The article deals with the problem of domestic violence, which has its roots since ancient times and is quite common at the present time. The main types and forms of violence (physical, economic, sexual, psychological) are considered. In Russian society, women do not feel protected from the violence of spouses and other close relatives. In modern conditions, various forms of the use of force against women are common: domestic despotism, beatings, rape, sexual harassment. In many societies, family violence between a man and a woman is not perceived as a crime against society, but is a private matter of the family. It is believed that family members resort to physical violence in cases where they have no other opportunity to influence the family’s decision-making due to lack of authority. Psychological concepts have established a special role in the causes of violence of such factors as the weakening of instinctual control, frustration, aggressiveness, alcoholism, psychopathology. Sociological approaches focus on cultural norms that provoke violence, patriarchal social structure.

Abstract Introduction Following approval in 2009 of vagus nerve stimulation (VNS Therapy) for drug‐resistant epilepsy (DRE) in the Russian Federation, this is the first multicenter study across Russia to evaluate the safety and efficacy of adjunctive VNS Therapy. Methods The retrospective, observational registry included 58 pediatric patients with DRE (5–17 years old at implantation) who had ≥2 years of VNS. To ensure a robust evaluation process, changes in seizure frequency were evaluated for all seizure types as well as “most disabling” seizures (defined as seizures accompanied by falls, physical trauma, and/or incontinence in the absence of preventative measures). Results With 2 years of VNS Therapy, 37 of 49 patients (76%) experiencing the most disabling epileptic seizures had a >50% decrease in frequency of such seizures, and 16 (33%) reported no longer experiencing the “most disabling” seizure type. In addition, based on the McHugh Outcome scale, VNS Therapy had a positive outcome on both frequency and severity of all epileptic seizure types, with a >50% decrease in frequency of all epileptic seizure types noted in 37 of 58 patients (64%), and 31% of patients had a Class I outcome, including 11 patients (19%) who achieved seizure freedom. VNS Therapy also had a positive effect on the frequency of status epilepticus: 13 patients (22%) had status epilepticus prior to implantation with a mean rate of 9.4 ± 17.7 events per year (range, 0–52), and after VNS Therapy, only one patient continued to experience status epilepticus (at 1 event per 4–6 months). VNS Therapy had an acceptable safety profile and no adverse events leading to VNS discontinuation were reported. Conclusions The results demonstrate that VNS Therapy is being safely and effectively applied to pediatric patients in the Russian healthcare system.

Different aspects of using sociological instruments have gained crucial importance concerning: the social dynamics of the assessment of public administration; the analysis of the internal efficiency of processes; and the efficiency of regional government bodies’ activities and their political and economic decisions. The results of research carried out in the Komi Republic are presented in order to outline the best mechanisms for implementing e-government. This study reveals the attitude of the state administration to public service reforms, the technological priorities of public administration, and indicators of the optimization of public and municipal services on the basis of the enhanced use of information technology.

In the present study, the effects of dietary pomegranate peel (PP) at 0 (PP0; control), 5 (PP5), 10 (PP10), 15 (PP15), and 20 (PP20) g/kg were investigated in common carp, Cyprinus carpio (18.1 ± 0.42 g), under normal and stressful conditions. The fish were fed the aforementioned diets over two 4-week periods, one under normal stocking density (5 g/L; basal) and the other under high stocking density (15.5–16.3 g/L; stressed). The results showed that there were no significant differences in growth performance between the PP0 and PP5 treatments. However, PP10, PP15, and PP20 showed deteriorated growth performance, compared to PP0 treatment. The poorest growth parameters have been observed in PP15 and PP20 treatments. Plasma cortisol, glucose, alanine aminotransferase, and aspartate aminotransferase significantly increased after the stress in all treatments. PP5 and PP10 had significantly lower plasma cortisol and PP10 and PP15 had significantly lower plasma glucose and aspartate aminotransferase, compared to PP0 treatment. Increase in dietary PP levels significantly decreased alanine aminotransferase activity. The stress and increase in dietary PP levels significantly decreased the plasma T3 and T4 levels. Dietary PP significantly improved plasma lysozyme (PP5, PP10, and PP15) and complement (PP5 and PP10) activities and mitigated their decrease after the stress (the best effects in PP10), but was not beneficial in mitigating plasma total immunoglobulin decrease after the stress. Dietary PP (5–15 g/kg) significantly decreased hepatic antioxidant enzymes activities and mitigated their elevations after the stress. Hepatic malondialdehyde significantly decreased by dietary PP administration, but increased after the stress. The lowest hepatic malondialdehyde level was observed in PP10 treatment. In conclusion, dietary 5 g/kg PP is recommended as the best supplemental level that improves the fish health, without adverse effects on the fish growth performance.

The physics potential of detecting ^8 B solar neutrinos will be exploited at the Jiangmen Underground Neutrino Observatory (JUNO), in a model-independent manner by using three distinct channels of the charged current (CC), neutral current (NC), and elastic scattering (ES) interactions. Due to the largest-ever mass of ^13 C nuclei in the liquid scintillator detectors and the expected low background level, ^8 B solar neutrinos are observable in the CC and NC interactions on ^13 C for the first time. By virtue of optimized event selections and muon veto strategies, backgrounds from the accidental coincidence, muon-induced isotopes, and external backgrounds can be greatly suppressed. Excellent signal-to-background ratios can be achieved in the CC, NC, and ES channels to guarantee the observation of the ^8 B solar neutrinos. From the sensitivity studies performed in this work, we show that JUNO, with 10 yr of data, can reach the 1 σ precision levels of 5%, 8%, and 20% for the ^8 B neutrino flux, ${\sin }^{2}{\theta }_{12}$ , and ${\rm{\Delta }}{m}_{21}^{2}$ , respectively. Probing the details of both solar physics and neutrino physics would be unique and helpful. In addition, when combined with the Sudbury Neutrino Observatory measurement, the world's best precision of 3% is expected for the measurement of the ^8 B neutrino flux.

A characteristic feature of repair processes in mammals is the formation of scar tissue at the site of injury, which is designed to quickly prevent contact between the internal environment of the organism and the external environment. Despite this general pattern, different organs differ in the degree of severity of scar changes in response to injury. One of the areas in which regeneration after wounding leads to the formation of a structure close to the original one is the abdominal skin of laboratory rats. Finding out the reasons for such a phenomenon is essential for the development of ways to stimulate full regeneration. The model of skin wound healing in the abdominal region of laboratory animals was reproduced in this work. It was found that the wound surface is completely epithelialized on the abdomen by 20 days, while on the back—by 30 days. The qPCR method revealed higher expression of marker genes of skin stem cells (Sox9, Lgr6, Gli1, Lrig1) in the intact skin of the abdomen compared to the back, which corresponded to a greater number of hairs with which stem cells are associated on the abdomen compared to the back. Considering that some stem cell populations are associated with hair, it can be suggested that one of the factors in faster regeneration of abdominal skin in the rat is the greater number of stem cells in this area.

The construction control system is complex and its functioningrequires coordinated and prompt interaction without the occurrence offailures and conflict situations. The paper identifies factors influencing theoperation of the system and specific processes, the approach to whichshould be reconsidered. The research methods used included the method ofexpert assessments, statistical data analysis, and the Varimax rotationmethod. As a result of the study, the 3 most significant factors influencingthe construction control system were identified, and the need to introduce aUnified Information Environment was substantiated. Reducing the level ofinfluence of factors will contribute to more successful functioning of theconstruction control system and the interaction of system participants with each other.

Мета. Метою дослідження є узагальнення сучасних підходів щодо безпекового управління земельно-ресурсним потенціалом аграрних підприємств при впровадженні інноваційних стратегій. Результати. Дослідження в цій статті зосереджуються на аналізі функціонування різних форм господарювання в аграрному секторі. Кожна із цих форм має свої переваги та недоліки, але виконує важливу роль у виробництві сільськогосподарської продукції. Визначено сучасний стан і тенденції використання земель аграрного призначення, які становлять 49 % усіх земель України. Більшість земель сільськогосподарського призначення становлять орні землі (рілля) – 79 % від загальної кількості сільськогосподарських земель, саме ці угіддя відіграють визначальну роль в економіці України, адже є базою для виробництва аграрної продукції. Доведено, що в інноваційному розвитку аграрного виробництва є значна необхідність, особливо в умовах зростання глобальної чисельності населення та зменшення доступних природних ресурсів. Одним із ключових чинників успіху є ефективне управління землекористуванням. Інноваційні стратегії управління землекористуванням базуються на принципах ресурсозбереження та відтворення родючості ґрунтів. Це означає застосування новітніх технологій і методів, які забезпечують оптимальне використання земельних ресурсів і збільшення врожайності за одночасному збереженні природної родючості. Наприклад, застосування систем зрошення з урахуванням погодних умов і потреб культур дозволяє ефективно використовувати водні ресурси та зменшити їхнє витрачання. Технології точного землеробства, такі як геоінформаційні системи та сільськогосподарські дрони, дозволяють оптимізувати просторове розміщення культур і використання добрив. Вирощування культур із високим рівнем стійкості до стресових факторів і застосування біологічних методів боротьби зі шкідниками та хворобами може допомогти знизити використання хімічних засобів захисту та зберегти родючість ґрунту. Наукова новизна. Новизна полягає в актуалізації впливу інноваційних стратегій на земельно-ресурсний потенціал аграрних підприємств у контексті сучасних викликів продовольчої безпеки та земельного реформування. Практична цінність. Цінність полягає в пріоритезації інноваційних стратегій при управлінні земельно-ресурсним потенціалом аграрних підприємств. Інноваційний розвиток сільського господарства та ефективне використання земельно-ресурсного потенціалу є важливим завданням, яке вимагає спільних зусиль. Посилена увага до інновацій допоможе створити стійке та результативне аграрне виробництво.

Abstract To determine the prevalence of osteoarthritis and its associated factors in populations from Russia. The population-based Ural Eye and Medical Study (UEMS) and the population-based Ural Very Old Study (UVOS) were conducted in a rural and urban region in Bashkortostan/Russia and included participants aged 40+ and 85+ years, respectively. As part of a detailed systematic examination, we assessed the osteoarthritis prevalence in an interview including questions on the self-reported presence of osteoarthritis, the joints affected and osteoarthritis-related pain-relieving therapy taken. Out of 5898 participants of the UEMS, 1636 individuals had osteoarthritis [prevalence: 27.7%; 95% confidence interval (CI) 26.7, 28.7], with 816 individuals (13.8%; 95% CI 12.8, 14.8) taking pain-relieving medication. A higher osteoarthritis prevalence was associated (multivariable analysis) with older age [odds ratio (OR 1.04; 95% confidence interval (CI) 1.03, 1.05], urban region of residence (OR 1.25; 95% CI 1.07, 1.45), higher body mass index (BMI) (OR 1.04; 95% CI 1.03, 1.06), lower monthly income (OR 0.78; 95% CI 0.68, 0.90), higher physical activity score (OR 1.02, 95% CI 1.01, 1.03), higher prevalence of a history of cardiovascular disease including stroke (OR 1.55; 95% CI 1.33, 1.81), previous bone fractures (OR 1.20; 95% CI 1.04, 1.40) and previous falls (OR 1.22; 95% CI 1.03, 1.45), higher hearing loss score (OR 1.01; 95% CI 1.01, 1.02), and less alcohol consumption (OR 0.78; 95% CI 0.65, 0.93). Out of 1526 UVOS participants, 567 individuals had osteoarthritis (prevalence: 37.2%; 95% CI 35.0, 40.0), with 195 (12.8%; 95% CI 11.3, 14.3) individuals taking pain-relieving medication. Higher osteoarthritis prevalence was associated with rural region of habitation (OR 1.69; 95% CI 1.20, 2.38), lower monthly income (OR 0.62; 95% CI 0.46, 0.84), higher prevalence of cardiovascular disease (OR 1.75; 95% CI 1.30, 2.36), and higher anxiety score (OR 1.04; 95% CI 1.03, 1.06). Osteoarthritis and use of pain-relieving medication are common in these populations in Russia. Main associated factors were older age and lower monthly income in both study populations, female sex, higher BMI, urban region, and previous falls and bone fractures in the UEMS population, and rural region and a higher anxiety score in the UVOS study population.

Background. Obstructive sleep apnea (OSA) is a chronic condition characterized by repetitive collapse of the upper airway during sleep leading to intermittent hypoxia, excessive arousals and disrupt of sleep homeostasis. OSA is associated with obesity as well as pathological dynamics of cerebral beta-amyloid and dementia.The aim. Comparative assessment of the plasma beta-amyloid 42 levels in adolescents, depending on the presence or absence of OSA and obesity.Materials and methods. Seventy-four obese and non-obese male adolescents were included in the study. All participants underwent polysomnography to verify OSA and measure sleep parameters, and venipuncture for the assessment of betaamyloid 42 by enzyme-linked immunosorbent assay (ELISA).Results. After polysomnography all adolescents have been divided into four study groups: OSA obese (group 1; n = 28); non-OSA obese (group 2; n = 20); OSA non-obese (group 3; n = 11), and non-OSA non-obese (group 4 – control; n = 15). OSA obese adolescents had significant elevations in beta-amyloid 42 plasma levels compared with participants from three other groups (р = 0.007, p = 0.047 and p = 0.0002, correspondingly). Compared to both OSA non-obese adolescents and the control group, non-OSA obese patients had similar beta-amyloid 42 blood concentrations (p = 0.167 and p = 0.155, correspondingly). However, patients from the group 3 showed significantly higher beta-amyloid 42 plasma levels than controls (p = 0.004).Conclusions. Thus, OSA, accompanied by intermittent nocturnal hypoxia, and particularly OSA and obesity comorbidity, in adolescents is associated with increased beta-amyloid 42 circulating concentrations, which has a major role in pathogenesis of dementia. Beta-amyloid 42 plasma level may be recommended for use as early biomarker of cognitive impairment and neurodegenerative diseases, but future researches are needed.

В статье рассматривается историческая память как основа коллективной идентичности, которая конструируется посредством «образов прошлого», связанных с исторически значимыми событиями. Оценивается роль «образов прошлого» в консолидации социума. Авторы рассматривают модели исторической памяти, характерные для различных социальных групп, а именно: советскую, постсоветскую, «элитную» и «русофильную». Отмечается, что одним из самых значимых событий в истории, способным консолидировать население Российской Федерации, является Великая Отечественная война и Победа в ней. На примере данного события исследован процесс конструирования и мобилизации исторической памяти в современных условиях политического процесса, имеющего новейшие механизмы символической борьбы за смыслы и значения нашей истории. Приведена социальная медиааналитика, осуществлённая посредством выгрузки и анализа сообщений социальных медиа. В статье также рассматривается современный этап формирования исторической памяти, который проявился через восприятие специальной военной операции на Украине. Приведен анализ реакций молодежи на спецоперацию, подтвердивший гипотезу о том, что отношение к ней сформировано имеющимися установками в молодежном сознании о роли и значении России в мире, о понимании и ценности Победы в Великой Отечественной войне для российского народа и всего постсоветского пространства.

Abstract Background Buprenorphine and naloxone are first-line medications for people who use opioids (PWUO). Buprenorphine can reduce opioid use and cravings, help withdrawal symptoms, and reduce risk of opioid overdose. Naloxone is a life-saving medication that can be administered to reverse an opioid overdose. Despite the utility of these medications, PWUO face barriers to access these medications. Downtown Los Angeles has high rates, and number, of opioid overdoses which could potentially be reduced by increasing distribution of naloxone and buprenorphine. This study aimed to determine the accessibility of these medications in a major urban city by surveying community pharmacies regarding availability of buprenorphine and naloxone, and ability to dispense naloxone without a prescription. Methods Pharmacies were identified in the Los Angeles downtown area by internet search and consultation with clinicians. Phone calls were made to pharmacies at two separate time points–September 2020 and March 2021 to ask about availability of buprenorphine and naloxone. Results were collected and analyzed to determine percentage of pharmacies that had buprenorphine and/or naloxone in stock, and were able to dispense naloxone without a prescription. Results Out of the 14 pharmacies identified in the downtown LA zip codes, 13 (92.9%) were able to be reached at either time point. The zip code with one of the highest rates of opioid-related overdose deaths did not have any pharmacies in the area. Most of the pharmacies were chain stores (69.2%). Eight of the 13 (61.5%) pharmacies were stocked and prepared to dispense buprenorphine upon receiving a prescription, and an equivalent number was prepared to dispense naloxone upon patient request, even without a naloxone prescription. All of the independent pharmacies did not have either buprenorphine or naloxone available. Conclusions There is a large gap in care for pharmacies in high overdose urban zip codes to provide access to medications for PWUO. Unavailability of medication at the pharmacy-level may impede PWUO ability to start or maintain pharmacotherapy treatment. Pharmacies should be incentivized to stock buprenorphine and naloxone and encourage training of pharmacists in harm reduction practices for people who use opioids.

Abstract We study damping signatures at the Jiangmen Underground Neutrino Observatory (JUNO), a medium-baseline reactor neutrino oscillation experiment. These damping signatures are motivated by various new physics models, including quantum decoherence, ν 3 decay, neutrino absorption, and wave packet decoherence. The phenomenological effects of these models can be characterized by exponential damping factors at the probability level. We assess how well JUNO can constrain these damping parameters and how to disentangle these different damping signatures at JUNO. Compared to current experimental limits, JUNO can significantly improve the limits on τ 3/m 3 in the ν 3 decay model, the width of the neutrino wave packet σ x , and the intrinsic relative dispersion of neutrino momentum σ rel.

Objective For large, integrated healthcare delivery systems, coordinating patient care across delivery systems with providers external to the system presents challenges. We explored the domains and requirements for care coordination by professionals across healthcare systems and developed an agenda for research, practice and policy.Design The modified Delphi approach convened a 2-day stakeholder panel with moderated virtual discussions, preceded and followed by online surveys.Setting The work addresses care coordination across healthcare systems. We introduced common care scenarios and differentiated recommendations for a large (main) healthcare organisation and external healthcare professionals that contribute additional care.Participants The panel composition included health service providers, decision makers, patients and care community, and researchers. Discussions were informed by a rapid review of tested approaches to fostering collaboration, facilitating care coordination and improving communication across healthcare systems.Outcome measures The study planned to formulate a research agenda, implications for practice and recommendations for policy.Results For research recommendations, we found consensus for developing measures of shared care, exploring healthcare professionals’ needs in different care scenarios and evaluating patient experiences. Agreed practice recommendations included educating external professionals about issues specific to the patients in the main healthcare system, educating professionals within the main healthcare system about the roles and responsibilities of all involved parties, and helping patients better understand the pros and cons of within-system and out-of-system care. Policy recommendations included supporting time for professionals with high overlap in patients to engage regularly and sustaining support for care coordination for high-need patients.Conclusions Recommendations from the stakeholder panel created an agenda to foster further research, practice and policy innovations in cross-system care coordination.

The article discusses a special and effective form of living arrangements for the elderly and disabled in a foster family in the regional entities of the Russian Federation. The experience of organizing a foster or substitute family has been developed in a number of European countries and the USA. It has been established that this technology provides an elderly person with the necessary care and living conditions, leisure activities, psychological support, and additional material support for a foster family. The development of the institution of a foster family for the elderly as an innovative form of their life arrangement will significantly improve the quality of life of older citizens, change their “social well-being”, save them from the problem of loneliness, and strengthen the connection between generations. To solve the problems of the elderly in 2004, the project “Foster families for the elderly and disabled” was launched. The mission of this project is to organize public support, help with household chores and psychological support for lonely people. Most of the regions of the Russian Federation supported the initiative of the project and the subjects have their own experience in implementing the Foster Families for Senior Citizens project. Each subject of the Russian Federation has its own characteristics and differences in the creation of foster families for the elderly, which is associated with the presence of its own legislative framework for the implementation of this project.

Bioinformatic analysis methods are an auxiliary tool in the preliminary stage of research into biocatalytic conversion of proteins with predicted release of biologically active peptides. However, there are a number of factors ignored in current strategies for designing biologically active peptides, which prevents the complete prediction of their biological properties. This determines the relevance of the research objective, i.e. developing a hybrid strategy for bioinformatic modeling to study biologically active peptides of milk protein. The new strategy ranks key criteria based on high-performance algorithms of proteomic database. The research featured the scientific publications on in silico methods applied to biologically active peptides. Modern taxonometric methods of information retrieval were applied using the RSCI, Scopus and Web of Science databases. The article introduces and describes step by step the optimal in silico hybrid strategy algorithm for studying biologically active milk protein peptides. The algorithm takes into account the safety assessment of all hydrolysis products, their physicochemical and technological properties. The strategy algorithm relies on analytical data on the protein profile, the amino acid sequence of proteins that make up the raw material, taking into account their polymorphism, and the subsequent identification of bioactive amino acid sites in the protein structure. The algorithm selects optimal enzyme preparations, as well as models the hydrolysis and assesses the peptide bioactivity using proteomic databases. At the preliminary stage of protein hydrolysis, the new in silico strategy scientifically predicts the targeted release of stable peptide complexes of biologically active peptides with proven bioactivity, safety and sensory characteristics. The hybrid algorithm contributes to accumulation of the necessary primary data so as to reduce the time and cost of laboratory experiments.

The paper addresses the search for a burial mound, explored in 1926 by the members of the Samara Society of Archaeology, History, Ethnography and Natural Science under the general guidance of V.V. Golmsten. The finds from this significant site include a unique copper cauldron of the late Bronze Age. Over the years, information about the location of this site has been lost. The search was carried out with the use of an analysis of archival and modern space images, a spatial analysis, and an analysis of a digital terrain model. The results were verified by field surveying. For the first time, the search of steppe mounds was successfully aided by thermal imaging using unmanned aerial vehicles. Convincing verification of the site in the field allows to use this complex technique is searching for archaeological sites which have been previously discovered, but are considered lost.

This article describes the peculiarities of the deep structure of sedimentary depressions of the West Kamchatka coast and the adjacent offshore areas of the Okhotsk Sea shelf, manifested in the observed potential fields, as well as in their transformations. To reveal geophysical regularities reflecting the structure of the deepest part of the crystalline basement within the analyzed objects, a pseudo gravity field calculated on the basis of analytical approximation was used. The regional and local components of the decomposition of the observed potential fields, calculated by two-dimensional adaptive energy filtering and presumably associated with different-depth structural-tectonic objects, were analyzed. On the basis of comparison of the investigated Pustoretsky depression with the «reference» Kolpakovskaya depression, which includes known gas-condensate fields (West Kamchatka oil-and-gas bearing region), conclusions about the similarity of their formation conditions and subsequent evolution were made. A regional geophysical model of the Pustoretsky depression has been compiled, which makes it possible to reasonably assume its formation in the zone of Cenozoic subduction processes caused by the interaction of lithospheric plates.

Публично-правовые (государственно-правовые) науки (юридические науки); 5.1.3. Частно-правовые (цивилистические) науки (юридические науки); 5.5.3. Государственное управление и отраслевые политики (политические науки). Отрадно отметить, что второй квартал 2023 года выдался богатым на представительские научно-практические мероприятия и события. Актуальные тенденции современного развития права, его сущностных аспектов и национальной идентичности его норм были обсуждены и результативно обобщены на XI Петербургском Международном юридическом форуме в мае 2023 года. На его широких дискуссионных площадках в выступлениях известных не только исследователей, но и государственных и политических деятелей отмечалась уникальность, сбалансированность и динамичность отечественной правовой системы. На базе Тамбовского государственного университета имени Гавриила Романовича Державина в мае была проведена VII Международная научно-практическая конференции «Тамбовские правовые чтения имени Федора Никифоровича Плевако», в ходе которой представлены интересные и дискуссионные доклады посвященные таким темам как: парламентское расследование как инструмент противодействия коррупции и злоупотребления власти; правовое регулирование аттестации научно-педагогических кадров; функциональное взаимодействие права и интеллигенции; актуальные проблемы правового обеспечения эксплуатации высокоавтоматизированных транспортных средств и многие другие. В целом, тематика конференции охватила широкий спектр современных проблем познания права и государства. Второй номер журнала за 2023 год является продолжением традиций, заложенных во всех рецензируемых научных журналах, издаваемых Научно-инновационным центром (город Красноярск) по публикации актуальных и своевременных научных работ, теоретической и эмпирической направленности, основными критериями публикации которых, является их обоснованность, достоверность, оригинальность и значимость. Опубликованные в новом номере научные работы будут весьма интересны ученым и практикам, профессорско-преподавательскому составу, а также федеральным государственным и муниципальным служащим. Опубликованные в номере статьи посвящены актуальным вопросам изучения правовой культуры в структуре права, правовым перспективам развития продовольственной безопасности Арктической зоны России, анализу проблем и перспектив реформирования государственного контроля в Российской Федерации, правовым аспектам применения частных военных компаний, изучению внутрихозяйственных маркшейдерских отношений как элемент системы комплаенс-контроля. К публикации в журнале лично приглашаю широкий круг авторов из числа обучаемых (магистрантов, аспирантов, адъюнктов, докторантов), научных работников, профессорско-преподавательского состава, практикующих юристов, а также всех кто интересуется проблемами юриспруденции и отраслевой политики.

The importance of the studied problem is caused by the USA's leading role in the development of modern world order and the economy, its influence in the international economic organizations. The article is aimed at revealing the reasons of choosing neoliberal strategy for Russian reforms, the amount and results of the American financial and technical aid to these reforms. The leading approach of researching this problem is the complex one. It allows finding out economic, internal political, geopolitical and cultural factors which influenced the implementation and the results of the American assistance to the Russian reforms. Authors draw a conclusion about considerable influence of the USA on domestic policy of Russia in the early nineties of the XX century. The amount and the content of the American financial and technical assistance to the Russian government are analyzed. Promises of massive financial aid from the international economic organizations and the USA were realized partially and much later, than it was necessary for economic transformations. The article's content and conclusions can be used in other scientific works on American-Russian relations history, Modern history of Russia, during elaboration the effective strategy of reforms for the countries which are in a condition of a transitional economy.

The creation of antibacterial nanocomposites that provide prolonged release of encapsulated drugs is of great interest for various fields of medicine (dentistry, tissue regeneration, etc.). This article demonstrates the possibility of creating such nanocomposites based on sodium alginate and drug-templated mesoporous silica nanocontainers (MSNs) loaded with two bioactive substances. Herein, we thoroughly study all stages of the process, starting with the synthesis of MSNs using antiseptic micelles containing the hydrophobic drug quercetin and ending with assessing the activity of the resulting composites against various microorganisms. The main emphasis is on studying the quercetin solubilization in antiseptic micelles as well as establishing the relationship between the conditions of MSN synthesis and micelle morphology and capacity. The effect of medium pH on the release rate of encapsulated drugs is also evaluated. It was shown that the MSNs contained large amounts of encapsulated drugs and that the rate of drug unloading depended on the medium pH. The incorporation of such MSNs into the alginate matrix allowed for a prolonged release of the drugs.
