Increasing the biological effectiveness of probiotic preparations requires the development of new stable forms in the gastrointestinal tract. Live bacteria immobilized on a sorbent belong to the latest, fourth generation of probiotics, which ensures a prolonged effect. This study is devoted to developing a new method of preparing active lactobacilli on a natural mineral carrier, a tuff containing zeolite of the clinoptilolite group, which is among the most common authigenic silicate minerals that occur in sedimentary rocks and is known as a safe ion-exchange and adsorbing detoxicant. Among the characterized lactobacilli, strains of L. plantarum, L. acidophilus, and L. crispatus possessed a high level of acid formation and stability in gastrointestinal fluids. The protective effect of the clinoptilolite-containing tuff was registered when the samples were incubated in gastric juice. The optimal technological conditions for immobilization and lyophilization were determined, and the preservation of the viability and probiotic properties of bacteria was confirmed during 8 months of storage. The release of bacteria from the carrier occurred gradually over 12 h. The data obtained show how promising the new preparation is, combining the ability to detoxify harmful intestinal metabolites and the prolonged release of probiotics.

Low specific weight and high mechanical strength (especially at elevated temperatures) of titanium and its alloys make them very valuable aviation materials. In the field of aircraft construction and aircraft engine production, titanium is increasingly replacing aluminum and stainless steel. At present, aircraft developers are restructuring the whole material science concept of aircraft construction, actively involving and using various types of composite materials based on titanium alloys. Combined with the properties of titanium, FML composites based on titanium have greater stiffness, impact resistance, heat resistance, and corrosion resistance especially compared to similar aluminum-based materials. The paper investigates the dynamic characteristics of hybrid titanium-polymer composite materials (TPCM) based on titanium alloy BT-23 and fiberglass with a brief presentation of the main characteristics of prepregs. The process of manufacturing specimens for testing including heat treatment, ply laying scheme and reinforcement scheme in two variants is described. The results of experimental studies of natural frequencies and damping coefficient by the method of free damped oscillations in free oscillations of TPCM plates are presented. The tests are carried out on a specially designed unit with a triangulation sensor in the variant of vertical loading. Two identical specimens with different overall dimensions are tested.Each specimen was tested with a different amplitude. Five tests were conducted for each amplitude. The physical constants of the specimens were pre-determined in static tests. The natural frequencies and damping coefficients for the titanium-polymer composite specimens were found.

The issue of systematization of legislation is quite relevant and the task of solving it is part of the state legal policy. At the same time, the solution of the above problem is impossible in isolation from the study of a number of issues affecting both the theoretical and practical aspects of lawmaking and law enforcement activities. For example, one of these key issues is the hierarchy of normative legal acts, including those issued by state bodies of the Russian Federation. The issue of standard-setting powers of certain state bodies is quite controversial. The article investigates the practice of implementing the institution of delegated legislation in the Russian Federation on the example of the practice of delegated rulemaking of the Central Election Commission (CEC) of Russia. The study consistently considers issues of the constitutional and legal status of the Central Election Commission of the Russian Federation, including regulatory powers related to it. Various points of view relevant to the scientific community on this issue have been outlined. At the same time, the authors proceed from understanding that rulemaking powers are integral attribute properties of the constitutional and legal status of the CEC of Russia. Based on the tasks set, the issues of the forms of regulatory legal acts of the CEC of Russia as sources of constitutional law are investigated. The authors indicate the need to diversify acts issued by the CEC of Russia within the framework of exercising its direct powers, with acts issued within the framework of delegated rulemaking. In this regard, special attention is paid to legal regulation regarding the new electoral procedure - remote electronic voting. Given the enormous importance for the state and its obligation to ensure transparency and legitimacy in electoral procedures, it is clear that their legislative regulation should be adequate to the level of tasks to be solved. At the same time, the authors believe that acts of delegated rulemaking, subject to certain restrictions and requirements, meet the specified characteristics. The methodological basis of the study includes the dialectical method, methods of analysis, synthesis and analogy, as well as formal-legal and comparative legal methods.

We aim to evaluate the NO2 absorption effect in aerosol columnar properties, namely the aerosol optical depth (AOD), Ångström exponent (AE), and single scattering albedo (SSA), derived from sun–sky radiometers in addition to the possible retrieval algorithm improvements by using more accurate characterization of NO2 optical depth from co-located or satellite-based real-time measurements. For this purpose, we employ multiannual (2017–2022) records of AOD, AE, and SSA collected by sun photometers at an urban and a suburban site in the Rome area (Italy) in the framework of both the Aerosol Robotic Network (AERONET) and SKYNET networks. The uncertainties introduced in the aerosol retrievals by the NO2 absorption are investigated using high-frequency observations of total NO2 derived from co-located Pandora spectroradiometer systems in addition to spaceborne NO2 products from the Tropospheric Monitoring Instrument (TROPOMI). For both AERONET and SKYNET, the standard network products were found to systematically overestimate AOD and AE. The average AOD bias found for Rome is relatively low for AERONET (∼ 0.002 at 440 nm and ∼ 0.003 at 380 nm) compared to the retrieval uncertainties but quite a bit higher for SKYNET (∼ 0.007). On average, an AE bias of ∼ 0.02 and ∼ 0.05 was estimated for AERONET and SKYNET, respectively. In general, the correction seems to be low for areas with low columnar NO2 concentrations, but it is still useful for low AODs (< 0.3), where the majority of observations are found, especially under high NO2 pollution events. For the cases of relatively high NO2 levels (> 0.7 DU), the mean AOD bias was found within the range 0.009–0.012 for AERONET, depending on wavelength and location, and about 0.018 for SKYNET. The analysis does not reveal any significant impact of the NO2 correction on the derived aerosol temporal trends for the very limited data sets used in this study. However, the effect is expected to become more evident for trends derived from larger data sets and in the case of an important NO2 trend. In addition, the comparisons of the NO2-modified ground-based AOD data with satellite retrievals from the Deep Blue (DB) algorithm of the NASA Moderate Resolution Imaging Spectroradiometer (MODIS) resulted in a slight improvement in the agreement of about 0.003 and 0.006 for AERONET and SKYNET, respectively. Finally, the uncertainty in assumptions on NO2 seems to have a non-negligible impact on the retrieved values of SSA at 440 nm leading to an average positive bias of about 0.02 (2 %) in both locations for high NO2 loadings (> 0.7 DU).

The aim of the work was to assess the epidemic situation on plague in the world and epizootic activity of natural plague foci of the Russian Federation in 2022. Following the implementation of comprehensive preventive interventions plans, there was a decrease in the epizootic activity of the Gorno-Altai high-mountain and Tuva mountain natural foci, the cessation of plague epizootics in the Central Caucasian high-mountain focus. The total area of epizootics in the Russian Federation in 2022 reached 248.3 km2, which is 7 times less than in 2021. Infected animals were not found in the Tersko-Sunzhensky low-mountain, Dagestan plain-piedmont, Caspian North-Western steppe, Volga-Ural steppe, Trans-Baikal steppe, Volga-Ural sandy, Caspian sandy, East Caucasian high-mountain natural foci. Persistence of tense epizootiological situation in 2023 is predicted for the territory of the Altai Republic and the Republic of Tuva. The prospects of using the GIS portal of the Russian Anti-Plague Institute “Microbe” of the Rospotrebnadzor for an operational assessment of the actual epidemiological situation in natural plague foci are substantiated.

The aim of the review was to analyze and assess the epidemiological situation on cholera in the world and Russia in 2013–2022 and to make a forecast for 2023. Over the period of 2013–2022, 500 administrative territories affected by cholera were identified in various regions of 71 countries of Asia, Africa and America (the Caribbean region) with formation of 69 endemic foci in 16, 41 and 12 countries, respectively. In 2022, 1 209 301 cases of cholera were registered in 36 countries of the world. The intensity of epidemic process in Asian countries (Syria, Lebanon) increased. Unfavorable epidemiological situation on the African continent persisted. Epidemics and large outbreaks, which began in 2021–2022 due to emergency situations (ES) of social and natural character, continued. The prediction of the stability of the epidemiological situation on cholera in the territories of constituent entities of the Russian Federation (RF), given for 2022, has been confirmed. In 2022, 43 non-toxigenic strains of Vibrio cholerae О1 were isolated from surface water bodies, 8 V. cholerae nonO1/nonO139 strains – from humans. Similarity of those strains with genetically closely related ones isolated in the course of monitoring in previous years in Russia, Donetsk People’s Republic (DPR) and Zaporozhye Region was demonstrated. In 2023, the risks of importation of the infection into RF are retained. It is associated with the intensification of epidemic processes in Asian, African and Caribbean region countries. The extended border with Ukraine, to where importation of cholera from endemic countries is possible, contributes to increased degree of threat. Bioterrorism is also not excluded. The consequences of a possible cholera epidemic complication in DPR, Lugansk People’s Republic, Zaporozhye and Kherson Regions are exacerbated by social emergencies resulting in disruption of infrastructure, interruptions in water supply, etc. In the absence of implementation of the risks of importation of this infection on the territory of RF, a stable epidemiological situation on cholera will be retained. Detection of non-toxigenic V. cholerae O1 strains (including probability of clonal complexes formation), as well as strains of non-O1/non-O139 serogroups, which can be etiological factors of sporadic cases or outbreaks of diarrheal diseases, in surface water bodies is predicted.

Abstract Aims To study all‐cause mortality in patients hospitalized with COVID‐19 with or without chronic heart failure (CHF) during hospitalization and at 3 and 6 months of follow‐up. Methods and results The international registry Analysis of Comorbid Disease Dynamics in Patients with SARS‐CoV‐2 Infection (ACTIV) was conducted at 26 centres in seven countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, and Uzbekistan. The primary endpoints were in‐hospital all‐cause mortality and all‐cause mortality at 3 and 6 months of follow‐up. Of the 5616 patients hospitalized with COVID‐19, 917 (16.3%) had CHF. Aim. To describe demographic and clinical laboratory characteristics, concomitant diseases and drug therapy of outpatients with heart failure (HF) in the Russian Federation.Material and methods. An interim analysis of a prospective observational multicenter registry study of patients with chronic heart failure in the Russian Federation ("PRIORITET-CHF") was performed. The study included outpatients with HF followed by a general practitioner or cardiologist.Results. Data from 6255 patients were analyzed (31,3% of the study sample; median age, 65 years; men, 65%). HF with reduced ejection fraction (HFrEF) was diagnosed in 42,4%, HF with preserved EF — in 31,9%. In addition, 57,4% of patients were characterized by NYHA class II HF. The most common causes of HF were hypertension, coronary artery disease, and atrial fibrillation or flutter. Of the concomitant diseases, doctors most often reported chronic kidney disease (CKD) (43,2%), obesity (37,8%) and diabetes (26,7%) in HF.Conclusion. In the Russian Federation, among outpatients with HF, there was domination of men, HFrEF phenotype, NYHA class II. The relatively young mean age and frequent associations of HF with cardiovascular risk factors and diseases underscore the importance of timely prevention initiatives. The identified high proportion of patients with CKD requires special attention and separate analysis. Despite the relatively high prescription rate of certain classes of diseasemodifying therapy for HF, the prescription of optimal quadruple therapy and electrophysiological treatments for HFrEF is insufficient.

Glass-fiber catalysts (GFCs) are investigated in the process of the catalytic reduction of nitrogen oxides by hydrocarbons and carbon monoxide contained in waste and flue gases. Studies show that the platinum-based GFCs prepared by surface high-temperature synthesis approach demonstrates higher activity in the reactions of NOx reduction and CO and CxHy oxidation, in comparison with conventional GFCs and catalytic systems based on oxides of MnCe and FeV. Structured cartridges with a corrugated and flat metal mesh with longitudinal flow direction and satin type GFC were found to provide the highest apparent catalyst activity. The kinetic model for Pt/GFC was proposed based on the experimental data. The best kinetic description is provided under account of formation of nitrite-nitrate surface compounds resulting from NO chemisorption and further interaction of these compounds with CO, as well as under account of simultaneous catalytic and non-catalytic oxidation of propane by oxygen both to CO and CO2. The proposed model may adequately reproduce the non-trivial experimental regularities, such as CO and NO conversion decrease at high temperatures and synergetic effect of oxygen on the rate of NO reduction by CO.
