This STScI Working Group (WG) was charged with soliciting community feedback and evaluating the strategic planning for exoplanet science with JWST and HST given the high quality of exoplanet observations, the significantly lengthened mission lifetime for JWST, and the pronounced expansion of the field over the last decade. We were charged with identifying key science themes, providing recommendations on issues associated with optimal timing and scale of resources, as well as providing a recommended DDT concept achievable with 500 hours of JWST time. We recommend a DDT concept to survey the atmospheres of rocky-M dwarf exoplanets. It is critical to quickly survey a wide sample of such targets to ascertain if they indeed host significant atmospheres, i.e., define the cosmic shoreline, and to identify high priority targets for future follow-up. It is important for this effort to occur early in the mission lifetime. In the context of strategic planning of exoplanet observations, it is useful to estimate the expected exoplanet observational commitment over JWST's lifetime. Given the current usage associated with exoplanets, extended over 20 cycles, it is anticipated that JWST will dedicate $\approx$30,000 hours to exoplanet observations. We recommend efforts to support GO-driven programs that will contribute to this unprecedented data product of JWST. Of the $\approx$30,000 hours of anticipated JWST full-mission time dedicated to exoplanets, we expect that 1/3 of it could, and perhaps inevitably would, form a comprehensive, high S/N, panchromatic, 10$^4$ hour atmospheric survey of planets. Such an observational sample would be a legacy archive that would address a broad range of science questions across various populations of planets. Non-trivial spatial topology of the Universe may give rise to potentially measurable signatures in the cosmic microwave background. We explore different machine learning approaches to classify harmonic-space realizations of the microwave background in the test case of Euclidean $E_1$ topology (the 3-torus) with a cubic fundamental domain of a size scale significantly smaller than the diameter of the last scattering surface. This is the first step toward developing a machine learning approach to classification of cosmic topology and likelihood-free inference of topological parameters. Different machine learning approaches are capable of classifying the harmonic-space realizations with accuracy greater than 99% if the topology scale is half of the diameter of the last-scattering surface and orientation of the topology is known. For distinguishing random rotations of these sky realizations from realizations of the covering space, the extreme gradient boosting classifier algorithm performs best with an accuracy of 88%. Slightly lower accuracies of 83% to 87% are obtained with the random forest classifier along with one- and two-dimensional convolutional neural networks. The techniques presented here can also accurately classify non-rotated cubic $E_1$ topology realizations with a topology scale slightly larger than the diameter of the last-scattering surface, if enough training data are provided. While information compressing methods like most machine learning approaches cannot exceed the statistical power of a likelihood-based approach that captures all available information, they potentially offer a computationally cheaper alternative. Compound flooding, where the combination or successive occurrence of two or more flood drivers leads to an extreme impact, can greatly exacerbate the adverse consequences associated with flooding in coastal regions. This paper reviews the practices and trends in coastal compound flood research methodologies and applications, as well as synthesizes key findings at regional and global scales. Systematic review is employed to construct a literature database of 271 studies relevant to compound flood hazards in a coastal context. This review explores the types of compound flood events, their mechanistic processes, and synthesizes the definitions and terms exhibited throughout the literature. Considered in the review are six flood drivers (fluvial, pluvial, coastal, groundwater, damming/dam failure, and tsunami) and five precursor events and environmental conditions (soil moisture, snow, temp/heat, fire, and drought). Furthermore, this review summarizes the trends in research methodology, examines the wide range of study applications, and considers the influences of climate change and urban environments. Finally, this review highlights the knowledge gaps in compound flood research and discusses the implications of review findings on future practices. Our five recommendations for future compound flood research are to: 1) adopt consistent definitions, terminology, and approaches; 2) expand the geographic coverage of research; 3) pursue more inter-comparison projects; 4) develop modelling frameworks that better couple dynamic earth systems; and 5) design urban and coastal infrastructure with compound flooding in mind. The presence of dual active galactic nuclei (AGN) on scales of a few tens of kpc can be used to study merger-induced accretion on supermassive black holes (SMBHs) and offer insights about SMBH mergers, using dual AGNs as merger precursors. This study uses the {\sc Romulus25} cosmological simulation to investigate the properties and evolution of dual AGNs. We first analyze the properties of AGNs ($L_{bol} > 10^{43} \rm $ erg s$^{-1}$) and their neighboring SMBHs (any SMBHs closer than 30 pkpc to an AGN) at $z \leq 2$. This is our underlying population. We then applied the luminosity threshold of $L_{bol} > 10^{43} $ erg s$^{-1}$ to the neighboring SMBHs thereby identifying dual and multiple AGNs. Our findings indicate an increase in the number of both single and dual AGNs from lower to higher redshifts. We also find that the number of dual AGNs with separations of 0.5-4 kpc is twice the number of duals with separations of 4-30 kpc. All dual AGNs in our sample resulted from major mergers. Compared to single AGNs, duals have a lower black hole-to-halo mass ratio. We found that the properties of dual AGN host halos, including halo mass, stellar mass, star formation rate (SFR), and gas mass, are generally consistent with those of single AGN halos, albeit tending towards the higher end of their respective property ranges. Our analysis uncovered a diverse array of evolutionary patterns among dual AGNs, including rapidly evolving systems, slower ones, and instances where SMBH mergers are ineffective.

With the advent of the AI Act and other regulations, there is now an urgent need for algorithms that repair unfairness in training data. In this paper, we define fairness in terms of conditional independence between protected attributes ($S$) and features ($X$), given unprotected attributes ($U$). We address the important setting in which torrents of archival data need to be repaired, using only a small proportion of these data, which are $S|U$-labelled (the research data). We use the latter to design optimal transport (OT)-based repair plans on interpolated supports. This allows {\em off-sample}, labelled, archival data to be repaired, subject to stationarity assumptions. It also significantly reduces the size of the supports of the OT plans, with correspondingly large savings in the cost of their design and of their {\em sequential\/} application to the off-sample data. We provide detailed experimental results with simulated and benchmark real data (the Adult data set). Our performance figures demonstrate effective repair -- in the sense of quenching conditional dependence -- of large quantities of off-sample, labelled (archival) data.

The present study reports the confirmation of BD-14 3065b, a transiting planet/brown dwarf in a triple-star system, with a mass near the deuterium burning boundary. BD-14 3065b has the largest radius observed within the sample of giant planets and brown dwarfs around post-main-sequence stars. Its orbital period is 4.3 days, and it transits a subgiant F-type star with a mass of $M_\star=1.41 \pm 0.05 M_{\odot}$, a radius of $R_\star=2.35 \pm 0.08 R_{\odot}$, an effective temperature of $T_{\rm eff}=6935\pm90$ K, and a metallicity of $-0.34\pm0.05$ dex. By combining TESS photometry with high-resolution spectra acquired with the TRES and Pucheros+ spectrographs, we measured a mass of $M_p=12.37\pm0.92 M_J$ and a radius of $R_p=1.926\pm0.094 R_J$. Our discussion of potential processes that could be responsible for the inflated radius led us to conclude that deuterium burning is a plausible explanation resulting from the heating of BD-14 3065b's interior. Detection of the secondary eclipse with TESS photometry enables a precise determination of the eccentricity $e_p=0.066\pm0.011$ and reveals BD-14 3065b has a brightness temperature of $3520 \pm 130$ K. We present spot properties on 32 periodic young stellar objects in IC 5070. Long term, $\sim$5 yr, light curves in the $V$, $R$, and $I$-bands are obtained through the HOYS (Hunting Outbursting Young Stars) citizen science project. These are dissected into six months long slices, with 3 months oversampling, to measure 234 sets of amplitudes in all filters. We fit 180 of these with reliable spot solutions. Two thirds of spot solutions are cold spots, the lowest is 2150 K below the stellar temperature. One third are warm spots that are above the stellar temperature by less than $\sim$2000 K. Cold and warm spots have maximum surface coverage values of 40 percent, although only 16 percent of warm spots are above 20 percent surface coverage as opposed to 60 percent of the cold spots. Warm spots are most likely caused by a combination of plages and low density accretion columns, most common on objects without inner disc excess emission in $K-W2$. Five small hot spot solutions have $<3$ percent coverage and are 3000 - 5000 K above the stellar temperature. These are attributed to accretion, and four of them occur on the same object. The majority of our objects are likely to be accreting. However, we observe very few accretion hot spots as either the accretion is not stable on our timescale or the photometry is dominated by other features. We do not identify cyclical spot behaviour on the targets. This paper introduces unified projection-free Frank-Wolfe type algorithms for adversarial continuous DR-submodular optimization, spanning scenarios such as full information and (semi-)bandit feedback, monotone and non-monotone functions, different constraints, and types of stochastic queries. For every problem considered in the non-monotone setting, the proposed algorithms are either the first with proven sub-linear $\alpha$-regret bounds or have better $\alpha$-regret bounds than the state of the art, where $\alpha$ is a corresponding approximation bound in the offline setting. In the monotone setting, the proposed approach gives state-of-the-art sub-linear $\alpha$-regret bounds among projection-free algorithms in 7 of the 8 considered cases while matching the result of the remaining case. In this report, we introduce the Gemini 1.5 family of models, representing the next generation of highly compute-efficient multimodal models capable of recalling and reasoning over fine-grained information from millions of tokens of context, including multiple long documents and hours of video and audio. The family includes two new models: (1) an updated Gemini 1.5 Pro, which exceeds the February version on the great majority of capabilities and benchmarks; (2) Gemini 1.5 Flash, a more lightweight variant designed for efficiency with minimal regression in quality. Gemini 1.5 models achieve near-perfect recall on long-context retrieval tasks across modalities, improve the state-of-the-art in long-document QA, long-video QA and long-context ASR, and match or surpass Gemini 1.0 Ultra's state-of-the-art performance across a broad set of benchmarks. Studying the limits of Gemini 1.5's long-context ability, we find continued improvement in next-token prediction and near-perfect retrieval (>99%) up to at least 10M tokens, a generational leap over existing models such as Claude 3.0 (200k) and GPT-4 Turbo (128k). Finally, we highlight real-world use cases, such as Gemini 1.5 collaborating with professionals on completing their tasks achieving 26 to 75% time savings across 10 different job categories, as well as surprising new capabilities of large language models at the frontier; when given a grammar manual for Kalamang, a language with fewer than 200 speakers worldwide, the model learns to translate English to Kalamang at a similar level to a person who learned from the same content.

We report on the detailed characterization of the HD 77946 planetary system. HD 77946 is an F5 ($M_*$ = 1.17 M$_{\odot}$, $R_*$ = 1.31 R$_{\odot}$) star, which hosts a transiting planet recently discovered by NASA's Transiting Exoplanet Survey Satellite (TESS), classified as TOI-1778 b. Using TESS photometry, high-resolution spectroscopic data from HARPS-N, and photometry from CHEOPS, we measure the radius and mass from the transit and RV observations, and find that the planet, HD 77946 b, orbits with period $P_{\rm b}$ = $6.527282_{-0.000020}^{+0.000015}$ d, has a mass of $M_{\rm b} = 8.38\pm{1.32}$M$_\oplus$, and a radius of $R_{\rm b} = 2.705_{-0.081}^{+0.086}$R$_\oplus$. From the combination of mass and radius measurements, and the stellar chemical composition, the planet properties suggest that HD 77946 b is a sub-Neptune with a $\sim$1\% H/He atmosphere. However, a degeneracy still exists between water-world and silicate/iron-hydrogen models, and even though interior structure modelling of this planet favours a sub-Neptune with a H/He layer that makes up a significant fraction of its radius, a water-world composition cannot be ruled out, as with $T_{\rm eq} = 1248^{+40}_{-38}~$K, water may be in a supercritical state. The characterisation of HD 77946 b, adding to the small sample of well-characterised sub-Neptunes, is an important step forwards on our journey to understanding planetary formation and evolution pathways. Furthermore, HD 77946 b has one of the highest transmission spectroscopic metrics for small planets orbiting hot stars, thus transmission spectroscopy of this key planet could prove vital for constraining the compositional confusion that currently surrounds small exoplanets., Comment: 19 pages, 13 figures, 5 tables. The Hawking process results in a monotonic decrease of the black hole mass, but a biased random walk of the black hole angular momentum. We demonstrate that this stochastic process leads to a significant fraction of primordial black holes becoming extremal Kerr black holes (EKBHs) of one to a few Planck masses regardless of their initial mass. For these EKBHs, the probability of ever absorbing a photon or other particle from the cosmic environment is small, even in the cores of galaxies. Assuming that EKBHs are stable, they behave as cold dark matter, and can comprise all of the dark matter if they are formed with the correct initial abundance., Comment: 11 Pages, 7 figures

Within the first few hundreds of millions of years, many physical processes sculpt the eventual properties of young planets. NASA's TESS mission has surveyed young stellar associations across the entire sky for transiting planets providing glimpses into the various stages of planetary evolution. Using our own detection pipeline, we search a magnitude-limited sample of 7219 young stars ($\leq$200 Myr) observed in the first four years of TESS for small (2-8 R$_\oplus$), short period (1.6-20 days) transiting planets. The completeness of our survey is characterized by a series of injection and recovery simulations. Our analysis of TESS 2-minute cadence and Full Frame Image (FFI) light curves recover all known TOIs, as well as four new planet candidates not previously identified as TOIs. We derive an occurrence rate of $35^{+13}_{-10}$% for mini-Neptunes and $27^{+10}_{-8}$% for super-Neptunes from the 2-minute cadence data, and $22^{+8.6}_{-6.8}$% for mini-Neptunes and $13^{+3.9}_{-4.9}$% for super-Neptunes from FFI data. To independently validate our results, we compare our survey yield with the predicted planet yield assuming Kepler planet statistics. We consistently find a mild increase in the occurrence of super-Neptunes and a significant increase in the occurrence of Neptune-sized planets with orbital periods of 6.2-12 days when compared to their mature counterparts. The young planet distribution from our study is most consistent with evolution models describing the early contraction of hydrogen-dominated atmospheres undergoing atmospheric escape and inconsistent with heavier atmosphere models offering only mild radial contraction early on., Comment: Accepted to AJ. We report a high precision measurement of electron beam polarization using Compton polarimetry. The measurement was made in experimental Hall A at Jefferson Lab during the CREX experiment in 2020. A total uncertainty of dP/P=0.36% was achieved detecting the back-scattered photons from the Compton scattering process. This is the highest accuracy in a measurement of electron beam polarization using Compton scattering ever reported, surpassing the ground-breaking measurement from the SLAC Large Detector (SLD) Compton polarimeter. Such uncertainty reaches the level required for the future flagship measurements to be made by the MOLLER and SoLID experiments.

We present details on a new measurement of the muon magnetic anomaly, $a_\mu = (g_\mu -2)/2$. The result is based on positive muon data taken at Fermilab's Muon Campus during the 2019 and 2020 accelerator runs. The measurement uses $3.1$ GeV$/c$ polarized muons stored in a $7.1$-m-radius storage ring with a $1.45$ T uniform magnetic field. The value of $ a_{\mu}$ is determined from the measured difference between the muon spin precession frequency and its cyclotron frequency. This difference is normalized to the strength of the magnetic field, measured using Nuclear Magnetic Resonance (NMR). The ratio is then corrected for small contributions from beam motion, beam dispersion, and transient magnetic fields. We measure $a_\mu = 116 592 057 (25) \times 10^{-11}$ (0.21 ppm). This is the world's most precise measurement of this quantity and represents a factor of $2.2$ improvement over our previous result based on the 2018 dataset. In combination, the two datasets yield $a_\mu(\text{FNAL}) = 116 592 055 (24) \times 10^{-11}$ (0.20 ppm). Super Rosenbluth experiments, elastic electron-proton scattering experiments that eschew traditional electron detection and opt instead for the detection of the recoiling proton, have several experimental advantages. One claimed advantage is that radiative corrections are more favorable, i.e., smaller and with less kinematic dependence. In this paper, we explore this claim by conducting Monte Carlo simulations of both Super Rosenbluth and traditional Rosenbluth experiments with different models of radiative effects. When using a model that employs the peaking approximation, we indeed confirm the reduced kinematic dependence of the radiative corrections. However, we find that more sophisticated models that avoid the peaking approximation are unable to produce numerically stable results, due to a large enhancement to the cross section for bremsstrahlung radiation from the proton when the momentum transfer, $Q^2$, approaches zero. Since this enhancement is not modelled in the peaking approximation, a more robust approach to radiative corrections in Super Rosenbluth experiments is needed., Comment: 15 pages, 6 figures (10 total panels)

We derive iterative scaling algorithms of the Sinkhorn-Knopp (SK) type for constrained optimal transport. The constraints are in the form of prior-imposed zeroes in the transport plan. Based on classical Bregman arguments, we prove asymptotic convergence of our algorithms to a unique optimal solution. New insights obtained from the convergence proof are highlighted. An example from electrical vehicle charging in a smart city context is outlined, in which the prior zero-constraints prevent energy from being transported from some providers to some vehicles., Comment: Submitted for publication

We present a dedicated transit and radial velocity survey of planets orbiting subgiant stars observed by the TESS Mission. Using $\sim$$16$ nights on Keck/HIRES, we confirm and characterize $12$ new transiting planets -- $\rm TOI-329\,b$, $\rm HD\,39688\,b$ ($\rm TOI-480$), $\rm TOI-603\,b$, $\rm TOI-1199\,b$, $\rm TOI-1294\,b$, $\rm TOI-1439\,b$, $\rm TOI-1605\,b$, $\rm TOI-1828\,b$, $\rm HD\,148193\,b$ ($\rm TOI-1836$), $\rm TOI-1885\,b$, $\rm HD\,83342\,b$ ($\rm TOI-1898$), $\rm TOI-2019\,b$ -- and provide updated properties for 9 previously confirmed TESS subgiant systems ($\rm TOI-197$, $\rm TOI-954$, $\rm TOI-1181$, $\rm TOI-1296$, $\rm TOI-1298$, $\rm TOI-1601$, $\rm TOI-1736$, $\rm TOI-1842$, $\rm TOI-2145$). We also report the discovery of an outer, non-transiting planet, $\rm TOI-1294\,c$ ($P=160.1\pm2.5$ days, $M_{\mathrm{p}}=148.3^{+18.2}_{-16.4} \,M_{\oplus}$), and three additional stars with long-term RV trends. We find that at least $19\pm8\%$ of subgiants in our sample of $21$ stars have outer companions, comparable to main-sequence stars. We perform a homogeneous analysis of the stars and planets in the sample, with median uncertainties of $3\%$, $8\%$ and $15\%$ for planet radii, masses and ages, doubling the number of known planets orbiting subgiant stars with bulk densities measured to better than $10\%$. We observe a dearth of giant planets around evolved stars with short orbital periods, consistent with tidal dissipation theories that predict the rapid inspiral of planets as their host stars leave the main sequence. We note the possible evidence for two distinct classes of hot Jupiter populations, indicating multiple formation channels to explain the observed distributions around evolved stars. In this fourth paper from the AGORA Collaboration, we study the evolution down to redshift $z=2$ and below of a set of cosmological zoom-in simulations of a Milky Way mass galaxy by eight of the leading hydrodynamic simulation codes. We also compare this CosmoRun suite of simulations with dark matter-only simulations by the same eight codes. We analyze general properties of the halo and galaxy at $z=4$ and 3, and before the last major merger, focusing on the formation of well-defined rotationally-supported disks, the mass-metallicity relation, the specific star formation rate, the gas metallicity gradients, and the non-axisymmetric structures in the stellar disks. Codes generally converge well to the stellar-to-halo mass ratios predicted by semi-analytic models at $z\sim$2. We see that almost all the hydro codes develop rotationally-supported structures at low redshifts. Most agree within 0.5 dex with the observed MZR at high and intermediate redshifts, and reproduce the gas metallicity gradients obtained from analytical models and low-redshift observations. We confirm that the inter-code differences in the halo assembly history reported in the first paper of the collaboration also exist in CosmoRun, making the code-to-code comparison more difficult. We show that such differences are mainly due to variations in code-dependent parameters that control the time-stepping strategy of the gravity solver. We find that variations in the early stellar feedback can also result in differences in the timing of the low-redshift mergers. Mixup is a data augmentation strategy that employs convex combinations of training instances and their respective labels to augment the robustness and calibration of deep neural networks. Despite its widespread adoption, the nuanced mechanisms that underpin its success are not entirely understood. The observed phenomenon of Neural Collapse, where the last-layer activations and classifier of deep networks converge to a simplex equiangular tight frame (ETF), provides a compelling motivation to explore whether mixup induces alternative geometric configurations and whether those could explain its success. In this study, we delve into the last-layer activations of training data for deep networks subjected to mixup, aiming to uncover insights into its operational efficacy. Our investigation, spanning various architectures and dataset pairs, reveals that mixup's last-layer activations predominantly converge to a distinctive configuration different than one might expect. In this configuration, activations from mixed-up examples of identical classes align with the classifier, while those from different classes delineate channels along the decision boundary. Moreover, activations in earlier layers exhibit patterns, as if trained with manifold mixup. These findings are unexpected, as mixed-up features are not simple convex combinations of feature class means (as one might get, for example, by training mixup with the mean squared error loss). By analyzing this distinctive geometric configuration, we elucidate the mechanisms by which mixup enhances model calibration. To further validate our empirical observations, we conduct a theoretical analysis under the assumption of an unconstrained features model, utilizing the mixup loss. We analyze and compare the satellite halo populations at $z\sim2$ in the high-resolution cosmological zoom-in simulations of a $10^{12}\,{\rm M}_{\odot}$ target halo ($z=0$ mass) carried out on eight widely-used astrophysical simulation codes ({\sc Art-I}, {\sc Enzo}, {\sc Ramses}, {\sc Changa}, {\sc Gadget-3}, {\sc Gear}, {\sc Arepo-t}, and {\sc Gizmo}) for the {\it AGORA} High-resolution Galaxy Simulations Comparison Project. We use slightly different redshift epochs near $z=2$ for each code (hereafter ``$z\sim2$') at which the eight simulations are in the same stage in the target halo's merger history. After identifying the matched pairs of halos between the {\it CosmoRun} simulations and the DMO simulations, we discover that each {\it CosmoRun} halo tends to be less massive than its DMO counterpart. When we consider only the halos containing stellar particles at $z\sim2$, the number of satellite {\it galaxies} is significantly fewer than that of dark matter halos in all participating {\it AGORA} simulations, and is comparable to the number of present-day satellites near the Milky Way or M31. The so-called ``missing satellite problem' is fully resolved across all participating codes simply by implementing the common baryonic physics adopted in {\it AGORA} and the stellar feedback prescription commonly used in each code, with sufficient numerical resolution ($\lesssim100$ proper pc at $z=2$). We analyze the circumgalactic medium (CGM) for eight commonly-used cosmological codes in the AGORA collaboration. The codes are calibrated to use identical initial conditions, cosmology, heating and cooling, and star formation thresholds, but each evolves with its own unique code architecture and stellar feedback implementation. Here, we analyze the results of these simulations in terms of the structure, composition, and phase dynamics of the CGM. We show properties such as metal distribution, ionization levels, and kinematics are effective tracers of the effects of the different code feedback and implementation methods, and as such they can be highly divergent between simulations. This is merely a fiducial set of models, against which we will in the future compare multiple feedback recipes for each code. Nevertheless, we find that the large parameter space these simulations establish can help disentangle the different variables that affect observable quantities in the CGM, e.g., showing that abundances for ions with higher ionization energy are more strongly determined by the simulation's metallicity, while abundances for ions with lower ionization energy are more strongly determined by the gas density and temperature., Comment: 32 pages, 17 figures.
