Abstract

This paper presents a new model which incorporates features of developing country agriculture that may be critical in shaping the welfare outcomes of alternative agricultural policies. The model features heterogeneous households linked through markets in a rural economy-wide structure, with endogenous market participation for farmers facing transactions costs. The model is used for policy simulations, including market price support, production subsidies, input subsidies, transaction cost removal, and unconditional cash transfers. Applications for six countries highlight the diversity of potential impacts of such policies. The simulation results suggest that there are circumstances under which some market interventions, such as input subsidies, may be only slightly less efficient at transferring incomes than direct payments.

Abstract

The purpose of the Development Policy Evaluation Model (DEVPEM) is to provide an appropriate modelling structure for analysing the welfare and distributional implications of alternative agricultural policies in developing countries. The aim of the model is to provide illustrative results that show how structural diversity among developing countries, and systemic differences from developed OECD countries, can affect the outcomes of alternative policy interventions. The model is relatively stylised, seeking to capture, as simply as possible, four critical aspects of rural economies in developing countries that are important when evaluating the impacts of agricultural and trade policies. These are: (1). The role of the household as both a producer and a consumer of food crops. (2). High transaction costs of participating in markets, resulting in a subsistence sector that often is important in terms of the number of households and the amount of food production it encompasses. (3). Market linkages that can transmit impacts of policy and market shocks among heterogeneous rural producers and consumers, particularly via factor markets (for labour, land or capital, when those markets exist). (4). The imperfect convertibility of land from one use to another.

Abstract

This paper proposes a strategic framework for policies to assist smallholders in developing countries. It describes the inevitable features of structural change in the agricultural and rural economy, the associated pressures that these changes place on smallholders, and the consequent need for policies to facilitate rather than impede adjustment. A key premise of the framework is that, for the majority of smallholders, the long term (i.e. inter-generational)future lies outside the sector. Hence, long-term policies need to make a distinction between those who potentially have a competitive future in the sector and those who do not. In either case, many of the necessary policies will not be agriculture-specific, so it is important that agricultural policies are framed in a broader economy-wide framework. In addition, a clear distinction needs to be made between short-term policies to reduce poverty and food insecurity and long-term policies to stimulate development. This is because there are intertemporal trade-offs (as well as complementarities) between policies that are likely to be effective in the short-run, and those promising most impact over the long-term. The paper discusses the role of different agricultural and non-agricultural policies in providing the appropriate policy mix in countries at different stages of development.

This paper examines the effects of trade and domestic agricultural policy reforms on the distribution of incomes in six developing countries: Brazil, China, India, Malawi, Mexico and South Africa. The aggregate results from a global trade model are fed into separate national models. The insights available from alternative model types are evaluated. The distributional impacts of reform are found to be complex and to vary between countries. Given that it is typically impossible to reform (or equally not reform) without hurting some households with lower incomes, the conclusion is that it makes sense to help these households with targeted policies.

Abstract

To explore the variability in biosensor studies, 150 participants from 20 countries were given the same protein samples and asked to determine kinetic rate constants for the interaction. We chose a protein system that was amenable to analysis using different biosensor platforms as well as by users of different expertise levels. The two proteins (a 50-kDa Fab and a 60-kDa glutathione S-transferase [GST] antigen) form a relatively high-affinity complex, so participants needed to optimize several experimental parameters, including ligand immobilization and regeneration conditions as well as analyte concentrations and injection/dissociation times. Although most participants collected binding responses that could be fit to yield kinetic parameters, the quality of a few data sets could have been improved by optimizing the assay design. Once these outliers were removed, the average reported affinity across the remaining panel of participants was 620 pM with a standard deviation of 980 pM. These results demonstrate that when this biosensor assay was designed and executed appropriately, the reported rate constants were consistent, and independent of which protein was immobilized and which biosensor was used.

186. Non-parametric combination and related permutation tests for neuroimaging.

Abstract

In this work, we show how permutation methods can be applied to combination analyses such as those that include multiple imaging modalities, multiple data acquisitions of the same modality, or simply multiple hypotheses on the same data. Using the well-known definition of union-intersection tests and closed testing procedures, we use synchronized permutations to correct for such multiplicity of tests, allowing flexibility to integrate imaging data with different spatial resolutions, surface and/or volume-based representations of the brain, including non-imaging data. For the problem of joint inference, we propose and evaluate a modification of the recently introduced non-parametric combination (NPC) methodology, such that instead of a two-phase algorithm and large data storage requirements, the inference can be performed in a single phase, with reasonable computational demands. The method compares favorably to classical multivariate tests (such as MANCOVA), even when the latter is assessed using permutations. We also evaluate, in the context of permutation tests, various combining methods that have been proposed in the past decades, and identify those that provide the best control over error rate and power across a range of situations. We show that one of these, the method of Tippett, provides a link between correction for the multiplicity of tests and their combination. Finally, we discuss how the correction can solve certain problems of multiple comparisons in one-way ANOVA designs, and how the combination is distinguished from conjunctions, even though both can be assessed using permutation tests. Abstract

The determinants of House and Senate votes on congressional amendments to limit payments to farmers are investigated. One concern is that campaign contributions may influence politiciansÂ’' votes. Lobbying activity, as attempts to distinguish ideological motivations from passive constituency pressures suffer from theoretical and empirical shortcomings. So-called ideologically based decisions may reflect the ideology of the congressman's constituents rather than independent action on the basis of exogenous beliefs, while this ideology may itself be determined by politicoeconomic factors. A simultaneous relationship between money and votes is found in the House, but not in the Senate.
