This paper is concerned with the interpretation and assessment of mental workload, and in particular assessment of the load imposed by the work system. It highlights a framework created to direct the development of workload assessment tools capable of assessing the dimensions most relevant to the population being studied, in our case railway signallers. A tool to capture the operational demands on the rail signaller was required to evaluate the load from the system they operated. This paper justifies the need for, and describes the development of, the Operational Demand Evaluation Checklist (ODEC), using techniques like repertory grid with active signallers. The practical experience of the development, evaluation, live use and validation of ODEC is discussed and the paper concludes by suggesting that the approach could be adopted to interpret the concept of workload in other work domains., (Copyright (c) 2009 Elsevier Ltd. Network Rail, who own the railway infrastructure in the UK, have been interested in the assessment of mental workload (MWL) of signallers and control staff for some years. A new model of MWL has been proposed within which to develop a suite of new MWL analytical and empirical assessment tools. One of these is the Integrated Workload Scale (IWS), developed and tested for signallers. This paper describes the development of the IWS and its subsequent testing within two full-scale simulator trials with an NX (entry/exit) panel and an Integrated Electrical Control Centre (IECC) system, and then in the field at signal boxes. The IWS has proven to be a valuable measure of individually experienced peaks and troughs in workload over a period of time or within a particular set of scenarios. It is acceptable to signallers and maps well onto assessments of expected workload on the basis of timeline analysis and subject matter expert commentaries.

Relatively little is known about the substance abuse treatment need patterns and experiences of youth incarcerated in the United States juvenile justice system. To address this issue, four analytic questions concerned with understanding the predictors of treatment need and utilization patterns among adolescents entering the juvenile corrections system are examined. Data analyzed were collected as part of a face-to-face survey of 401 youth who entered the Illinois juvenile correctional system in mid-2000. Overall, need for treatment and treatment utilization each were predicted by sets of social environmental and personal characteristics, in addition to several sociodemographic variables. Less than half of youth with an identified need for treatment reported receiving treatment. Considerable variability in the effects of demographic and social environmental indicators on treatment need and utilization across race groups also was observed. These findings underscore the need for the continual development of the cultural competence of treatment providers and the expansion of on-site provision of substance abuse treatment services to incarcerated juveniles.

This study examined the prevalence of alcohol- and substance-related disorders in a random sample of 627 adult probationers in Illinois. The investigation also explored the prevalence of major psychiatric disorders and their co-occurrences with alcohol and substance use disorders. To detect the presence of psychiatric disorders, researchers employed standardized assessment tools based on Diagnostic and Statistical Manual of Mental Disorders criteria. Overall, results showed that probationers had significantly higher rates of psychiatric disorders, substance use disorders, and co-occurring disorders compared with persons in the general population. In light of these findings, probation administrators are urged to invest more resources in treating drug use, mental illness, and codisorders, the latter of which is associated with a higher risk of violent behaviors.

About 100 million workers in the European Community commute to and from work daily. A review of the available data shows that commuting has increased in recent decades as rising car ownership has produced a more dispersed pattern of residential and job locations. In general, average commuting durations are falling, although average commuting distances are increasing as a result of faster commuting modes. However, the number of very long duration journeys have also increased, albeit from a small level. Up to now most research has focused on transport and land use issues, while very few studies have dealt with its impact on health, safety and social life of the workers. The available data indicate commuting to be a stress factor not only because of transport modes, but also by its interference with living and working conditions: namely, reduction of time available for discretionary leisure activities and increased absenteeism at workplace. Long-term effects on health have not been adequately investigated. Well integrated policies and strategies concerning the different aspects of this problem (transport, health, work organization, residential planning) must be developed both at the local and international levels to facilitate adequate solutions for this stressful condition.

This report summarizes the main results of research promoted by the European Foundation for the Improvement of Living and Working Conditions, concerning the impact of commuting on the health and safety of workers. An empirical study, carried out among 1167 industrial Italian workers, shows that "commuters" (workers whose journey from home to work usually does not take less than 45 min in each direction) experienced a more stressed life-style than did "non commuters" (whose journey does not take more than 20 min). Commuting appears for many workers to be a necessity which is imposed by external factors, such as the housing market and job opportunities. Commuting is shown to interfere with patterns of everyday life by restricting free-time and reducing sleeping time. A majority of commuters use public transport mainly because of cost. Public transport commuters have problems due to more changes between modes, idle waiting times and delays leading to late arrival at work. Inside transport modes, commuters suffered discomfort as a result of overcrowding, microclimatic conditions, noise and vibrations. Commuters also reported higher psychological stress scores, more health complaints, essentially of psychosomatic nature, and greater absenteeism from work due to sickness. Commuting, in addition to shiftwork, further increases sleep problems, psychosomatic complaints and difficulties with family and social life. Women commuters were at a greater disadvantage than men, having more family difficulties, more travelling complaints and higher absenteeism.
