The article provides information on promoting groundwater reform to be able to fill in the gap between existing water institutions and the institutions needed to ensure sustainable water supplies for the future. The establishment of a certain water policy is explored. The article shows how combining numerical analysis with another technique, response surface analysis, is able to create a tractable model of policy interactions grounded on policy dilemma. A study on the feasibility of water right enforcement in Spain's Upper Guadiana Basin is given. Such study concludes that success of local negotiation relies on stakeholders' beliefs abour enforcement policy in the absence of agreement.
