This article uses data from the German microcensuses of 2007 and 2012 to examine gender differences in welfare reliance among lone parents. Binary logistic regression was employed as the method of analysis. We show that the risk of welfare benefit receipt is lower among lone fathers than lone mothers. We also find that these gender differences can be partially explained by the socio-economic characteristics of lone fathers; compared to lone mothers, lone fathers are, on average, better educated and more likely to be living with older children. Gender differences decreased over time among parents who have never married, but remained constant among divorced parents. We present a discussion of our findings in light of recent policy reforms, in particular the reform of the German Maintenance Law of 2008, which curbed the ability of a divorced parent to collect support from an ex-spouse., Comparative Population Studies, Vol 44 (2019)

Over the past few decades, women's educational attainment and subsequent labor market participation have increased substantially in Germany. In comparison with these well-studied trends, little is known about changes in women’s contributions to couples' joint income that may be associated with them. To address this question, the author provides a visualization of changes in the distribution of women’s income contributions in Germany from 1973 to 2011.

The article presents an analysis of the association between labor market characteristics related to female employment and the prevalence of in-work poverty. We compare two relative measures of in-work poverty: The individual definition refers to workers whose salary is below 60% of the median, while the household-level definition refers to individuals whose household income is below 60% of the median. Microdata from the 2014 EU-SILC survey and macrodata on involuntary part-time employment and female labor market participation are used to perform a multilevel analysis on 31 European countries. The results show a positive relationship between involuntary part-time work and in-work poverty according to the household definition. Female labor market participation is positively associated with the individual definition and negatively with the household one. However, after controlling for the level of within-country income inequality, only the effect of the female employment rate remains positive and significant for the individual in-work. These results shed light on the multifaceted role of labor market characteristics related to female employment and their implications for policy. We argue that the promotion of female participation should be combined with explicit measures to reduce the disadvantageous position of women in the labor market.

Menschen nehmen oft auch Arbeit an, für die sie überqualifiziert sind, für die es allerdings einen Mangel an Arbeitskräften gibt. Knapp 9% der ÖsterreicherInnen (Stand 2015) fühlen sich, so die Autorin in diesem Beitrag, in ihrem Job überqualifiziert, knapp 24% sind es unter den Zugewanderten, die ihre Bildungsabschlüsse außerhalb Österreichs erworben haben. Am höchsten ist die gefühlte Überqualifizierung bei MigrantInnen, die im Ausland eine höhere Schule (AHS/BHS) absolviert hatten (41% gegenüber 14% jener MigrantInnen, die in Österreich ihre Abschlüsse erworben haben). Was die Herkunft anbelangt, ist die Überqualifizierungsquote von Frauen aus den EU-Ländern, die nach 2004 EU-Mitgliedstaaten wurden, mit 38% am höchsten. Der vorliegende Beitrag versammelt aussagekräftige Zahlen, Daten und Fakten zu Fragen einer erfolgreichen Erwerbseinbindung von Menschen mit im Ausland erworbenen Qualifikationen und beleuchtet hierbei das Zusammenspiel aus Migration, Bildung und Arbeit und die Rolle der Anerkennung. Aufhorchen lassen die Ergebnisse einer Studie für Deutschland, die zeigen konnten, dass sich die Beschäftigungschancen von MigrantInnen um 16,5 Prozentpunkte verbesserten und die Lohnabschlüsse um 15,1% stiegen, wenn sie ihre im Ausland erworbenen Kompetenzen anerkannt bekommen hatten – gegenüber einer vergleichbaren Gruppe von MigrantInnen, die nicht um Anerkennung angesucht hatten oder die Anerkennung bzw. Gleichhaltung noch nicht erhalten hatten. (DIPF/Orig.), People often take jobs for which they are overqualified but for which there is labour scarcity. According to the author, nearly 9% of Austrians (as of 2015) see themselves as overqualified for their job and nearly 24% of migrants who received their education abroad. The feeling of being overqualified is highest among migrants who completed the equivalent of upper secondary school (AHS/BHS) abroad (41% as opposed to 14% of migrants educated in Austria). The overqualification rate of women from countries that became members of the EU after 2004 is the highest at 38%. This article gathers meaningful facts, figures and data on issues related to the successful labour market integration of people who have acquired qualifications abroad and examines the interaction between migration, education and work and the role recognition plays. The findings from a study of Germany call for attention. They indicate that the employment opportunities of migrants improved by 16.5 percentage points and wages rose by 15.1% once the competences acquired abroad were recognized – relative to a control group of migrants who had not requested recognition or whose qualifications had not yet been recognized or declared to be equivalent. This article considers the complexity of ea rly employment life-courses focusing on the heterogeneity by gender and education. We construct 7-year-long early employment trajectories by using a unique longitudinal da taset that combines administrative records on employment episodes and survey data from the Italian module of the EU-SILC. This enables the application of advanced method s in sequence analysis to calculate the complexity of employment trajectories following labour market entry. Complexity reflects the instability of early-careers by consid ering the number of transitions between employment states and the length of each epis ode. We compare several cohorts of Italian workers who entered the labo ur market between 1974 and 2001 in institutional contexts characterized by different levels of deregu lation. The results demonstrate that early-career complexity increased across cohorts, but mostly for medium and lower-educated individuals. This dynamic is particularly pr onounced for women, and complexity is the highest for recent cohorts, especially among those with less human capital.

This paper explores earnings inequalities within dual-earner couples in East and West Germany drawing on household-level panel data from 1992 to 2016. It has three aims: (1) to analyze how the partner pay gap (the pay gap between partners within one household) has developed over time, given institutional change, and whether the extent of inequality and temporal development vary between East and West Germany; (2) to explore variation in the partner pay gap by male partners' absolute earnings; and (3) to investigate the micro-level determinants of earnings inequalities within couples and determine whether their relevance varies between East and West Germany as well as by male partners’ absolute earnings. We find women earn substantially less than their partners, and our regression results find no indication of a declining partner pay gap. Besides substantial variation between East and West Germany, our results also reveal important group-specific variation in the extent of the partner pay gap as well as in its determinants.

Background: In-work poverty, a phenomenon that engenders social exclusion, is exceptionally high in the United States. The literature on in-work poverty focuses on occupational polarization, human capital, demographic characteristics, and welfare generosity. However, we have no knowledge on the effects of family demographic processes on in-work poverty across individuals' life courses.Objective: We estimate the risk of in-work poverty in the United States over the life course as a function of family demographic processes, namely leaving the parental home, union formation and dissolution, and the transition to parenthood.Methods: We use data from the 1979 National Longitudinal Survey of Youth (NLSY79) and fixed effects regression models with interactions between age and each family demographic process to estimate age-specific associations between these processes and the probability of in-work poverty.Results: In-work poverty is a common phenomenon across the life courses of our study cohort: 20% of individuals are at risk of in-work poverty at every age. However, the risk generally decreases for men and increases for women across the life course. Leaving the parental home, entering parenthood, and separation increase, while marriage decreases the risk of in-work poverty. While the associations between marital statuses and in-work poverty are stable over the life course, the associations between parental home leaving and fertility with in-work poverty vary by age.Contribution: Our findings demonstrate the importance of family demographic processes over and above traditional stratification factors for the risk of in-work poverty. Associations between family demographic processes and in-work poverty estimated for all age groups may be grossly underestimated.

Educational expansion, the massive increase of women’s labor force participation, and assortative mating have reduced asymmetries in educational achievements and in career resources between women and men in virtually every Western society. This paper provides an analysis of the association between partners’ education, parenthood, and spouses’ relative labor supply in East and West Germany. Education is considered from two angles: as an indicator for resources on the labor market or as an indicator for gender attitudes. We apply cross-sectional data from the 2011 German Microcensus, comprising 57,366 couple households. For our estimations, we use General Linear Models. Because of high case numbers, we are able to estimate several interaction effects in statistical powerful detail. We find that (1) a woman’s share of paid work is higher, the higher she is educated; (2) women with higher education than their male partners realize higher shares of relative employment (in comparison to other women); (3) women rarely realize a share of 50% or higher on average in any educational composition; (4) especially young children have a huge impact on women’s labor supply; and (5) women’s comparative educational advantages are more important for their share of paid work in West than in East Germany. Neither interpretation of relative education can explain the overall picture of couples’ division of paid work alone. Depending on parenthood, the age of the youngest child in the household, and the regional context, either normative, or economic exchanges between partners seem to drive the association between relative education, and relative labor supply of women. We demonstrate the usefulness of two theoretical approaches of framing education as an explanatory concept. Zusammenfassung Entwicklungen wie die Bildungsexpansion, die zunehmende Arbeitsmarktbeteiligung von Frauen sowie die Homophilie in der Partnerwahl haben bestehende Bildungsasymmetrien zwischen Männern und Frauen in westlichen Gesellschaften deutlich reduziert. Der vorliegende Beitrag liefert für Ost- und West-Deutschland eine Analyse des Zusammenhangs zwischen der Bildung der Partner, deren Elternschaft sowie deren Erwerbsanteilen im Paar. Relative Bildung kann hierbei sowohl als Indikator für Arbeitsmarktressourcen als auch für Geschlechtsrolleneinstellungen interpretiert werden. Die Analysen basieren auf den Daten des deutschen Mikrozensus 2011 mit insgesamt 57.366 Paarhaushalten. Für die Schätzung der weiblichen Erwerbsanteile werden Allgemeine Lineare Modelle herangezogen. Aufgrund der hohen Fallzahl ist die Berücksichtigung von Interaktionseffekten möglich. Die Befunde zeigen, dass (1) der Erwerbsanteil von Frauen umso höher ist, je höher ihr eigenes Bildungsniveaus ist; (2) Frauen, die einen höheren Bildungsabschluss als ihr Mann aufweisen, zeigen im Vergleich zu anderen Frauen die höchsten Erwerbsanteile; (3) Unabhängig von der relativen Bildung im Paar erreichen Frauen im Durchschnitt in aller Regel keinen Erwerbsanteil von 50%; (4) Vor allem junge Kinder zeigen einen großen Einfluss auf den Zusammenhang zwischen relativer Bildung und relativer Erwerbsbeteiligung; (5) Bildungsvorsprünge von Frauen gegenüber ihren Partnern sind für ihre Erwerbsanteile in West-Deutschland von höherer Bedeutung als in Ostdeutschland. Keine der beiden Interpretationen von Bildung erklärt allein die Aufteilung der Erwerbsarbeit im Paar. Je nach Präsenz und Alter des jüngsten Kindes sowie dem regionalen Kontext trägt die ökonomische oder wertorientierte Perspektive mehr oder weniger stark zur Erklärung des Arbeitsarrangements bei. The present paper focuses fathers‘ engagement in couple households with children below age ten, investigating two core domains of activities: (1) routine child care and (2) interactive activities which have frequently been pointed out as „quality time“ being more important for fostering children’s development. Based on the current Time Use Survey 2012/2013, we investigate the amount of time spent for each domain of activities and estimate relevant predictors of time use by means of regression analysis. Data for 665 fathers show that fathers‘ longer working hours in employment reduce their time with children in both domains on weekdays and on weekends, while the number of children and the age of the youngest child only affect their time use for routine child care on weekdays. Mothers’ longer working hours seem to be somewhat compensated by fathers’ higher time investments in child care. The strong positive link between both parents‘ time use in each domain, particularly for interactive child care, points to the high synchronicity in both parents’ time investments for children. Accordingly, fathers‘ time for child care strongly reflects jointly spent family time. Zusammenfassung Der vorliegende Beitrag fokussiert das Engagement von Vätern in Paarhaushalten mit unter zehnjährigen Kindern in zwei zentralen Aktivitätsbereichen: (1) der Routinebetreuung der Kinder und (2) interaktiven Aktivitäten, die vielfach als „quality time“ und damit als stärker entwicklungsförderlich für die Kinder herausgestellt wurden. Anhand der aktuellen Zeitverwendungserhebung 2012/2013 werden neben dem zeitlichen Umfang für jeden Aktivitätsbereich auch hierfür relevante Einflussfaktoren anhand von Regressionsanalysen untersucht. Die Befunde für 665 Väter zeigen, dass ein höherer Erwerbsumfang der Väter in beiden Bereichen sowohl wochentags als auch an Wochenenden mit weniger Zeitaufwand für die Kinder einhergeht. Demgegenüber sind die Anzahl der Kinder und das Alter des jüngsten Kindes lediglich für die Routinebetreuung an einem Wochentag relevant. Darüber hinaus scheint ein höherer Erwerbsumfang der Mütter in begrenztem Umfang durch höheres zeitliches Engagement der Väter für ihre Kinder kompensiert zu werden. Der deutliche positive Zusammenhang der Zeitaufwendung beider Eltern im jeweiligen Bereich, insbesondere in interaktiven Aktivitäten, spricht für eine hohe Synchronisierung der zeitlichen Investitionen beider Eltern für ihre Kinder. Untersuchungen zeigen, dass die Übernahme der Elternrolle - insbesondere für Frauen - schwer mit langen Pendelwegen vereinbar ist. Allerdings sind die Wirkrichtungen nach wie vor unklar. Verringert die Gründung einer Familie die Bereitschaft für größere Pendeldistanzen und werden dafür berufliche Nachteile in Kauf genommen? Oder führt Pendeln zu einem Aufschub der Familiengründung oder verhindert diese gar? Mit diesen Forschungsfragen beleuchtet das Buch einen neuen Erklärungsansatz für geringere Erwerbschancen von Müttern und leistet einen Beitrag zur Identifikation von Bestimmungsgründen der Fertilität.

Compared to non-migrant mothers in couples, migrant lone mothers face a much higher risk of being out of the labour market, given that both lone motherhood and international migration have been shown to be strongly related to non-employment. In this chapter, we analyse the labour force participation of immigrant women and non-migrants living in Switzerland, and compare them by distinguishing between mothers in couples and lone mothers. We use data from the Swiss Labour Force Survey (wave 2008; N = 6814). These data allow us to account for intra-group variation among the immigrants by distinguishing them by their migrant generation and their country of origin. The analyses include women aged 20–54 who were living with at least one child under age 18. The dependent variable in the multinomial regression analyses is employment status, differentiating between full-time employment, long and short part-time employment, and non-employment. Results indicate that lone motherhood prevalence is similar among migrant and Swiss mothers (11%). In both groups, lone mothers are less likely to be in employment than mothers in couples. However, we find variation among lone mothers by migrant status: migrants have a higher non-employment rate overall. Among the employed women, migrant lone mothers tend to work full time, whereas non-migrant lone mothers tend to work part time. For lone mothers being an international migrant is therefore associated with an increased risk not only of being out of the labour force, but also of facing difficulties linked to work-family reconciliation. These results are relevant for the design of appropriate policies for migrants, lone parents, and work-family reconciliation, particularly in a societal context like Switzerland, where child care services are insufficient and the number of mothers who work full time is relatively small.

Erwerbsarbeit und ihre Qualität strukturieren die Lebenschancen von Beschäftigen. Aus schlechten Beschäftigungsbedingungen entstehen Risiken für den gesamten Lebensverlauf. Der gestiegene Anteil von Teilzeitarbeit, Minijobs, Leiharbeit und Befristungen führt zu Problemen bei der Existenz- und Altersabsicherung, den persönlichen Entwicklungschancen und der Gesundheitssituation. Vorsorgende Sozialpolitik muss im Zusammenspiel mit anderen Politikbereichen darauf hinwirken, schon vor dem Entstehen von Risiken schlechte Beschäftigungsbedingungen und ihre Effekte zu bekämpfen.

In this article, we analyse the role of public childcare for the decision on and working hours of mothers at re-entry into the labor market in couple households after parental leave. We focus on attitudes of mothers on childcare and the actual use of different opportunities for childcare during parental leave, as well as care rates on regional level. The database are panel data of the DJI-Länderstudie in the years 2012 to 2014. For the decision to return to work, the planned date of return and the favoured extent of weekly working hours are important. A positive attitude towards public childcare for children at the age of one to two years, care in a nursery school or in daycare during parental leave as well as a higher childcare rate on regional basis lead to a higher extent of working hours for mothers. Zusammenfassung Der Beitrag untersucht, welche Rolle öffentliche Kinderbetreuung bei der Erwerbsentscheidung und dem Erwerbsumfang von Müttern aus Paarhaushalten nach der Elternzeit spielt. Betrachtet werden Einstellungen der Mütter zur Kinderbetreuung und die tatsächliche Nutzung verschiedener Betreuungsmöglichkeiten während der Elternzeit sowie die Betreuungsquote auf Kreisebene. Datengrundlage sind die Paneldaten der DJI-Länderstudie der Jahre 2012 bis 2014. Für die Entscheidung wieder in den Beruf einzusteigen sind insbesondere der geplante Zeitpunkt der Rückkehr und der gewünschte Stundenumfang von Bedeutung. Eine positive Einstellung zur öffentlichen Betreuung von Kindern im Alter von ein bis zwei Jahren und die Betreuung in einer Kita oder in Tagespflege während der Elternzeit, sowie eine höhere Kinderbetreuungsquote auf Kreisebene, führen dazu, dass Mütter in höherem Umfang wieder erwerbstätig werden., JFR - Journal of Family Research, Vol 30 No 2 (2018)

This study looks at the equality challenges and opportunities for women with disabilities in low and middle income countries (LMICs) to participate and succeed in education, employment and motherhood. It is based on a systematic review of the literature from academic and non-governmental organization databases. The search of these databases yielded 24 articles, which were subsequently passed through open, axial, and selective coding. The resulting review found that women with disabilities in LMICs have severe difficulty participating and succeeding in education, employment and motherhood due to a number of interrelated factors: (i) hampered access to education, employment, intimacy and marriage, (ii) stigma and cultural practices resulting in discrimination and prejudice, and (iii) lack of support from family, teachers and institutions—all of which are exacerbated by poverty. Support from families, communities, the government, and non-governmental organizations improves women’s ability to fulfil their social roles (as students, employees and mothers), resulting in a better quality of life. Strategies that create awareness, minimize poverty and facilitate justice may improve the opportunities for women with disabilities in LMICs to participate in education, employment and motherhood, as well as their ability to succeed in these domains.

As a result of the increasing labor force participation of mothers, this article questions how twoparent households divide the housework activities of caring, cooking and cleaning. Therefore three types of couples with different labor force participations were formed: Dual-earner couples, couples with additional female income and malebreadwinner couples. The time use for the mentioned activities was examined with a secondary analysis based on the German representative time use surveys of 2012/2013 and 2001/2002. The analysis showed that fulltime mothers spent the lowest amount of time for caring, cooking and cleaning. However, unemployed mothers spent the most time for these activities. Within a decade – from 2001/2002 to 2012/2013 – all mothers have reduced their time spent on household activities. Meanwhile, all parents in 2012/2013 take noticeably more time for child care. Regardless of the mother’s labor force participation, mothers still spent more time for caring, cooking and cleaning, especially on weekdays. Additionally, the everyday housework is divided by gender. Only on weekends, couples with employed mothers shared the care-work almost egalitarian. Zusammenfassung Vor dem Hintergrund der steigenden Erwerbstätigkeit von Müttern geht dieser Beitrag der Frage nach, wie Eltern in Paarbeziehungen die Haushaltsbereiche Betreuung, Beköstigung sowie Wohnungs- und Wäschereinigung untereinander aufteilen. Dazu werden drei Paartypen mit unterschiedlichem Erwerbsumfang gebildet: Zweiverdiener- Paare, Paare mit weiblichem Zuverdienst sowie Paare mit männlichem Familienernährer. Deren Zeitverwendung für die genannten Tätigkeiten wird mithilfe der repräsentativen Zeitverwendungserhebung 2012/2013 und 2001/2002 sekundäranalytisch untersucht. Die Analyse zeigt, dass vollzeiterwerbstätige Mütter täglich am wenigsten Zeit für die drei genannten Arbeitsbereiche im Haushalt aufwenden, nicht erwerbstätige Mütter hingegen am meisten. Innerhalb einer Dekade – von 2001/2002 bis 2012/2013 – haben alle untersuchten Mütter ihre Zeitverwendung für hauswirtschaftliche Tätigkeitsfelder reduziert, zeitgleich nehmen sich Eltern 2012/2013 deutlich mehr Zeit für Betreuungsaufgaben. Unabhängig des Erwerbsumfangs der Mutter ist die Arbeit des Alltags nach wie vor, besonders werktags, weiblich konnotiert und somit geschlechtsdifferenzierend aufgeteilt. This chapter proposes a novel sequential mixed-method design that brings together the strengths of sequence analysis (SA) and qualitative comparative analysis (QCA). Both methods rely on an epistemological framework that combines analytical and holistic elements: they share the notion of analytically approaching social phenomena without disregarding their complexity. We apply SA as a first step to analyze the unfolding of phenomena over time. Specifically, through discrepancy analysis of state sequences, one can identify the time points when trajectories (start to) diverge from each other. In a second, explanatory step, QCA is applied to investigate whether, at such crucial time points, some particular configurations of factors are logically sufficient for the occurrence of a given state (or outcome). We provide an illustrative application to women’s employment trajectories in divided Germany by using data from the Adults Cohort of the German National Educational Panel (NEPS). By preserving the analytical and holistic perspective on trajectories, our proposed design highlights the dynamic of socio-demographic factors sufficient for women to be in employment or education at critical turning points over the life course. This design takes on the challenge, summarized in Abbott’s call for a ‘processual sociology’, to investigate both the dynamics of social phenomena as lineages of successive events and the complexity of contextual characteristics of ‘present’ moments. We conclude with an overview of research fields where our framework holds the promise of being applied fruitfully, namely life-course research, social stratification studies, policy evaluation, and comparative politics.

1. Erwerbsverhalten: Babyboomer sind im Alter von 50 bis 59 Jahren zu deutlich höheren Anteilen erwerbstätig als es Angehörige der früher geborenen Nachkriegskohorte in diesem Alter waren. Insbesondere die Frauen der Babyboomer-Kohorte sind häufiger erwerbstätig als die Frauen der Nachkriegskohorte. Deutliche Ost-West- Unterschiede bei den Babyboomern sind in der Erwerbsbeteiligung (Männer) und im Arbeitszeitvolumen (Frauen) zu finden. 2. Ehrenamtliches Engagement: Babyboomer sind im Alter von 50 bis 59 Jahren zu deutlich höheren Anteilen ehrenamtlich engagiert als es die früher geborenen Nachkriegsjahrgänge in diesem Alter waren. In Westdeutschland üben Babyboomer anteilig deutlich häufiger ein Ehrenamt aus als in Ostdeutschland. 3. Pflegeaufgaben: Babyboomer übernehmen im Alter von 50 bis 59 Jahren genauso häufig Pflegeaufgaben wie dies Personen aus den Nachkriegsjahrgängen im selben Alter getan haben. Frauen beider Kohorten übernehmen deutlich häufiger Pflegeaufgaben als Männer. 4. Materielle Lage: Im Alter von 50 bis 59 Jahren unterscheidet sich die materielle Lage der Babyboomer nur geringfügig von jener der Nachkriegskohorte. Unter den Babyboomern befinden sich Ostdeutsche in einer schlechteren materiellen Lage als Westdeutsche.

The most widely cited European data on work hours mismatches at the couple level date back to the 1990s. The general gist of analyses of these data was that ‘overworked’ dual-earner couples frequently preferred work hours reductions, especially those with childcare responsibilities. This study uses more recent data from the European Social Survey (2010-12) to update the available evidence on actual and preferred breadwinner models and on the occurrence and determinants of work hours mismatches among couples in Europe. The focus is on differences between demographic groups and countries in the degree to which cohabiting couples are either underemployed (working fewer hours than desired) or overemployed (working more hours than desired). Our analyses show that about one third of couples are underemployed, while only one in ten report being overemployed. We identify low education and the presence of children below school age as risk factors for underemployment, whereas highly educated women and fathers of teenagers tend to be overemployed. In a comparison of 16 European countries, we find couples in Greece, Ireland, Slovenia, and Spain to be most at risk of experiencing underemployment – in the countries that were most strongly affected by the recession. The effects of children on the experience of hours mismatches are found to vary across Europe – a particularly strong association of children below school age with parental underemployment is observed in Central and Eastern Europe, Finland, and Germany and a particularly weak one in Great Britain, Greece, Ireland, and Sweden. Zusammenfassung Die letzte große Erhebung und Analyse von Umfragedaten zu den Arbeitszeitpräferenzen von Paaren in Europa wurde in den 1990er Jahren durchgeführt. Der Tenor dieser Analysen war, dass sich die oft ‚überarbeiteten‘ Zweiverdiener-Paare in vielen Fällen eine Reduktion ihrer Arbeitszeit wünschen, vor allem bei Vorliegen von Kinderbetreuungspflichten. Die vorliegende Studie nützt jüngere Daten aus dem European Social Survey (2010-12). Der Fokus der Analyse liegt auf Unterschieden zwischen demographischen Gruppen und Ländern im Ausmaß zu dem Paare mehr oder weniger Stunden erwerbstätig sind als dies ihren Präferenzen entspricht (Über- bzw. Unterbeschäftigung). Die Analysen zeigen, dass rund ein Drittel der Paare unterbeschäftigt ist (Präferenz für Arbeitszeitaufstockung), während nur rund eines von zehn Paaren angibt, überbeschäftigt zu sein (Präferenz für Arbeitszeitreduktion). Als Risikofaktoren für Unterbeschäftigung werden niedrige Bildung und Kinder im Vorschulalter sowie auf der Länderebene hohe Arbeitslosigkeit (Griechenland, Irland, Slowenien, Spanien) identifiziert. Höher gebildete Frauen bzw. Paare mit älteren Kindern sind dagegen mit einer höheren Wahrscheinlichkeit überbeschäftigt. Der Effekt von kleinen Kindern auf das Risiko von Unterbeschäftigung variiert ja nach Land. Bisher fehlen in Deutschland ausreichend aussagekraftigen Daten oder Statistiken zur Erwerbsteilhabe von Menschen mit Behinderung, so auch von alteren erwerbstatigen Menschen mit Behinderung. Um diese Forschungslucke fur den Teilbereich von erwerbstatigen Menschen mit einer Horbehinderung in den Blick zu nehmen, wird seit 2009 das Projekt GINKO (Gesetzeswirkungen bei der beruflichen Integration schwerhoriger, ertaubter und gehorloser Menschen durch Kommunikation und Organisation) durchgefuhrt. Ein Ziel der Studie ist die Analyse der Bedingungen der beruflichen Integration von Menschen mit Horbehinderung unter besonderer Berucksichtigung der Frage der Rechtsmobilisierung des SGB IX und dessen konkrete Umsetzung im Arbeitsalltag, insbesondere der behindertengerechten Gestaltung des Arbeitsplatzes auf Grundlage des § 81(4) SGB IX durch z. B. technische Hilfsmittel. Dazu wurden im Rahmen der GINKO-Studie bundesweit Betroffene mit einem standardisierten Fragebogen, der auch online mit Gebardensprachfilmen zur Verfugung stand, schriftlich zu Inhalten der aktuellen Gesetzgebung und der Situation am Arbeitsplatz befragt. Insgesamt beteiligten sich an der GINKO-Umfrage n = 3.189 schwerbehinderte berufstatige Personen, davon waren n = 661 (20,7 %) der Teilnehmenden zwischen 50 und 65 Jahre alt. Der Anteil der Arbeitnehmerinnen in dieser Altersgruppe betrug 48,7 %. Die Ergebnisse des GINKO-Projekt zeigten, dass die durch § 81 Abs.4, SGB IX vorgesehenen Masnahmen zur Gestaltung von behinderungsgerechten Arbeitsplatzen bei alteren horbeeintrachtigten Arbeitnehmenden bisher noch in eher geringem Mase umgesetzt werden. So ergaben die Analysen der Angaben der alteren berufstatigen Teilnehmenden (n = 661) zur Gestaltung ihres Arbeitsplatz, dass lediglich 29,6 % dieser Gruppe ihren Arbeitsplatz insgesamt betrachtet als horgeschadigten gerecht beurteilt. Insbesondere technische Hilfsmittel wie z. B. FM-Anlagen oder Zusatzmikrophone stehen vielen erwerbstatigen Teilnehmenden nicht zur Verfugung, obwohl sie sie benotigen wurden. Auch der fur Menschen mit Horschadigung wichtige Aspekt der Larm-Minderung am Arbeitsplatz wie z. B. Schalldammung wird nur bei etwa einem Drittel der Befragten berucksichtigt. Somit zeigen die Analysen im Rahmen des GINKO-Projekts auf, dass weitere Anstrengungen notig sind, um die vorhandenen gesetzlichen Moglichkeiten konkret umzusetzen.
