The Tenth Amendment of the United States Constitution places education firmly under the purview of the states. As such, and from the time the first public education system was conceived in the United States, there have been endless battles under the domes of state capitals everywhere to create, control, and reform educational policy. However, despite the prominent role that states and their legislatures have as central actors in forming educational policy, very few policy actors and even fewer academics have been able to pierce the veil of policymaking at the state level. This case study addresses that gap by examining how one particular educational policy – The Michigan Public Education Finance Act – was created, lived, died, and was resurrected in the State of Michigan. Through the exploration of this policy, there is a particular focus on the use of critical legal theory to examine hidden power structure embedded in the legislative legal system and apply this often-overlooked critical approach to education policy research. Readers will come to understand what educational policymaking looks like at the state level and how to engage their voice in the process. With the increasing political nature of education policy and the fight to control it in the halls of local state capitals, educators as well as the public need to know how to access the political system and have their voice heard. However, it can also appear to be impenetrable to an outsider. This book will demystify the policy making process.

Caribbean countries have had to navigate multiple crises, which have tested their collective resolve through time. In this regard, the region's landscape has been shaped by an interplay of vulnerability and resilience which has brought to the fore possibilities and contradictions. It is within this context that the effects of the COVID-19 pandemic must be considered. Interdisciplinary Perspectives on COVID-19 and the Caribbean, Volume 2: Society, Education and Human Behaviour provides a comprehensive, multi- and interdisciplinary assessment of the impact of the COVID-19 pandemic, using the Caribbean as the site of enquiry. The edited collection mobilises critical perspectives brought to bear on research produced within and beyond the boundaries and boundedness of conventional academic disciplinary divides, in response to the multi-dimensional crises of our time. This volume is divided into four (4) parts consisting of twenty-three (23) chapters and weaves together fourbroad thematic strands: COVID-19 and Caribbean Society; COVID-19 Religion and Rights; Psycho-social Impacts of COVID-19; and Education, Innovation, and Technology. Authors working within and across the human, social, physical and life sciences consider the myriad effects of the health crisis in the region, interrogating these experiences from the granular to macro level, utilising inter and multidisciplinary lenses. He worried that womanhood would make Safiya and her sisters morally weak and impure, and believed a woman's highest virtue was her obedience. In an effort to keep Babylon outside the gate, he forbade almost everything. In place of pants, the women in her family were made to wear long skirts and dresses to cover their arms and legs, head wraps to cover their hair, no make-up, no jewelry, no opinions, no friends. Safiya's mother, while loyal to her father, nonetheless gave Safiya and her siblings the gift of books, including poetry, to which Safiya latched on for dear life. And as Safiya watched her mother struggle voicelessly for years under housework and the rigidity of her father's beliefs, she increasingly used her education as a sharp tool with which to find her voice and break free. Inevitably, with her rebellion comes clashes with her father, whose rage and paranoia explodes in increasing violence. As Safiya's voice grows, lyrically and poetically, a collision course is set between them. How to Say Babylon is Sinclair's reckoning with the culture that initially nourished but ultimately sought to silence her; it is her reckoning with patriarchy and tradition, and the legacy of colonialism in Jamaica. The Final Piece is the follow up to Putting the Pieces Together: A Systems Approach to School Leadersip. The Justice and Development Party (AKP), the ruling political Islamists of Turkey since 2002, has been using the doctrine of necessity to legitimize human rights violations. Recep Tayyip Erdogan, president of Turkey, founder of the AKP and leader of the political Islamists, demands unconditional obedience and full control of the state. Under his leadership, the AKP government has shut down all opposing media, schools and universities and put thousands of people in prisons based on a manipulation of the necessity doctrine. In the political context, hardships are interpreted as obstacles in the way of the political Islamists holding absolute power in the state. Therefore, they use this'necessity'concept as a means to preserve their political power against all potential threats after taking full control of the state. According to the political Islamists, minority groups can be sacrificed for the benefit of the majority. Their properties can be usurped and their lives can be terminated. In moderate Islamic understanding, the state and the ruler are in the service of Muslims, not the other way around. For political Islamists, the state and the ruler (the caliph) are considered so sacred that they need to be protected against all opponents. In order to protect the state against internal and external'infidels'the caliph can resort to unlawful means because the necessity doctrine makes the forbidden things permissible. In this book, the author analyzes the concept of necessity and its exploitation by the political Islamists.

Hidden hunger is not about providing enough calories, it is about a lack of micronutrients, which has life-long consequences for the children who are mostly affected. This begins with physical and cognitive developmental disorders and continues with an increased risk of non-communicable diseases and the occurrence of obesity. Over the past twenty years, educational policy has been characterized by top‐down, market‐focused policies combined with a push toward privatization and school choice. The new Every Student Succeeds Act continues along this path, though with decision‐making authority now shifted toward the states. These market‐based reforms have often been touted as the most promising response to the challenges of poverty and educational disenfranchisement. But has this approach been successful? Has learning improved? Have historically low‐scoring schools “turned around” or have the reforms had little effect? Have these narrow conceptions of schooling harmed the civic and social purposes of education in a democracy? This book presents the evidence. Drawing on the work of the nation's most prominent researchers, the book explores the major elements of these reforms, as well as the social, political, and educational contexts in which they take place. It examines the evidence supporting the most common school improvement strategies: school choice; reconstitutions, or massive personnel changes; and school closures. From there, it presents the research findings cutting across these strategies by addressing the evidence on test score trends, teacher evaluation, “miracle” schools, the Common Core State Standards, school choice, the newly emerging school improvement industry, and re‐segregation, among others. The weight of the evidence indisputably shows little success and no promise for these reforms. Thus, the authors counsel strongly against continuing these failed policies. The book concludes with a review of more promising avenues for educational reform, including the necessity of broader societal investments for combatting poverty and adverse social conditions. While schools cannot single‐handedly overcome societal inequalities, important work can take place within the public school system, with evidence‐based interventions such as early childhood education, detracking, adequate funding and full‐service community schools—all intended to renew our nation's commitment to democracy and equal educational opportunity.
