturalisierte Konflikte, werden inzwischen vermehrt (konflikthafte) Aushandlungsprozesse in der gesamten Einwanderungsgesellschaft thematisiert. Im Kontext dieser Entwicklung ist die Herausbildung einer zunehmend selbstreflexiven und kritischen Migrationsforschung zu beobachten, die verstärkt auch Haltungen und Forderungen vertritt, die auf eine gleichberechtigte Teilhabe aller an der pluralen und postmigrantischen der Gesellschaft abzielen.Im Folgenden werden einige der zentralen älteren und jüngeren, für unseren Themenfokus relevanten Debattenstränge der Migrationsforschung fragmentarisch dargestellt, die Thematisierung von Migration und Konflikt in der Stadtforschung betrachtet und im Anschluss zusammenfassend die Entwicklung und Bedeutung bisheriger Ansätze und Debatten für die lokale Konfliktforschung nachgezeichnet.

Leipzig was a frontrunner in organizing the decentralized accommodation of asylum seekers when adopting its accommodation concept in 2012. This concept aimed at integrating asylum-seeking persons in the regular housing market at an early stage of arrival. However, since then, the city of Leipzig faces more and more challenges in implementing the concept. This is particularly due to the increasingly tight situation on the housing market while the number of people seeking protection increased and partly due to discriminating and xenophobic attitudes on the side of house owners and managers. Therefore, we argue that the so-called refugee crisis of 2015–2016 has to be seen in close interaction with a growing general housing shortage in Leipzig like in many other large European cities. Furthermore, we understand the municipal governing of housing as a contested field regarding its entanglement of diverse federal levels and policy scales, the diversity of stakeholders involved, and its dynamic change over the last years. We analyze this contested field set against the current context of arrival and dynamic urban growth on a local level. Based on empirical qualitative research that was conducted by us in 2016, Leipzig’s local specifics will be investigated under the umbrella of our conceptual framework of Governance of Arrival. The issues of a strained housing market and the integration of asylum seekers in it do not apply only to Leipzig, but shed light on similar developments in other European Cities.

Since the 1990s, reurbanisation has become an increasingly frequent trajectory for urban development. Many formerly shrinking cities have been able to stabilise their population or even see new growth. Especially prominent in regions like Germany and the UK, but also observed across the whole continent, a lively debate on reurbanisation has developed as a reality of today’s, and a potential trajectory for tomorrow’s, cities in Europe. Postsocialist Europe has not so far been central in the reurbanisation debate, either empirically or theoretically. Subsequently, the postsocialist experience is missing in the discourse and the existing body of evidence. There is, however, some evidence that Czech and Polish cities are also seeing signs of new inner-city growth and a trend towards core city stabilisation. Against this background, the paper scrutinises the issues of reurbanisation and new growth after the shrinking of postsocialist cities. The paper uses the approach of a contrastive comparison between cities in eastern Germany, where reurbanisation has developed as the predominant trajectory for many large cities, and for cities in Poland and the Czech Republic, where this trend is considerably less prominent. It analyses the development of reurbanisation in these cities and their urban regions over the last few decades, its characteristics and the determinants triggering or impeding it. The paper includes data on a national scale as well as from relevant case studies of cities and their urban regions. It argues, among other things, that there is no "postsocialist model" with regard to influencing factors for reurbanisation. Eastern Germany, due to its specific postsocialist situation and transformation trajectory, can be viewed as an "outlier" or "hybrid" which exhibits characteristics typical of postsocialist and western welfare contexts and which is seeing especially dynamic reurbanisation after a phase of extreme shrinkage. The book addresses urban transformations towards sustainability in light of challenges of global urbanization processes and the consequences of global environmental change. The aim is to show that urban transformations only succeed if both innovative scientific solutions and practice-oriented governance approaches are developed. This assumption is addressed by providing theoretical insights and empirical evidence pointing particularly at 3 concepts or qualities which are determined here as being central for achieving urban sustainability: resource efficiency, quality of life and resilience. Urban case studies from several international research projects illustrate our conceptual approach of urban transformations towards sustainable development. Thus, the book reaches far beyond a mere additive description of single case studies. It incorporates the results of condensed synthesis, resulting from comparisons and evaluations. It provides, based on cross-cutting reflection of single cases and different scales and methods of analysis, general and transferable findings. They do not only consider the scientific sphere but deliberately go beyond it discussing transferability of knowledge into practice, governance options and the feasibility of policy strategies in order to pave the way for sustainable urban transformations to happen today and in the future.

Living with social differences and all the encounters, conflicts and transgressions this entails is a constituent part of urban living (see, for example, Amin, 2002; Massey, 2005). Residential choice behaviour is a complex process underpinned by both housing market restrictions and individual preferences, which are partly conscious and partly tacit knowledge. Due to several limitations, common survey methods cannot sufficiently tap into such tacit knowledge. Thus, this paper introduces an advanced knowledge elicitation process called SilverKnETs and combines it with data mining using random forests to elicit and operationalize this type of knowledge. For the application case of the city of Leipzig, Germany, our findings indicate that rent, location and type of housing form the three predictors strongly influencing the decision making in residential choices. Other explanatory variables appear to have a much lower influence. Random forests have proven to be a promising tool for the prediction of residential choices, although the design and scope of the study govern the explanatory power of these models.

Anhand zweier Fallstudien aus Leipzig soll dargestellt werden, unter welchen Bedingungen lokale Unternehmen wirtschaften, welche Rolle das Quartier als Bezugsund Kundeneinzugsraum einnimmt, welche Faktoren auf den ökonomischen Erfolg oder Misserfolg einwirken und wie Angebote der Wirtschaftsförderung wahrgenommen werden. Im Fokus der kontrastierenden Analyse stehen die Situation unterschiedlicher Unternehmenstypen in unterschiedlichen wirtschaftlichen Sektoren sowie der Einfluss des Quartierskontextes bzw. des Quartierswandels.

The book addresses urban transformations towards sustainability in light of challenges of global urbanization processes and the consequences of global environmental change. The aim is to show that urban transformations only succeed if both innovative scientific solutions and practice-oriented governance approaches are developed. This assumption is addressed by providing theoretical insights and empirical evidence pointing particularly at 3 concepts or qualities which are determined here as being central for achieving urban sustainability: resource efficiency, quality of life and resilience. Urban case studies from several international research projects illustrate our conceptual approach of urban transformations towards sustainable development. Thus, the book reaches far beyond a mere additive description of single case studies. It incorporates the results of condensed synthesis, resulting from comparisons and evaluations. It provides, based on cross-cutting reflection of single cases and different scales and methods of analysis, general and transferable findings. They do not only consider the scientific sphere but deliberately go beyond it discussing transferability of knowledge into practice, governance options and the feasibility of policy strategies in order to pave the way for sustainable urban transformations to happen today and in the future.
