Abstract

The MAJORANA DEMONSTRATOR comprises two arrays of high-purity germanium detectors constructed to search for neutrinoless double-beta decay in 76-Ge and other physics beyond the Standard Model. Its readout electronics were designed to have low electronic noise, and radioactive backgrounds were minimized by using low-mass components and low-radioactivity materials near the detectors. This paper provides a description of all components of the MAJORANA DEMONSTRATOR readout electronics, spanning the front-end electronics and internal cabling, back-end electronics, digitizer, and power supplies, along with the grounding scheme. Abstract

Experiments searching for very rare processes such as neutrinoless double-beta decay require a detailed understanding of all sources of background. Signals from radioactive impurities present in construction and detector materials can be suppressed using a number of well-understood techniques. Background from in-situ cosmogenic interactions can be reduced by siting an experiment deep underground. However, the next generation of such experiments have unprecedented sensitivity goals of 10$^{28}$ years half-life with background rates of 10$^{-5}$cts/(keV kg yr) in the region of interest. To achieve these goals, the remaining cosmogenic background must be well understood. In the work presented here, Majorana Demonstrator data is used to search for decay signatures of meta-stable germanium isotopes. Contributions to the region of interest in energy and time are estimated using simulations, and compared to Demonstrator data. Correlated time-delayed signals are used to identify decay signatures of isotopes produced in the germanium detectors. A good agreement between expected and measured rate is found and different simulation frameworks are used to estimate the uncertainties of the predictions. The simulation campaign is then extended to characterize the background for the LEGEND experiment, a proposed tonne-scale effort searching for neutrinoless double-beta decay in $^{76}$Ge., Comment: 14 pages, 12 figures

Abstract

The Baksan Experiment on Sterile Transitions (BEST) was designed to investigate the deficit of electron neutrinos, $\nu_{e}$, observed in previous gallium-based radiochemical measurements with high-intensity neutrino sources, commonly referred to as the \textit{gallium anomaly}, which could be interpreted as evidence for oscillations between $\nu_e$ and sterile neutrino ($\nu_s$) states. A 3.414-MCi \nuc{51}{Cr} $\nu_e$ source was placed at the center of two nested Ga volumes and measurements were made of the production of \nuc{71}{Ge} through the charged current reaction, \nuc{71}{Ga}($\nu_e$,e$^-$)\nuc{71}{Ge}, at two average distances. The measured production rates for the inner and the outer targets respectively are ($54.9^{+2.5}_{-2.4}(\mbox{stat})\pm1.4 (\mbox{syst})$) and ($55.6^{+2.7}_{-2.6}(\mbox{stat})\pm1.4 (\mbox{syst})$) atoms of \nuc{71}{Ge}/d. The ratio ($R$) of the measured rate of \nuc{71}{Ge} production at each distance to the expected rate from the known cross section and experimental efficiencies are $R_{in}=0.79\pm0.05$ and $R_{out}= 0.77\pm0.05$. The ratio of the outer to the inner result is 0.97$\pm$0.07, which is consistent with unity within uncertainty. The rates at each distance were found to be similar, but 20-24\% lower than expected, thus reaffirming the anomaly. These results are consistent with $\nu_e \rightarrow \nu_s$ oscillations with a relatively large $\Delta m^2$ ($>$0.5 eV$^2$) and mixing sin$^2 2\theta$ ($\approx$0.4)., Comment: Paper updated to final version

104. Preservice Teachers' Perceptions of a Practice-Focused Lesson Study

Abstract

Purpose: The purpose of this study was to explore middle and secondary mathematics preservice teachers' (PST) perceptions of the benefits, challenges and impacts of implementing lesson study. Design/methodology/approach: This paper presents a single case study in the university context. Embedded units of analysis included a group of middle and a group of secondary mathematics PSTs, who were in the internship year of a teacher preparation program. Findings: This paper presents several perceived benefits, challenges and impacts according to PSTs. PSTs indicated benefits included their focused student observations and their collaboration in lesson design. Perceived challenges included observing as a nonparticipant observer and aspects of planning. The different impacts occurred in three phases: planning, observing during teaching and reflection. Research limitations/implications: First, the study participants included a small group of middle and secondary mathematics PSTs from one university in central Texas. Second, the PSTs in this study were not able to reteach the lesson, which may have influenced their perceptions. Practical implications: Mathematics teacher educators could use insights from this study as they implement lesson study or other field experiences to support PSTs in their growth as mathematics teachers. Originality/value: This paper examines PSTs' perceptions, which could benefit mathematics teacher educators as they consider how to introduce or implement lesson study with PSTs.

105. Mathematics Teachers' Beliefs about Which Practices They Implement: A Q-Sort Analysis

Abstract

The Mathematics Teaching Practices identified by the National Council of Teachers of Mathematics are eight research-based practices that promote mathematics teachers' implementation of specific knowledge to support student understanding. We wondered which practices mathematics teachers perceived as most characteristic and least characteristic of their teaching and if groups of mathematics teachers might have similar beliefs about their use of the MTPs in their teaching. Data from 39 mathematics teachers of grades 5-12 and one administrator who completed the Teacher Action Q-Sort revealed three distinctive groups: predominantly high school teachers and teachers with post-baccalaureate degrees, predominantly early career middle school teachers, and predominantly beginning middle school teachers. We describe each group, provide a visualization for each group's composite Q-sort, and report the similarities and differences across the groups of teachers. We also include implications and recommendations for teachers of mathematics and those who provide professional development to teachers of mathematics.

Abstract

The purpose of this qualitative descriptive study was to explore how general education elementary teachers who teach special education students in their classrooms in California described their use of pedagogy, innate qualities, and classroom culture to develop creative teaching practices. This study was guided by Cremin's theory, the three dimensions of creative practice. 18 participants participated in individual interviews or focus groups. Nine themes emerged from the data. Participants described the use of pedagogy to develop creative teaching practices as flexible, requiring resourcefulness, structure, and engagement. Participants described the use of innate qualities to develop creative teaching practices as flexible, taking risks and creating risk taking environments, and using their personal qualities. Participants describe the use of classroom culture to develop creative teaching practices as flexible, by creating and practicing classroom culture, and building relationships. Finally, data emerged regarding factors that were noted that make teaching special education students more or less challenging for general education teachers who teach special education students in their general education classrooms. Abstract

Dr. Gabriella Ramirez is the first female Latinx superintendent to lead Metropolitan City Public Schools a large urban public school district in the Northeast United States. Dr. Ramirez's successful record of leading culturally responsive and sustaining education initiatives in several districts throughout her career made her the top choice for Metro City Public Schools (MCPSs). As an anti-racist, culturally responsive leader, she initiated several successful programs. However, she also recommended a major policy shift for the district. As a result, she faced the threat of a public smear campaign that would injure her professional reputation and career. This case study challenges current and aspiring leaders to consider how essential the development of their own critical consciousness is for leaders who identify as anti-racist and culturally responsive school leaders.

Abstract

The Majorana Demonstrator comprises two arrays of high-purity germanium detectors constructed to search for neutrinoless double-beta decay in 76Ge and other physics beyond the Standard Model. Its readout electronics were designed to have low electronic noise, and radioactive backgrounds were minimized by using low-mass components and low-radioactivity materials near the detectors. This paper provides a description of all components of the Majorana Demonstrator readout electronics, spanning the front-end electronics and internal cabling, back-end electronics, digitizer, and power supplies, along with the grounding scheme. The spectroscopic performance achieved with these readout electronics is also demonstrated.

Abstract

P-type point contact (PPC) HPGe detectors are a leading technology for rare event searches due to their excellent energy resolution, low thresholds, and multi-site event rejection capabilities. We have characterized a PPC detector's response to α particles incident on the sensitive passivated and p + surfaces, a previously poorly-understood source of background. The detector studied is identical to those in the Majorana Demonstrator experiment, a search for neutrinoless double-beta decay ( 0νββ ) in 76 Ge. α decays on most of the passivated surface exhibit significant energy loss due to charge trapping, with waveforms exhibiting a delayed charge recovery (DCR) signature caused by the slow collection of a fraction of the trapped charge. The DCR is found to be complementary to existing methods of α identification, reliably identifying α background events on the passivated surface of the detector. We demonstrate effective rejection of all surface α events (to within statistical uncertainty) with a loss of only 0.2% of bulk events by combining the DCR discriminator with previously-used methods. The DCR discriminator has been used to reduce the background rate in the 0νββ region of interest window by an order of magnitude in the Majorana Demonstrator  and will be used in the upcoming LEGEND-200 experiment.

Abstract

Bayesian networks are a class of models that are widely used for risk assessment of complex operational systems. There are now multiple approaches, as well as implemented software, that guide their construction via data learning or expert elicitation. However, a constructed Bayesian network needs to be validated before it can be used for practical risk assessment. Here, we illustrate the usage of the bnmonitor R package: the first comprehensive software for the validation of a Bayesian network. An applied data analysis using bnmonitor is carried out over a medical dataset to illustrate the use of its wide array of functions.

Abstract

We propose the construction of LEGEND-1000, the ton-scale Large Enriched Germanium Experiment for Neutrinoless $\beta \beta$ Decay. This international experiment is designed to answer one of the highest priority questions in fundamental physics. It consists of 1000 kg of Ge detectors enriched to more than 90% in the $^{76}$Ge isotope operated in a liquid argon active shield at a deep underground laboratory. By combining the lowest background levels with the best energy resolution in the field, LEGEND-1000 will perform a quasi-background-free search and can make an unambiguous discovery of neutrinoless double-beta decay with just a handful of counts at the decay $Q$ value. The experiment is designed to probe this decay with a 99.7%-CL discovery sensitivity in the $^{76}$Ge half-life of $1.3\times10^{28}$ years, corresponding to an effective Majorana mass upper limit in the range of 9-21 meV, to cover the inverted-ordering neutrino mass scale with 10 yr of live time.

Abstract

We report the results of the second measurement campaign of the Karlsruhe Tritium Neutrino (KATRIN) experiment. KATRIN probes the effective electron anti-neutrino mass, $m_{\nu}$, via a high-precision measurement of the tritium $\beta$-decay spectrum close to its endpoint at $18.6\,\mathrm{keV}$. In the second physics run presented here, the source activity was increased by a factor of 3.8 and the background was reduced by $25\,\%$ with respect to the first campaign. A sensitivity on $m_{\nu}$ of $0.7\,\mathrm{eV/c^2}$ at $90\,\%$ confidence level (CL) was reached. This is the first sub-eV sensitivity from a direct neutrino-mass experiment. The best fit to the spectral data yields $m_{\nu}^2 = (0.26\pm0.34)\,\mathrm{eV^4/c^4}$, resulting in an upper limit of $m_{\nu}<0.9\,\mathrm{eV/c^2}$ ($90\,\%$ CL). By combining this result with the first neutrino mass campaign, we find an upper limit of $m_{\nu}<0.8\,\mathrm{eV/c^2}$ ($90\,\%$ CL)., Comment: 19 pages, 10 figures, 5 tables

Abstract

The KATRIN experiment is designed for a direct and model-independent determination of the effective electron anti-neutrino mass via a high-precision measurement of the tritium $\beta$-decay endpoint region with a sensitivity on $m_\nu$ of 0.2$\,$eV/c$^2$ (90% CL). For this purpose, the $\beta$-electrons from a high-luminosity windowless gaseous tritium source traversing an electrostatic retarding spectrometer are counted to obtain an integral spectrum around the endpoint energy of 18.6$\,$keV. A dominant systematic effect of the response of the experimental setup is the energy loss of $\beta$-electrons from elastic and inelastic scattering off tritium molecules within the source. We determined the \linebreak energy-loss function in-situ with a pulsed angular-selective and monoenergetic photoelectron source at various tritium-source densities. The data was recorded in integral and differential modes; the latter was achieved by using a novel time-of-flight technique. We developed a semi-empirical parametrization for the energy-loss function for the scattering of 18.6-keV electrons from hydrogen isotopologs. This model was fit to measurement data with a 95% T$_2$ gas mixture at 30$\,$K, as used in the first KATRIN neutrino mass analyses, as well as a D$_2$ gas mixture of 96% purity used in KATRIN commissioning runs. The achieved precision on the energy-loss function has abated the corresponding uncertainty of $\sigma(m_\nu^2)<10^{-2}\,\mathrm{eV}^2$ [arXiv:2101.05253] in the KATRIN neutrino-mass measurement to a subdominant level., Comment: 12 figures, 18 pages; to be submitted to EPJ C

The KArlsruhe TRItium Neutrino (KATRIN) experiment, which aims to make a direct and model-independent determination of the absolute neutrino mass scale, is a complex experiment with many components. More than 15 years ago, we published a technical design report (TDR) [https://publikationen.bibliothek.kit.edu/270060419] to describe the hardware design and requirements to achieve our sensitivity goal of 0.2 eV at 90% C.L. on the neutrino mass. Since then there has been considerable progress, culminating in the publication of first neutrino mass results with the entire beamline operating [arXiv:1909.06048]. Abstract

This study explores how the interplay between data and model design shifts 6th graders' students' ideas about diffusion as they build a range of models (“paper and pencil” and computational models). We present a new web-based environment and approach that integrates model-based and data-based features in the same display which facilitates the comparison of models and real-world data. Further, we illustrate how this environment and approach lead students to converge on one canonical scientific model.

120. Paths through Data: Successes and Future Directions in Supporting Student Reasoning about Environmental Racism

Abstract

We report on a curriculum development project in which students explore environmental racism through data. Recognizing that quantitative data alone is insufficient to understand the sociohistorical contexts of racism, we draw from syncretic approaches to learning that put everyday experiences and qualitative evidence into direct conversation with quantitative datasets through storytelling. Through two focal cases, we demonstrate how one student leveraged personal experience to engage in deep integrative analysis of data, while another with fewer perceived personal connections to environmental racism focused more specifically on patterns, with less structural or racial analysis. Implications of the analysis include the need to carefully attend to the use of quantitative data related to race and to scaffold the integration of other sources of information with quantitative data sets.

Abstract

Characterization of ancestry-linked peptide variants in disease-relevant patient tissues represents a foundational step to connect patient ancestry with disease pathogenesis. Nonsynonymous single-nucleotide polymorphisms encoding missense substitutions within tryptic peptides exhibiting high allele frequencies in European, African, and East Asian populations, termed peptide ancestry informative markers (pAIMs), were prioritized from 1000 genomes. In silico analysis identified that as few as 20 pAIMs can determine ancestry proportions similarly to >260K SNPs (R2 = 0.99). Multiplexed proteomic analysis of >100 human endometrial cancer cell lines and uterine leiomyoma tissues combined resulted in the quantitation of 62 pAIMs that correlate with patient race and genotype-confirmed ancestry. Candidates include a D451E substitution in GC vitamin D-binding protein previously associated with altered vitamin D levels in African and European populations. pAIMs will support generalized proteoancestry assessment as well as efforts investigating the impact of ancestry on the human proteome and how this relates to the pathogenesis of uterine neoplasms.

Abstract

Experiments searching for very rare processes such as neutrinoless double-beta decay require a detailed understanding of all sources of background. Signals from radioactive impurities present in construction and detector materials can be suppressed using a number of well-understood techniques. Background from in situ cosmogenic interactions can be reduced by siting an experiment deep underground. However, the next generation of such experiments have unprecedented sensitivity goals of 1028 years half-life with background rates of 10-5cts/(keV kg yr) in the region of interest. To achieve these goals, the remaining cosmogenic background must be well understood. In the work presented here, Majorana Demonstrator data are used to search for decay signatures of metastable germanium isotopes. Contributions to the region of interest in energy and time are estimated using simulations and compared to Demonstrator data. Correlated time-delayed signals are used to identify decay signatures of isotopes produced in the germanium detectors. A good agreement between expected and measured rate is found and different simulation frameworks are used to estimate the uncertainties of the predictions. The simulation campaign is then extended to characterize the background for the LEGEND experiment, a proposed tonne-scale effort searching for neutrinoless double-beta decay in Ge76.

Abstract

Study objectiveFacemask use is associated with reduced transmission of SARS-CoV-2. Most surveys assessing perceptions and practices of mask use miss the most vulnerable racial, ethnic, and socio-economic populations. These same populations have suffered disproportionate impacts from the pandemic. The purpose of this study was to assess beliefs, access, and practices of mask wearing across 15 urban emergency department (ED) populations.MethodsThis was a secondary analysis of a cross-sectional study of ED patients from December 2020 to March 2021 at 15 geographically diverse, safety net EDs across the US. The primary outcome was frequency of mask use outside the home and around others. Other outcome measures included having enough masks and difficulty obtaining them.ResultsOf 2,575 patients approached, 2,301 (89%) agreed to participate; nine had missing data pertaining to the primary outcome, leaving 2,292 included in the final analysis. A total of 79% of respondents reported wearing masks "all of the time" and 96% reported wearing masks over half the time. Subjects with PCPs were more likely to report wearing masks over half the time compared to those without PCPs (97% vs 92%). Individuals experiencing homelessness were less likely to wear a mask over half the time compared to those who were housed (81% vs 96%).ConclusionsStudy participants reported high rates of facemask use. Respondents who did not have PCPs and those who were homeless were less likely to report wearing a mask over half the time and more likely to report barriers in obtaining masks. The ED may serve a critical role in education regarding, and provision of, masks for vulnerable populations.

124. How Can We Help You? An Exploration of What Institutional Websites Reveal about First-Generation Support Services

Abstract

Institutional websites are powerful tools that communicate wide range of information. Providing access to higher education requires institutions to consider how services are communicated with a goal of engaging students from diverse populations. This study utilized a conceptual content analysis to review university and college websites to determine how information about support services for first-generation students is electronically communicated. The researchers constructed an evaluative study to assess 14 institutions to formulate a critique and extend the work of Eccles's expectancy-value theory (1984), which suggests that achievement-related choices are motivated by students' expectations for success. The results of this study found salient factors to indicate that institutions sought to provide support for first-generation students, but relevant information was not always explicitly conveyed on websites, particularly in ways most likely to engage diverse populations.

The purpose of this article is to enhance understanding of how Black female working class adult scholars cultivated support and advancement in the academy with the goal of entering the professoriate. In this critical ethnography, the authors elaborate on the concept of empowerment agent to detail how professionals within the academy created pathways to the professoriate for marginalized doctoral students. Drawing from the work of Pendakur's empowerment agent to respond to the troubling data indicating a decrease in faculty diversification, the authors propose approaches that college and university faculty, staff, and administrators can utilize to act as empowerment agents in support of marginalized adult learners. Abstract

We report on the data set, data handling, and detailed analysis techniques of the first neutrino-mass measurement by the Karlsruhe Tritium Neutrino (KATRIN) experiment, which probes the absolute neutrino-mass scale via the $\beta$-decay kinematics of molecular tritium. The source is highly pure, cryogenic T$_2$ gas. The $\beta$ electrons are guided along magnetic field lines toward a high-resolution, integrating spectrometer for energy analysis. A silicon detector counts $\beta$ electrons above the energy threshold of the spectrometer, so that a scan of the thresholds produces a precise measurement of the high-energy spectral tail. After detailed theoretical studies, simulations, and commissioning measurements, extending from the molecular final-state distribution to inelastic scattering in the source to subtleties of the electromagnetic fields, our independent, blind analyses allow us to set an upper limit of 1.1 eV on the neutrino-mass scale at a 90\% confidence level. This first result, based on a few weeks of running at a reduced source intensity and dominated by statistical uncertainty, improves on prior limits by nearly a factor of two. Abstract

We report on the light sterile neutrino search from the first four-week science run of the KATRIN experiment in~2019. Beta-decay electrons from a high-purity gaseous molecular tritium source are analyzed by a high-resolution MAC-E filter down to 40 eV below the endpoint at 18.57 keV. We consider the framework with three active neutrinos and one sterile neutrino of mass $m_{4}$. The analysis is sensitive to a fourth mass state $m^2_{4} \lesssim$ 1000 eV$^2$ and to active-to-sterile neutrino mixing down to $|U_{e4}|^2 \gtrsim 2\cdot10^{-2}$. No significant spectral distortion is observed and exclusion bounds on the sterile mass and mixing are reported. These new limits supersede the Mainz results and improve the Troitsk bound for $m^2_{4} <$ 30 eV$^2$. Abstract

The Majorana Demonstrator is a neutrinoless double-beta decay search consisting of a low-background modular array of high-purity germanium detectors, $\sim2/3$ of which are enriched to 88\% in $^{76}$Ge. The experiment is also searching for double-beta decay of $^{76}$Ge to excited states (e.s.) in $^{76}$Se. $^{76}$Ge can decay into three daughter states of $^{76}$Se, with clear event signatures consisting of a $\beta\beta$-decay followed by the prompt emission of one or two $\gamma$-rays. This results with high probability in multi-detector coincidences. The granularity of the Demonstrator detector array enables powerful discrimination of this event signature from backgrounds. Using 41.9~kg-y of isotopic exposure, the Demonstrator has set world leading limits for each e.s.\ decay of $^{76}$Ge, with 90\% CL lower half-life limits in the range of $(0.75-4.0)\times10^{24}$~y. In particular, for the $2\nu$ transition to the first $0^+$ e.s.\ of $^{76}$Se, a lower half-life limit of $7.5\times10^{23}$~y at 90\% CL was achieved., Comment: 16 pages, 11 figures

Abstract

A search has been performed for neutrinos from two sources, the $hep$ reaction in the solar $pp$ fusion chain and the $\nu_e$ component of the diffuse supernova neutrino background (DSNB), using the full dataset of the Sudbury Neutrino Observatory with a total exposure of 2.47 kton-years after fiducialization. The $hep$ search is performed using both a single-bin counting analysis and a likelihood fit. We find a best-fit flux that is compatible with solar model predictions while remaining consistent with zero flux, and set a one-sided upper limit of $\Phi_{hep} < 30\times10^{3}~\mathrm{cm}^{-2}~\mathrm{s}^{-1}$ [90% credible interval (CI)]. No events are observed in the DSNB search region, and we set an improved upper bound on the $\nu_e$ component of the DSNB flux of $\Phi^\mathrm{DSNB}_{\nu_e} < 19~\textrm{cm}^{-2}~\textrm{s}^{-1}$ (90% CI) in the energy range $22.9 < E_\nu < 36.9$~MeV., Comment: 11 pages, 6 figures

Abstract

P-type point contact (PPC) HPGe detectors are a leading technology for rare event searches due to their excellent energy resolution, low thresholds, and multi-site event rejection capabilities. We have characterized a PPC detector's response to $\alpha$ particles incident on the sensitive passivated and p+ surfaces, a previously poorly-understood source of background. The detector studied is identical to those in the MAJORANA DEMONSTRATOR experiment, a search for neutrinoless double-beta decay ($0\nu\beta\beta$) in $^{76}$Ge. $\alpha$ decays on most of the passivated surface exhibit significant energy loss due to charge trapping, with waveforms exhibiting a delayed charge recovery (DCR) signature caused by the slow collection of a fraction of the trapped charge. The DCR is found to be complementary to existing methods of $\alpha$ identification, reliably identifying $\alpha$ background events on the passivated surface of the detector. We demonstrate effective rejection of all surface $\alpha$ events (to within statistical uncertainty) with a loss of only 0.2% of bulk events by combining the DCR discriminator with previously-used methods. The DCR discriminator has been used to reduce the background rate in the $0\nu\beta\beta$ region of interest window by an order of magnitude in the MAJORANA DEMONSTRATOR, and will be used in the upcoming LEGEND-200 experiment., Comment: Accepted for publication in European Journal of Physics C

Abstract

Over the past several decades there has been a constant increase in the use of Unmanned Aerial Systems (UAS). Hence, there has also been a growth in the number of control algorithms to service the many applications embodied by these vehicles. Initially UAS were made popular by the military for Reconnaissance, Intelligence, Surveillance, and Target Acquisition (RISTA) applications. Now-a-days UAS are used for everything from crop surveys to tourism. Nowhere is this more evident than with multi-rotor Unmanned Aerial Vehicle (UAV). This paper presents a survey of control methods for multi-rotor systems, namely quadrotors. In doing so, we hope to visualize a clear path to what additional capabilities might be needed in the future. In our examination, we review many of the notable research organizations and their efforts to expand the utility of multirotor aircraft. Abstract

Imperfections in analog-to-digital conversion (ADC) cannot be ignored when signal digitization requirements demand both wide dynamic range and high resolution, as is the case for the Majorana Demonstrator 76Ge neutrinoless double beta decay search. Enabling the experiment's high-resolution spectral analysis and efficient pulse shape discrimination required careful measurement and correction of ADC nonlinearites. A simple measurement protocol was developed that did not require sophisticated equipment or lengthy data taking campaigns. A slope-dependent hysteresis was observed and characterized. A correction applied to digitized waveforms prior to signal processing reduced the differential and integral nonlinearites by an order of magnitude, eliminating these as dominant contributions to the systematic energy uncertainty at the double-beta decay Q value.

Abstract

Study objectiveEmergency departments (EDs) often serve vulnerable populations who may lack primary care and have suffered disproportionate COVID-19 pandemic effects. Comparing patients having and lacking a regular source of medical care and other ED patient characteristics, we assessed COVID-19 vaccine hesitancy, reasons for not wanting the vaccine, perceived access to vaccine sites, and willingness to get the vaccine as part of ED care.MethodsThis was a cross-sectional survey conducted from December 10, 2020, to March 7, 2021, at 15 safety net US EDs. Primary outcomes were COVID-19 vaccine hesitancy, reasons for vaccine hesitancy, and sites (including EDs) for potential COVID-19 vaccine receipt.ResultsOf 2,575 patients approached, 2,301 (89.4%) participated. Of the 18.4% of respondents who lacked a regular source of medical care, 65% used the ED as their usual source of health care. The overall rate of vaccine hesitancy was 39%; the range among the 15 sites was 28% to 58%. Respondents who lacked a regular source of medical care were more commonly vaccine hesitant than those who had a regular source of medical care (47% versus 38%, 9% difference, 95% confidence interval 4% to 14%). Other characteristics associated with greater vaccine hesitancy were younger age, female sex, Black race, Latinx ethnicity, and not having received an influenza vaccine in the past 5 years. Of the 61% who would accept a COVID-19 vaccine, 21% stated that they lacked a primary physician or clinic at which to receive it; the vast majority (95%) of these respondents would accept the COVID-19 vaccine as part of their care in the ED.ConclusionED patients who lack a regular source of medical care are particularly hesitant regarding COVID-19 vaccination. Most COVID-19 vaccine acceptors would accept it as part of their care in the ED. EDs may play pivotal roles in COVID-19 vaccine messaging and delivery to highly vulnerable populations.

147. Designing at the Margins: How Senior School District Leaders of Color Learn to Enact Equitable Policies and Practices

Abstract

One central theory undergirding the Equity by Design (ExD) Community of Practice (CoP) is that building the capacity of district teams, composed primarily of leaders of color, to transform organizations has the potential to create conditions for more equitable outcomes for historically marginalized students. Caroline Hill, the CoP facilitator, used the Equity Action Framework Tool (EAFT), empathy interviews, and equity walks during in-person convenings, webinars, and local collaborations to deepen participants’ learning. The CoP was comprised of district leaders of color (n = 27) from five school districts in the Midwest and East Coast, all of whom served predominantly students of color who also qualified for free or reduced lunch.We use the EAFT, a research-based tool of individual and collective leadership dispositions and competencies, to test ExD’s theory of action. Specifically, we explored three research questions:Research Question 1: How do school district leaders of color participating in the ExD CoP learn to design and implement equitable policies and practices aimed at closing persistent opportunity gaps?Research Question 2: To what degree do school district leaders of color change policies and practices aimed at closing persistent opportunity gaps after participating in a CoP?Research Question 3: To what degree do school district leaders of color describe changes in their policies and practices aimed at closing persistent opportunity gaps after participating in a CoP?First, we found that CoP members learned to design and implement equitable policies and practices aimed at closing opportunity gaps through the use of (a) skillful facilitation, (b) learning about the past to design for the future, and (c) core characteristics of the CoP.Second, after analyzing pre-, mid- and post-survey responses, we found that participants reported that their greatest learning was in the areas of (a) being able to assess the will, skill, knowledge, and capacity of the organization to disrupt inequitable policies and practices; and (b) developing a theory of change to disrupt inequitable policies and practices based on an analysis of data.Third, we found that school closure and reopening plans due to the COVID-19 pandemic created a unique opportunity to understand how school systems were applying their learning from the CoP to design policies and practices aimed at closing persistent opportunity gaps.We provide four important recommendations for the ExD portfolio as it continues to deepen and sustain its impact aimed at supporting school district leaders of color to design equitable policies and practices: (a) continued support for the ExD CoP beyond the initial 1-year period; (b) focus on practice in particular in the next iteration of the CoP; (c) include a 3 geographic representation of schools in future CoPs that account for both charter and traditional public schools; and (d) continue to use the EAFT in future CoPs to deepen and sustain ExD team members’ capacity to design equitable policies and practices.
