Exploring a grossly neglected area of Scottish gang literature, that is the complexity and extent of gang organisation as a means for gang business, fieldwork carried out in the country’s largest city, Glasgow, identified the prevalent existence of what the author terms Young Criminal Gangs (YCGs). YCGs present the bridge between what current literature essentially recognises as Young Street Gangs (YSGs) and what national law enforcement coins Serious Organised Crime Groups (SOCGs). Until now, YSGs and organised crime (OC) in Scotland have been viewed as independent, distinct, and unrelated entities. I attribute this perspective to a number of reasons, including historical assumptions, labelling properties, and assigning YCG activity to the black box of OC, amongst others. However, gang typology should not be perceived as specific entities but rather as part of an evolutionary cycle. YCGs are a sequential stage - or stepping-stone - between YSGs and OC. Concurring with existing gang literature, I likewise agree YSGs begin life as non-profit territorial-based peer groups, however where I distinguish the research, is in moving beyond such limitations to recognise how the complex processes of globalisation impact upon the gang as it seeks to organise in response to external threats and financial commitments within an era of advanced capitalism. Gang organisation becomes a function for gang business as YSG members mature, evolve, and are forged into YCGs. YCGs are typically a generational remnant of those individuals who previously comprised the YSG core body. They are what Farrington et al (2006) identify as persistent offenders, and Hallsworth and Young (2004) recognise as individuals for whom delinquency and criminality are intrinsic to both their own, and peer group, identity. Adopting a qualitative research design adhering to - although not strictly - grounded theory as a strategy of inquiry, I conducted in-depth interviews with a total of 40 participants. 35 participants (34 males, 1 female) were interviewed who met the following criteria: (a) had been involved in group activities which the Scottish Government (2015) identifies as organised crime; (b) had lived within the Glasgow conurbation for the majority of their lives, and (c) were 16 years plus. Initially a purposive sample technique resulted in 12 participants being interviewed, having been accessed via key outreach programmes which sought to aid criminal desistance via sport. Yet in an effort to extend this moderate sample, a snowballing sampling technique was then applied whereby interviewees were asked to recommend potential participants who also met the criteria. This approached yielded an additional 23 participants. Thus a total of 35 participants meeting the set criteria were interviewed. In addition, 5 staff members (voluntary workers, social workers) were also interviewed. Interviews were primarily one-to-one, except for two interview sessions which were group interviews (n=4 and 5). Methods of triangulation were used whenever possible to confirm participant claims and statements. At times participants voluntarily confirmed statements themselves via third party sources. Findings reveal while all participants meeting the set criterion had been involved in YSGs to some extent prior to involvement in OC, not all could be considered core YSG members (5 are assigned to the YSG outer layer). Yet for core YSG members, adolescent development enables greater participation in profitable criminal ventures. The natural aging process also results in increased external pressure and financial commitments. Such tension essentially serves to increase group cohesion, identity, and practice. When combined with complex processes of globalisation which allow a greater degree of accessibility to criminal know-how, alternative gang cultures, structures, and illegal commodities, core YSGs evolve towards becoming YCGs as they organise in an effort to conduct business. YCGs typically position themselves within the niche of what the author terms the lower middle drugs market (LMDM) as the illegal drug market continues to fragment. Yet given that YCGs: (a) have no agreed leadership; (b) lack a precise division of labour; (c) have no political agenda and, (d) operate in illegal markets opportunistically, activity is therefore less defined as OC as opposed to crime that is organised. To more accurately capture the evolving nature of gang activities, I apply the term Organised Efforts of Crime (OEC).
