Vonortas The complex nature of business motives to engage in cooperative agreements requires the formulation of analytical frameworks that can accommodate overlapping elements of various theoretical perspectives on strategic technical alliances. The relevant theoretical perspectives include several major conceptual orientations of strategic management such as the competitive force, strategic behaviour, resource-based view of the firm, strategic network, dynamic capabilities, and the strategic options perspective. An analytical framework is sketched out in this paper that incorporates the full life cycle of an alliance - formation, operation, dissolution. The alliance formation part of this framework is used to outline the international technological cooperation strategies of three large Taiwanese electronics firms.

An introduction is presented in which the editor discusses innovation activities and management of state-owned enterprises and the effect of these innovations on the private sector which include firms within their respective value chains.

The article highlights the challenges of benchmarking the science, technology and innovation (STI) policy mix between countries. A benchmarking concept is developed to compare policies across countries, which takes account of country structural features, the way policies are embedded in the national STI policy context and the country's development stage. We focus on policies aiming at fostering technology transfer and commercialisation of public research in selected OECD and emerging economies, drawing on the recent EC/OECD STI Outlook Policy database. Countries combine instruments across different policy domains, including business innovation, entrepreneurship and industrial policies in accordance with their public research orientation and business absorptive capacities. Policy interventions focus on upstream and/or downstream stages of knowledge transfer as attention is given to adjusting the supply of public research to social and economic needs or to encouraging business demand for public research results. Transfer and commercialisation of public research is increasingly integrated into STI policy governance. Policy sets for knowledge transfer tend to be denser in more advanced STI systems. Despite the importance of corporate foresight for innovation management, scholars have yet to identify the organisational processes through which corporate foresight influences a company’s innovativeness. Drawing on the resource-based view and dynamic capabilities theory, we developed a model and posited that the effect of corporate foresight on innovativeness is mediated by organisational learning, while the relationship between corporate foresight and organisational learning is moderated by integrative capabilities. We conducted an empirical study in the manufacturing industry and found support for the study model, in which the indirect effect of corporate foresight on innovativeness through organisational learning was conditional on the level of integrative capabilities. This study has theoretical and practical implications for a more nuanced understanding of corporate foresight and its effect on innovation management. [ABSTRACT FROM AUTHOR]

This paper deals with R&D priority setting. It advocates the introduction of strategic capital budgeting methodologies that will unite the hitherto largely independent processes of strategic planning and capital budgeting. Significant advances in economics and finance theory regarding valuing derivative securities, such as futures and options, and in computing power over the past 20 years make it feasible now to capture in explicit analytical terms the flexibility inherent in active strategy and management of R&D resources. R&D strategies can now be analyzed as chains of ‘real options’. The methodology can, in principle, be applied to all kinds of research investments, including longer-term, more basic research.
