Abstract

International audience; Depuis une trentaine d'années, les mutations de l'action publique sur ou pour le territoire se sont accompagnées d'une recomposition des pratiques d'ingénierie et de l'émergence même de la notion d'ingénierie territoriale. Les territoires sont devenus des lieux d'interactions fortes entre initiatives locales et incitations politiques, et leur management est de plus en plus marqué par une orientation en matière de conduite de projet. L'accompagnement des acteurs dans la conception, la réalisation et l'évaluation de leurs projets de territoire est devenu une préoccupation croissante pour les acteurs du développement et un objet d'étude pour la recherche en sciences sociales. Parmi leurs interrogations, la question des compétences en ingénierie territoriale occupe une place particulière. Divers projets et programmes de recherche ainsi qu'une série de séminaires, assises et colloques, qui semblent poursuivre la dynamique amorcée par le projet de plate-forme d'ingénierie territoriale du CIADT en 2003, en témoignent. Cette contribution se nourrit des apports de trois projets de recherche afin d'apporter un nouvel éclairage récent sur la question. Composée de trois parties, elle montre tout d'abord la place centrale occupée par les compétences dans l'émergence et l'évolution de la notion d'ingénierie territoriale. Elle distingue et décrit ensuite quatre grands systèmes de compétences au service de l'action locale. Enfin, elle développe l'idée de chaîne d'ingénierie, comme compétence collective construite par le réseau adaptatif de mutualisation et de coordination de compétences individuelles au service du territoire.

Abstract

It is argued that $N\sim Z$ nuclei with $90\leq A\leq100$ can be interpreted in terms of aligned neutron--proton pairs with angular momentum $J=2j$ and isospin T=0. Based on this observation, a version of the interacting boson model is formulated in terms of isoscalar high-spin bosons. 7 pages; International audience; This article presents a new audio-video lecture design for University teaching and reports its impact on the students' learning process. The system is composed of an original lecture presentation tool (the Tablet PC), associated with an online workbook. The lecture is first saved, sequenced, and then uploaded in small parts in the different directories of the workbook. The students may then use its contents as much as they wish. This system was tested on relatively weak students in order to support the "Succeed your Bachelor's degree" plan. The test essentially focused on correlations with results on exams, and on how often the video sequences were watched and tracked their activity and navigation in the different parts of the workbook.; Cet article présente un nouveau design d'audio-vidéo-cours dans le cadre d'un enseignement universitaire et rend compte de son impact sur l'apprentissage des étudiants. Le dispositif se compose d'un outil original de présentation du cours magistral (Tablet PC) associé à un cahier de textes en ligne. Le cours est enregistré, séquencé et déposé dans l'arborescence du cahier de textes. Les étudiants peuvent alors consulter son contenu autant que de besoin. L'évaluation de ce dispositif entre dans le cadre du plan " Réussite en Licence ". Elle s'appuie sur les résultats aux examens et sur la fréquence de consultation des vidéos et un suivi (tracking) précis de la " navigation " dans les différents contenus du cahier de textes en ligne.

International audience; The high gain observer based on normal forms is initially proposed in. These normal forms characterize single input uniformly observable systems (systems which are observable independently on the input). Next, in, this observable normal form together with observer synthesis have been extended to a class of MIMO nonlinear systems by assuming that some regular flag of co-distribution does not depend on the input. In this paper, the regularity hypothesis of the above flag of co-distribution is omitted and an immersion (embedding map) is proposed in order to transform a nonlinear system into a normal form defined on a higher dimensional state space.

Abstract

International audience; A large class of engineering systems are modeled by coupled Differential and algebraic Equations (DAEs), called also singular or descriptor systems. Due to the singular nature of the algebraic equations, descriptor systems do not satisfy the standard state-space description and require special techniques. So far, the literature has concentrated mostly on the numerical analysis and control aspects of descriptor or DAEs systems. This paper investigates the problem of faults detection in nonlinear DAE systems described by a multi-model with the design of an Unknown Input Observer. The stability and robustness properties of the fault diagnosis scheme are investigated in term of LMIs. A simulation example illustrating the ability of the proposed fault diagnosis architecture to detect multiple faults is presented.

Abstract

International audience; This paper deals with the control problem of crystallization processes, whose dynamics are governed by hyperbolic partial differential equations. Given a desired crystal size distribution, we study its reachability using the temperature control from the initial condition without seeding. If the desired crystal size distribution is reachable, we are able to construct an admissible control to steer the states to the desired distribution. Moreover, our construction is developed both for the discretized model and for the original model described by partial differential equations. To ensure that the final desired distribution is attained, we design an output feedback control law to correct the errors resulted from uncertain model parameters.

Abstract

International audience; This paper deals with the experimental validation of equalization technique of RC-line degradations based on a negative group delay (NGD) active circuit. The feasibility of this method is illustrated by brief theoretical recalls. Formulas permitting the synthesis of this NGD circuit according to the RC-line parameters are proposed. Then, the analytical predictions are verified by experimental results, which also provide evidence the efficacy of the technique for prototypes in planar hybrid technology. So, for an input square-wave pulse of 25 Msym/s-rate, the rise-time and the propagation delay of the regarded RC-circuit were respectively reduced by 71.4% and 86.4%. As expected, the recovered measured signal shows enhancement of both the raising and trailing edges. Finally, the main benefits provided by this technique compared to the use of repeater are discussed.

Abstract

The main objective of this short state-of-the art is to report on the preparation of reactive magnetic latexes for biomedical applications. The main advantage of colloidal magnetic particles is their separation upon applying an external permanent magnetic field. Then magnetic particles bearing reactive groups or specific receptors are used in biomedical diagnosis such as immunoassay, molecular diagnosis for specific capture and detection of nucleic acids, viruses extraction and detection, cell sorting and more recently in numerous biotechnological applications. The preparation of magnetic latexes requires the use of well-defined iron oxide nanoparticles in appropriate medium. In this direction, aqueous ferrofluids were largely used to prepare functional magnetic latexes, whereas few approaches have been devoted to the use of organic ferrofluids.

Abstract

This short review aimed to give to reader's brief applications of polymer colloids in biomedical area such as therapy and medical diagnosis as also developed in our laboratory. Indeed, the polymer particles and composite particles are commonly used in immunoassays as solid phase supports, for the encapsulation of active agents and for the immobilization of biomolecules such as oligonucleotides, proteins or antibodies. In the area of composite particles, magnetic particles bearing immobilized biomolecules are used in biomedical diagnosis such as immunoassay, specific nucleic acids concentration, cell labelling and separation and in numerous biotechnological applications.

Abstract

Omission of Mg ions from the perfusion fluid of hippocampal slices unblocks the N- methyl- d -aspartate (NMDA) type of glutamate receptor/channel, and induces long term enhancement of synaptic responses. In order to test the role of afferent activation in induction of long term potentiation in CA1 area by this process, we switched off stimulation during the time of perfusing the slices with Mg 2+ -free medium (30 min). In addition to a short lasting increase in synaptic activation we observed a long term increase in population spike amplitude in all slices tested ( n = 5), which lasted for at least 2 h. This process was antagonized by 50–100 μM dl -2-amino-5-phosphonovalerate, a specific NMDA receptor antagonist ( n = 8), but not by isolating CA1–CA3 areas prior to the testing ( n = 5). These results suggest that the resting levels of the endogenous excitatory neurotransmitter(s) can induce long term increase in firing probability of CA1 pyramidal cells, when NMDA channels are unblocked, in the absence of afferent stimulation and irrespective of CA3 area prior excitation.

International audience; Nous présentons les résultats de la mise en œuvre du " jeu de territoire " réalisé par des élèves-ingénieurs dans le cadre de la révision du plan stratégique menée par les acteurs du Témiscamingue (Québec, Canada). Trois phases de réflexion et d'argumentation favorisant une élaboration collaborative : la constitution d'un portait du territoire et d'un diagnostic des enjeux, l'élaboration de scénarios d'évolution prospective à 15 ans et l'énoncé de premières pistes d'orientation pour le prochain plan stratégique. Nous discutons les apports du jeu comme dispositif d'apprentissage collectif pour la mobilisation et le partage des connaissances et comme dispositif de production iconographique pour la construction de représentations partagées et leur appropriation collective. Nous mettons en évidence l'intérêt d'une hybridation des compétences et des savoirs, entre recherche, formation et action, pour faciliter la mobilisation des acteurs dans les démarches participatives de conception de projets de territoire.

International audience; This paper presents a new method developed to reduce the propagation delay by using a negative group delay (NGD) active circuit. Analytical expressions are proposed to demonstrate the validity of our approach in the case of an RC-transmission line model. The synthesis method of NGD circuits versus the line length is detailed. For a 0.5 Gbit/s digital signal and a 2-cm-long RC-line model, time-domain simulations carried out with a high-frequency circuit simulator showed that the 50% propagation delay was reduced by 94%. Finally, potential applications of this method to compensate for time delays in different interconnect configurations (VLSI, package, on-chip, long-line, ...) are discussed

U članku se analiziraju odredbe hrvatskog zakonodavstva koje uređuju odgovornost prijevoznika za smrt, tjelesne ozljede i narušavanje zdravlja putnika u cestovnom putničkom prijevozu. U prvom dijelu daje se pregled transportnog zakonodavstva za domaći i međunarodni prijevoz, čime se stvara okvir odredaba o prijevoznikovoj odgovornosti na temelju ugovora o prijevozu putnika. U drugom dijelu razmatra se uloga dobrovoljnog i obveznih osiguranja u prometu, koji omogućuju lakše obeštećenje stradalih putnika, štiteći ujedno i gospodarske interese prijevoznika., Domestic road transport of passengers in Croatia is regulated by the provisions of the Obligations Act of 2005 providing for the contracts of passenger transport, since, so far, there is no lex specialis applying to road transport. Among other things, these provisions recognise carriers’ rights to the limitation of liability for property and non-property damages suffered by passengers, such as death, bodily injury or impairment of health. However, information regarding the amounts can be found in other acts or international conventions. According to the CVR Convention providing for the international transport of passengers, the specific amounts of limitation are expressed in Germinal francs which can be calculated in two ways: through the stock-exchange price of gold or through the value of a special drawing right (SDR). In the case of the latter method, the limitation amounts in SDRs, envisaged in the CVR Protocol of 1978 (still not effective), must be applied. The amounts calculated by the first method practically annul the right of carriers to any limitation, whereas the amounts calculated by the second method are more than ten times smaller and constitute a realistic and acceptable possibility of limiting liability with respect to the achievable amounts for similar events in Croatia. Such liability of carriers is covered by compulsory insurance of auto-liability up to the minimum premium provided in the law. This amount (about EUR 900,000) is far from sufficient to cover big accidents involving an average-sized coach full of passengers (50 passenger seats). For the remaining amount of damage, the carrier is liable alone. In this paper, it is recommended to contract voluntary insurance against liability arising from transport activity, or to contract auto-liability insurance of a higher amount. In addition, according to the new Compulsory Insurance in Traffic Act, every passenger, cumulatively with this right arising from a transport contract, exercises his or her right to a premium on the basis of the compulsory insurance of passengers in public transport amounting to a range from EUR 5.5 – 11,000 for every injury in the vehicle, regardless of the cause.

International audience; This paper deals with the design and synthesis of active circuits able to simultaneously produce negative group delay and gain at microwave frequencies or for baseband signals. Analytical equations show that the proposed topology meets these objectives while also satisfying active device requirements. Then, a synthesis approach is extracted and applied to design a two stage microwave circuit, further validated by experimental results. This method is extended to the design of a four-stage baseband active circuit providing gain and negative group delay up to 600 MHz. A high relative time-advance is evidenced by time-domain simulations.

International audience; In this paper, a broadband balun using an active circuit with negative group delay (NGD) is proposed. The unit cell of the active NGD circuit is based on a Field Effect Transistor (FET) in cascade with an RLC series network. First, a comparison between measurements of a two-stage prototype of this active topology and simulations validate the synthesis method of this innovative device. Then, thanks to the NGD circuit, a constant phase can be generated if this circuit is associated with a classical transmission line. By implementing such phase shifters into the two branches of a resistive splitter, we obtain a new balun topology. The NGD balun simulation results show a rather constant differential output phase (180°±9°), insertion losses above -2.4 dB and an excellent isolation below -59 dB for all three ports, for a bandwidth from 3.5 GHz to 5.5 GHz.

International audience; In this paper, we propose a technique to compensate the propagation delay and losses in VLSI interconnects by using negative group delay (NGD) active circuits. This study uses the RLC models of interconnect lines currently considered in VLSI circuits. The circuit proposed here is based on a cell consisting of a Field Effect Transistor (FET) in parallel with a series RL passive network. We also describe the synthesis method to achieve simultaneousely a significant negative group delay and gain. Simulations allow us to first verify the performance of the NGD circuit and also show a restoration of the distorted signal shape as well as a reduction of propagation delay

Extrait d'une recherche de master II; Tout commencement (ici incipit) est un moment de confusion, d'indifférenciation où l'ordre ne peut pas émerger. La question qui sous-tend cette recherche en contexte scolaire est « qu'est-ce qui se passe pour arriver d'un rassemblement d'enfants à un groupe-classe » ? L'analyse vise deux volets : didactique et linguistique. La démarche repose sur des observations lors des stages pratiques dans l'enseignement français primaire, sur des réponses des professeurs des écoles (une trentaine) interviewés sur les pratiques de classe, et sur des savoirs d'expérience. A cela s'joute des enregistrements vidéo (une dizaine) d'incipits des cours de français langue maternelle. Ce corpus a été analysé en fonction d'une grille d'analyse qui vise l'axe d'entrée en cours, le scénario didactique de l'incipit, le rôle du professeur, les relations entre les participants à l'interaction, les marqueurs verbaux, paraverbaux et non verbaux, et l'aménagement de l'espace. En résumé, les marqueurs verbaux (beaucoup d'échanges à une seule intervention verbale, des actes directifs qui appartiennent exclusivement à l'enseignant), les marqueurs paraverbaux (les variations de la voix, accompagnées des montées ou des chutes de l'intensité articulatoire, toujours spécifiques de la prise de parole de l'enseignant), et les marqueurs non verbaux ou autres (le positionnement du corps dans l'espace, l'aménagement des meubles scolaires et l'existence de l'estrade dans certaines classes, la gesticulation intense de la part des professeurs observés), sont autant d'arguments pour voir une position de domination dans la relation éducative, caractéristique plutôt d'un enseignement traditionnel, voire traditionnaliste. Toutefois, certains efforts mis en œuvre dans certaines classes, comme, par exemple, l'entrée en cours par l'axe du sens pour l'élève, un aménagement des tables en demi-cercle, la prédominance des échanges à deux interventions verbales au moins, l'existence d'un moment de parole dédié à l'élève (« Quoi de neuf ? »), laisse voir des changements en ce qui concerne la conception de la relation éducative, tournée cette fois-ci vers une vraie communication.

Abstract

International audience; We report on the analysis and design of a Photonic BandGap coplanar waveguide (CPW) that jointly exhibits pulse compression and superluminal group velocity in the so-called anomalous dispersion region for a Gaussian modulated signal. The coupling of an analytical analysis method with an optimization algorithm enables the design of a coplanar PBG to reach the specified function. Measurements confirm our simulation data and the relevance of our approach. Further to these experiments, a discussion on superluminal velocity fundamentals is proposed.

International audience; Following a hierarchical approach, several models are built in microwave-circuit design software to simulate and design many configurations of arbitrary-shape line. The global shape is controlled by a cubic spline interpolation; our purpose is, indeed, to make easier the handling of nonuniform structure for microwave device designers. To illustrate the potentialities of these new components, we designed a third-order bandpass coupled-line filter at 5.5 GHz. A sinusoidal strip-width perturbation is applied by using the new model of nonuniform symmetrical coupled-line. Associated to over-coupling of the resonator end, the first three spurious passbands are then suppressed.

Abstract

The type species of the genus Debaryomyces, Debaryomyces hansenii, is a highly heterogeneous species. It has been isolated from a large diversity of natural sources including fruit, air, water, soil, but most frequently from processed food products. The species delineation of this yeast species urgently needs clarification. The heterogeneity in taxonomic characteristics has resulted in the description of varieties linked to D. hansenii. The aim of this study was to re-examine and classify D. hansenii using a polyphasic approach. A total of 65 D. hansenii isolates were examined, 57 representing the variety hansenii and nine the variety fabryi. The selection of strains for DNA reassociation and phylogenetic analysis was based on polymerase chain reaction mediated fingerprints using four mini- and microsatellite-specific primers. The discriminating power of growth at 35 degrees C and 37 degrees C was re-examined and ascospore production was observed. DNA reassociations and phylogenetic analyses were performed on selected isolates from each of the clusters obtained from the DNA fingerprint analyses. The data indicated the presence of three distinct species within the D. hansenii group, which were represented by type strains of former species and that are proposed to be reinstated: D. hansenii (CBS 767(T) = MUCL 49680(T)), D. fabryi (CBS 789(T) = MUCL 4973(T)) and D. subglobosus (CBS 792(T) = MUCL 49732(T)).

Abstract

International audience; While decomposing graphs in simpler items greatly helps to design more efficient algorithms, some classes of graphs can not be handled using the classical techniques. We show here that a graph having enough symmetries can be factored into simpler blocks through a standard morphism and that the inverse process may be formalized as a pullback rewriting system.

Abstract

International audience; In this paper, we aim at describing certain classes of graphs as algebras whose elements may be built from a set of basic building blocks called prime factors. Our graphs will be undirected, edge-labelled graphs having a finite number of distinguished vertices called sources. The main result of this paper is to show how some types of graphs may be decomposed into ''orthogonal'' components, whose pullback is precisely the original graph. Iterating the process, these graphs may be written as composition of some basic building blocks (or rather families of building blocks).

Abstract

Isopenicillin N synthase (IPNS) is a non-heme iron oxidase central to the biosynthesis of β-lactam antibiotics. IPNS converts the tripeptide δ-(L-α-aminoadipoyl)-L-cysteinyl-D-valine (ACV) to isopenicillin N while reducing molecular oxygen to water. The substrate analogue δ-(L-α-aminoadipoyl)-L-cysteinyl-O-methyl-D-threonine (ACmT) is not turned over by IPNS. Epimeric δ-(L-α-aminoadipoyl)-L-cysteinyl-O-methyl-D-allo-threonine (ACmaT) is converted to a bioactive penam product. ACmT and ACmaT differ from each other only in the stereochemistry at the β-carbon atom of their third residue. These substrates both contain a methyl ether in place of the isopropyl group of ACV. We report an X-ray crystal structure for the anaerobic IPNS:Fe(II):ACmT complex. This structure reveals an additional water molecule bound to the active site metal, held by hydrogen-bonding to the ether oxygen atom of the substrate analogue., (Copyright © 2013 Federation of European Biochemical Societies.
