The structure of the unbound $^{15}$F nucleus is investigated using the inverse kinematics resonant scattering of a radioactive $^{14}$O beam impinging on a CH$_2$ target. The analysis of $^{1}$H($^{14}$O,p)$^{14}$O and $^{1}$H($^{14}$O,2p)$^{13}$N reactions allowed the confirmation of the previously observed narrow $1/2^{-}$ resonance, near the two-proton decay threshold, and the identification of two new narrow 5/2$^{-}$ and 3/2$^{-}$ resonances. The newly observed levels decay by 1p emission to the ground of $^{14}$O, and by sequential 2p emission to the ground state (g.s.) of $^{13}$N via the $1^-$ resonance of $^{14}$O. Gamow shell model (GSM) analysis of the experimental data suggests that the wave functions of the 5/2$^{-}$ and 3/2$^{-}$ resonances may be collectivized by the continuum coupling to nearby 2p- and 1p- decay channels. The observed excitation function $^{1}$H($^{14}$O,p)$^{14}$O and resonance spectrum in $^{15}$F are well reproduced in the unified framework of the GSM., Comment: 7 pages, 4 figures

This article contributes to the network effectiveness literature by identifying the theoretical mechanisms and network measures scholars in public administration and policy use to draw inferences between network structures and network effects. We conducted a systematic review of empirical network effects research in 40 journals of public administration and policy from 1998 to 2019. We reviewed and coded 89 articles and described the main social theories used in the network effectiveness literature and the associated mechanisms that translate network structures to network effects. We also explain how scholars operationalize those theoretical mechanisms through network measures. Overall, our findings reflect that there is a limited use of social theories for the explanation of network effects and in some cases, there is an inconsistent use of network measures associated with theories. Moreover, we identify the main challenges related to network effects, including the difficulty of isolating specific mechanisms related to a particular social theory, the use of network structures both as a mechanism and as a measure, and the lack of data to examine network dynamics and coevolution.

In this work, we formulate NEWRON: a generalization of the McCulloch-Pitts neuron structure. This new framework aims to explore additional desirable properties of artificial neurons. We show that some specializations of NEWRON allow the network to be interpretable with no change in their expressiveness. By just inspecting the models produced by our NEWRON-based networks, we can understand the rules governing the task. Extensive experiments show that the quality of the generated models is better than traditional interpretable models and in line or better than standard neural networks.

Public management and policy scholars have engaged in extensive development of theory and empirical study of networks and collaborative systems of governance. This scholarship has focused on understanding the mechanisms of network formation and the implications of network properties on individual and collective outcomes. Despite rich descriptive work and inferential analyses, little work has attempted to intervene in these systems. In this article, we develop the foundation for a new body of research in our field focused on network interventions. Network interventions are defined as the purposeful use of network data to identify strategies for accelerating behavior change, improving performance, and producing desirable outcomes (Valente, 2012). We extend network intervention strategies from the field of public health to public sector inter-organizational and governance networks. Public sector actors have an interest in network interventions based on the fundamental pursuit of efficiency, effectiveness, and equity. Network interventions can increase the uptake of an organizational change among employees, improve the performance of a governance system, or promote the spread of a successful policy across jurisdictions. We provide scholars and practitioners with a useful way to conceptualize where, why, and how network interventions might be deployed in the pursuit of public value.

Handling non-rigid objects using robot hands necessities a framework that does not only incorporate human-level dexterity and cognition but also the multi-sensory information and system dynamics for robust and fine interactions. In this research, our previously developed kernelized synergies framework, inspired from human behaviour on reusing same subspace for grasping and manipulation, is augmented with visuo-tactile perception for autonomous and flexible adaptation to unknown objects. To detect objects and estimate their poses, a simplified visual pipeline using RANSAC algorithm with Euclidean clustering and SVM classifier is exploited. To modulate interaction efforts while grasping and manipulating non-rigid objects, the tactile feedback using T40S shokac chip sensor, generating 3D force information, is incorporated. Moreover, different kernel functions are examined in the kernelized synergies framework, to evaluate its performance and potential against task reproducibility, execution, generalization and synergistic re-usability. The MUGAST-AGATA-VAMOS set-up at GANIL combines the MUGAST highly-segmented silicon array with the state-of-the-art AGATA array and the large acceptance VAMOS spectrometer. The mechanical and electronics integration copes with the constraints of maximum efficiency for each device, in particular {\gamma}-ray transparency for the silicon array. This complete set-up offers a unique opportunity to perform exclusive measurements of direct reactions with the radioactive beams from the SPIRAL1 facility. The performance of the set-up is described through its commissioning and two examples of transfer reactions measured during the campaign. High accuracy spectroscopy of the nuclei of interest, including cross-sections and angular distributions, is achieved through the triple-coincidence measurement. In addition, the correction from Doppler effect of the {\gamma}-ray energies is improved by the detection of the light particles and the use of two-body kinematics and a full rejection of the background contributions is obtained through the identification of heavy residues. Moreover, the system can handle high intensity beams (up to 108 pps). A $pseudo$-$oval$ of a finite projective space over a finite field of odd order $q$ is a configuration of equidimensional subspaces that is essentially equivalent to a translation generalised quadrangle of order $(q^n,q^n)$ and a Laguerre plane of order $q^n$ (for some $n$). In setting out a programme to construct new generalised quadrangles, Shult and Thas asked whether there are pseudo-ovals consisting only of lines of an elliptic quadric ${Q}^-(5,q)$, non-equivalent to the $classical$ $example$, a so-called $pseudo$-$conic$. To date, every known pseudo-oval of lines of ${Q}^-(5,q)$ is projectively equivalent to a pseudo-conic. Thas characterised pseudo-conics as pseudo-ovals satisfying the $perspective$ property, and this paper is on characterisations of pseudo-conics from an algebraic combinatorial point of view. In particular, we show that pseudo-ovals in $Q^-(5,q)$ and pseudo-conics can be characterised as certain Delsarte designs of an interesting five-class association scheme. These association schemes are introduced and explored, and we provide a complete theory of how pseudo-ovals of lines of $Q^-(5,q)$ can be analysed from this viewpoint., Comment: 33 pages

Designing robotic tasks for co-manipulation necessitates to exploit not only proprioceptive but also exteroceptive information for improved safety and autonomy. Following such instinct, this research proposes to formulate intuitive robotic tasks following human viewpoint by incorporating visuo-tactile perception. The visual data using depth cameras surveils and determines the object dimensions and human intentions while the tactile sensing ensures to maintain the desired contact to avoid slippage. Enabling robots to work in close proximity to humans necessitates a control framework that does not only incorporate multi-sensory information for autonomous and coordinated interactions but also has perceptive task planning to ensure an adaptable and flexible collaborative behaviour. In this research, an intuitive stack-of-tasks (iSoT) formulation is proposed, that defines the robot's actions by considering the human-arm postures and the task progression. The framework is augmented with visuo-tactile information to effectively perceive the collaborative environment and intuitively switch between the planned sub-tasks. The visual feedback from depth cameras monitors and estimates the objects' poses and human-arm postures, while the tactile data provides the exploration skills to detect and maintain the desired contacts to avoid object slippage. To evaluate the performance, effectiveness and usability of the proposed framework, assembly and disassembly tasks, performed by the human-human and human-robot partners, are considered and analyzed using distinct evaluation metrics i.e, approach adaptation, grasp correction, task coordination latency, cumulative posture deviation, and task repeatability.

The heaviest N=Z doubly-magic nucleus, $^{100}$Sn, and the neighboring nuclei offer unique opportunities to investigate the properties of nuclear interaction in extreme conditions. In particular, the Cd isotopes are expected to present features similar to those found in the Sn isotopic chain, since they have only two proton holes in the Z=50 shell. In this manuscript, the lifetime measurements of low-lying states in the even-mass $^{102-108}$Cd is presented. Thanks to the powerful detection capabilities of AGATA array and VAMOS++ spectrometer, the unusual employment of multi-nucleon transfer reactions permitted to investigate the first 2$^+$ and 4$^+$ states in all these nuclei, together with various deformed bands in $^{106}$Cd. The results were interpreted in the context of new state-of-the-art beyond-mean-field calculations, using the symmetry-conserving configuration-mixing approach. Despite the similarities in the electromagnetic properties of the low-lying states, there is a fundamental structural difference between the ground-state bands in the Z=48 and Z=50 isotopes. The comparison between experimental and theoretical results revealed a rotational character of the Cd nuclei, which have prolate-deformed ground states with $\beta_2 \approx 0.2$.
