The article is devoted to the Soviet-American relationship in the beginning of the Great Patriotic War when intensive interaction between 2 countries began which was determined by necessity to defeat common enemy-aggressive fascist-military alliance of Germany, Japan, Italy and their satellites. Official position of the USA administration from the very beginning of the Great Patriotic War was very watchful. But as the heroic fight of the Red Army was reaching its highest point Franklin Delano Roosevelt and his close associates started to express the opinion about more active collaboration with anti-Hitler coalition. Important mile stone for development of Soviet-American relationship was the visit of H. Hopkins - influential American diplomat and devoted friend of the President Roosevelt - to Moscow. The purpose of Hopkins' mission was discussion of possibility of American military and economic aid to the Soviet Union in the framework of lend-lease program. © IDOSI Publications, 2014.

Nations are not always at war and militaries are not always in combat. As a result, countries often employ their militaries in ways other than combat operations. Historically studied as security or defense cooperation and recently reclassified as Military Diplomacy (MD), these actions play a significant role in the relationships between nations. This thesis defined MD, highlighted military arms sales as a core element of Russian MD, known as Military-Technical Cooperation (MTC), and then evaluated recent military-military interactions between Turkey and Russia as a case study for Russian military arms sales in action. Recent paradigmatic changes within the Department of Defense present the United States Army with both opportunities and challenges. The 2010 National Security Strategy's emphasis on collective security, assured access, and forward presence requires all of the armed services to fulfill global mandates amid declining resources. To meet these objectives, the Army's leadership developed a "Regionally Aligned Forces" construct--whereby units of all types and echelons prepare to provide "tailorable, scalable" forces for "aligned" Geographic Combatant Commands, as required. By focusing units' preparation towards a specific range of possible operations and theaters, the Army presumes it can more precisely conduct unified action to "prevent, shape, and win" conflicts anywhere they might arise. Since 2012, the 2d Heavy Brigade Combat Team of the 1st Infantry Division piloted this mission set, supporting dozens of deployments throughout Africa Command. Though the "Dagger Brigade" devised innovative means of preparing their junior leaders for these engagements with partnered militaries, the Army has not significantly altered its leader development models in anticipation of wider implementation of the RAF mission. This thesis reviews the 2013 Army Leader Development Strategy in light of the Dagger Brigade's experience to shed light on non-traditional diplomatic preparation that this mission might require.

The driving concept behind this monograph is the thesis that not only does the military conduct diplomacy, but military diplomacy, at the combatant command level, provides a theater strategic capability essential to the effective implementation of United States foreign policy. The monograph demonstrates that this capability arises from several organizational advantages. First, the authority vested in the combatant commander facilitates the development, resourcing and execution of military diplomacy programs within a unified chain of command. Second, the combatant command contains a highly capable staff founded on historically proven structures and doctrine. Third, an extensive network of personnel and organizations positioned to coordinate and liaise across multiple levels of authority facilitates the implementation of military diplomacy activities. Finally, an unmatched pool of resources, from which to execute military diplomacy, allows for great flexibility and responsiveness when adjusting to a complex environment. The intended end-state of the monograph is to elicit two primary responses from the reader. First, that indeed the military does conduct diplomacy as part of its day-to day mission set. Second, that military diplomacy is an essential tool in facilitating the achievement of United States strategic foreign policy aims and theater strategic objectives. The analytical methodology required to examine this topic is through qualitative analysis of primary and secondary source information. The theoretical, rather than technical, nature of the topic limits the ability to conduct a purely quantitative analysis. Theoretical and historical references provide the foundation of legitimacy for the monograph.
