The authors present a comment to the article "Global hidden harvest of freshwater fish revealed by household surveys" by E. Fluet-Chouinard and colleagues. They argue that the numbers do not tell the whole story of the societal role and value of inland fisheries. The authors suggest to continue conducting a qualitative inquiry in the social sciences and humanities to understand and valorize the role that inland fisheries play.

Although it has far-reaching consequences for humanity, attention to climate change impacts on the ocean lags behind concern for impacts on the atmosphere and land. Understanding these impacts, as well as society's diverse perspectives and multiscale responses to the changing oceans, requires a correspondingly diverse body of scholarship in the physical, biological, and social sciences and humanities. This can ensure that a plurality of values and viewpoints is reflected in the research that informs climate policy and may enable the concerns of maritime societies and economic sectors to be heard in key adaptation and mitigation discussions. Co-management - a partnership between government, community organisations and other stakeholders - is now a commonly used approach in fisheries management. However, the effectiveness of fisheries co-management has varied considerably, especially in low-income settings. Although research into co-management is growing, there are few accounts of co-management that explore the experiences of community leaders and how their role within co-management institutions fits within the broader social and economic context of their lives. In this article, I utilise qualitative data collected from two landing sites on Lake Victoria, Uganda where the growth of the Nile perch export market in the 1980s and 1990s resulted in rapid social and economic change on the lakeshore. I explore how the attitudes and actions of the individuals who lead local co-management institutions are not simply governed by assumed economic incentives but are affected by complex social and political factors. I also consider how the co-management institutions are perceived by community members more broadly. Finally, I reflect on how the findings contribute to broader debates about co-management and its potential to protect the sustainability of fish stocks. [ABSTRACT FROM AUTHOR]

We evaluate the current status of the global marine fisheries using the frameworks of conflict, food security and vulnerability. Existing trends suggest that there is likely to be greater food insecurity and fisheries conflicts due to issues such as: declining fishery resources; a North- South divide in investment; changing consumption patterns; increasing reliance on fishery resources for coastal communities; and inescapable poverty traps creating by low net resource productivity and few alternatives. Consequently, managing fisheries from a food security perspective will become increasingly necessary, and we therefore briefly review fisheries from the perspective of food security and evaluate it using a vulnerability framework. Specifically, we describe three key components of vulnerability (exposure, sensitivity and adaptive capacity) for selected fisheries. This is followed by proposals to build the adaptive capacity of fisheries and recommendations to avoid future conflicts. Adaptive capacity attributes include assets, social flexibility and organization attributes, and learning. We present some key ways to build these aspects of the fishery to reduce the many potential environmental and social threats that increase the vulnerability of fisheries. Recommendations include fewer subsidies, reduced capital investment, precautionary management to minimize risks of ecosystem collapse, conservation of remaining resources, diversified portfolios of production and markets, and greater equity in contracts and distribution. Despite longstanding recognition that small-scale fisheries make multiple contributions to economies, societies and cultures, assessing these contributions and incorporating them into policy and decision-making has suffered from a lack of a comprehensive integrating 'lens'. This paper focuses on the concept of 'wellbeing' as a means to accomplish this integration, thereby unravelling and better assessing complex social and economic issues within the context of fisheries governance. We emphasize the relevance of the three key components of wellbeing - the material, relational and subjective dimensions, each of which is relevant to wellbeing at scales ranging from individual, household, community, fishery to human-ecological systems as a whole. We review nine major approaches influential in shaping current thinking and practice on wellbeing: the economics of happiness, poverty, capabilities, gender, human rights, sustainable livelihoods, vulnerability, social capital, and social wellbeing. The concept of identity is a thread that runs through the relational and subjective components of social wellbeing, as well as several other approaches and thus emerges as a critical element of small-scale fisheries that requires explicit recognition in governance analysis. A social wellbeing lens is applied to critically review a global body of literature discussing the social, economic and political dimensions of small-scale fishing communities, seeking to understand the relevance and value addition of applying wellbeing concepts in small-scale fisheries. Blue foods play a central role in food and nutrition security for billions of people and are a cornerstone of the livelihoods, economies, and cultures of many coastal and riparian communities. Blue foods are extraordinarily diverse, are often rich in essential micronutrients and fatty acids, and can often be produced in ways that are more environmentally sustainable than terrestrial animal-source foods. Capture fisheries constitute the largest wild-food resource for human extraction that would be challenging to replace. Yet, despite their unique value, blue foods have often been left out of food system analyses, policies, and investments. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture. Recognition of the importance of blue foods for food and nutrition security constitutes a critical justification to preserve the integrity and diversity of aquatic species and ecosystems. • Blue foods are diverse, rich in essential nutrients and fatty acids, and can offer sustainable alternatives to terrestrial animal-sourced foods. • Blue foods are often missing from food system analyses, policies, and investments. • This paper offers three recommendations for realizing the potential of blue foods in sustainable, healthy, and just food systems. In the last twenty years, policy prescriptions for addressing the global crisis in fisheries have centred on strengthening fisheries governance through clarifying exclusive individual or community rights of access to fishery resources. With a focus on small-scale developing-country fisheries in particular, we argue that basing the case for fishery governance reform on assumed economic incentives for resource stewardship is insufficient when there are other sources of insecurity in people's lives that are unrelated to the state of fishery resources. We argue that more secure, less vulnerable fishers make more effective and motivated fishery managers in the context of participatory or rights-based fisheries governance, and we further suggest that insecurity among fishers living in poverty can be most effectively addressed by social and political development that invokes the existing legal framework supporting the Universal Declaration of Human Rights. This perspective goes well beyond the widely advocated notion of 'rights-based fishing' and aligns what fishery sector analysts call the 'rights-based approach' with the same terminology used in the context of international development. Embedding the fisheries governance challenge within a broader perspective of human rights enhances the chances of achieving both human development and resource sustainability outcomes in small-scale fisheries of developing countries. • Voluntary commitments play an important role in oceans governance. • The Blue Economy is a rapidly evolving and under-governed space. • Commitments to high level meetings reveal trends and gaps in Blue Economy governance. • Small Islands States are well represented but some major maritime states are not. • Commitments focus on growing capacity and new industries and shrinking fisheries. Voluntary (or non-binding) commitments offer an action-oriented mechanism for addressing interconnected, complex and pressing issues. Though not designed to replace negotiated or binding outcomes, voluntary commitments can offer a critical tool in currently ungoverned or under-governed systems. The Blue Economy is an example of a rapidly evolving agenda where formal governance arrangements are at best nascent, in part due to the trans -border nature of issues and prominent involvement of multiple types of actors. As such voluntary commitments provide an important mechanism through which to monitor the evolution of the concept and identify gaps or shortfalls in its implementation. Our analysis of global voluntary commitments on the Blue Economy made to recent high-profile ocean futures meetings, found a trend towards capacity development, research, and investment in emerging and larger scale sectors such as offshore aquaculture and renewable energy. A concurrent focus was on securitizing, regulating or diverting effort from historically significant fisheries sectors. European organizations are playing a dominant role in Blue Economy commitments, with a notable absence of commitments from major Blue Economy powers such as China and India. We identify a number of gaps and shortfalls, particularly in relation to active consideration of social equity in the Blue Economy. We identify a range of recommendations on how these deficiencies may be addressed through a greater focus on a broader suite of objectives and a more inclusive approach to ocean meetings. Many human populations are dependent on marine ecosystems for a range of benefits, but we understand little about where and to what degree people rely on these ecosystem services. We created a new conceptual model to map the degree of human dependence on marine ecosystems based on the magnitude of the benefit, susceptibility of people to a loss of that benefit, and the availability of alternatives. We focused on mapping nutritional, economic, and coastal protection dependence, but our model is repeatable, scalable, applicable to other ecosystems, and designed to incorporate additional services and data. Here we show that dependence was highest for Pacific and Indian Ocean island nations and several West African countries. More than 775 million people live in areas with relatively high dependence scores. By identifying where and how people are dependent on marine ecosystems, our framework can be used to design more effective large‐scale management and policy interventions. [ABSTRACT FROM AUTHOR]
