International audience; The purpose of this paper is to show that heri­tage is a dynamic and continuously evolving notion inseparable from the process of heritagization which gives rise to it. Cultural and natural heritage have each been addressed as separate enti­ties while emphasizing the connections between them. The herita­gization of culture in the western world is dealt with by evolving public policies which frame its administrative and legal dimen­sions. The paper then examines how this process of heritagization is set in motion by the range of different people involved, concer­ted action and cultural claims. The issue of heritagization of na­ture enables us to question the ways in which heritage is formed as a result of economic processes and territorial policies, and the socialprocesses of reflecting upon a still-living heritage.; La elección de este análisis exploratorio es mostrar que el patrimonio es una noción dinámica, evolutiva, que no puede ser excluida del proceso de patrimonialización que lo genera. Dicha elección consistió en distinguir los patrimonios culturales y naturales, sin olvidar aquéllo que los une. Characterised by a complex history, all rivers require to be reconsidered carefully in the landscapes' valorisation. The towns that are alive to this point must undertake different strategies to highlight their watery environment. Urban plans must vary between reconstitution and transmission on their fluvial patrimony., Sortant d'une longue phase de dépréciation sociale, les zones humides en ville incarnent désormais un idéal urbain en termes de nature et de culture. Cependant, la diversité des paysages résultant de l'histoire tourmentée des zones humides urbaines appelle à la prudence dans la requalification de ces milieux. Les agglomérations qui y sont sensibilisées s'engagent de fait dans des stratégies de valorisation différentes, variant entre reconstitution et transmission de leur patrimoine fluvial.

Archaeological governance in Canada is a patchwork of provincial jurisdiction. Comparing past and present archaeological legislation, regulation and policy in British Columbia and Ontario, this thesis identifies temporal themes and patterns both common and distinct in the two provinces. Themes of process, performance and balance and the common transition from empirical archaeological values to conceptual valuations of heritage are discussed using a combination of literary review, archival research and interviews. Analysis of the past and present offers insight into the trajectory of heritage governance and the increasing role of descendant communities in managing their own heritage. The role of archaeologists in this new environment, particularly in Ontario, is still nascent however cross-jurisdictional comparison provides a degree of foresight.

Cela s'est traduit au terme de la lente émergence d'une législation spéciale et d'une administration spécifique de l'État par les servitudes éprouvées du classement, de l'inscription et de la notion d'abords. L'évolution des conceptions du patrimoine a conduit à élargir cette approche monumentale par celle des espaces protégés. In the city of Amiens, peaty bogs of Avre and Somme valleys are synonymous with biodiversity and landscape quality. However, their aspects indicate many centuries of market gardening and peat extraction. The specific inherited forms interrogate about effects of both activities on the structuring of the physical environment. So, they confer on the wetlands their important esthetical, environmental and patrimonial dimensions., Les marais tourbeux des vallées de l'Avre et de la Somme à Amiens, vecteurs de biodiversité et de qualité paysagère, portent pourtant les traces de plusieurs siècles de maraîchage et d'extraction de la tourbe. Les formes spécifiques qui en résultent posent la question du poids des deux activités sur la structuration des milieux physiques. Elles confèrent ainsi aux zones humides leurs portées esthétiques, environnementales et patrimoniales majeures.

The mobilization for heritage has been continually growing for the past thirty years. The text gives some clues for understanding this expansion. It is commonly thought that it is due to an excessive taste for heritage as well as an overexpansion of memory. Heritage is what may be called a « champ préoccupé » in the context of the scientific administration of the Nation State. Apart from scientific work which has to be critical and objective, a more pragmatic approach will uncover the variety of commitments in and of heritage and point to the social links they create. And, if we go further, we can perceive a multiplicity of ways of considering time and space leading to more sensitive approaches. My hypothesis is that the modern “regime” of historicity, which has become the guideline of national heritage management, doesn't account for the plurality of more sensitive ways of experiencing time that people have in contemporary social structures.; L'activité patrimoniale connaît depuis trois décennies un débordement de ses cadres d'exercice institués. On propose ici quelques pistes de compréhension du phénomène, sans céder à l'imputation convenue de débauche patrimoniale ou de dilatation de la mémoire – laquelle trouve son origine dans le fait que le patrimoine est un « champ préoccupé » dans le cadre d'une association science-administration constitutive de l'État-nation. Une pragmatique du patrimoine met l'accent sur la diversité des formes d'engagement dans et de l'activité patrimoniale et des attachements qu'elles génèrent. À côté du régime de la critique caractéristique de la voie scientifique, se font jour d'autres modes de référence au temps et à l'espace qui ménagent des expressions à plusieurs voix et sur le registre du sensible. Avec pour hypothèse sous-jacente que le régime moderne d'historicité qui est principe de la politique du patrimoine n'est pas la seule manière d'être dans le temps dont disposent ou font l'expérience les collectifs des sociétés contemporaines.

International audience; In the historical centers of Mexican cities, a specific system of urban law prevails, with a set of discourse and unusual techniques and a specialized institution linked to federal government, which is responsible for the safeguarding of monuments and protected zones. After determining the origin of this particular type of legalization of urban space, this article analyzes the role of international organizations and local powers in the creation of numerous forms of legitimation of urban interventions in central areas; the impact of this set of rules on the establishment of urban spaces with patrimonial value and the role of the law in local conflicts concerning the tourist development projects that propose a new type of urban renovation in historical centers.; En los centros históricos de las ciudades mexicanas prevalece un derecho urbano específico, con un conjunto de discursos y de técnicas singulares y una institución especializada, vinculada al poder federal, que se encarga de la protección de monumentos y zonas protegidas. Tras precisar la génesis de este tipo particular de juridificación del espacio urbano, el artículo analiza el papel de los organismos internacionales y de los poderes locales en la creación de múltiples instancias de legitimación de las intervenciones urbanas sobre los espacios centrales; el impacto de este conjunto de normas en la constitución de espacios urbanos con valores patrimoniales, y el papel del derecho en conflictos locales alrededor de proyectos de desarrollo turístico que se proponen un nuevo tipo de renovación urbana en los centros históricos.

Since the 1940s, rural traditional dance of the North-West region plays a pivotal part in the making of cultural policy in RPC. Transformed and politized by cultural cadres at Yan'an, social and recreational practices such as yangge dance became propaganda tools for addressing revolutionary issues among local population. Compulsory supervised activity in work-units, it embodies the New China promoted by Mao Zedong until the Cultural Revolution in 1966. In the 1990s, yangge dance reappears in the form of everyday urban carnivals. Groups of neighborhood dancers, so-called spontaneous or religious/traditional, revive this tradition of gathering for ritual or profane occasions. Yangge fever takes hold of society and such dancing practices are gradually recuperated to breathe new life into official narrative: the Chinese socialist spiritual and material civilization promoted by Deng Xiaoping. Major cultural surveys on folkloric practices carried out in the 1980s across the country have paved the way for the revival of inventorying projects on cultural heritage alongside interests for Chinese presence and visibility on the international UNESCO arena. The paper build on empirical case studies from Beijing and Shaanxi Province that reveals conflictual modalities of the interplay between various stakeholders involved in the promotion of such dancing activities. Issues related to transmission modes and legitimate recognition of “authentic” practices are discussed to better understand the selection criteria that endorse a new “healthy” civilized lifestyle within the Chinese population. This also includes the role played by anthropologists on the ground as both as sustainer and disrupter of the performative meaning assigned by the cultural authorities.

The concept of cottage industry (kotiteollisuus) referred especially to rural craft practices. For the promotion of cottage industries, a state administrative organ and a network of cottage industry associations and schools were established. A sphere developed and monitored by specialists, cottage industry policies were planned as official committee work. However, the matter was usually addressed as ‘the idea of cottage industry’ (kotiteollisuusaate). In this study, the historical idea of cottage industry and its cultural and political backgrounds are analysed. The starting point of the investigation is in the post-WWII Cottage Industry Production Committee, but from its years of activity, 1944–1949, the study moves on to the emergence and establishment of the idea of cottage industry and the respective policy line in the late 19th and the early 20th centuries. The study scrutinises, who promoted cottage industries and what their cultural, social, and ideological backgrounds were, and how they influenced the construction of cottage industry policy. Research work builds on the microhistorical research angle making use of textual details in the 1949 committee report. Following the clue method, historical sources are analysed, including earlier committee reports, newspaper articles, meeting and exhibition documents, small publications, and personal archives. Through the notion of historical experience, special attention is paid to the continuity and recollection of the idea of cottage industry as it was expressed by the 1944–1949 committee members in the magazine Kotiteollisuus. The study found that cottage industry created a 19th-century administrative and political concept that was applied in the first instance to manage critical situations caused by crop failures and other societal hardships. Especially in the aftermath of the WWII, cottage industry was essentially conceived of as a cultural political measure to balance the society facing large settlement and land acquisition projects by creating a sense of cultural continuity through the means of domestic craft practices. The historical idea of cottage industry and the respective sphere of administration summoned a remarkable cultural political factor that has strongly affected Finnish craft culture.
