101. An Uneasy Engagement: Chinese Ideas of Global Order and Justice in Historical Perspective

Abstract

Mitter's study argues that until the late Qing, concepts of international order and justice were alien to China's imperial rulers. Subsequently, however, in the nineteenth and early twentieth centuries, China perceived itself to be the victim in an unjust world of aggressive, powerful, Western states. Contemporary Chinese perceptions of a just international order have been shaped by such past experiences and encompass a strong element of restitution. Its justice claims start with the Chinese state itself rather than with the needs of a broader global community.

Abstract

A powerful element in twentieth-century Chinese politics has been the myth of Chinese resistance to Japan's seizure of Manchuria in 1931. Investigating the shifting alliances of key players in that event, Rana Mitter traces the development of the narrative of resistance to the occupation and shows how it became part of China's political consciousness, enduring even today. After Japan's September 1931 military strike leading to a takeover of the Northeast, the Chinese responded in three major ways: collaboration, resistance in exile, and resistance on the ground. What motives prompted some Chinese to collaborate, others to resist? What were conditions like under the Japanese? Through careful reading of Chinese and Japanese sources, particularly local government records, newspapers, and journals published both inside and outside occupied Manchuria, Mitter sheds important new light on these questions.

Abstract

Henriot and Yeh have produced a rich and highly readable volume on Shanghai during the 1937–1945 Japanese occupation period. Many of the path-breaking essays are based on primary sources from newly accessible Shanghai archives.The volume is divided into three sections, broadly on economic, political and cultural history. In the first section, Christian Henriot and Parks Coble both demonstrate that the Shanghai capitalists left in the city were caught in a tight situation: they had little choice but to co-operate with the Japanese, who wanted to make Shanghai into another economic powerhouse in their Co-Prosperity Sphere but who were also exploitative and driven by military rather than commercial needs. On the other hand, the exiled Nationalists considered Chinese businessmen who co-operated with Japan to be collaborators, rendering them vulnerable to assassination during the war and condemnation after it. Frederic Wakeman explores the way in which smuggling became part of the economic and cultural landscape in supplying wartime Shanghai, and Sherman Cochran looks at a “fixer,” Xu Guanqun, who played for high stakes selling medicines across enemy lines, demonstrating that the neutral “island” of the foreign concessions in Shanghai from 1937 to 1941 was hardly an impermeable one. Allison Rottmann completes this section by rethinking the rural narrative of Communist Revolution, showing that Shanghai helped to supply and shape the politics of the central China base area.

Abstract

In the early 20th century, the cognoscenti put forward a rival to Shanghai as their nominee for the title of “Paris of the East” – the far north-eastern city of Harbin. As they pointed out, although it took weeks for goods or people to make their way by sea to Shanghai, Harbin was accessible from Europe in just a few days via the Trans-Siberian railway. A cosmopolitan, colonial place, Harbin was, like Shanghai, a product of late 19th-century imperialism, but in this case based on railways rather than shipping, and with the Russians, not the British, as the driving force.

Abstract

China is now poised to take a key role on the world stage, but in the early twentieth century the situation could not have been more different. Rana Mitter goes back to this pivotal moment in Chinese history to uncover the origins of the painful transition from a premodern past into a modern world. By the 1920s the seemingly civilized world shaped over the last two thousand years by the legacy of the great philosopher Confucius was falling apart in the face of western imperialism and internal warfare. Chinese cities still bore the imprints of its ancient past with narrow, lanes and temples to long-worshipped gods, but these were starting to change with the influx of foreign traders, teachers, and missionaries, all eager to shape China's ancient past into a modern present. Mitter takes us through the resulting social turmoil and political promise, the devastating war against Japan in the 1940s, Communism and the Cultural Revolution of the 1960s, and the new era of hope in the 1980s ended by the Tian'anmen uprising. He reveals the impetus behind the dramatic changes in Chinese culture and politics as being China's'New Culture'- a strain of thought which celebrated youth, individualism, and the heady mixture of strange and seductive new cultures from places as far apart as America, India, and Japan.
