Researching the developments of present political economy must necessarily include investigating the tools of contemporary border regime. These are used for surveillance and control of populations in order to create new divisions of labour and enable extraction of rent by using peoples’ bodies. The article focuses on emergency shelters in Berlin, that is, on their function and ways in which the asylum seekers accommodated there spontaneously struggle against them. The research was done as a militant and cooperative work of the network Lager Mobilisation Network in Berlin’s district Wedding, which builds connections with people housed in the sports halls in the mentioned district. The author underlines that exhausting the aslyum seekers psychically is one of the strategies for filtering the ‘unwanted’ from the ‘wanted’, that is the ones that are interesting for the labour market. At the same time, the restriction of movement and limited access to civil rights confine asylum seekers in emergency shelters run by private companies, which seek profits on their account. Far from claiming that non-profit companies have a ‘better’ shelter administration, since the boundaries between them and profit-oriented companies are often blurred, the author rather speaks of new forms of anticolonial struggles by the people living inside. He understands these struggles as the struggles against the contemporary border regime in Germany and the EU and as a potential for building an inclusive society.

In the autumn of 2015, 5500 migrants traveling through Russia along the “Arctic route” applied for political asylum in Norway. Some observers claimed that Russia deliberately channeled migrants towards the north with the purpose of destabilizing Norway and that Russia had changed procedures in their border zone to facilitate the wave of migrants. In this article we briefly discuss the hybrid warfare theory and assess alternative explanations that might account for the sudden increase in migrants. Detailing formal and informal practices in the Norwegian-Russian border regime we argue that Russian practices were not altered in any significant way in 2015, but that the Norwegian side had an incorrect impression of the Russian border regime being more restrictive than it really was. Finland was in a similar situation. The most convincing explanation for the wave of asylum-seekers is the self-interest of migrants who found a cheaper and less risky route. Both in Norway and Finland the border regimes were tightened as a consequence of the increased migration, however. As a result, their policies became more aligned with Russian priorities. The development of the regulatory framework of Latvia’s Asylum and external border is determined by international regulatory framework , the EU's regulatory framework and influence of Latvian bilateral relationship as well as the need to balance the free movement of persons which is essential part of human rights in order to ensure the legislation in relation to Latvian external border regime within international and national legal framework . This is evidenced as a problematic issue in regulatory framework, law practices and border control both in Latvia and other EU countries. It is necessary to explore international, EU and national legal framework within the EU's external borders functioning in Latvia by detecting problems in the EU's Asylum determination in the context of border regime and border control regulatory framework, by exploring legislation, legal concepts, incompleteness of terminology and eventually to develop suggestions for improving laws and regulations. The primary method is Analytical method - the analysis of international, EU, the Schengen Acquis and the national regulatory framework and administrative practice.

Dieser Beitrag befasst sich mit dem politischen Vermögen von Menschen, die als ‚Illegale‘ diffamiert werden. In Erinnerung an diverse Aktionen, die vor allem in den letzten Jahren mitunter dramatisch vermitteln, dass Menschen, die nicht als Subjekte in einem bürgerlichen Sinn zählen, selbst in diffizilen Situationen politisch tätig werden, setzt sich dieser Text mit der Frage auseinander, in welchem Sinn es sich dabei um Momente des demokratischen Miteinanders handeln könnte. Im Fokus stehen dabei allerdings weniger sensationelle Momente, auf die sich zumeist das Scheinwerferlicht der Presseagenturen konzentriert, um die transnationale Mobilität von ‚Illegalen‘ gemäß standardisierter Narrative visuell zu fixieren. Es soll anhand einiger Passagen vielmehr diskutiert werden, wie Menschen, denen das Recht abgesprochen wird, da zu sein, nicht selten einen Ungehorsam manifestieren, der am Rande der bürgerlichen Gesellschaft stattfindet und zugleich radikal demokratische Umbrüche markiert. This article is about the political capacities of humans, who are defamed as “illegal”. Remembering the various actions, which especially in the last years have showed dramatically that humans, who do not count as subjects in the civic sense, are themselves politically active even in highly demanding situations, this text poses the question in which sense this could have been moments of democratic cooperation. It is however not focused on the rather spectacular moments, which the spotlights of the press like to capture to visually fixate the transnational mobility of “illegal” people following a standardised narrative. Rather it will be discussed how humans, who have their right to existence denied, frequently manifest disobedience, which takes place on the margin of civic society, and marks radical democratic changes.

“New Keywords: Migration and Borders” is a collaborative writing project aimed at developing a nexus of terms and concepts that fill-out the contemporary problematic of migration. It moves beyond traditional and critical migration studies by building on cultural studies and post-colonial analyses, and by drawing on a diverse set of longstanding author engagements with migrant movements. The paper is organized in four parts (i) Introduction, (ii) Migration, Knowledge, Politics, (iii) Bordering, and (iv) Migrant Space/Times. The keywords on which we focus are: Migration/Migration Studies; Militant Investigation; Counter-mapping; Border Spectacle; Border Regime; Politics of Protection; Externalization; Migrant Labour; Differential inclusion/exclusion; Migrant struggles; and Subjectivity.

This paper examines how states in origin and destinations countries shape migration by exploring emigration from Suriname from the 1950s to the 2010s. Suriname experienced substantial emigration growth, particularly between 1973 and 1980, a period that included independence from the Netherlands, a coup d’état and the end of the preferential immigration channel with the Netherlands. Using a historical approach that combines the analysis of migration literature, primary documentary sources and qualitative interviews of Surinamese migrants, returnees and non-migrants mainly in Suriname, this paper examines migration volumes, timing, destination and variations across different segments of the population. The paper finds that the political and economic uncertainties associated with independence and the establishment of a border regime had an important impact on the evolution of Surinamese migration, but also points to the importance of educational aspirations, long-term socio-economic conditions in Suriname, and employment opportunities and family connections in the Netherlands. Dutch migration policies also affected Surinamese migration, first stimulating emigration in the 1973–1980 period and then encouraging family reunification and irregular migration. The timing of these factors has contributed to the strong post-colonial influence in Surinamese migration.

Most critical discussions of European immigration policies are centered around the concept of Fortress Europe and understand the concept of the border as a way of sealing off unwanted immigration movements. However, ethnographic studies such as our own multi-sited field research in South-east Europe clearly show that borders are daily being crossed by migrants. These findings point to the shortcomings of the Fortress metaphor. By bringing to the fore the agency of migrants in the conceptualization of borders, we propose to understand how borders are being shaped by taking as a starting point the struggles of mobility. Against the background of our two-year transdisciplinary research project TRANSIT MIGRATION European migration and border policies cannot be longer conceptualized as being simply oriented towards the prevention of migration. Since migrants cross the borders daily, what happens if the borders’ permeability is part of the way they work? If so, we have to investigate the mechanisms of border policies and practices anew. One is the concept of the border or migration regime. The other is the concept of the autonomy of migration. Our concept of ethnographic regime analyses is based on a transdisciplinary approach, comprising political studies, anthropology and sociology.
