Civic education is one of the obligatory courses which must be taken by the whole university students in diploma and bachelor degree in all university in Indonesia. Civic education aims to supply university students to be a good citizens. Along with the period development, learning implementation also needs to customize including integrating technology into the learning process; one of them is e-learning. On the other hand, online learning has limitations in learning evaluation especially in accessing attitude. Therefore, this research aims to develop the online attitude assessment instrument in civic education in Universitas Tidar. The mixed-method using Borg and Gall's research and development was used in this research. There were eight steps in this current research; (1) library studies; (2) field study; (3) instrumentation; (4) limited trial; (5) Review of the study result; (6) larger study; (7) refinement of the final product; (8) Dissemination and implementation. However, this current research is limited to the fifth step; Checking the result of the experiment. A questionnaire, an oriented interview and an oriented observation served as instruments. Data analysis applied qualitative and quantitative analysis. The result shows two questions; (1) The instruments used to evaluate employment are the peer evaluation questionnaire completed in the Google form; (2) The recruitment assessment tool for assessing the recruitment of online university students at Universitas Tidar in civics is valid and reliable in use.
