Az Aszad-rezsim által 2019 decemberében a felkelők által ellenőrzött Idlib visszafoglalására indított offenzíva a polgárháború katonai szakaszának utolsó fejezetét jelentheti. Az elkövetkező időszakban nagyobb figyelmet kap a politikai rendezés kérdése, illetve a gazdasági újjáépítés. A szíriai konfliktusban érintett szereplők közül a jelentősebb geopolitikai súllyal bíró államok (Oroszország, Irán) nem rendelkeznek kellő gazdasági erőforrással a szíriai újjáépítés kapcsán. Ezzel szemben a geopolitikailag jelenleg kevésbé meghatározó államok (Amerikai Egyesült Államok, Európai Unió és az Öböl Menti Együttműködési Tanács államai) akadályozhatják az újjáépítés folyamatát. A tanulmány célja, hogy rámutasson az elmúlt évek politikai és gazdasági folyamataira, valamint a szíriai konfliktus geopolitikai és geoökonómiai összefüggéseire. Az Aszad-rezsim az elmúlt időszakban egy olyan háborús gazdaságot hozott létre, amely politikai figurák, üzletemberek és helyi katonai milíciák szövetségére építve egy működőképes állami modellt alkotott. Mindennek a fenntartása és támogatása nem érdeke sem a nyugati államoknak, sem számos regionális szereplőnek. Emellett azonban az Aszad-rezsimmel való kapcsolatok vonatkozásában a korábban ellenséges államok pragmatikus kapcsolatokat próbálnak kialakítani, amelynek egyik példája az Egyesült Arab Emirátusok, amely újranyitotta damaszkuszi diplomáciai képviseletét. In my study I show you the role of women, their social situation, and their sacrifice in the period of the First World War. I reveal how the big war brought them social recognition, I inspect how they fit into the system of war economy as working women, what role they played in the society of the home front, and how they fought that the hardships of the war be judged differently by society.

This chapter offers a long-term microhistorical perspective of the effects of the military on the rural population by following the history of two southern Finnish villages, Hyvinkää and Kytäjärvi, from the 16th to the 18th century. Although the villages were directly touched by war only a couple of times during the period, they were continuously shaped by the indirect presence of warfare and military readiness. They paid taxes to finance the military, lost a significant amount of their male workforce in wars, were obliged to provide upkeep for passing troops, and had to endure new manor lords who gained land grants in return for military service and disturbed the local power balance.

In the first part, we briefly present the Bolshevik policy and discussions on eliminating money as a means of payments and calculation. In the second part, we outline in details A. Chayanov's model of in-kind accounting by making some comparisons with O. Neurath’s proposals for an economy in kind. The latter had a decisive influence on Soviet Russia. The collapse and volatility of the state in Somalia have been intricately linked to the dynamic proliferation of illicit Small Arms and Light Weapons (SALWs) in the aftermath of the decades long-running conflict. Today Somalia and the Horn of Africa are awash with arms fuelling violence and war economy. Porous borders, weak governance and dysfunctional national security apparatus, present a major challenge for controlling the proliferation of SALWs across the region. International and regional efforts for arms control not least the Nairobi Declaration on the problems of the proliferation of illicit SALWs in the Great Lakes region and the Horn of Africa has not made headway in terms of containment. The prevalence of ungoverned spaces and resurgent violent non-state actors within the Somalian state opened up the spaces of illicit arms trade. This chapter examines the dynamics of proliferation of SALWs in Somalia. It explores the historical antecedents—post-Barre state collapse, the incubation of radical Islamist groups such as Al-Shaabab, local dynamics, regional trends and global intersections. The problem of fragile governance institutions, lack of security sector reform, absence of post-conflict reconstruction programmes by external donors to stem the tide of poverty and underdevelopment, lack of a centrally coordinating mechanism and lack of international cooperation on a mechanism to control the flow of SALWs particularly control of illicit arms transfer to Somalia profoundly remain the major obstacles to peacebuilding and disarmament.

Spain was a closed economy during fifteen years. Initially it was so because of the Civil War—social revolution and war economy included. During Second World War closing was radical as foreign currency was very scarce and military alliances very risky. The new regime deployed a completely closed economy—an autarky—that was defined as a permanent and strategic choice for Spain. Consequently, Spain did not enjoy most benefits of post-war reconstruction, contrary to most Western European countries. This long autarky made a strong imprint in Spanish economy, difficult to overcome. It impoverished the country, it induced regressive distribution and increased inequality. Market intervention was widespread as well as black markets and rationing. The exchange rate was deeply altered, as never before nor after.

This dissertation investigates the private sector’s relationship and experiences with the Islamic State in the Iraqi governorates Nineveh and Salahaddin, utilizing unique field data from the insurgents’ 2013-2017 rule. It builds on contemporary rebel governance, civil war, and war economy theory to develop an understanding of the complex environment studied. This research then conflates quantitative and qualitative research methods in order to oppose some of the held beliefs about private businesses’ involvement in violent conflict and develops a theoretical foundation for further discussion. This study’s findings indicate that the private sector’s societal functions, characteristics and primary considerations amidst disorder have been largely neglected in studies of conflict. Thereby, this research suggests bridging the gap between purely social, economic, or political conceptualisations of war, and focussing on a nuanced investigation of private businesses’ considerations, preferences, and actions in violent environments instead M-IR

This debate has been preceded by Weber’s opposition to Neurath’s defense of calculation in kind. International audience; In July 1914, Charles Gide, holder of the chair of Social economy at the Faculty of Law of Paris, was 67 years old. A pacifist, he denounced the rise towards war and criticized the rallying of intellectuals to nationalist hysteria. Although one of his sons will be killed quickly in battle and the second seriously wounded, he will not depart from this critical and anti-conformist attitude, which is even reflected in the many economic articles he devotes to the problems of war economy and preparing for the post-war period. Many similarities can be noted between his proposals on the latter subject and those which will be set out in The Economic Consequences of Peace (1919) by J.M. The experience of the war economy during the First World War in the United States reinforced the influence of arguments in favour of managed competition. By extending the principles of scientific management to the economy as a whole, this approach aimed to coordinate firms through the exchange of information, which was seen as a necessity both in terms of economic efficiency and response to cyclical fluctuations. Such a stance greatly reduced the application of competition rules. Nevertheless, the proposals that emerged during the 1929 crisis – leading to the reproduction of the war-economy experience in peacetime at the risk of steering the US economy towards the formation of cartels under the supervision of the federal government – were rejected by President Herbert Hoover, despite his defence of a model for regulated competition in the 1920s. The paradox was President Franklin D. Roosevelt’s resumption of these projects within the framework of the First New Deal. This paper deals with the arguments that were put forward to evade competition rules and explains why the Democratic administration ultimately decided to return to a resolute enforcement of the Sherman Act.

Background Illicit crop economies are shaped by gender arrangements that can play an important role in the experiences of illicit crop workers. In Colombia, the coca production -considered a war economy- granted peasant women a source of access to productive resources (land, credit and seeds) and paid work, conditions that are difficult to find in other legal agrarian economies. For this reason, policies pursuing a transition from war to peace, such as the ones that emerged from the 2016 Peace Agreement between the Colombian government and the FARC guerrilla, must incorporate a gender perspective in order to acknowledge the social progress that women can achieve in war scenarios. Methods The empirical evidence comes from thirty-one in-depth and semi-structured interviews with cocalero peasants, social leaders and public officials; ethnographic fieldwork in two municipalities with the highest levels of illicit crop production (Puerto Asis and Tumaco); official documents of anti-drug and Alternative Development policies in Colombia, and other official information from the agencies in charge of implementing these policies; and data from the survey of participants of the National Comprehensive Program for the Substitution of Illicit Crops (PNIS) (National University of Colombia, 2019), and one dataset from the Colombian National Administrative Department of Statistics (the Quality of Life Survey of 2018). For the analysis of the data we used an open-codification method and conducted hypothesis tests with Welch's correction. Results In Colombia, women involved in the coca economy experience a degree of empowerment that leads to increased income, time control and decision-making power. When we compared the lived experience of cocalero women with what the National Crop Substitution Programme -PNIS- offers, we found that the programme falls short from offering viable gender-sensitive alternatives, producing a setback in women's empowerment. Conclusion Illicit crop economies in war contexts can be a source of social advancement for marginalized populations, particularly women. Thus, peace policies that do not recognise these advances, i.e. that do not incorporate a gender perspective in their design, deepen gender-based inequalities.

Scholars continue to draw attention to the link between the war economy and post-war crime. The majority of these studies are about cases of civil war that ended with peace agreements. Sri Lanka’s civil war ended with a military victory for the state armed forces; thus, it can help shed new light on the above link. Situated in the war economy perspective, this article investigates the dominant types of crimes reported from post-war Sri Lanka and the mechanisms linking them with the war economy. The culture of impunity, continued militarisation and enduring corruption are identified as key mechanisms through which the war economy and post-war bodily and material crime are linked. It suggests, although the ‘victors’ peace’ achieved by state armed forces was able to successfully dismantle the extra-legal war economy run by the Liberation Tigers of Tamil Eelam, it was responsible for promoting criminality in the post-war period. Overall, this points to the urgency of breaking away from legacies of the state war economy in the post-war period, before introducing programs of longer term political and economic reform.
