Abstract

A numerical simulation of a turbulent boundary layer on a permeable plate with helium injection into a supersonic xenon flow in the presence of a positive longitudinal pressure gradient has been carried out. The injection regimes in which the temperature of the injected gas is lower than the temperature of the adiabatic impermeable wall and the stagnation temperature of the oncoming flow are considered. The existence of a minimum temperature of the permeable wall is confirmed, at which the wall temperature is lower than the temperature of the injected gas, while there are two sections along the length of the permeable plate in which the adiabatic conditions are satisfied. The results of calculations of a supersonic flow with a longitudinal pressure gradient differ significantly from the results obtained for a gradientless flow around a plate, for both subcritical and critical injection. 122. Secondary School Graduates and the Unified State Examination

Abstract

Sociological surveys have shown that education in Russian society today still remains a valued priority to young people. It is in demand by a substantial portion of secondary school graduates who are hoping to continue their education in an institution of higher learning. The modernization of graduation and entrance tests, associated with the adoption of the unified state examination, has resulted in consequences that are not all the same for secondary school graduates and higher educational institutions. On the one hand, the exam simplifies the admission process in higher education, since it does not require additional examinations for most specialties and offers choice. On the other hand, secondary school graduates often are not knowledgeable enough about choosing a specialty, and the institutions lose the opportunity to acquire "their kind of" student. In addition, the enrollment procedure has not been sufficiently tested in practice and is not adequately transparent, as a result of which the institutions have a higher risk of underrecruitment and the applicants have a higher risk of not making it into budget-funded slots. Russian higher education institutions need to improve forms of preparation for the unified state examination and develop appropriate courses. Schools in Russia do not have the resources to do this, as a result of which school students have less confidence in their school knowledge and supplement it with various alternative forms of preparation for university admission. 127. The Educational Potential of Blue-Collar Workers in Udmurtia

Abstract

A strategically essential area for Russia's economy in the transition to market relations and the unequal development of the sectorial structure is the development of the sphere of production, which is now in a state of instability. The forecasted decline of manpower resources, the aging of blue-collar cadres, and the slump in the number of those trained in primary professional education are factors that, in the near future, can lead to a drastic shortage of blue-collar cadres, worsening the crisis in the science-intensive sectors of the economy, which are already suffering from an acute shortage of qualified blue-collar workers. The low status of primary professional education in the eyes of young people and in regard to the state's educational priorities, and the instability of the country's social and economic situation, which does not foster the development of enterprise investment in cadre training, constitute factors that can exacerbate the looming crisis in the system of professional training of blue-collar workers. In this connection it is essential to make an analysis of the educational potential of blue-collar workers, with the purpose of determining optimal ways to ensure that enterprises have enough qualified blue-collar cadres. As it applies to the topic of this article, the term "educational potential" is treated as the aggregate of the possibilities that education affords to ensure the most effective functioning of the social and economic system. An analysis of the situation with respect to the available supply and training of blue-collar workers in the Republic of Udmurtia reveals the problems that affect all of Russia, problems that stem from the lack of effective mechanisms for regulating the reproduction of the educational potential of this category of workers. Abstract

This work employs ground- and space-based observations, together with model data, to study columnar abundances of atmospheric trace gases (XH2O, XCO2, XCH4 and XCO) in two high-latitude Russian cities, St. Petersburg and Yekaterinburg. Two portable COllaborative Column Carbon Observing Network (COCCON) spectrometers were used for continuous measurements at these locations during 2019 and 2020. Additionally, a subset of data of special interest (a strong gradient in XCH4 and XCO was detected) collected in the framework of a mobile city campaign performed in 2019 using both instruments is investigated. All studied satellite products (TROPOMI, OCO-2, GOSAT, MUSICA IASI) show generally good agreement with COCCON observations. Satellite and ground-based observations at high latitudes are much sparser than at low or mid latitudes, which makes direct coincident comparisons between remote-sensing observations more difficult. Therefore, a method of scaling continuous Copernicus Atmosphere Monitoring Service (CAMS) model data to the ground-based observations is developed and used for creating virtual COCCON observations. These adjusted CAMS data are then used for satellite validation, showing good agreement in both Peterhof and Yekaterinburg. The gradients between the two study sites ( "Xgas) are similar between CAMS and CAMS-COCCON datasets, indicating that the model gradients are in agreement with the gradients observed by COCCON. This is further supported by a few simultaneous COCCON and satellite "Xgas measurements, which also agree with the model gradient. With respect to the city campaign observations recorded in St Petersburg, the downwind COCCON station measured obvious enhancements for both XCH4 (10.6ĝ€¯ppb) and XCO (9.5ĝ€¯ppb), which is nicely reflected by TROPOMI observations, which detect city-scale gradients of the order 9.4ĝ€¯ppb for XCH4 and 12.5ĝ€¯ppb for XCO. Abstract

The article presents the author’s methodological approach to assessing the working life expectancy of the population in a region and its components characterising regional labour potential, as well as to estimating labour losses in the form of non-working years. The methodology was tested in Sverdlovsk oblast. The obtained estimates showed positive dynamics of the labour potential in the re-gion during the period of stable socio-economic develop-ment (until 2019), and reflected the negative impact of the COVID-19 pandemic (2020-2021) in this area. The findings can be used for developing the socio-economic policy tools in the region for the medium- and long-term perspective. В статье представлен авторский методический подход к оценке продолжительности предстоящей трудовой жизни населения регионов и ее компонентов как характеристики трудового потенциала региона, а также к оценке потерь трудового потенциала в виде недоработанных лет. Апробация проведена на примере Свердловской области. Полученные оценки показали положительную динамику трудового потенциала региона в период стабильного социально-экономического развития (до 2019 г.), а также отразили негативное влияние пандемии COVID-19 (2020–2021 гг.) в данной сфере. Полученные результаты могут быть использованы при разработке инструментов социально-экономического политики в регионе на среднесрочную и долгосрочную перспективу. Abstract

Цифровизация общественной жизни является одним из важнейших вызовов внешней среды на современном этапе развития, что определяет необходимость активной адаптации населения к новым реалиям. Россия достаточно успешно справляется с внедрением цифровых технологий и занимает места в середине различных мировых «цифровых» рейтингов. Однако в российских регионах наблюдается существенная дифференциация уровня адаптации населения к цифровым технологиям. Согласно нашей гипотезе, скорость и преодоление барьеров адаптации определяются, в первую очередь, демографическими характеристиками региона. В связи с этим целью исследования является разработка методологии и обоснование инструментария оценки адаптации населения российских регионов к цифровым технологиям. Работа основана на данных выборочного наблюдения Росстата о состоянии информационного общества за 2014-2020 гг., использованы методы статистического, картографического, факторного и регрессионного анализа. Эконометрическая оценка проведена в программной среде R. Результаты эконометрического моделирования показали, что значимыми демографическими факторами адаптации населения регионов России к цифровым технологиям являются гендерная принадлежность и место проживания (город / село). В частности, для покупок более активно интернет используется городскими женщинами, а для получения государственных услуг - городскими женщинами и сельскими мужчинами. Установлено, что в связи с активным приобретением цифровых компетенций широкими слоями населения постепенно снижается значимость таких факторов-барьеров (ограничений), препятствующих адаптации, как стоимость подключения, наличие которого смещается в область базовых потребностей, а также отсутствие навыков. Выявленные эффекты имеют различия по своей величине, но значимы практически для всех российских регионов. В перспективе разработанную методологию исследования предполагается применить в анализе других аспектов социальной и экономической адаптации населения регионов к современным вызовам. Результаты могут использованы в сфере государственного управления, в частности, при обосновании и реализации национального проекта «Цифровая экономика». Currently, digitalisation of public life is one of the most important external challenges that requires active adaptation of the population to new realities. Russia has been quite successfully implementing digital technologies, ranking in the middle of various world ratings. However, Russian regions significantly differ in terms of the population adaptation to digital technologies. We hypothesise that adaptation speed depends on demographic characteristics of the regional population. In this regard, the paper aims to develop a methodology and tools for assessing the adaptation of the population of Russian regions to digital technologies. The study employs data of a sample observation on the state of the information society in 2014-2020 obtained from the Federal State Statistics Service. Methods of statistical, cartographic, factor and regression analysis, as well as the econometric estimates conducted in the R software environment were used. Constructed econometric models show that gender and place of residence (urban or rural settlement) are the most important adaptation factors in Russian regions. In particular, urban women more actively use the Internet for shopping, while urban women and rural men use it to receive public services. Active acquisition of digital competencies by the population reduces the importance of some barrier factors (restrictions), such as the cost of connection (Internet connection becomes a basic need) and the lack of skills. While the identified effects differ in magnitude, they are significant for almost all Russian regions. The developed research methodology can be applied in future studies to analyse other aspects of social and economic adaptation of the regional population to current challenges. The findings can be used for justifying and implementing the public policy measures, in particular, the national project “Digital Economy”.
