Genus Kuznetsovia nom. nov. (= Aenigma Kuznetsova, 1957 non Newman, 1836 [Coleoptera]) Type species: Kuznetsovia jucunda (Kuznetsova, 1957) comb. nov. (= Aenigma jucunda Kuznetsova, 1957: 69, tab. 5, figs 5 a���c). Stratum typicum: Lower Cretaceous (Barremian). Locus typicus: Tegcaj, North-Eastern Azerbaijan. Diagnosis: See Kuznetsova (1957: 68). Etymology: In honour of Zoja Vasil���evna Kuznetsova, Russian (Soviet) palaeontologist and ostracod authority. Note on publication date In the former USSR not the actual publication date was noted in books and journals, but the date of handing the manuscript to the printer. In the case of Kuznetsova���s work (1957) the date of printer���s receipt of the manuscript was 27 November, 1956 and obligatory copies of the serial were received by public libraries of the then USSR (now Russia) in 1957. Efforts to reveal the actual publication date showed that neither the publishing records of the Azerbaijan typography ���Krasnyj Vostok��� were preserved, nor the publishing archive of the former republican Azerbaijan Book Chamber, regional governmental authority for obligatory bibliographic registration of all newly published print materials (immediately after their publication) in the former Azerbaijan SSR, which has been dismissed in 1980 s. In this context, dates of state bibliographic registration (which is the same date as start of distribution to 45 public and scientific libraries in the former USSR) of the publication in question was extracted from the print archive of the Russian Book Chamber that served as an All-union (federal) governmental authority for obligatory bibliographic registration of all newly published print materials (immediately after their publication) in the former Soviet Union: 24 January, 1957 (Record of State registration # 26, 57- 1511). Genus Dogielophis nom. nov. (= Dogielina Sobolev, 1950 non Bogdanowicz & Woloszynova, 1949 [Foraminifera]) Type species: Dogielophis inexpectata (Dogiel & Bychowsky, 1939) comb. nov. (= Physaloptera inexpectata Dogiel & Bychowsky 1939: 93). Locus typicus: Azerbaijan, Sarı adası, N��rimanabad (W Caspian Sea). Diagnosis: See Sobolev (in Skrjabin & al. 1950: 68). Etymology: In honour of Valentin Alexandrovich Dogiel (1882���1955), Russian (Soviet) zoologist. Note on publication dates: Since in the former USSR the date of handing the manuscript to the printer was always noted in the books and journals, which is not the actual publication date, efforts to establish the precise date of public availability of Sobolev work (in Skrjabin & al. 1950) were made since the date of printer���s receipt of the manuscript was 22 November, 1949 and obligatory copies of the serial were received by public libraries of the then USSR in earlier 1950. In 1949 the same name Dogielina was proposed by Bogdanowicz & Woloszynova (1949). Publishing records of Soviet Publishers were not preserved. In this connection, dates of state bibliographic registration (which is the same date as the start of distribution to 34 public and scientific libraries in the former USSR [Council ���, 1948]) was extracted from the print archive of the Russian Book Chamber that served as an All-Union (federal) governmental authority (All-Union Book Chamber, 1935��� 1991) for obligatory (immediately after their publication) bibliographic registration of all newly published print materials in the former Soviet Union. It is important to note that distribution/selling of printed books and serials were not permitted upon the receipt and registration of newly published printed materials in then All-Union Book Chamber; thus, the date of state registration, distribution to public libraries and permission for public distribution and selling was important to fulfill the requirements of the ICZN for effective publication of nomenclatural acts. The book Определитель паразитических нематод [Keys to Parasitic Nematoda], Volume 1, with title year 1949 was registered on 4 January, 1950 (Record of State registration # 15, 50- 521); thus the publication of the volume with title year 1949 was delayed. The Melbourne Congress of 2011 authorized a Special Committeeon Registration of Algal and Plant Names (including fossils), whichwas established the following year (Wilson in Taxon 61: 878–879.2012). Its explicit mandate was “to consider what would be involved inregistering algal and plant names (including fossils), using a procedureanalogous to that for fungal names agreed upon in Melbourne andincluded in the Code as Art. 42”, but expectations at the NomenclatureSection in Melbourne went farther than that. There was the hope thatregistration systems for at least some of the main groups would soonbe set up, to be used and tested on a voluntary basis and, if found tobe generally accepted, would persuade the subsequent Congress inShenzhen, in 2017, to declare registration of new names an additionalrequirement for valid publication.
