TALENT management ,GLOBALIZATION & society ,INNOVATIONS in business ,BUSINESS planning ,SOCIAL capital - Abstract
Distinct to expatriate managers at the subsidiary-level, inpatriate managers' influence at the headquarter (HQ)-level is controlled by the extent to which an inpatriate manager is able to ‘win’ status from HQ personnel. The primary goal of the paper is to conceptualize how organizational support, in the form of global talent management (GTM) practices, can alleviate inpatriates' difficulties in building social capital at HQ. Building social capital at HQ is vital for inpatriates to attain status in order to build the inter-unit social capital that enables them to pursue their boundary-spanning role across HQs and subsidiaries. Status inconsistency theory is put forward to recognize the personal, professional and structural incongruence of events and activities at HQ carried out with respect to inpatriates. We argue that inpatriate managers become empowered at HQ only when social capital is accumulated whereby social capital is driven by an acknowledgment of inpatriates as a legitimate staffing option. The relationship between GTM practices and social capital building needs to be managed properly by inpatriates themselves as well as by the organization. A future research agenda helping to build social capital of inpatriates through GTM infrastructure is discussed and propositions are offered throughout. [ABSTRACT FROM AUTHOR]

Purpose – As the internationalization process dictates the existence of cross-country networks it is essential to explore avenues that allow emerging market multinationals (EMNCs) to share and receive knowledge that can benefit them locally and globally. The purpose of this paper is to explore this conundrum by addressing the significance of creating a global mindset in individuals and across the multinational corporation. In the paper the authors articulate the mechanisms that influence global managers’ abilities to engage effectively with other global managers across borders. Design/methodology/approach – This is a conceptual and theoretical piece. Findings – The authors argued that global managers engage in reciprocal learning processes to obtain new, innovative knowledge about other countries’ environments and business practices. The authors furthermore suggest that the effectiveness of new knowledge creation is dependent upon the appropriate input, throughput, and output competencies of those involved in the reciprocal learning process. Originality/value – Proper people management plays a crucial role in fostering an environment where employees’ commitment will lead to organizational innovation. Propositions foreshadowing in the new, innovative knowledge creation process across cultural and personal levels are articulated. [ABSTRACT FROM AUTHOR]

A democratic federation's character may be importantly determined by the particular character of its electoral federalism. For the United States, “political safeguards” theorists provided foundational insights into the implications of interdependencies between state and federal officials, but were too casual in their remarks about election law as a de minimis contribution to federalism. In fact, the constitutional default of state legislative control over congressional redistricting and most other procedural election law has created powerful incentives for federal deference to state officials. This dependency may have created a tendency to respect the institutional prerogatives of state governments, though the relationship is dynamic and contingent, interacting with other factors such as the prevalence of divided party government at the national and state levels. The article focuses on the study which examines the ethnic nationalism and political community in Japan and Korea. The study reveals a substantial assymmetry in the sense that both Japanese and South Korean state authorities react to the issue of voting rights. Japan respond to the said challenge by resorting to arguments grounded in the ethnic perspective of political belonging. Despite occasional references to ethno-cultural questions, the reluctance of the state to enfranchise its overseas citizens is greater in South Korea. It is suggested that even in modern democracies characterised, it is noted in the study that there may be an overlap between the manner national and political communities are delineated.

Toxoplasma gondii is a protozoan parasite with a worldwide distribution. In both sheep and humans, if the parasite is encountered during pregnancy, fetal infection and abortion can occur. Therefore, Toxoplasma infection in sheep has a major economic impact upon sheep farming. Clinically, there is a need to distinguish recent (acute) infections from longstanding (chronic) infections. However, current serological techniques, such as detection of anti- T. gondii IgG, cannot discriminate between acute and chronic infections. Increasing immunoglobulin avidity is a good determining factor of how recent an infection is. In this study, we describe the application and validation of a T. gondii IgG avidity ELISA, based on the use of an affinity-purified, native T. gondii P30 antigen. The assay was used to examine sera from eight sheep experimentally infected with T. gondii and found that all seroconverted within 21 days post-infection (p.i.), beginning with avidities that were initially low but that increased over time, with all sheep reaching high IgG avidity within 10 weeks p.i. In addition, sera from clinically healthy but T. gondii-seropositive lambs and ewes and seropositive ewes with a history of abortion were also subjected to a preliminary serological investigation. High IgG avidities were found in 80% of the seropositive lambs, in 90% of the clinically healthy ewes and in 97% of the ewes with abortion problems. These findings indicate that the animals had most likely contacted the parasite a longer time ago. [ABSTRACT FROM AUTHOR]

The section presents articles in the field of public opinion research. The paper, Candidate Equilibrium and the Best Behavioral Model of the Vote by Robert S. Erikson and David W. Romero, applies spatial modeling to the problem of electoral competition. In an extension of previous research, a probabilistic model of the vote increasing the likelihood of an equilibrium is proposed. Simulations using data from the 1988 U.S. National Election Study confirm the theoretical model. In Economic Beliefs and Human Values: Further Evidence of the Two-Value Model? by Patrick C. L. Heaven, the value system of Australian adults is investigated. It is hypothesized that beliefs and values can be distinguished in terms of a two-value model. The results support the hypothesis. People with left- and right-wing economic beliefs could be distinguished by their support for different human values. The article, Constancy of Legislative Perceptions of Constituency Opinion: French Socialist Candidates in 1967 and 1978 by Roy Pierce and Thomas R. Rochon, further develops the implications of the Miller-Stokes model of constituency representation. It explores the extent to which there was a constancy between two generation of candidates of the French Socialist party from the same constituencies. The data were put together from personal interviews with the candidates shortly after the election. The results show the extent to which candidates base their perceptions of district opinions on the political compositions of their constituencies.

- Abstract
The Single Transferable Vote, or STV, is often seen in very positive terms by electoral reformers, yet relatively little is known about its actual workings beyond one or two specific settings. This book gathers leading experts on STV from around the world to discuss the examples they know best, and represents the first systematic cross-national study of STV. Furthermore, the contributors collectively build an understanding of electoral systems as institutions embedded within a wider social and political context, and begins to explain the gap between analytical models and the actual practice of elections in Australia, Ireland, and Malta. Rather than seeing electoral institutions in purely mechanical terms, the collection of essays in this volume shows that the effects of electoral system may be contingent rather than automatic. On the basis of solid empirical evidence, the volume argues that the same political system can, in fact, have quite different effects under different conditions. Contributors to the volume are Shaun Bowler, David Farrell, Michael Gallagher, Bernard Grofman, Wolfgang Hirczy, Colin Hughes, J. Paul Johnston, Michael Laver, Malcom Mackerras, Michael Maley, Michael Marsh, Ian McAllister, and Ben Reilly. Shaun Bowler is Professor of Political Science, University of California, Riverside. From Nightingale forward, nursing has understood that interaction of person, nurse, and environment facilitates optimal outcomes. Yet, there remains a need for research on the paradigm concept of environment and creation of a healing environment. This classical, grounded theory study aimed to identify (1) strategies Christian nurses used to create a healing environment and enhance well-being, (2) outcomes they perceived resulting from these strategies, and (3) factors they regarded as either enhancing or inhibiting the creation of the healing environments. A criterion-based, purposive sample of Christian nurses (N = 15) was interviewed between June 2013 and January 2014 until data saturation was reached. Data were analyzed using constant comparative methods in consultation with a grounded theory expert. "Charting the healing path," the core category, consists of four phases: helping patients get better, fostering the healing environment, charting a healing path, and observing outcomes. The "charting the healing path" model informs development of the environment domain of nursing knowledge. Knowing the patient, the juncture of nurse and patient points of view, and the resultant nurse–patient partnership promote best potential outcomes to be realized incrementally during, and after, hospitalization. - Abstract
The Church's New Front Door introduces Christians to the critically important concept of the Fourth Industrial Revolution, an era that will be dominated by powerful technologies like artificial intelligence (AI) and advanced robotics. While the Fourth Industrial Revolution is powered by technological developments, it has far-reaching political, socio-economic, ethical, and spiritual implications as well. To be missional, the church needs to be relevant; and in order to be relevant in the twenty-first century, believers must engage with novel technologies and the impact they are having on areas like work, education, and healthcare. Each chapter includes discussion questions and suggestions for further reading, making this book an accessible resource for diverse audiences, including church members, ministry leaders, and students at Christian colleges and seminaries. Whether you agree or disagree with the author's description of how our world might change in the next ten to twenty years--this book will make you think!

- Abstract
Why do people confess to crimes they did not commit? And, surely, those cases must be rare? In fact, it happens all the time—in police stations, workplaces, public schools, and the military. Psychologist Saul Kassin, the world's leading expert on false confessions, explains how interrogators trick innocent people into confessing, and then how the criminal justice system deludes us into believing these confessions.Duped reveals how innocent men, women, and children, intensely stressed and befuddled by lawful weapons of psychological interrogation, are induced into confession, no matter how horrific the crime. By featuring riveting case studies, highly original research, work by the Innocence Project, and quotes from real-life exonerees, Kassin tells the story of how false confessions happen, and how they corrupt forensics, witnesses, and other evidence, force guilty pleas, and follow defendants for their entire lives— even after they are exonerated by DNA. Starting in the 1980's, Dr. Kassin pioneered the scientific study of interrogations and confessions. Since then, he has been on the forefront of research and advocacy for those wrongfully convicted by police-induced false confessions. Examining famous cases like the Central Park jogger case and Amanda Knox case, as well as stories of ordinary innocent people trapped into confession, Dr. Kassin exposes just how widespread this problem is. Concluding with actionable solutions and proposals for legislative reform, Duped shows why the stigma of confession persists and how we can reform the criminal justice system to make it stop.

- Abstract
This timely Research Handbook offers a systematic and comprehensive examination of the election laws of democratic nations. Through a study of a range of different regimes of election law, it illuminates the disparate choices that societies have made concerning the benefits they wish their democratic institutions to provide, the means by which such benefits are to be delivered, and the underlying values, commitments, and conceptions of democratic self-rule that inform these choices. Comparative Election Law features a wide scope of coverage, from distribution of the franchise, to candidate qualifications, to campaign speech and finance, to election administration, and more. Contributions from a range of expert scholars in the field are brought together to tackle difficult problems surrounding the definition of the democratic demos, as well as to lay bare important disjunctions between democratic ideals and feasible democratic regimes in practice. Furthermore, a comparative approach is also taken to examine democratic regimes at a theoretical as well as a descriptive level.Featuring key research in a vitally important area, this Research Handbook will be crucial reading for academics and students in a range of fields including comparative law, legal theory, political science, political theory and democracy. It will also be useful to politicians and government officials engaged in election regulation, due to its excellent perspective on the range of regulatory options and how to evaluate them.

- Abstract
In many post-conflict countries around the globe, former rebel groups participate in elections as newly formed political parties (‘rebel parties'). This study deals with rebel party development in Africa and asks to what extent institutional context factors influence electoral participation and success in this region. It develops a new framework for systematic data collection on all African cases since 1989 and a comparative analysis of rebel parties using several fsQCAs (fuzzy-set qualitative comparative analysis). Its findings show that institutions such as peace agreements strongly influence opportunity structures for rebel parties, which culminate in path dependencies, and that more democratic settings hamper rebel party formation and their success in many cases.

- Abstract
This book examines the history of political continuity and conflict in East Timor between 1974 and 2006, and the origins of an unexpected crisis in 2006 which caused an international military intervention and several more years of UN missions. Providing a fresh and empirical political history to explain the crisis, the book offers new dimensions to the understanding of East Timor, its independence struggles, political transition and politics after independence in 2002. The author revisits historical materials and brings to light new resources, making extensive use of the 2005 Report of the Commission for Reception, Truth and Reconciliation and contemporary diplomatic, UN and news media reports, to provide a precise context and chronology for the events in 2006. The book provides an analysis within which factors such as ethnic and inter-communal violence, security sector weaknesses and conflict between the army and police, the constitution and legal system, state-building and peace-building can be located in the larger context of the 2006 crisis. Demonstrating how and why, in the space of four weeks in April and May 2006, the newly independent country of Timor-Leste plunged from ‘UN success story'into catastrophe, this book will be of interest to academics working on Southeast Asian Politics, Southeast Asian history, Development Studies and Nation-, State- and Peace-Building and International Relations.

- Abstract
The Oxford Handbook of Australian Politics is a comprehensive collection that considers Australia's distinctive politics-- both ancient and modern-- at all levels and across many themes. It examines the factors that make Australian politics unique and interesting, while firmly placing these in the context of the nation's Indigenous and imported heritage and global engagement. The book presents an account of Australian politics that recognizes and celebrates its inherent diversity by taking a thematic approach in six parts. The first theme addresses Australia's unique inheritances, examining the development of its political culture in relation to the arrival of British colonists and their conflicts with First Nations peoples, as well as the resulting geopolitics. The second theme, improvization, focuses on Australia's political institutions and how they have evolved. Place-making is then considered to assess how geography, distance, Indigenous presence, and migration shape Australian politics. Recurrent dilemmas centres on a range of complex, political problems and their influence on contemporary political practice. Politics, policy, and public administration covers how Australia has been a world leader in some respects, and a laggard in others, when dealing with important policy challenges. The final theme, studying Australian politics, introduces some key areas in the study of Australian politics and identifies the strengths and shortcomings of the discipline. The Oxford Handbook of Australian Politics is an opportunity for others to consider the nation's unique politics from the perspective of leading and emerging scholars, and to gain a strong sense of its imperfections, its enduring challenges, and its strengths.

- Abstract
This book offers the first comparative monograph on the management of elections. The book defines electoral management as a new, inter-disciplinary area and advances a realist sociological approach to study it. A series of new, original frameworks are introduced, including the PROSeS framework, which can be used by academics and practitioners around the world to evaluate electoral management quality. A networked governance approach is also introduced to understand the full range of collaborative actors involved in delivering elections, including civil society and the international community. Finally, the book evaluates some of the policy instruments used to improve the integrity of elections, including voter registration reform, training and the funding of elections. Extensive mixed methods are used throughout including thematic analysis of interviews, (auto-)ethnography, comparative historical analysis and, cross-national and national surveys of electoral officials. This text will be of key interest to scholars, students and practitioners interested and involved in electoral integrity and elections, and more broadly to comparative politics, public administration, international relations and democracy studies.Chapters 1 and 4 of this book are freely available as downloadable Open Access PDFs at http://www.taylorfrancis.com under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 license.

This book, the 17th in the federal election series and the ninth sponsored by the Academy of the Social Sciences in Australia, provides a comprehensive account of the 2019 Australian election, which resulted in the surprise victory of the Coalition under Scott Morrison. It brings together 36 contributors who analyse voter behaviour, campaign strategies, regional variations, polling, ideology, media and the new importance of memes and digital campaigning. Morrison's victory underlined the continuing trend toward the personalisation of politics and the loss of trust in political institutions, both in Australia and across western democracies. Morrison's Miracle is indispensable for understanding the May 2019 Coalition victory, which surprised many observers and confounded pollsters and political pundits.

- Abstract
This book interrogates the common perception that liberal peace is in crisis and explores the question: can the local turn save liberal peacebuilding? Presenting a case for a liberal renaissance in peacebuilding, the work interrogates the assumptions behind the popular perception that liberal peace is in crisis. It re-examines three of the cases igniting the debate – Cambodia, Kosovo, and Timor-Leste – and evaluates how these transitional administrations implemented their liberal mandates and how local involvement affected the conduct of their activities. In so doing, it reveals that these cases were neither liberal nor peacebuilding. It also demonstrates that while local involvement is imperative to peacebuilding, illiberal local involvement restores an elite-centred status quo and reinforces or creates new forms of conflict and violence. Using both liberal and critical lenses, the author ultimately argues that the conceptual and operational departure from the holistic and comprehensive origins of liberal peacebuilding in fact paved the way for the liberal peace crisis itself.Drawing on analysis from in-depth field research and interviews, this book will be of much interest to students of peacebuilding, peacekeeping, statebuilding, security studies and International Relations in general.

All across the globe, elections are a focal point for citizens, the media, and politicians long before--and sometimes long after--they occur. Electoral systems, the rules about how voters'preferences are translated into election results, profoundly shape the results not only of individual elections but also of many other important political outcomes, including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the UK and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign-finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.

- Abstract
This book, by one of the most experienced authorities on the subject, presents a deep analysis of the very difficult current situation in Afghanistan. Covering a wide range of important subjects including state-building, democracy, war, the rule of law, and international relations, the book draws out two overarching key factors: the way in which the prevailing neopatrimonial political order has become entrenched, making it very difficult for any other political order to take root; and the hostile region in which Afghanistan is located, especially the way in which an ongoing ‘creeping invasion'from Pakistani territory has compromised the aspirations of both the Afghan government and its international backers to move the country to a more stable position.

- Abstract
This book examines music entertainment programmes on China Central Television, China's only national level television network, as well as on nationally-available provincial channels, exploring how such programmes project a nuanced image of China's identity and position in the world. It shows how the images presented - primarily to domestic audiences - are in step with China's party-state nationalism, and at the same time flexible and open to change as China's circumstances change. The book contextualises identity construction in the media by examining the development of television in China and the political struggles between provincial and national television stations, as well as by foregrounding the historical and contemporary role of musical culture in China's nation-building project. It discusses the portrayal of the majority Han Chinese, and of ethnic minorities and their music, which, the author argues, are shown as fitting with the party-state rhetoric of “a unitary multi-ethnic state”. It also outlines how the Chinese of Greater China – Hong Kong, Taiwan, Macao and the overseas Chinese – are incorporated into a mainland centred Chinese identity. In addition, it shows how the performances of foreign personalities on the Chinese television stage emphasise foreigners'attraction to China, the uniqueness of the Chinese nation and Chinese civilisation, and the revitalised role of China in the world. Overall, the book demonstrates how the variations of Chinese identity fit with prevailing political ideologies in China and with the emerging theme of a China-centred world.

- Abstract
This title was first published in 2001. This text offers a comprehensive view of controversial issues surrounding Cambodia's past, present and possible future development. It brings together a selection of journal articles about the wartorn country to examine critical issues concerning change and continuity in contemporary Cambodian politics. The book covers violence, war and peace, the Constitution, human rights and the pursuit of justice, democratic development and dilemmas, gender and ethnic relations and economic development and problems. These themes should be instructive for scholars, policymakers and interested individuals dealing with what has been termed'triple transition': from armed conflict to the end of violent hostility, from political authoritarianism to liberal democracy and from socialist economic systems to market-driven or capitalist ones. The book shows that the trajectory towards peace, democracy and sustainable development is complex, full of dangers and in need of careful management.

- Abstract
In providing a counterweight to the notion that political violence has irrevocably changed in a globalised world, Violence and the state offers an original and innovative way in which to understand political violence across a range of discipline areas. It explores the complex relationship between the state and its continued use of violence through a variety of historical and contemporary case studies, including the Napoleonic Wars, Nazi and Soviet'eliticide', the consolidation of authority in modern China, post-Soviet Russia, and international criminal tribunals. It also looks at humanitarian intervention in cases of organised violence, and the willingness of elites to alter their attitude to violence if it is an instrument to achieve their own ends. The interdisciplinary approach, which spans history, sociology, international law and International Relations, ensures that this book will be invaluable to a broad cross-section of scholars and politically engaged readers alike.

- Abstract
The Indonesian province of Timor-Leste made international news when it decided to break away from Indonesia in 1999. The decision sparked deadly rampages by pro-integrationist militias, violence that only abated when the UN sent a force to maintain peace and help ease the way to actual independence. This book details the political history of Timor-Leste, both preceding and following the declaration of independence, and it uses the events, consequences, and lessons of that period to help us understand what to expect for similar experiments in democracy building elsewhere in the world.

- Abstract
Australia's involvement in the liberation of East Timor in 1999 was the most decisive demonstration of Australian influence in the region since World War II and the largest military contribution since the Vietnam War. Australian diplomacy and leadership shaped the events that led to the birth of Asia's newest nation.East Timor Intervention looks at the crisis through the prism of key participants and observers on the ground and abroad, including Indonesia's martial law commander Kiki Syahnakri defending his record, the country's first president Xanana Gusmão on the resolution and poise of Timor's resistance fighters, Australia's Chief of Defence Force Chris Barrie on cobbling the force together, commander of the International Force Peter Cosgrove on the operation, and key policy adviser Hugh White on Canberra's policy contortions in the lead-up to the intervention. This impressive collection includes significant new perspectives on Southeast Asian security affairs and the role Australia can play in regional security and stability.

- Abstract
Though sharing broadly similar processes of economic and political development from the mid-to-late nineteenth century onward, western countries have diverged greatly in their choice of voting systems: most of Europe shifted to proportional voting around the First World War, while Anglo-American countries have stuck with relative majority or majority voting rules. Using a comparative historical approach, Wrestling with Democracy examines why voting systems have (or have not) changed in western industrialized countries over the past century. In this first single-volume study of voting system reform covering all western industrialized countries, Dennis Pilon reviews national efforts in this area over four timespans: the nineteenth century, the period around the First World War, the Cold War, and the 1990s. Pilon provocatively argues that voting system reform has been a part of larger struggles over defining democracy itself, highlighting previously overlooked episodes of reform and challenging widely held assumptions about institutional change.

- Abstract
How, despite the enormous investment of blood and treasure, has the West's ten-year intervention left Afghanistan so lawless and insecure? The answer is more insidious than any conspiracy, for it begins with a profound lack of understanding of the rule of law, the very thing that most dramatically separates Western societies from the benighted ones in which they increasingly intervene. This volume of essays argues that the rule of law is not a set of institutions that can be exported lock, stock and barrel to lawless lands, but a state of affairs under which ordinary people and officials of the state itself feel it makes sense to act within the law. Where such a state of affairs is absent, as in Afghanistan today, brute force, not law, will continue to rule.
