Abstract

The current trend towards larger diameter space-based and ground-based telescopes reflects both improvements in manufacturing technology and the need for more light-gathering capability. Although ground telescopes can continue to grow in diameter using previous manufacturing and assembly techniques, spacebased telescope mirror diameters are limited by the fairing size of a single launch vehicle. Looking towards the future, the demand for larger diameter primary mirrors is expected to quickly outgrow the size of a single launch vehicle fairing. In this case, the only viable option for a larger diameter space telescope will be on-orbit assembly. This paper provides a preliminary framework to optimize the architectural trade-space of in-space assembled telescopes as well as a metric to quantify the relative cost of the designs. Key parameters driving the architecture of such a system were identified and enumerated. These include primary mirror segment size, raft (i.e., unit of segments ready for assembly) geometry and configuration, in-space assembly location, and launch vehicle selection. The results of the paper are presented through a Pareto Analysis which ultimately describes the optimal architecture against the trade-space considered. This includes design of fuel-efficient trajectories generated from the Circular Restricted Three-Body problem for transfer of components to the assembly and mission locations (e.g., Earth-Moon L1, Sun-Earth L2). La presente investigación denominada: Diseño de sistema de un control interno para la gestión de bienes patrimoniales en la Municipalidad Distrital de Pacanga, Chepén, en la cual se realizó un análisis preliminar pudiéndose apreciar deficiencias en la gestión de bienes patrimoniales, como consecuencia de ello no se logran cumplir con las metas y/u objetivos establecidos por la entidad; por lo que se plantea como objetivo general proponer un sistema de control interno para mejorar la gestión de bienes patrimoniales en la Municipalidad de Pacanga – 2019, objetivos específicos –Diseñar un sistema de control interno para la gestión de bienes patrimoniales en la municipalidad distrital de Pacanga. - Diagnosticar los bienes patrimoniales de la municipalidad distrital de Pacanga –Proponer acciones de mejora, relacionadas al cumplimiento del sistema de control interno, aplicable al área de control patrimonial. La justificación de estudio está enmarcada en mejorar la gestión de los bienes patrimoniales de la municipalidad distrital de Pacanga a través de un sistema de control interno, el cual permitirá que el área de control patrimonial y la entidad, realicen un trabajo de acuerdo a normas y procedimientos planteados; La hipótesis que se plantea es el diseño de un sistema de control interno mejorará la gestión de bienes patrimoniales. La población bajo estudio estuvo conformada por los trabajadores de la unidad de control patrimonial. Asimismo, la investigación tiene un enfoque mixto cualitativo – cuantitativo, teniendo como diseño el explicativo secuencial. Se aplicó una entrevista a los trabajadores de la unidad de control patrimonial en la cual se apreció que los bienes muebles en estado nuevo, el 71.4% no han sido registrados con el alta respectiva, a comparación de un 28.6% que si registro el alta. Mencionando además que no se cuenta con directivas o procedimientos para una mejor gestión de los bienes patrimoniales. Average citizens, psychotherapists, and political circles in the US have little awareness of the psychological implications of the Puerto Ricans' sociopolitical dilemma faced under US colonial domination. This lack of awareness marginalizes those Puerto Rican clients who are seeking psychotherapy. An examination of four cases, involving a combination of clients and therapists, reveals that there is little recognition of the psychological implications of colonial domination in the treatment process.

Abstract

National, state, and local education reform agendas have been on a fast track for more than a decade. Although some psychologists have been active in promoting psychology and psychological services in education reform initiatives, knowledge about their efforts is fragmented. In order to educate psychologists about education reform, this article highlights the impetus for the recent education reform movement, briefly reviews the latest waves of education reform, and discusses the development of the National Education Goals. Then, an argument is made for the integration of education, health, and social reform initiatives; state-level education reform principles and initiatives are highlighted, illustrated by the systemic education reform mandate in Kentucky Next, progress toward the development and implementation of an APA-sponsored response to the National Education Goals is discussed. Finally, objectives and roles for psychologists in advancing education reform are presented, and guidelines for the education and training of future psychologists are introduced.

Abstract

BackgroundIt has been postulated that short wait time before liver transplant (LT) for hepatocellular carcinoma (HCC) results in the inclusion of tumors with aggressive biology, but prolonged wait time could result in a shift to more aggressive tumor behavior. We therefore test the hypothesis that a wait time "sweet spot" exists with a lower risk for HCC recurrence compared with the other 2 extremes.MethodsThis multicenter study included 911 patients from 3 LT centers with short, medium, and long wait times (median of 4, 7, and 13 months, respectively) who received Model for End Stage Liver Disease exception listing for HCC from 2002 to 2012.ResultsWait time, defined as time from initial HCC diagnosis to LT, was less than 6 months in 32.4%, 6 to 18 months in 53.7%, and greater than 18 months in 13.9%. Waitlist dropout was observed in 18.4% at a median of 11.3 months. Probability of HCC recurrence at 1 and 5 years were 6.4% and 15.5% with wait time of less than 6 or greater than 18 months (n = 343) versus 4.5% and 9.8% with wait time of 6 to 18 months (n = 397), respectively (P = 0.049). When only pre-LT factors were considered, wait time of less than 6 or greater than 18 months (HR, 1.6; P = 0.043) and AFP greater than 400 at HCC diagnosis (HR, 3.0; P < 0.001) predicted HCC recurrence in multivariable analysis.ConclusionsThis large multicenter study provides evidence of an association between very short (18 months) wait times and an increased risk for HCC recurrence post-LT. The so-called sweet spot of 6 to 18 months should be the target to minimize HCC recurrence.

The occurrence of infection with the human immunodeficiency virus type 1 (HIV-1) and its progression to AIDS were analyzed in 202 homosexual men, with respect to whether the men smoked cigarettes. When smokers and nonsmokers who were all seronegative (showing no signs of HIV infection) were compared, it was found that smokers were more likely than nonsmokers to become seropositive, meaning to develop antibodies to HIV-1, during the six-year follow-up period. Cigarette smoking may have an adverse effect upon the immune system, making the individual more vulnerable to HIV infection; other studies have shown that the immune system is altered by cigarette smoking. No differences were seen in the development of AIDS or pneumonia caused by Pneumocystis carinii among those infected with HIV-1, when smokers were compared with nonsmokers. Therefore, smoking does not appear to have an effect on the clinical results of infection, but it may affect the development of infection. Abstract

Two hundred and seventy-three homosexual men were questioned about their sexual practices and their knowledge of their status in regard to human immunodeficiency virus (HIV) infection over the past 12 months. Among the subjects, 134 men were from New York City and Washington, D.C., and 139 men were from Copenhagen and Aarhus, Denmark. With regard to sexual practices, 70 percent of Danish men and 63 percent of American men had anal intercourse within the previous year. Awareness of one's own state of HIV infection did not influence participation in anal intercourse, number of sexual partners, or use of condoms. Less than one-quarter of both Danish and American men asked their potential partners about their HIV status, specifically whether the partner had HIV infection. Of the men who did question their partners about their HIV status, those who were HIV negative were unlikely to become involved with men who were positive, and vice versa. In comparison with American men, Danish men were more likely to have monogamous or single-partner relationships and anal intercourse without a condom. Fourteen percent of American men and 21 percent of Danish men were unaware of their HIV status, whereas 52 percent of American men and 31 percent of Danish men were unaware of the HIV status of partners with whom they had anal intercourse. The overall results show that only 32 percent of American and 53 percent of Danish homosexual men were practicing safe sex. A better awareness of HIV status is needed among homosexual men. One application of this host of activities, which includes rendezvous, capture, and docking, is on-orbit assembly and servicing of spacecraft. It is believed that the maturation of this technology could usher in a new era of space technology featuring modular construction of large spacecraft or habitats for exploration and tourism, assembly of large-aperture space telescopes unconstrained by launch vehicle size, and reconfigurable structures for mission adaptability. Furthermore, this technology could extend to capture and repair high asset spacecraft by replacing modular components, all without the need to risk human lives. This thesis seeks to contribute to the development of this technology by focusing on one of its most critical aspects: robust state estimation between the autonomous agents. Several estimation frameworks exist that can be applied. However, two state estimators were specifically chosen, implemented, verified, and validated for reasons discussed in the text. First, a practical method of implementation of an Unscented Kalman Filter for two active, cooperative, autonomously docking satellites that overcomes latency issues from low frequency vision-based relative-pose measurements is presented. Second, a factor graph based incremental smoothing estimator for the same application is implemented, which can be shown to provide robustness to several failures characteristic of the filtering framework. A detailed analysis enumerating the strengths and weaknesses of the two frameworks is provided, as well as the verification and validation of the two estimators via the SPHERES testbed from both a 3-DOF planar air bearing facility and the playback of data sets collected from the International Space Station 6-DOF test environment., by William D.
