In this electronic publishing age, institutions have increasingly recognized that an institutional repository (IR) is an essential infrastructure of scholarly dissemination. An institutional repository is broadly defined as a digital archive of the intellectual product created by the faculty, research staff, and students of an institution and accessible to end users both within and outside of the institution. To achieve the success, IR must require to plan, implement, evaluate maintain and sustain green factor on driving of the green road of institutional repository. This paper examines how to harness successful factors to make an institutional repository the central and authoritative source of the research materials output of institutions. There is much discussion and examination of the factors that help to build and sustain a successful repository for the long- term survival, value and usability that depends on numerous criteria have been discussed in the topic.

Brief presentation of the Library System of the University of Bologna, with data on electronic resources and their use

This paper analyzes several problems found in the selection of Spanish journals that constitute the collection of specialized publications about Latin American Studies in the ISOC database (CSIC), the LATINDEX system of information on journals and REDIAL portals. The difficulties are related to two trends in the evolution of scientific publication habits. On the one hand, the growing interest of Latin American authors to publish their work in Spanish journals and creating collaborative networks that some publications favor that non-specialized publications provide a significant number of articles on this geographical area. Secondly, the development of direct electronic edition also favors this interrelationship.

The presentation deals with e-journals’ evolution. Thanks to the Web 2.0 and to the growing mass of open access content e-journals are becoming more and more interactive, multimedia, and community oriented. Differences with other scholarly documents blur. The presentation also offers a reflection on the new metrics for the quantitative research evaluation (Usage Factor) and the new challenges for the peer-review evaluation in the Web 2.0 environment.

EBSCO offers complementary access tools to gain greater value from the discovery solution: a customizable, versatile knowledgebase and listing service that enhances discovery, brings more visibility to the library’s collection, get users to specific content, and makes it easier for librarians to manage e-resources. It is an effective tool for end users who may gather information by browsing (journal lists, TOC, etc.), alerting (journal alerts, RSS) or known-item searching.

The presentation shows the workflows implemented at the University of Torino to manage the electronic journals, from the collecting of the metadata from publishers and vendors to their import in the Opac database and SFX Knowledge Base.

Developments in information and communication technologies and the Open Access movement deeply affect the way research is carried out and communicated. E-journals have emerged as a significant means of scholarly communication in recent years. E-journals and other innovative infrastructures were born and are mostly used in scientific domains integrally related to technology, such as the natural sciences and medicine. However, recent developments around the world have affected the humanities as well, with respect to e-journals and other infrastructures that open up new avenues of scholarly collaboration, research communication and research preservation. Our paper focuses on the project of developing three open access journals in the humanities at the National Hellenic Research Foundation (NHRF). The project was an initiative of the National Documentation Center (NDC) of NHRF. It was carried out in collaboration with the three NHRF Institutes specializing in the humanities. We present the goals we set and the challenges we faced, and place the project within the wider picture of the Greek and international situation in the humanities. Finally, we emphasize the modifications we implemented on the journal platform, in order to achieve particular functions that the institutes called for.

The University of Macedonia is probably the first university in Greece, that has adopted a formal list of ranked journals officially approved by its Senate in early 2009. The journal list contains more than 3,500 journals, categorized into four groups (A, B, C, D), for 15 disciplines corresponding to university departments’ research activity areas. The University created this formal list of journals in order to award and, more generally, to stimulate the production of high-quality research work. There is no intent to use this journal ranking for personnel decisions within the institution. During the compilation of the list two main methodological problems were encountered and resolved. The first involved determining the size of each discipline with the purpose that each discipline is represented in the list by an adequate number of journal titles. The second concerned the methodology of ranking journals in each discipline by clearly stating a list of objective and transparent criteria. The whole project was widely made known in the Greek academia particularly by those opposed to it, because of the lack of Greek language titles in the list.

Introduction: We want to show how subscription, management and access centralization of the journals from the libraries belonging to the Public Health System from the Balearic Islands Region has contributed to a marked increase in scientific quality resources contract. Objectives: In 2003 the Virtual Health Sciences Library of the Balearic Islands was started, beginning a centralized subscription management of scientific journals. From then onwards the objective has been to change from paper format to electronic, and in this way, increase access to quality scientific content for public health professionals. Method: A data base was carried out wherein information relative to contracted journals was collected (subscribing centres, formats, providers, prices…) The analysis of such information allowed the study of new contracts with editors and aggregators. Results: During these years the Virtual Health Sciences Library of the Balearic Islands has been renting new regional resources, culminating the process of centralization and management of all subscriptions through the Virtual Library in 2008. This has allowed us to optimize resources, negotiate better with suppliers, control E-journals use, improve access and manage incidences. Conclusions: Centralized management of journal subscriptions has contributed to the operating of our Regional virtual library with an important number of quality publications available for all public health service professionals, and with a clear improvement of economical resources available.

This paper presents the results of a project researching libraries located in Athens – mostly academic – with the intention to evaluate the level of serials management automation. The project was the theme of a dissertation done under the supervision of The Department of Library and Information Systems, Athens Technological Educational Institute (Τ.Ε.Ι.) and was conducted between February and September 2006. The level of usage of various Library Information Management Systems was regarded as an indicator of assessing the investment, which was made for the selection and application of the systems within library settings. Among the library works supported by the systems, serials management was selected due to the complicated nature of serial publications, which require many special applications. This approach neither intended to evaluate nor to compare the characteristics of various systems used by the libraries, but to estimate the level of usage eventually succeeded. It was also intended to identify the factors that affected the progress of applications, as seen by libraries personnel.

Started in 2003, as Project Bibliosan the Italian network of Health Libraries and became in 2006 the System Bibliosan and it is now a permanent and structured organization that includes 55 different institutions, which are the most important of the country in the health research field. Bibliosan is now a reality in the outline of the national libraries consortia, receiving regular funding from the Ministry of Health (2 million Euros in 2008), a common catalogue, an efficient document delivery system and above all a coordinate structure for the acquisition of shared electronic resources (i.e. journals and data bases). In 2008, almost 5,000 online journals have been bought by the consortium and added to the 3,500 open access journals assuring researchers a portfolio of more than 8,000 available titles in the catalogue. The realization of the Bibliosan System allowed the achievement of many important goals, starting from a consistent return on investment to a rationalization of libraries collections, until an enormous enhancement of potential access to the electronic resources by the researchers of all involved partners. The paper will investigate the principal steps of the project, analyzing the critical points and focusing on the important results obtained, including an investigation of the relationship between articles downloaded and articles produced by the researchers.

Open access combined with Web 2.0 networking tools is fast changing the traditional journals’ functions and framework and the publishers’ role. As content is more and more available online in digital repositories and on the web an integrated, interconnected, multidisciplinary information environment is evolving and Oldenburg’s model disintegrates and scholars attention is deeply concentrated on article level. New journal models are thus evolving. In the first part of the presentation authors discuss these new experimental journal models, i.e. - overlay journals - interjournals - different levels journals. In the second part authors drive readers’ attention on the role commercial publishers could play in this digital seamless writing arena. According to the authors, publishers should concentrate much more on value-added services both for authors, readers and libraries, such as navigational services, discovery services, archiving and ex-post evaluation services.

The implementation of Metalib in UOC's Library was centred in the end user. For the adaptation of Metalib to the users' needs and search behaviour, we carried out three tests: - One with students, conducted by a consulting company; - A second one with teachers, carried out by the Library; - The third, with teachers and staff, also was carried out by the Library, after having made some changes resulting from the first and second test. The tests, made with the software Morae, underlined a number of difficulties to understand the concepts related to metasearching. The tests also showed difficulties in navigating and in managing the search results. All the information gathered was used to improve the navigation through the interface. The presentation tells about the tests’ methodology, the conclusions reached with this experience, and the decisions finally taken by the Library to improve the Metalib interface.

Librarians encounter OA in their own publishing activities, and by engaging in the broader OA movement via disciplinary initiatives such as EPrints and the University of Calgary Open Access Authors Fund. Can we translate our experiences and initiatives to assist with OA program planning and improve service?

This session presented a panel discussion on questions related to advantages, disadvantages, questions and concerns related to journals signing on with journal aggregators.

Libraries and Cultural Resources (LCR) at the University of Calgary is involved in several Open Access-related initiatives. These include an institutional repository, OA activities in the University of Calgary Press, the Synergies project, the Open Access Authors Fund, and an OA mandate for Libraries and Cultural Resources. This session examined each of these along with relevant issues as well as presenting a brief introduction to Open Access itself.

The Open Access (OA) movement is one of the most important and growing developments in the world of scholarly communication. Libraries and Cultural Resources (LCR) at the University of Calgary is involved in many initiatives relating to Open access. This session discussed how Open Access resources can be found and used by the University of Calgary community members and find out about services that support Open Access on campus, such as the Open Access Authors Fund and the institutional repository (DSpace).

The open access movement has come of age. There are thousands of free scholarly journals, millions of items, and many more become available every day. This session presented an overview of open access, and the benefits for patrons of all types of libraries.

In the last ten years, a great deal of discussion and initiatives originating from professional societies such as the Association of Research Libraries1 and the Association of College and Research Libraries2 have emerged with the purpose of finding solutions for the improvement of the systems of scholarly communication. In this article, the author presents some of the most significant ideas and changes being produced and ends by introducing the concept of creating a platform where engineering educators can benefit from these new approaches.

Licensing agreements have greatly evolved since Elsevier launched TULIP in 1991. The presentation highlights the most relevant clauses in licensing agreements i.e.: authorised uses, authorised users, ILL and dd clauses, archival rights. Preliminary results of a survey on e-only licensing models adopted by Italian academic library systems are also discussed.

The presentation describe the results of study, development in Pontificia Universidad Católica de Valparaíso during 2008. It´s about the level of knowledge of Chilean researchers on Open Access movement and open access journal its policies, quality and prestige. The study did through questionnaire using an online survey tool SurveyMonkey, and the population was 1558 scientists with FONDECYT (Fund of Governmental Agency), 56% completed the survey. The results show that Chilean scientists have medium level of knowledge of open access.

The importance of using the SEER (OJS) Open Journals Systens, journals, distributed by IBICT-Brazilian Institute of Information Science and Technology for the 2 institutions that want to publish on-line journals and monitor and manager the whole process of editing. Through academic review on Open Archives Initiatives-OAI in journals online and their importance, the process of planning and deployment of the system institutionally by its importance. Using this system which is a Free Software, many institutions can to decide the big question of how to publish and make available its publications on the Internet. All publications that use the system will have their data shared in various repositories and harvesting of records and metadata called harvester, as the PKP-Public Knowledge Project University of British Columbia in Canada and OAISTER University of Michigan. With the objective of centralizing data, or institutional repositories thematic, enabling the publication can also be recovered internationally. It is the result of the deployment of SEER in the State University of Maringá-UEM. It was after presenting analysis software that the system has SEER resources beyond expectations, by providing, monitoring and evaluation by the author of the whole editorial process, possibility of monitoring the publication by all members involved in the publication, enabling disclosure route e-mail and a large quantity of services of publishing completely automated. And especially being a free software, is capable of improvements and adjustments.

The presence of Web 2.0 elements in two types of publications with different characteristics: digital newspapers and scientific journals in Spain are discussed. The cases of the serial publications El profesional de la información (EPI) and ThinkEPI are presented.

This paper elaborates on basic definitions of Open Access (OA) and principles concerning a journal publication in this module. The paper presents the origins of so called Open Access idea, putting a great emphasis on its role in Poland. The report includes the analysis of OA journal home market based on data from the DOAJ service and WWW publishers’ pages. A great emphasis was put on the status of OA journal editors, the availability of journals, the cost of the article publication and the issues connected with the copyrights.

The paper presents e-sources, computer tools and solutions used by the Main Library of Wroclaw University of Technology supporting e-learning projects. First part of the paper describes the use of home page, online catalogue (OPAC), databases, e-journals and e-books services, digital library, remote access tool, link resolver, A to Z list and federated search engine. Second part presents a model license agreements proposed by publishers in the context of e-learning.

The use of electronic journals has outnumbered that of printed journals within the last decade. The consortial use of electronic journals through publishers’ or aggregators’ web sites is on the rise worldwide. This is also the case for Turkey. The Turkish academic community downloaded close to 50 million full-text articles from various electronic journal databases since the year 2000. This paper analyzes the seven-years’ worth of journal use data comprising more than 25 million full-text articles downloaded from Elsevier’s ScienceDirect (SD) electronic journals package between 2001 and 2007. Some 100 core journals, constituting only 5% of all SD journal titles, satisfied over 8.4 million download requests. The lists of core journals were quite stable, consistently satisfying one third of all demand. A large number of journal titles were rarely used while some were never used at all. The correlation between the impact factors (IFs) of core journal titles and the number of downloads therefrom was rather low. Findings can be used to develop better consortial collection management policies and empower the consortium management to negotiate better deals with publishers.

Any unit of information faces a very particular challenge: To achieve the integral development of the society by means of the new technologies. The offer to create a Digital Repository of Open Access in the Faculty of Humanities of the UAEMex is sustained in the Declaration of Principles of the World Summit on the Information Society and it’s an effort for contributing to the development of our Hispanic society in routes to reach the UN Millennium Development Goals.

In this short article the increase in the usage of electronically licensed databases by ANKOS (Anatolian University Libraries Consortium) is explained with reference to COUNTER complaint e-journal collections. The diversity of usage among the universities and the cost effectiveness of electronically available databases with the consortium is explained, taking into account the special characteristics of Turkish university libraries, the rapid increase of students and newly established universities, and the growth of scientific publications.

Zetoc is a bibliographic current awareness service that provides discovery of relevant literature within the British Library's Electronic Table of Contents of journal articles and conference papers. A researcher having discovered an article of interest will wish to read it, preferring to locate an electronic copy of an article to be delivered directly to their desktop. However, until now, Zetoc was essentially the British Library's document delivery catalogue, containing details of journals that are published traditionally. The lack of open access articles in Zetoc, because there would be no reason to order and pay for copies of these articles, implied a deficiency in Zetoc as a current awareness and general article discovery service. This paper describes the introduction of open access article records into Zetoc by OAI-PMH harvesting from UK PubMed Central. The prototype concentrates on biomedicine and initially BioMed Central journals. But the paper discusses future extension to other disciplines, as well as general requirements for sharing bibliographic article records.

The aim of this work is to exploit the technological tools of information and communication to promote the scope of the ODM and the development of the Latin-American society, as well as the diffusion of the scientific production of the School of Humanities of the UAEMex. The present work rests on the base of the Declaration of Principles of the World Summit of the Society of the Information (1 ª Phase, Geneva 2003), defending in everything felt the Universal Declaration of the Human rights and being simultaneously an offer that helps to obtain the ODM of the ONU, the impact of the social sciences and the institutional visibility of the School of Humanities of the UAEMex.

Report of the Expania's SFX Working Group where the current situation is discussed, and the proposals for improving the "Manualillo" (SFX online manual, developed jointly by the user group) are commented. Among the improvements there is the conversion of the Blog to a Wiki. It is also proposed, as a new work line, to analyze the Spanish electronic journals and to send them to Exlibris for their inclusion in the SFX KnowledgeBase.

This presentation illustrates the use of Open Journal Systems (OJS) for publishing an issue of an open access journal, from author submission through peer review to editing and publishing. This demonstration uses the practice journal Topics in Scholarly Communications, a practice journal developed by students at the School of Library, Archival, and Information Studies (SLAIS) at the University of British Columbia. It is estimated that the software elements of publishing a journal issue using OJS take about an hour.

In these days of the internet, open access journals, institutional repositories and other alternative publishing methods, it can be difficult to determine the best way to disseminate research. This session was aimed at those who wanted more information about: • Where to publish - Open Access journals vs. traditional journals. • What issues to be aware of including author rights, rights to place in an institutional repository? • What is an institutional repository used for? What kinds of material can be added? • What supports are locally available?

An overview of open access publishing, for college faculty. Presents a definition of open access, the two roads to open access (OA publishing and self-archiving), overview of business models for open access, and examples of open access journals, with a focus on journals developed in British Columbia, including one (Topics in Scholarly Communication) developed by graduate students as a class assignment, and another developed by high school students (The Pink Voice). Includes a handout of resources on open access.

The Public Knowledge Project (PKP), initiated by Dr. John Willinsky at the University of British Columbia, has developed the open source Open Journal Systems, used by about one thousand journals around the world to publish fully or partially open access journals. The number of journals using OJS is expected to increase to about 1,500 sometime in 2008. PKP is currently a partnership of UBC, Simon Fraser University Library and SFU Centre for Studies in Publishing, and Stanford University. PKP is a vibrant open source community, with a number of centres contributing code. Synergies is a partnership of universities across Canada to coordinate assisting Canadian journals to move to electronic publishing. Most Synergies partners are using OJS software.

Background: Open Access (OA) literature is available online free of charge. Peer-reviewed research articles can be made openly accessible either by publishing them in an OA Journal, or by authors self-archiving online copies of articles published in Traditional Access (TA) journals. OA archiving makes research available to those without access to journal subscriptions – a group that includes the public as well as many decision makers. Studies in several other disciplines have indicated a strong positive relationship between OA availability and number of citations to an article. In this study, we investigate the relationship between OA and citation impact within journals of high interest to Canadian Health Services and Policy Research (HSPR) authors. Methods: Article-level data was collected for HSPR journals that publish under a TA model but allow OA author archiving. Regressions were run in order to examine the relationships between OA availability, number of citations to the article, immediacy of citations, number of authors and article subject(s). Results: Free, online availability of an article is associated with increased citations to the article. The arguments that this positive relationship is an effect of more immediate citing of OA articles, or of selective archiving of the highest-impact articles appear unlikely to be the case. Conclusions: Even when not mandated by policy, HSPR authors should make their articles OA, in order to maximize impact of their research findings. Publishers of HSPR journals that are not OA are encouraged to permit authors to self-archive their articles, as increased citations to articles can increase journal impact factor.

Our objective is to analyze the use that Latin American peer-reviewed journals make of the tools and opportunities provided by electronic publishing, particularly of those that would make them evolve to be more than “mere photocopies” of their printed counterparts. While doing these, we also set out to discover if there were any Latin American journals that use these technologies in an effective way, comparable to the most innovative journals in existence. We extracted a sample of 125 journals from the LATINDEX – Regional System of Scientific Journals of Latin America, the Caribbean, Spain and Portugal – electronic resources index, and compared along five dimensions: (1) Non-linearity, (2) use of multimedia, (3) linking to external resources (“multiple use”), (4) interactivity, and (5) use of metadata, search engines, and other added resources. We have found that very few articles in these journals (14%) used non-linear links to navigate between different sections of the article. Almost no journals (3%) featured multimedia contents. About one in every four articles (26%) published in the journals analyzed had their references or bibliographic items enriched by links that connected to the original documents quoted by the author. The most common form of interaction was user↔journal, in the form of question forms (17% of journals) and new issue warnings (17% of journals). Some, however (5%) had user↔user interaction, offering forums and response to published articles by the readership. About 35% of the journals have metadata within their pages, and 50% offer search engines to their users. One of the most pressing problems for these journals it the wrong use of rather simple technologies such as linking: 49% of the external resource links were mismarked in some way, with a full 24% being mismarked by spelling or layout mistakes. Latin American journals still present a number of serious limitations when using electronic resources and techniques, with text being overwhelmingly linear and underlinked, e-mail to the editors being the main means of contact, and multimedia as a scarce commodity. We selected a small sample of journals from other regions of the world, and found that they offer significantly more nonlinearity (p = 0.005 0.1), interactive features (p = 0.005 0.1), use of multimedia (p = 0.04 0.1) and linking to external documents (p = 0.007 0.1). While these are the current characteristics of Latin American journals, a number of very notable exceptions speak volumes of the potential of these technologies to improve the quality of Latin American scholarly publishing.

Earlier information resources were considered physical entities but now these have evolved from traditional print documents to electronically stored information resources. In this time of lessening finances, myriad forms of resources and rising expectations of user community, libraries face many challenges to operate competently. The demand to provide more electronic information resources often results in a need to find creative ways to get the most out of our limited financial resources. Present paper discusses the Electronic Information Resources (EIR) in detail explaining their advantages and various types. Also depicts how consortia approach will be helpful in harnessing EIR for a developing country like India. The paper also tries to describe major prerequisites for consortia initiation and benefits that can be expected from a successful consortium. It is concluded that Indian libraries must seriously think, proceed and commence consortium movement for maximum utilization of EIR at a reduced cost, time and space.
