Urban water managers around the world are adopting decentralized water supply systems, often in combination with centralized systems. While increasing demand for water arising from population growth is one of the primary reasons for this increased adoption of alternative technologies, factors such as climate change, increased frequency of extreme weather events and rapid urbanization also contribute to an increased rate of adoption of these technologies. This combination of centralized-decentralized water systems approach is referred to as "hybrid water supply systems" and is based on the premise that the provision of alternative water sources at local scales can both extend the capacity of existing centralized water supply infrastructures, and improve resilience to variable climatic conditions. It is important to understand, however, that decentralized water production and reuse may change the flow and composition of wastewater and stormwater, thereby potentially also having negative impacts on its effectiveness and performance. This paper describes a framework to assess the interactions between decentralized water supply systems and existing centralized water servicing approaches using several analytical tools, including water balance modelling, contaminant balance modelling and multi-criteria decision analysis. The framework enables the evaluation of impacts due to change in quantity and quality of wastewater and stormwater on the existing centralized system arising from the implementation of hybrid water supply systems. The framework consists of two parts: (1) Physical system analysis for various potential scenarios and (2) Ranking of Scenarios. This paper includes the demonstration of the first part of the framework for an area of Melbourne, Australia by comparing centralized water supply scenario with a combination of centralized water supply and reuse of treated waste water supply scenario. This paper presents a critical review of the physical impacts of decentralized water supply systems on existing centralized water infrastructures. This paper highlights the combination of centralized and decentralized systems, which is referred to as hybrid water supply systems. The system is hypothesized to generate more sustainable and resilient urban water systems. The basic concept is to use decentralized water supply options such as rainwater tanks, storm water harvesting and localized wastewater treatment and reuse in combination with centralized systems. Currently the impact of hybrid water supply technologies on the operational performance of the downstream infrastructure and existing treatment processes is yet to be known. The paper identifies a number of significant research gaps related to interactions between centralized and decentralized urban water services. It indicates that an improved understanding of the interaction between these systems is expected to provide a better integration of hybrid systems by improved sewerage and drainage design, as well as facilitate operation and maintenance planning. In a study to identify strategies to deal with rapid urbanization and threatening climate change, in Can Tho City, Vietnam, a survey of 1200 households was undertaken to investigate water access and sanitation services. The survey targeted three different groups based on their access to water services: (a) those with piped water supply, (b) without piped water, and (c) a mix of (a) and (b). Socio-economic factors and level of urbanization significantly influenced the different water sources accessed by households and their type of sanitation. Results indicated that householders often employed multiple water sources in an attempt to match source with intended use. The use of multiple water sources, levels of sanitation and the quality of water were found to be good indicators of reported rates of illness. Results also showed that the provision of piped water does not always provide the desired health outcomes, as the definition of adequate water supply does not include water quality objectives. Therefore, more detailed assessments may be required to understand how people use and access water and sanitation, and the impacts on public health. [ABSTRACT FROM PUBLISHER]

This paper presents an integrated analysis of the costs and benefits of carefully constructed scenarios for the electrification of transport in Australia. Scenarios were constructed to responsively meet increased electricity demand, whilst maximising emission reduction, household finances and public health benefits. The scenarios bundle several technologies, including charging infrastructure, electric vehicles, home battery systems, and renewable energy. The fastest, mission-style, adoption scenario can reduce emissions by 9% of the 2030 carbon budget and reduce the loss of life by 24,000 by 2042. In all scenarios, government expenditure is dwarfed by the estimated public benefits, and households are nearly always better off in the medium to long term. Demonstrating the feasibility and advantages of surface transportation electrification in Australia, which presents cross-sections of rural and urban infrastructure, traffic and a large, socially and politically diverse population, provides broadly applicable evidence of the feasibility of electrification in other jurisdictions. Sustainable Urban Water Management (SUWM) approaches highlighted in this special issue have the potential to contribute to the transformation of urban water systems. The aim of the transformation is to accommodate population and economic growth and at the same time enable a system which is environmentally sustainable and resilient to future challenges such as climate change. These approaches have increasingly entered mainstream dialogue over the last ten years as knowledge on the approaches has developed, and there is an acceptance that there needs to be a change to how urban water systems are designed and operated. However, there are still a range of aspects of these approaches that are maturing and require further research to realize the objectives of SUWM. The issue explored supply-side interventions, such as rainwater harvesting and stormwater harvesting, demand-side interventions, and water storage solutions that have the potential to enable a range of recycling technologies. The issue also highlighted a novel method for better managing the integrity of a conventional sewer system. Furthermore, there are articles that explore methods for integrated assessments, integrated decision making and an exploration of what factors may promote community adoption of technology.
