The article is devoted to the study of political communication, inscribed into the new sociocultural and political systems of relations, into the wartime conditions. It has been proven that information media and network communications not only influence the b havior of social subjects, but can also destroy ideas about order, justice, and morality if they are exposed to the propaganda technologies of an aggressive state. In the str ture of information influence, propaganda plays a decisive role, its task is to spread id as and views, true or half-true facts, outright lies or rumors with the aim of manipulating public consciousness. This research focuses on information security as a social state, its aspects and characteristics, information security standards, and its impact on improving the information security process. It emphasizes the multidisciplinary nature of the issue of information security. Several methods are employed in this study, including formal-logical and system-structural methods, methods of generalization, and comparative law. Documentary analysis is used to examine the regulatory framework concerning information security and the main international and national information security standards. Three levels of information security are identified -personal, social, and state. It concludes that the levels differ depending on their degree within the information space. [ABSTRACT FROM AUTHOR]

Purpose: The aim of the article is to analyze the use of Soviet feature films as a means of anti-Ukrainian stereotyping of the Russian-language information space users in comparison with the effect of this influence, reflected in the results of sociological research. METHODS: Deduction technique has been involved to male conclusions based on the analysed facts and generaliation method as well. The analyses of social research results has been performed. RESULTS: It is generaly known, that cinema has a significant impact on the mass consciousness and stereotypes formation. The Soviet Union made great efforts to create appropriate film images that broadcast Soviet ideology - the main function of Soviet cinema was to create a new Soviet identity. Everything that did not fit into the notion of "Sovietness" was directly or indirectly branded as hostile, alien and unacceptable to the Soviet man. Therefore, the image of the enemy in the the Soviet cinematography and the one of the Socialist Camp was formed with special care and clarity. Discussion: Ukrainian-patriotic heroes of Soviet films are always antipodes to "correct" heroes and portrayed purely negatively, they are associated with stereotypes about their appearance, character, past, religious views. In such films, Ukrainians are portrayed as bearers of negative values and qualities - demonstrate criminal tendencies, willingly drink alcohol, appear as traitors, grounded people, primitive. The starting point of this study described in this paper is the desire to create a model that will be useful in various fields related to mathematical modeling and that will contain a new perspective of what we call and know about feedback. This feedback has appeared in cyber studies. The modeling of this computer system involves the transfer of information from the data of a problem written in a practical language to the language specific to the feedback contained in cellular automata and algebraic fractals. Both cellular automata and algebraic fractals are fundamental in the development of technical solutions used in the fields related to quantum mechanics. The bases of these researches are from the articles conceived by Prof. Dr. Colceag, in which he mentions information fields, structural fractals, but also about modeling and the models that emerge from this modeling. All this complex modeling structure will describe more complex objects with characteristics such as: feedback cycles, projective relationships in the projective space and specific transformations that describe how this model was obtained, these being common features for everything that means description and modeling the phenomena of physics, chemistry, biology, economy etc. At the beginning, such a model focuses on feedback cycles, and will also develop commutative diagrams based on automorphisms. After this first phase, the model is organized on progressive levels where its structure is divided into new and stable structures that self-determine, this leading to a fractalized modeling in which a feedback structure is inserted in the form of a loop.

At the present stage of rapid formation of the digital space, the problems of e-commerce development are becoming relevant. The article aims at generalizing and systematizing the existing scientific approaches to the interpretation of the "e-commerce" concept, and substantiating the author’s approach to defining the essence and content of this term. To achieve this goal, methods of analysis and synthesis, comparison, structural and logical generalization, and classification are used. It has been found out that most researchers identify e-commerce with such concepts as e-business, Internet business, IT business, e-marketing, e-trading, digital marketing, Internet-marketing, Internet-trading, Internet-commerce, e-retail, virtual trading, distance trading, electronic trading. Scientific approaches to formulating the term "e-commerce" can be systematized according to classification groups: part of e-business; type of economic activity; economic activity; commercial activity; type of electronic commercial activity; type of entrepreneurship; specific type of trade; marketing strategy; type of business process; electronic interaction of economic entities; type of trade through information and communication technologies; electronic commercial agreement; type of public relations for the sale of goods; a set of rules for the implementation of electronic relations for the purchase and sale of goods. Summing up the results of scientific research on the conceptual framework, the author interprets the term "e-commerce" as a component of e-business, the essence of which is to strengthen partnerships in buying and selling products using digital technologies and information systems; as an effective form of organizing logistics activities of enterprises by using information and communication technologies and systems; as a tool for promoting products in the market using digital technologies.

INTRODUCTION. In today’s world, threats to international information security are increasing. One of them is the use of information and communication technologies for criminal purposes. The United Nations has become the centre for the development of measures to counter such practices. The article discusses the role of the United Nations in the formation of a new international legal institution.MATERIALS AND METHODS. The study was based on resolutions of the United Nations General Assembly, the United Nations Security Council, the texts of relevant international treaties and draft treaties, and academic writings. The methodological basis of the study was the general scientific and private scientific methods of knowledge which are traditional for legal works.RESEARCH RESULT. As a result of the research, the authors corrected the view of the term "information terrorism" that is being approved in legal science, and highlighted the provisions of UN General Assembly and UN Security Council resolutions that form the normative basis for state ‘countering crimes in the information space, and more broadly, the use of information and communication technologies for criminal purposes.DISCUSSION AND CONCLUSIONS. The authors note that the formation of a new international legal in- stitution takes place within the framework and under the auspices of the United Nations mainly under the basis of soft law norms. But now a new stage of "switching" is beginning. It is the stage in which the method of developing international recommendatory norms turns to the method of developing international Treaty norms that have a more stringent legal force.

The essence of the processes of digitalization in the field of science of Russia has been considered, the specific issues of adaptation of science to the demands of the information society have been revealed, the readiness of the Informatization process of the Russian scientific sphere has been assessed. The criteria for the formation of the potential of digital technologies used in scientific and design work have been evaluated. The statistics of the state of development of high and knowledge-intensive technologies in General and information and communication technologies used in research and development, in particular, has been adduced.The complexities of determining indicators and classification of information and communication technologies used have been reviewed. The approaches to determining the statistics of the number of employees employed in computer science and related industries have been presented. The indicators of development of research and developments in the field of digital technologies have been investigated. The distribution of the employed in various sectors of the national economy has been given. An increase in the cost of importing technologies has been noted, which indicates a rise in the country’s technological dependence on sources of external (foreign) technologies. It has been noticed, that in the field of information and communication technologies, Russia had a significant profit from technology exports, which indicates the progressiveness of scientific developments in the field of digital technologies. The issues of financing research and development, shortcomings in the incentive mechanisms of the methods used and sources of funding have been considered. The state of educational processes, that form the personnel component of the digitalization of the economy, has been analysed.The results of information activity in the field of research and development will allow us to draw a conclusion about the lack of readiness of the sphere of research and development in the field of information and communication technologies in the organization of promotion and dissemination of digital technologies in the scientific field.

The article explores the way gamification transforms the informal learning space of the higher education institutions inspired by information technologies and the all-consuming digitalization of human society. An overview is presented of the existing ideas about gamification in the context of the digital transformation of higher education. It is established that the effective use of gamification as a learning technique in the context of digital transformation of higher education contributes to the implementation of its core principles. We have attempted to analyze the factors that gave rise to gamification as well as to examine the ways to introduce gamification to the informal learning experience. The components of this technology are singled out along with the principles of its functioning. In the process, we reveal the role of gamification and opportunities that open up for the organization of educational activities in the informal space of higher education. The given work identifies peculiarities and advantages of this digital form of education as well as risks associated with its introduction in the informal learning space of higher education. The authors elaborate on the specifics of the development of informal learning space in the context of global gamification, as well as the technological and semantic modernization of higher education. It is established that the main purpose of gamification is to boost the internal motivation of higher education students to study and to reveal their creative and professional abilities. The study gives definitions of information war (information warfare) and related terms, such as cyberwar and others, indicates the purposes, objects, subject matter, and subjects of the concepts under consideration. The author also considers the features of strategic information warfare conducted by the Russian Federation against Ukraine, the stages in the development of information war, and the classification of its types and methods. The approaches of scientists who studied certain aspects of information warfare were analyzed, based on their work relevant conclusions were drawn and the conceptual basis of the paper was formed. Independently, the definition and characteristics of the concept of cyber warfare inextricably linked with information warfare are given. Methods for solving the problems arising during the information war are introduced, ways of ensuring the information security of the state are provided. Information war in this study is considered as methods and means of presenting information to form the point of view needed by the organizers of information propaganda and the corresponding public opinion in a certain group of people. The author made an in‐depth analysis of the regulatory and legal instruments in force for counterfeiting information warfare and protecting the Ukrainian people from it, pointed out the deficiencies of such documents, and gave recommendations for their further advancement. Recommendations are given to improve the current information awareness among Ukrainians, the directions of the state policy in this field are suggested and ways to ensure the stability of the national information security system of Ukraine are provided. This paper describes the conceptual apparatus for the formation of information spaces of executors of educational projects in a dynamic environment. A multiple model of identification of the executor of an educational project was developed, taking into consideration the competence approach and dynamics of the components of the information space. To assess the competencies of the executors of educational projects, three components are calculated: the grade of the executor’s knowledge, the grade of the executor’s performance, the grade of the executor’s personal qualities. Based on the obtained grades, generalized assessments of the level of competence of each executor are formed. These grades for each executor of a particular educational project are used to determine the level of performance and potential of this project. To find a generalized grade of the project potential, the least square method was used to construct a regression line, which indicates a tendency to develop the competencies of project executors. The stages of building information spaces of executors of educational projects in a dynamic environment were proposed. The hypothesis of the study that the progressive dynamic development of educational project executors has an impact on the potential of these projects was verified experimentally. To verify the described construction method, ten educational projects, which were implemented in the period from 2014 to 2020, were selected. The results indicate that the grade of the competencies of project executors recorded at the time of completion of a project almost completely coincides with the grade of evaluators after completion of the projects. The ranks obtained after the final evaluation of projects and the ranks according to calculated performance grades coincide by 40 %. Evaluation of projects is mainly focused on the reputation and performance of executors and does not sufficiently take into consideration the transformation of the competencies of executors during the implementation of projects. This article is devoted to the study of information security in the EU member states, in particular Germany and France, in the context of the analysis of their national legislation, state, national programs and regulations. Particular attention is paid to the study of the features of regulatory and legal security of information security of Germany and France in the context of the study of their national legislation in terms of economic security as an inherent component of national security. In the course of this study the peculiarities of the functioning of the institutional and legal mechanism of cyber defense in the context of the multi-vector system of international security and legal regulation of international cooperation are analyzed. The article substantiates the expediency of developing an integrated, coordinated information policy of the EU member states in order to unify approaches to information security. At the same time, the current realities of European Union policy require comprehensive research in the context of ensuring national interests, developing effective mechanisms for protecting the information space, and legal mechanisms for shaping the economic system as a strategic factor of national security. Accordingly, the approaches to information security adopted in the European Union are currently not unified due to the geopolitical specifics of the EU’s countries. Therefore, the research, evaluation, and implementation of the positive experience of Germany and France in this area, according to the authors, is important in building the information security system of the European Union in the context of reliable protection against cyber threats.

The article uses the Sedov-Taylor function to model "information bubbles" formed in the global information space due to information attacks. The authors identify the most relevant determinants that describe information activities related to cyber threats and reactions of economic agents in the global digital economic space. The article hypothesizes about the emergence of "information bubbles" due to increases in information activities and their rupture due to information intrusion, leading to appropriate reactions of economic agents and their subsequent stabilization over time. The empirical data from global web statistics indicates, that four large-scale information overloads were caused by cyberattacks during the study period, which led to the rupture of "information bubbles". Application of autocorrelation functions allows us to determine that the period during which misinformation spreads is, on average, seven days. Solution of the Sedov-Taylor optimization problem and calculations of differential equations, as well as their derivatives, suggest several indicators. Namely, a breakpoint of the second kind, corresponds to the rupture of the "information bubble" with a subsequent adaptation of the system; the inflection point of the function identifies the levels of information activities related to cyber threats, which will change the consequences of the "information bubble" rupture; the minimum possible level of the reactions of economic agents in the global digital economic space. The article considers main approaches to the definition of the concept of information space. Shows its interconnection with mental space. Analyzes the problems and prospects of their development in the context of modernity.

Implementation of the innovative scenario of development of economy is impossible without active participation of mass media. Owing to political, sociocultural, economic and other conditions the Russian mass media develop non-uniformly. In the Republic of Tatarstan there are active processes of creation of new business models of mass media, symbiosis of print and electronic media.

The Spatial Search specialist meeting in Santa Barbara (December 2014) brought together 35 academic and industry representatives from computational, geospatial, and cognitive sciences with interest in focused discussions on the development of an interdisciplinary research agenda to advance spatial search from scientific and engineering viewpoints. The position papers from participants represent the shared expertise that guided discussions and the formulation of research questions about processes of spatial search and about the conceptual ideas, infrasturctures, and tools needed to enhance the search experience in both physical and virtual spaces. The necessity of carrying out the scientific researches on the use of the concept of information space in the accounting system is substantiated. The possible approaches of researchers to the use of the concept of information space in accounting are highlighted. Researchers’ approaches to understanding the essence of accounting information space are analyzed. The expediency of using the concept of a single information space for a particular type of accounting is grounded. The lack of unity in the approaches of researchers to understanding the essence and meaningful filling of the concept of accounting information space is identified. The understanding of the concept of accounting information space as a set of various types of accounting information, sources of its origin, places of its processing, storage and transfer, concerning both the accounting information system of an individual business unit (enterprise, group of enterprises), and individual elements of such system is proposed. The functions of accounting information space are grounded.

The article deals with the problems of the popularity of online encyclopedias in the nowadays information space. It is shown that the most popular in Ukraine is Wikipedia, and the academic Encyclopedia of Modern Ukraine is much inferior to it in this context. The different levels of popularity these two compendiums of knowledge are explained in terms of the belonging of each of them to different types of cultures: the point here is pop culture and high culture, which differ in a priori by many indicators, including a popularity among people.

Introduction. The current need to obtain relevant, complete and reliable information about airborne objects has led to the continuous improvement of modern radar recognition systems (MRRS) as part of control systems. The development of modern MRRS has created objective prerequisites for the use of progressive and new methods and algorithms for the processing of signals using neural networks. The use of artificial neural networks with learning ability permits expansion to include many signs of recognition by using information obtained in the process of monitoring airspace.Aim. To formulate the problem and develop proposals for the use of posterior information for airspace control in radar recognition systems using neural network technologies.Materials and methods. Based on an analysis of the structure of a unified information network, an approach was formulated to facilitate the development of MRRS based on training technologies. Using the synthesis method, examples of technical solutions were proposed, which will allow the use of modern methods and signal processing algorithms using a posteriori information generated by the control system.Results. The study identified the principles of neural network training in solving the recognition problem in the process of functioning of radio electronic equipment (REE). The technical solutions pro-posed take the functioning of the integrated radar system into account, allowing the information parameters required for training MRRS in a single information field to be obtained. It is shown that the removal of restrictions associated with the functional autonomy of REE, allows the use of posterior information in the implementation of radar recognition systems. This also allows for an increase in the number of recognition signs used in the algorithms and for the database of portraits to be replenished. Conclusion. MRRS can be developed via training by removing the restrictions associated with the autonomous functioning of RES. This allows for the situational assessment to be enhanced and management decisions to be optimised.

The article is devoted to the problem of the influence of the information space evolution on the value system of the personality. The process of transformation of separate values is considered. Thus, the value of awareness is disproved by the assertion that in the 21st century a huge amount of easily accessible information, on the contrary, caused the creation of a more concerned humanity, rather than a more informative one. Similar statements are made with respect to other key human values, such as: the value of knowledge, the value of communication, the value of speed, the value of flexibility and mobility, as well as the generalizing value that is the value of freedom. Their traditional positive assessment varies even to the opposite. Such a sharp change is necessary in order to avoid a catastrophe in reality; it may be a protective response of society in the context of its adaptation to the future.

The comprehensive informatization of a society, the widespread introduction of new information technologies updated the discussions about the information power as a function of public administration in its broadest understanding. In modern conditions the information power plays the defining role in the life of a society and globalization processes. Indeed, the globalization itself is the result of the exchange of an information, the implementation of an information influence on public institutions in the most modern states. Most politically-legal institutes, the political relations, the forms of political and information impact on the public relations and public consciousness change due to the influence of the information power. In general, the information power has the wide impact on the formation of behavior of a personality and a society. The forming of the information power directly bind with formation of an information society, in which information becomes the main economic resource, and the information sector comes out on the top on rate of growth in today’s globalized world. The intellectual property becomes the main form of ownership, a human capital becomes the important; an information becomes a subject of mass consumption, the new legal bases of functioning of an information society are formed. Now, freedom of speech and information on the basis of the rule of law and the respect of human rights are the main postulates of the creation of a civil society, the statement of a real democracy. Therefore, the limits of the existence of the information power have to be agreed with the rights and the freedoms of a person. So, the right for access to information becomes one of inalienable rights of a human and a citizen. A priority task of the Ukrainian state is the ensuring the freedom of speech, the freedom of an information, the right for expression of opinion and the citizen`s position, the right for the receipt and the dissemination of the reliable information without obstacles.

Under the conditions of the formation of a new information space, the role of civil society organizations and each individual is growing. Public organizations are becoming an important source of social information. The author concludes that the creation of new information mechanisms for the involvement of public structures in the political decisions making contributes to the reduction of social contradictions and conflicts at the country level and entire integration associations, for example, such as the European Union.

The article considers the myth about aliens in the structure of modern myths participating in the mythologization of human consciousness. Author’s attention is drawn to what kind of simulacra this myth is realized and what are the tools for its introduction into consciousness. The analysis showed that myths about aliens occupy a stable position in the system of modern myths. They are implemented in a multitude of well-developed simulacra, for the approval of which in the public consciousness numerous mechanisms are used, among which fakes play a special role. The great importance of the media, including new media, for the spread of the myth of the aliens is noted. It was revealed that the myth about aliens has been intensively implanted in the minds of Russians over the past few decades. The authorship of this myth and the addressee, in whose interests it is being implemented, is difficult to establish. The author suggests that we are talking about mythologization as a way to fill the religious and ideological vacuum in the consciousness of a modern person. It is also established that this myth may have hidden, unconscious addressees and motivators, who benefit from weakening a modern person’s critical vision of the world, making it the psyche is more malleable for all kinds of suggestions.

The Armenian-Azerbaijan conflict in Nagorno-Karabakh (or Artsakh Republic, the Armenian name) remains one of the main factors of instability in Transcaucasia. Although open hostilities between the Armenian and Azerbaijan armed forces were interrupted in May 1994, there have been constant incidents on the line of contact, the last being in 2016. In September-November 2020, the incidents escalated into an armed conflict between the parties with the use of conventional military equipment and modern military combat technologies, such as unmanned aerial vehicles (UAVs). The Armenian-Azerbaijan hostilities from September-November 2020 are distinguished, in particular, by the mass use by the Azerbaijan side of modern unmanned aerial vehicles (UAVs) for reconnaissance and attack missions. This factor and strategy determined the successes of Azerbaijan during the conflict. Other important aspects of the use of unmanned aerial vehicles in the September-November 2020 hostilities in Nagorno-Karabakh were psychological operations and the dissemination of real-time information through the digital unmanned aerial vehicle system. Thus, drones have become the tool of the parties to obtain international support and raise awareness of the cause of hostilities between Armenia and Azerbaijan in the digital environment. The unified digital information space of knowledge is provided by the data of electronic catalogs of libraries and repositories, which are systematized according to information and bibliographic hierarchical classifications. Documents in this space are usually indexed, which makes them accessible to the most advanced methods of information analysis and search. The proposed approach is based on the laws of hierarchy and allows one to distinguish the systematized objects into general and particular based on the analysis of the distribution of the indices of the classification universe. The information significance of individual levels determined by these laws presupposes the existence of a boundary between general and particular in the structure of hierarchical classification, the identification of which is of applied importance both in classification theory and in librarianship. Based on the analysis of empirical data on the distribution of the indices of the classification universe of the Russian UDC standard, the possibility of dividing the systematized publications of the electronic catalog according to the breadth of coverage of the problems discussed in them into the areas of subject (particular) and fundamental (general) knowledge is shown. The empirically established boundary is determined by the hierarchical level of the distribution, at which the maximum of the accumulated indices of the main series is located. The use of the revealed regularity is possible for both assessing the quality of the classification and the electronic catalog, and when carrying out information searches by classification indices. This paper describes the basic conceptual apparatus required to form information spaces for scientific activity subjects. Set models have been built to identify collective and individual scientific activity subjects, including information on the subjects' publication citations, their abstracts, as well as their indicators in scientometric databases, etc. A conceptual scheme of interaction between collective and individual scientific activity subjects has been described, taking into consideration the dynamics of their productivity. A method has been proposed to form the information spaces for the collective and individual scientific activity subjects such as higher education establishments and scientists. The method involves a series of stages to identify and construct citation and scientific cooperation networks, to form subject scientific spaces, and, based on them, to devise methods in order to quantify productivity. The results of methods application form the components of the relevant information spaces of scientific activity subjects. The spaces to be built could be used to solve the task of selecting subjects for the implementation of joint scientific and educational projects. In addition, these spaces could be applied to form the organizational and functional framework of the collective scientific activity subjects, including their structural units, which would contribute to ensuring their stable development. Creating the information spaces of scientific activity subjects underlies resolving those issues that would stimulate investment in research and innovation, strengthen cooperation between universities, improve the efficiency and productivity of the scientific enterprise. It has been confirmed experimentally that the potential of a collective subject of scientific activity, including individual subjects, the rate of change of identifiers of whom is positive, would have a non-negative potential. A rate of change in the normalized indicators of identifiers of individual and collective scientific activity subjects has been calculated for the period from January 2019 to December 2020 for three higher education establishments. The article is dedicated to the study of the information security provision in the EU Member States in the context of analyzing their state programs, national programs as well as regulatory legal acts. This study identifies priorities and gaps in the information security provision in the EU Member States, analyzes special features of the institutional and legal mechanism of information security in the EU Member States in the context of the multi-vector international security system. The expediency of developing an integral coordinated information policy of the EU Member States, aimed at unification of the approaches to information security, is substantiated, as well as the experience of the EU Member States in this field aimed at improving the domestic regulatory framework of information security provision is studied.

In the contemporary world of global competition, rapidly changing business environment, development of innovative products, solutions, technologies, the creation of a common information space of an economic entity which results from intellectualization of its activity has become a must. Management accounting system is an integral part of the information space of any modern organization. Management accounting information which is becoming increasingly complicated currently plays more and more important role in an enterprise’s economic activity and represents an important resource for making more educated effective management economic decisions. That is why it is relevant to study the issues of forming an organization’s information space, identify its components and relationship between them as well as define the role of management accounting subsystem in the information space of an organization. The authors suggest certain amendments to the competence model of a modern management accountant. They also offer a matrix for assessing the level of development of an organization’s information space and defining a strategy of its further improvement. This matrix combines two indicators: the level of information exchange within the organization and the level of its information culture.

Introduction. The paper presents the thesis about the advantages of the process approach in the development of measures aimed at improving the efficiency of rubber products, using rubber-containing waste as raw materials. In addition, the insufficiency of existing approaches to the definition of business processes using typical raw materials, on the basis of which the author’s definition of the business process is proposed, is substantiated. The main approaches to improving the efficiency of such business processes is formulated, defined on the construction of the participants’ interaction system to meet their basic requirements. Moreover, the importance of studying the information space is highlighted, in which the formation of business processes is displayed.Materials and methods. The research of the influence of information space on the formation of business processes for the production of rubber is carried out on the basis of such methods as the analysis of industry statistics, the study of legal acts that determine various aspects of the functioning of production and economic systems. The determination of the current state of the information space requires the research of materials of the state statistics service, marketing agencies and large enterprises of the rubber industry, using worn rubber products as raw materials. The requirements of suppliers of raw materials are also determined by an expert survey.Results. As a result, the list of the main participants and the main requirements are identified. The authors show the significant impact of the resource factor on the efficiency of business processes for the rubber production. Therefore, The authors present the model of the participants’ interaction at the stage of collecting raw materials.Discussion and conclusions. The list of the main factors hindering the development of the rubber products production is determined and ways to overcome the negative impact of factors by reviewing the mechanism of the business processes formation are considered.

The article describes the phenomenon of the electronic encyclopedia activity and investigates the electronic Internet encyclopedias created by the institutions of the National Academy of Sciences of Ukraine. It has been discovered that electronic encyclopedias can be divided into several varieties, the main of which is online encyclopedias, which are highly distinguished in comparison with classical printed publications by the characteristics caused by the development of information technology. In accordance with this division, the national academic encyclopedic resources are characterized in the article. The idea of the importance of creating an online encyclopedia about the National Academy of Sciences of Ukraine is presented; it also argued that current online encyclopedias are not fully equipped with a wide range of technological opportunities for their use.

Media centers are technologically advanced modern libraries with well-organized space for individual and mass work of users using traditional and digital media. Media centers appeared at the turn of ХХ і ХХІ centuries in France and have gained considerable popularity in many countries around the world. They also exist in Ukraine. This article is devoted to analysis of activities of media centers in Ukraine and in the world. As media centers develop rapidly in the European space, that is the experience, which is worth to implement in Ukraine. And this is the urgency of the given research. The objective of the study is to investigate and to compare development and activities of media centers in Ukraine and abroad, defining their role in the modern information society. After all, the media centers are also an opportunity to improve the work of libraries in Ukraine, to attract more new users and to create an attractive and functional internal space of existing libraries. The following methods were used to solve the tasks of the study: simulation, comparison, analytical and sociocommunication methods, and also the method of typification and systematization. Nowadays three types of media centers are expanded and developed in Ukraine: 1) as an updated form of a public library; 2) as a new type of school library, a component of inclusive education; 3) as an information and resource center of a higher educational institution. The research also identifies the role of media centers in the modern information society and develops a project for creation of a media center for Boris Grinchenko Kyiv University providing for access to multifunctional space through innovative technologies for students and university employees. The project stipulates improvement of the library’s activities and modernization of its space in general.

The article considers various approaches to regulation of information services in the conditions of digitalization. It indicates the presence of two conceptual approaches to identifying areas of support for the development of information services, characteristic, respectively, for the industrialized countries of Europe and North America, on the one hand, and for the states of the Far Eastern region, on the other. Within the Anglo-Saxon model framework, the main attention is paid to the institutional and infrastructural support of the information services market, which is manifested in the creation of an “information superhighway” and its service, in the European (continental) model the emphasis is on creating uniform supranational information services markets and termination of “information enequality” , The Asian model is focused on a tighter approach to regulating the market for information services based on the provision of interrelations between traditional values and transformational changes characteristic of the digital economy era.

F.M. Dostoevsky was one of the first to see the information space as the most important factor and the product of social existence of people; he presented it in his works in all its diversity and complexity. In describing and examining the information objects and processes, Dostoevsky used his findings to develop new artistic techniques and forms. The narrative structure of his novels is directly linked with the reflection of a highly organized information space. Dostoevsky’s heroes are continuously active in the process of creating, developing and distributing information products of varying degrees of complexity and purpose. In his novels, F.M. Dostoevsky made an artistic discovery of information reality and created a special poetics of presenting it. The article takes Crime and Punishment as its case in point to demonstrate those features of Dostoevsky’s poetics that are linked to the objectives of artistically representing the information space.

The article deals with the relevant issue of the influence of information space on the current state of economic security of Russian regions. In the modern society, the information space is an objectively existing phenomenon, which performs a number of constructive and destructive functions and has a direct impact on the economic security of regions. The research of Russian and foreign scientists in the field of information theory, philosophy, mathematics, economics have become the theoretical and methodological basis of the paper. Transition to the information society has changed the status of information resources. The analysis of the statistical data of authoritative Russian and foreign sources has allowed us to reveal the main tendencies of modern society. Information processes have the most significant impact on such areas as health and safety, education, science, culture, socio-political sphere, as well as the quality of life. However, threats to economic security are under transformation. Therefore, there is a need for changes in the assessment of the economic security of regions. We proposed a technique for the evaluation of economic security based on the comprehensive assessment of several groups of indicators. The number of groups and a set of estimated indicators can be defined by experts. The results of the proposed method are demonstrated on the example of eight Federal Districts of Russia. The authors used official statistics, since they covered different spheres of citizens throughout the whole state territory. The assessment includes 32 indicators distributed into nine groups: economy, food, information resources, etc. Calculations have revealed the regions with lower security level — Siberian and North-Caucasian Federal Districts. The proposed methodological approach and quantitative estimates can be used to predict and improve economic security management in regions.
