We present Hubble Space Telescope (HST/WFC3) ultraviolet and infrared observations of eight fast radio burst (FRB) host galaxies with sub-arcsecond localizations, including the hosts of three known repeating FRBs. We quantify their spatial distributions and locations with respect to their host galaxy light distributions, finding that they occur at moderate host normalized-offsets of 1.4 $r_e$ ([0.6,2.1] $r_e$; 68% interval), occur on fainter regions of their hosts in terms of IR light, but overall trace the radial distribution of IR light in their galaxies. The FRBs in our tested distribution do not clearly trace the distributions of any other transient population with known progenitors, and are statistically distinct from the locations of LGRBs, H-poor SLSNe, SGRBs, and Ca-rich transients. We further find that most FRBs are not in regions of elevated local star formation rate and stellar mass surface densities in comparison to the mean global values of their hosts. We also place upper limits to the IR flux at the FRB positions of $m_{\rm IR}\gtrsim\!24.8-27.6$~AB~mag, constraining both satellite and background galaxies to luminosities well below the host luminosity of FRB121102. We find that 5/8 FRB hosts exhibit clear spiral arm features in IR light, and that the positions of all well-localized FRBs located in such hosts are consistent with their spiral arms, although not on their brightest regions. We report on the results of multi-wavelength follow-up observations with Gemini, VLA, and ATCA, to search for a host galaxy and any persistent radio emission associated with FRB 180309. This FRB is among the most luminous FRB detections to date, with a luminosity of $> 8.7\times 10^{32}$ erg Hz$^{-1}$ at the dispersion-based redshift upper limit of 0.32. We used the high-significance detection of FRB 180309 with the Parkes Telescope and a beam model of the Parkes Multibeam Receiver to improve the localization of the FRB to a region spanning approximately $\sim2'\times2'$. We aimed to seek bright galaxies within this region to determine the strongest candidates as the originator of this highly luminous FRB. We identified optical sources within the localization region above our r-band magnitude limit of 24.27, fourteen of which have photometric redshifts whose fitted mean is consistent with the redshift upper limit ($z < 0.32$) of our FRB. Two of these galaxies are coincident with marginally detected "persistent" radio sources of flux density 24.3$\mu$Jy beam$^{-1}$ and 22.1$\mu$Jy beam$^{-1}$ respectively. Our redshift-dependent limit on the luminosity of any associated persistent radio source is comparable to the luminosity limits for other localized FRBs. We analyze several properties of the candidate hosts we identified, including chance association probability, redshift, and presence of radio emission, however it remains possible that any of these galaxies could be the host of this FRB. Follow-up spectroscopy on these objects to explore their H$\alpha$ emission and ionization contents, as well as to obtain more precisely measured redshifts, may be able to isolate a single host for this luminous FRB., Comment: 14 pages, 7 figures; Accepted for publication in AAS Journals (ApJ)

We present new high-resolution (R~14,000) spectra of the two brightest HeII-transparent quasars in the far-UV (FUV) at z>3.5, HE2QSJ2311-1417 (z=3.70) and HE2QSJ1630+0435 (z=3.81), obtained with the Cosmic Origins Spectrograph (COS) on the Hubble Space Telescope (HST). In the predominantly saturated HeII absorption spectra, both sightlines show several isolated resolved (full width at half maximum FWHM>50 km/s) transmission spikes in HeII Ly$\alpha$ and HeII Ly$\beta$. The incidence of such spikes decreases with increasing redshift, but both sightlines show significant spikes at z>3.5, signaling the presence of fully ionized regions in the z>3.5 intergalactic medium (IGM). We employ an automated algorithm to compare the number of detected HeII transmission spikes to predictions from mock spectra created from the outputs of a cubic (100/h cMpc)^3 optically thin Nyx hydrodynamical simulation, assuming a range of UV background photoionization rates $\Gamma_\mathrm{HeII}$. From the incidence of Ly$\alpha$ and Ly$\beta$ transmission spikes we infer similar photoionization rates of $\Gamma_\mathrm{HeII}=2.0^{+0.6}_{-0.5}\times 10^{-15}$s$^{-1}$ at 3.513.5 along both lines of sight, our observations provide further evidence that HeII reionization had substantially progressed at these redshifts., Comment: Accepted for publication in ApJ following minor revision; 21 pages, 17 figures

We carried out deep H$\alpha$ narrowband imaging with 10 hours net integrations towards the young protocluster, USS1558$-$003 at $z=2.53$ with the Subaru Telescope. This system is composed of four dense groups with massive local overdensities, traced by 107 H$\alpha$ emitters (HAEs) with stellar masses and dust-corrected star formation rates down to $1\times10^8$ M$_\odot$ and 3 M$_\odot$yr$^{-1}$, respectively. We have investigated the environmental dependence of various physical properties within the protocluster by comparing distributions of HAEs in higher and lower densities with a standard Kolmogorov--Smirnov test. At 97\% confidence level, we find enhanced star formation across the star-forming main sequence of HAEs living in the most extreme `supergroup', corresponding to the top quartile of overdensities. Furthermore, we derive distribution functions of H$\alpha$ luminosity and stellar mass in group and intergroup regions, approximately corresponding to 30 times and 8 times higher densities than the general field. As a consequence, we identify by 0.7 and 0.9 dex higher cutoffs in H$\alpha$ luminosity and stellar mass functions in the dense groups, respectively. On the other hand, HAEs in the intergroup environment of the protocluster show similar distribution functions to those of field galaxies despite residing in significant overdensities. In the early phase of cluster formation, as inferred from our results, the densest parts in the protocluster have had an accelerated formation of massive galaxies. We describe the survey for galaxies in the fields surrounding 9 sightlines to far-UV bright, z~1 quasars that define the COS Absorption Survey of Baryon Harbors (CASBaH) program. The photometry and spectroscopy that comprise the dataset come from a mixture of public surveys (SDSS, DECaLS) and our dedicated efforts on private facilities (Keck, MMT, LBT). We report the redshifts and stellar masses for 5902 galaxies within ~10 comoving-Mpc (cMpc) of the sightlines with a median of z=0.28 and M_* ~ 10^(10.1) Msun. This dataset, publicly available as the CASBaH specDB, forms the basis of several recent and ongoing CASBaH analyses. Here, we perform a clustering analysis of the galaxy sample with itself (auto-correlation) and against the set of OVI absorption systems (cross-correlation) discovered in the CASBaH quasar spectra with column densities N(O^+5) >= 10^(13.5)/cm^2. For each, we describe the measured clustering signal with a power-law correlation function xi(r) = (r/r_0)^(-gamma) and find that (r_0,gamma) = (5.48 +/- 0.07 h_100^-1 Mpc, 1.33 +/- 0.04) for the auto-correlation and (6.00 +/- 1 h^-1 Mpc, 1.25 +/- 0.18) for galaxy-OVI cross-correlation. We further estimate a bias factor of b_gg = 1.3 +/- 0.1 from the galaxy-galaxy auto-correlation indicating the galaxies are hosted by halos with mass M_halo ~ 10^(12.1 +/- 0.05) Msun. Finally, we estimate an OVI-galaxy bias factor b_OVI = 1.0 +/- 0.1 from the cross-correlation which is consistent with OVI absorbers being hosted by dark matter halos with typical mass M_halo ~ 10^(11) Msun. Future works with upcoming datasets (e.g., CGM^2) will improve upon these results and will assess whether any of the detected OVI arises in the intergalactic medium., 25 pages, 27 figures. PUMA is a proposal for an ultra-wideband, low-resolution and transit interferometric radio telescope operating at $200-1100\,\mathrm{MHz}$. Its design is driven by six science goals which span three science themes: the physics of dark energy (measuring the expansion history and growth of the universe up to $z=6$), the physics of inflation (constraining primordial non-Gaussianity and primordial features) and the transient radio sky (detecting one million fast radio bursts and following up SKA-discovered pulsars). We propose two array configurations composed of hexagonally close-packed 6m dish arrangements with 50% fill factor. The initial 5,000 element 'petite array' is scientifically compelling, and can act as a demonstrator and a stepping stone to the full 32,000 element 'full array'. Viewed as a 21cm intensity mapping telescope, the program has the noise equivalent of a traditional spectroscopic galaxy survey comprised of 0.6 and 2.5 billion galaxies at a comoving wavenumber of $k=0.5\,h\mathrm{Mpc}^{-1}$ spanning the redshift range $z = 0.3 - 6$ for the petite and full configurations, respectively. At redshifts beyond $z=2$, the 21cm technique is a uniquely powerful way of mapping the universe, while the low-redshift range will allow for numerous cross-correlations with existing and upcoming surveys. This program is enabled by the development of ultra-wideband radio feeds, cost-effective dish construction methods, commodity radio-frequency electronics driven by the telecommunication industry and the emergence of sufficient computing power to facilitate real-time signal processing that exploits the full potential of massive radio arrays. The project has an estimated construction cost of 55 and 330 million FY19 USD for the petite and full array configurations. Including R&D, design, operations and science analysis, the cost rises to 125 and 600 million FY19 USD, respectively.

We present a novel absorption line survey using 54 blue horizontal branch stars (BHBs) in the Milky Way halo as background sources for detecting gas flows at the disk-halo interface. Distance measurements to high-latitude ($b$ > 60��) background stars at 3.1-13.4 kpc, combined with unprecedented spatial sampling and spectral resolution, allow us to examine the 3-dimensional spatial distribution and kinematics of gas flows near the disk. We detect absorption signatures of extraplanar CaII and NaI in Keck HIRES spectra and find that their column densities exhibit no trend with distance to the background sources, indicating that these clouds lie within 3.1 kpc of the disk. We calculate covering fractions of $f_{CaII}$ = 63%, $f_{NaI}$ = 26%, and $f_{HI}$ = 52%, consistent with a picture of the CGM that includes multi-phase clouds containing small clumps of cool gas within hotter, more diffuse gas. The precise localization (0.1 galaxies has confirmed that the dispersion measures (DMs) of these enigmatic sources afford a new opportunity to probe the diffuse ionized gas around and in between galaxies. In this manuscript, we examine the signatures of gas in dark matter halos (aka halo gas) on DM observations in current and forthcoming FRB surveys. Combining constraints from observations of the high velocity clouds, OVII absorption, and the DM to the Large Magellanic Cloud with hydrostatic models of halo gas, we estimate that our Galactic halo will contribute ${\rm DM}_{\rm MW,halo} \approx 50-80 \rm pc/cm^{-3}$ from the Sun to 200 kpc independent of any contribution from the Galactic ISM. Extending analysis to the Local Group, we demonstrate that M31's halo will be easily detected by high-sample FRB surveys (e.g. CHIME) although signatures from a putative Local Group medium may compete. We then review current empirical constraints on halo gas in distant galaxies and discuss the implications for their DM contributions. We further examine the DM probability distribution function of a population of FRBs at z >> 0 using an updated halo mass function and new models for the halo density profile. Lastly, we illustrate the potential of FRB experiments for resolving the baryonic fraction of halos by analyzing simulated sightlines through the CASBaH survey. We report the serendipitous discovery of an object, UVQS J060819.93-715737.4, with a spectrum dominated by extremely intense, narrow C II emission lines. The spectrum is similar to those of the very rare, late-type [WC11] low-mass Wolf-Rayet stars. Despite the recognition of these stars as a distinct class decades ago, there remains barely a handful of Galactic members, all of which are also planetary-nebula central stars. Although no obvious surrounding nebulosity is present in J0608, [O II], [N II], and [S II] emission suggest the presence of an inconspicuous, low-excitation nebula. There is low-amplitude incoherent photometric variability on timescales of days to years, as well as numerous prominent P Cygni profiles, implying mass loss. There are indications of a binary companion. The star is located on the outskirts of the LMC, and the observed radial velocity (~250 km/s) and proper motion strongly suggest membership. If indeed an LMC member, this is the first extragalactic late [WC] star, and the first with an accurately determined luminosity, as the Galactic examples are too distant for precise parallax determinations. A high-quality, broad-coverage spectrum of the prototype of the late [WC] class, CPD -56 8032, is also presented. We discuss different excitation mechanisms capable of producing the great strength of the C II emission. Numerous autoionizing levels of C II are definitely populated by processes other than dielectronic recombination. Despite the spectacular emission spectra, observational selection makes objects such as these difficult to discover. The MAMMOTH-I Nebula at redshift 2.3 is one of the largest known Ly-alpha nebulae in the Universe, spanning ~440 kpc. Enormous Ly-alpha nebulae like MAMMOTH-I typically trace the densest and most active regions of galaxy formation. Using sensitive low-surface-brightness observations of CO(1-0) with the Very Large Array, we trace the cold molecular gas in the inner 150 kpc of the MAMMOTH-I Nebula. CO is found in four regions that are associated with either galaxies or groups of galaxies that lie inside the nebula. In three of the regions, the CO stretches up to ~30 kpc into the circum-galactic medium (CGM). In the centermost region, the CO has a very low velocity dispersion (FWHM$_{\rm CO}$ ~ 85 km/s), indicating that this gas is dynamically cold. This dynamically cold gas coincides with diffuse restframe optical light in the CGM around a central group of galaxies, as discovered with the Hubble Space Telescope. We argue that this likely represents cooling of settled and enriched gas in the center of MAMMOTH-I. This implies that the dynamically cold gas in the CGM, rather than the obscured AGN, marks the core of the potential well of this Ly-alpha nebula. In total, the CO in the MAMMOTH-I Nebula traces a molecular gas mass of M$_{\rm H2}$ ~ 1.4 ($\alpha_{\rm CO}$/3.6) $\times$ 10$^{11}$ M$_{\odot}$, with roughly 50% of the CO(1-0) emission found in the CGM. Our results add to the increasing evidence that extended reservoirs of molecular gas exist in the CGM of massive high-z galaxies and proto-clusters., Comment: 13 pages, 5 figures - ApJ in press

We present results from a survey of galaxies in the fields of six z ≥ 3 damped Lyman α (Lyα) systems (DLAs) using the Multi Unit Spectroscopic Explorer (MUSE) at the Very Large Telescope (VLT). We report a high detection rate of up to ${\approx } 80{{\ \rm per\ cent}}$ of galaxies within 1000 km s−1 from DLAs and with impact parameters between 25 and 280 kpc. In particular, we discovered five high-confidence Lyα emitters associated with three DLAs, plus up to nine additional detections across five of the six fields. The majority of the detections are at relatively large impact parameters (>50 kpc) with two detections being plausible host galaxies. Among our detections, we report four galaxies associated with the most metal-poor DLA in our sample (Z/Z⊙ = −2.33 ± 0.22), which trace an overdense structure resembling a filament. By comparing our detections with predictions from the Evolution and Assembly of GaLaxies and their Environments (EAGLE) cosmological simulations and a semi-analytic model designed to reproduce the observed bias of DLAs at z > 2, we conclude that our observations are consistent with a scenario in which a significant fraction of DLAs trace the neutral regions within haloes with a characteristic mass of $M_{\rm h} \approx 10^{11}-10^{12}~\rm M_\odot$, in agreement with the inference made from the large-scale clustering of DLAs. We finally show how larger surveys targeting ≈25 absorbers have the potential of constraining the characteristic masses of haloes hosting high-redshift DLAs with sufficient accuracy to discriminate between different models.

We review studies of the intergalactic medium (IGM) via HI absorption with emphasis on the decades of previous research with quasar absorption line studies. The chapter begins with a historical perspective and then offers a pedagogical description of the quantum mechanics underlying the Lyman series and Lyman continuum opacity of the HI atom. We describe the manifestation of these opacities in absorption spectroscopy and the challenges related to normalization of quasar emission. Standard measurement techniques (equivalent width, line-profile fitting) are introduced. We then introduce the \(N_\mathrm{HI}\) frequency distribution \(f(N_\mathrm{HI})\) and efforts to constrain this distribution across cosmic time with emphasis on the optically thin Ly\(\alpha \) forest. A discussion of optically thick gas (Lyman limit systems and damped Ly\(\alpha \) systems) and its relation to the mean free path is presented. Motivated by the discovery of rare enormous Lyman α nebulae (ELAN) around z ̃ 2 quasars, we initiated a long-term campaign with the MUSE/VLT instrument to directly uncover the astrophysics of the gas around quasars. We present here the first 61 targets under the acronym QSO MUSEUM. These quasars are characterized by a median redshift z = 3.17, absolute i magnitude in the range -29.67 ≤ Mi(z = 2) ≤ -27.03, and different levels of radio-loudness. This sample unveils diverse specimens of Ly α nebulosities extending for tens of kpc around these quasars (average maximum projected distance of 80 kpc) above a surface brightness SB > 8.8 × 10-19 erg s-1 cm-2 arcsec-2(2σ). The bulk of the Ly α emission is within R < 50 kpc, and is characterized by relatively quiescent kinematics, with average velocity dispersions Ly α> < 400 km s-1. Therefore, the motions within all these Ly α nebulosities have amplitudes consistent with gravitational motions expected in dark matter haloes hosting quasars at these redshifts, possibly reflecting the complexity in propagating a fast wind on large scales. Our current data suggest a combination of photoionization and resonant scattering as powering mechanisms of the Ly α emission. We discover the first z ̃ 3 ELAN, confirming a very low probability ({̃ }1{{ per cent}}) of occurrence of such systems at these redshifts. Finally, we discuss the redshift evolution currently seen in extended Ly α emission around radio-quiet quasars from z ̃ 3 to z ̃ 2, concluding that it is possibly linked to a decrease of cool gas mass within the circumgalactic medium of quasars from z ̃ 3 to z ̃ 2, and thus to the balance of cool versus hot media. Overall, QSO MUSEUM opens the path to statistical surveys targeting the gas phases in quasars' haloes along cosmic times.

We characterise ionised gas outflows using a large sample of ~330 high-luminosity (45.5 < log(L_bol/erg s^-1) < 49.0), high-redshift (1.5 < z < 4.0) quasars via their [OIII]4960,5008 emission. The median velocity width of the [OIII] emission line is 1540 kms^-1, increasing with increasing quasar luminosity. Broad, blue-shifted wings are seen in the [OIII] profiles of 42 per cent of the sample. Rest-frame ultraviolet spectra with well-characterised CIV 1550 emission line properties are available for more than 210 quasars, allowing an investigation of the relationship between the Broad Line Region (BLR) and Narrow Line Region (NLR) emission properties. The [OIII] blueshift is correlated with CIV blueshift, even when the dependence of both quantities on quasar luminosity has been taken into account. A strong anti-correlation between the [OIII] equivalent width (EW) and CIV blueshift also exists. Furthermore, [OIII] is very weak, with EW, MNRAS in press

Present-day galaxies are surrounded by cool and enriched halo gas extending to hundreds of kiloparsecs. This halo gas is thought to be the dominant reservoir of material available to fuel future star formation, but direct constraints on its mass and physical properties have been difficult to obtain. We report the detection of a fast radio burst (FRB 181112) with arcsecond precision, which passes through the halo of a foreground galaxy. Analysis of the burst shows the halo gas has low net magnetization and turbulence. We report on a search for the host galaxy of FRB171020, the fast radio burst with the smallest recorded dispersion measure (DM $=114$ pc cm$^{-3}$) of our on-ongoing ASKAP survey. The low DM confines the burst location within a sufficiently small volume to rigorously constrain the identity of the host galaxy. We identify 16 candidate galaxies in the search volume and single out ESO 601-G036, a Sc galaxy at redshift $z=0.00867$, as the most likely host galaxy. UV and optical imaging and spectroscopy reveal this galaxy has a star-formation rate of approximately 0.1 M$_\odot$ yr$^{-1}$ and oxygen abundance $12 + \log({\rm O/H}) = 8.3 \pm 0.2$, properties remarkably consistent with the galaxy hosting the repeating FRB121102. However, in contrast to FRB121102, follow-up radio observations of ESO 601-G036 show no compact radio emission above a 5$\sigma$ limit of $L_{2.1{\rm GHz}}=3.6\times 10^{19}$ W Hz$^{-1}$. Using radio continuum observations of the field, combined with archival optical imaging data, we find no analog to the persistent radio source associated with FRB121102 within the localization region of FRB171020 out to $z=0.06$. These results suggest that FRBs are not necessarily associated with a luminous and compact radio continuum source., Comment: Submitted to ApJL

We present spatially-resolved spectroscopy from the Keck Cosmic Web Imager (KCWI) of a star-forming galaxy at z=0.6942, which shows emission from the Mg II 2796, 2803 Angstrom doublet in the circumgalactic medium (CGM) extending ~37 kpc at 3-sigma significance in individual spaxels (1-sigma detection limit 4.8 x 10^{-19} erg s^-1 cm^-2 arcsec^-2). After deconvolution with the seeing, we obtain 5-sigma detections extending for ~31 kpc measured in 7-spaxel (1.1 arcsec^2) apertures. Spaxels covering the galaxy stellar regions show clear P-Cygni-like emission/absorption profiles with the blueshifted absorption extending to relative velocities of v = -800 km/s; however, the P-Cygni profiles give way to pure emission at large radii from the central galaxy. We have performed three-dimensional radiative transfer modeling to infer the geometry and velocity and density profiles of the outflowing gas. We present and make publicly available the third data release (DR3) of the Keck Observatory Database of Ionized Absorption toward Quasars (KODIAQ) survey. KODIAQ DR3 consists of a fully-reduced sample of 727 quasars at 0.1 < z < 6.4 observed with ESI at moderate resolution (4000 < R < 10000). DR3 contains 872 spectra available in flux calibrated form, representing a sum total exposure time of approximately 2.8 megaseconds. These co-added spectra arise from a total of 2753 individual exposures of quasars taken from the Keck Observatory Archive (KOA) in raw form and uniformly processed using a data reduction package made available through the XIDL distribution. DR3 is publicly available to the community, housed as a higher level science product at the KOA and in the igmspec database., 25 pages, 8 figures, 2 tables. We explore the prompt magnetar progenitor scenario in the context of fast radio burst (FRB) host galaxies demographics and offset distributions. Magnetars are neutron stars with strong magnetic fields on the order of $10^{15}$ G with a short decay lifetime of less than $10^4$ years. Due to their extremely short lifetimes, magnetars should follow the demographics of galaxies according to their current star-formation rate (SFR). Moreover, we hypothesize that magnetars should follow the SFR profile within galaxies, which we assume to follow an exponential profile. We construct a simple model for the host galaxies of magnetars assuming these events track SFR in all galaxies and compare it to observed properties from a sample of \nsecure\ secure FRB hosts. We find the distribution of observed SFRs is inconsistent with the model at $>95\%$ c.l. The offset distribution is consistent with this scenario; however, this could be due to the limited sample size and the seeing limited estimates for the effective radii of the FRB host galaxies. Despite the recent association of an FRB with a magnetar in the Milky Way, magnetars may not be the only source of FRBs in the universe, yet any other successful model must account for the demographics of the FRB host in SFR and their observed galactocentric offsets., Accepted for publication at ApJ Letters

The strongest transitions of Zn and CrII are the most sensitive to relative variations in the fine-structure constant ($\Delta\alpha/\alpha$) among the transitions commonly observed in quasar absorption spectra. They also lie within just 40\AA\ of each other (rest frame), so they are resistant to the main systematic error affecting most previous measurements of $\Delta\alpha/\alpha$: long-range distortions of the wavelength calibration. While Zn and CrII absorption is normally very weak in quasar spectra, we obtained high signal-to-noise, high-resolution echelle spectra from the Keck and Very Large Telescopes of 9 rare systems where it is strong enough to constrain $\Delta\alpha/\alpha$ from these species alone. These provide 12 independent measurements (3 quasars were observed with both telescopes) at redshifts 1.0--2.4, 11 of which pass stringent reliability criteria. These 11 are all consistent with $\Delta\alpha/\alpha=0$ within their individual uncertainties of 3.5--13 parts per million (ppm), with a weighted mean $\Delta\alpha/\alpha = 1.2\pm1.7_{\rm stat}\pm0.9_{\rm sys}$ ppm (1$\sigma$ statistical and systematic uncertainties), indicating no significant cosmological variations in $\alpha$. We present the largest homogeneous survey of redshift > 4.4 damped Lyα systems (DLAs) using the spectra of 163 quasars that comprise the Giant Gemini GMOS (GGG) survey. With this survey we make the most precise high-redshift measurement of the cosmological mass density of neutral hydrogen, ΩHI. After correcting for systematic effects using a combination of mock and higher-resolution spectra, we find ΩHI= 0.98+0.20-0.18 × 10−3 at 〈z〉 = 4.9, assuming a 20% contribution from lower column density systems below the DLA threshold. By comparing to literature measurements at lower redshifts, we show that ΩHI can be described by the functional form ΩHI(z) ∝ (1 + z)0.4. This gradual decrease from z = 5 to 0 suggests that in the galaxies which dominate the cosmic star formation rate, Hi is a transitory gas phase fuelling star formation which must be continually replenished by more highly-ionized gas from the intergalactic medium, and from recycled galactic winds.

FRB 190608 was detected by ASKAP and localized to a spiral galaxy at $z_{host}=0.11778$ in the SDSS footprint. The burst has a large dispersion measure ($DM_{FRB}=339.8$ $pc/cm^3$) compared to the expected cosmic average at its redshift. It also has a large rotation measure ($RM_{FRB}=353$ $rad/m^2$) and scattering timescale ($\tau=3.3$ $ms$ at $1.28$ $GHz$). Chittidi et al (2020) perform a detailed analysis of the ultraviolet and optical emission of the host galaxy and estimate the host DM contribution to be $110\pm 37$ $pc/cm^3$. This work complements theirs and reports the analysis of the optical data of galaxies in the foreground of FRB 190608 to explore their contributions to the FRB signal. Together, the two manuscripts delineate an observationally driven, end-to-end study of matter distribution along an FRB sightline; the first study of its kind. Combining KCWI observations and public SDSS data, we estimate the expected cosmic dispersion measure $DM_{cosmic}$ along the sightline to FRB 190608. We first estimate the contribution of hot, ionized gas in intervening virialized halos ($DM_{halos} \approx 7-28$ $pc/cm^3$). Then, using the Monte Carlo Physarum Machine (MCPM) methodology, we produce a 3D map of ionized gas in cosmic web filaments and compute the DM contribution from matter outside halos ($DM_{IGM} \approx 91-126$ $pc/cm^3$). This implies a greater fraction of ionized gas along this sightline is extant outside virialized halos. We also investigate whether the intervening halos can account for the large FRB rotation measure and pulse width and conclude that it is implausible. Both the pulse broadening and the large Faraday rotation likely arise from the progenitor environment or the host galaxy., Comment: 14 pages, 9 figures, 3 tables. We present a new fast radio burst (FRB) at 920 MHz discovered during commensal observations conducted with the Australian Square Kilometre Array Pathfinder (ASKAP) as part of the Commensal Real-time ASKAP Fast Transients (CRAFT) survey. FRB 191001 was detected at a dispersion measure (DM) of 506.92(4) pc cm$^{-3}$ and its measured fluence of 143(15) Jy ms is the highest of the bursts localized to host galaxies by ASKAP to date. The subarcsecond localization of the FRB provided by ASKAP reveals that the burst originated in the outskirts of a highly star-forming spiral in a galaxy pair at redshift $z=0.2340(1)$. Radio observations show no evidence for a compact persistent radio source associated with the FRB 191001 above a flux density of $15 \mu$Jy. However, we detect diffuse synchrotron radio emission from the disk of the host galaxy that we ascribe to ongoing star formation. FRB 191001 was also detected as an image-plane transient in a single 10 s snapshot with a flux density of 19.3 mJy in the low-time-resolution visibilities obtained simultaneously with CRAFT data. The commensal observation facilitated a search for repeating and slowly varying radio emissions 8 hr before and 1 hr after the burst. We found no variable radio emission on timescales ranging from 1 ms to 1.4 hr. We report our upper limits and briefly review FRB progenitor theories in the literature that predict radio afterglows. Our data are still only weakly constraining of any afterglows at the redshift of the FRB. We present an IGM H I tomographic map in a survey volume of 16 x 19 x 131 h(-3) comoving Mpc(3) (cMpc(3)) centered at MAMMOTH-1 nebula and three neighboring quasars at z = 2.3. The MAMMOTH-1 nebula is an enormous Ly alpha nebula (ELAN), hosted by a type-II quasar dubbed MAMMOTH1-QSO, that extends over 1 h(-1) cMpc with no clear physical origin. Here we investigate the H I-gas distribution around MAMMOTH1-QSO with the ELAN and three neighboring type-I quasars, making the IGM H I tomographic map with a spatial resolution of 2.6 h(-1) cMpc. Our H I tomographic map is reconstructed with H I Lya forest absorption of bright background objects at z = 2.4-2.9: one eBOSS quasar and 16 Keck/LRIS galaxy spectra. We estimate the radial profile of H I overdensity for MAMMOTH1-QSO, and find that MAMMOTH1-QSO resides in a volume with fairly weak H I absorption. This suggests that MAMMOTH1-QSO may have a proximity zone where quasar illuminates and photoionizes the surrounding H I gas and suppresses H I absorption, and that the ELAN is probably a photoionized cloud embedded in the cosmic web. The H I radial profile of MAMMOTH1-QSO is very similar to those of three neighboring type-I quasars at z = 2.3, which is compatible with the AGN unification model. We compare the distributions of the H I absorption and star-forming galaxies in our survey volume, and identify a spatial offset between density peaks of star-forming galaxies and H I gas. The Australian SKA Pathfinder (ASKAP) telescope has started to localize Fast Radio Bursts (FRBs) to arcsecond accuracy from the detection of a single pulse, allowing their host galaxies to be reliably identified. We discuss the global properties of the host galaxies of the first four FRBs localized by ASKAP, which lie in the redshift range $0.11, Comment: 15 pages, 5 figures, 5 tables. Recent observations suggest that proximate damped Ly$\alpha$ (PDLA) systems can be used to study the host galaxies of Quasi-stellar objects (QSOs), because the PDLAs can block the bright point-spread-function (PSF) from central QSOs. Using six-orbits of narrowband imaging with $\it{HST}$/WFC3, we present the first high resolution narrowband image of the Ly$\alpha$ emission in the PDLA trough of the QSO SDSSJ115432.67-021537.9 . We detect one major component and one minor component in the narrowband imaging. Combining the $\it{HST}$/WFC3 imaging with deep Magellan/MagE spectra, we measure that the Ly$\alpha$ flux F$_{\rm{Ly\alpha}}$ = 1.56$\pm0.10 \times10^{-16}$ $\rm{erg\ s^{-1}\ cm^{-2}}$, which is among the luminous ($\approx$ 2.7 L$^{\star}_{\rm{Ly\alpha}}$) Ly$\alpha$ emitters at $\it{z} =$ 2.19. The $\rm{Ly\alpha}$-based star formation rate (SFR) is $\sim$ 7 $\textrm{M_{\sun} \ yr^{-1}}$. These observational results favor that the star formation from the host galaxy could be the main mechanism to power the Ly$\alpha$ emission. This new method sheds new light on the study of the kinematic structure and the spatial distribution of the extended Ly$\alpha$ emitting regions around the QSO host.

We present measurements of the large-scale (~40 comoving Mpc) effective optical depth of HeII Ly$\alpha$ absorption, $\tau_{\rm eff}$, at 2.543 HeII sightlines at z>3.5, and study the redshift evolution and sightline-to-sightline variance of $\tau_{\rm eff}$ in 24 HeII sightlines. We confirm an increase of the median $\tau_{\rm eff}$ from ~2 at z=2.7 to >5 at z>3, and a scatter in $\tau_{\rm eff}$ that increases with redshift. The z>3.5 HeII absorption is predominantly saturated, but isolated narrow ($\Delta v2.74 the variance in $\tau_{\rm eff}$ significantly exceeds expectations for a spatially uniform UV background, but is consistent with a fluctuating radiation field sourced by variations in the quasar number density and the mean free path in the post-reionization IGM. We develop a method to infer the approximate median HeII photoionization rate $\Gamma_{\rm HeII}$ of a fluctuating UV background from the median $\tau_{\rm eff}$, finding a factor ~5 decrease in $\Gamma_{\rm HeII}$ between z~2.6 and z~3.1. At z~3.1 a $\Gamma_{\rm HeII}=\left[9.1^{+1.1}_{-1.2}\,\mathrm{(stat.)}\,^{+2.4}_{-3.4}\,\mathrm{(sys.)}\right]\times10^{-16}\,\mathrm{s}^{-1}$ corresponds to a median HeII fraction of ~2.5%, indicating that our data probe the tail end of HeII reionization., Comment: ApJ, in press; added appendix with simulation convergence test; results and conclusions unchanged; 30 pages, 13 figures

Microwave Kinetic Inductance Detectors, or MKIDS, have the ability to simultaneous resolve the wavelength of individual photons and time tag photons with microsecond precision. This opens up a number of exciting new possibilities and efficiency gains for optical/IR astronomy. In this paper we describe a plan to take the MKID technology, which we have demonstrated on the Palomar, Lick, and Subaru Telescopes, out of the realm of private instruments usable only by experts. Our goal is to incorporate MKIDs into a facility-class instrument at the Keck 1 Telescope that can be used by a large part of the astronomical community. This new instrument, the Keck Radiometer Array using KID ENergy Sensors (KRAKENS), will be a 30 kpix integral field spectrograph (IFS) with a 42.5” x 45” field of view, extraordinarily wide wavelength coverage from 380-1350 nm, and a spectral resolution R=λ/uλ > 20 at 400 nm. Future add on modules could enable polarimetry and higher spectral resolution. KRAKENS will be built using the same style MKID arrays, cryostat, and similar readout electronics to those used in the successful 10 kpix DARKNESS instrument at Palomar and 20 kpix MEC instrument at Subaru, significantly reducing the technical risk.

Since the start of operations in 1993, the twin 10 meter W. M. Keck Observatory telescopes have continued to maximize their scientific impact and to produce transformative discoveries that keep the observing community on the frontiers of astronomical research. Upgraded capabilities and new instrumentation are provided though collaborative partnerships with Caltech and UC instrument development teams. The observatory adapts and responds to the observers’ evolving needs as defined in the observatory’s strategic plan, periodically refreshed in collaboration with the science community. This paper summarizes the performance of recently commissioned infrastructure projects, technology upgrades, and new additions to the suite of instrumentation at the observatory. We will also provide a status of projects currently in the design or development phase, and since we need to keep our eye on the future, we mention projects in exploratory phases that originate from our strategic plan. Recently commissioned projects include telescope control system upgrades, OSIRIS spectrometer and imager upgrades, and deployments of the Keck Cosmic Web Imager (KCWI), the Near-Infrared Echellette Spectrometer (NIRES), and the Keck I Deployable Tertiary Mirror (KIDM3). Under development are upgrades to the NIRSPEC instrument and adaptive optics (AO) system. Major instrumentation in design phases include the Keck Cosmic Reionization Mapper and the Keck Planet Finder. Future instrumentation studies and proposals underway include a Ground Layer Adaptive Optics system, NIRC2 upgrades, the energy sensitive instrument KRAKENS, an integral field spectrograph LIGER, and a laser tomography AO upgrade. Last, we briefly discuss recovering MOSFIRE and its return to science operations.

We survey the highly ionized circumgalactic media (CGM) of 29 blindly selected galaxies at 0.49 < z_(gal) < 1.44 based on high-S/N ultraviolet spectra of z > 1 QSOs and the galaxy database from the COS Absorption Survey of Baryon Harbors (CASBaH). We detect the Ne VIII doublet in nine of the galaxies, and for gas with N(Ne VIII) > 10^13.3 cm^-2 (> 10^13.5 cm^-2), we derive a Ne VIII covering fraction f_c = 75 +15/-25% (44 +22/-20%) within impact parameter (rho) < 200 kpc of M_* = 10^(9.5-11.5) Msol galaxies and f_c = 70 +16/-22% (f_c = 42 +20/-17%) within rho < 1.5 virial radii. We estimate the mass in Ne VIII-traced gas to be M_gas(Ne VIII) > 10^9.5 Msol (Z/Zsol)^-1, or 6-20% of the expected baryonic mass if the Ne VIII absorbers have solar metallicity. Ionizing Ne VII to Ne VIII requires 207 eV, and photons with this energy are scarce in the CGM. However, for the median halo mass and redshift of our sample, the virial temperature is close to the peak temperature for the Ne VIII ion, and the Ne VIII-bearing gas is plausibly collisionally ionized near this temperature. Moreover, we find that photoionized Ne VIII requires cool and low-density clouds that would be highly underpressured (by approximately two orders of magnitude) relative to the putative, ambient virialized medium, complicating scenarios where such clouds could survive. Thus, more complex (e.g., non-equilibrium) models may be required; this first statistical sample of Ne VIII absorber/galaxy systems will provide stringent constraints for future CGM studies., Published in ApJL, Volume 877, Issue 2, Article L20

Using the Atacama Large Millimeter/sub-millimeter Array, we have detected CO(3-2) line and far-infrared continuum emission from a galaxy associated with a high-metallicity ([M/H] = -0.27) damped Ly-alpha absorber (DLA) at z =2.19289. The galaxy is located 3.5" away from the quasar sightline, corresponding to a large impact parameter of 30 kpc at the DLA redshift. We use archival Very Large Telescope-SINFONI data to detect Halpha emission from the associated galaxy, and find that the object is dusty, with a dust-corrected star formation rate of 110 +60 -30 Msun/yr. The galaxy's molecular mass is large, Mmol = (1.4 +- 0.2) x 10^11 x (\alpha_CO/4.3) x (0.57/r_31) Msun, supporting the hypothesis that high-metallicity DLAs arise predominantly near massive galaxies. The excellent agreement in redshift between the CO(3-2) line emission and low-ion metal absorption (~40 km/s) disfavors scenarios whereby the gas probed by the DLA shows bulk motion around the galaxy. We use Giant Metrewave Radio Telescope HI 21cm absorption spectroscopy to find that the HI along the DLA sightline must be warm, with a stringent lower limit on the spin temperature of T_s > 1895 x (f/0.93) K. The detection of CI absorption in the DLA, however, also indicates the presence of cold neutral gas. To reconcile these results requires that the cold components in the DLA contribute little to the HI column density, yet contain roughly 50% of the metals of the absorber, underlining the complex multi-phase nature of the gas surrounding high-z galaxies., Comment: 6 pages, 3 figures, accepted for publication in ApJL

The rare close projection of two quasars on the sky provides the opportunity to study the host galaxy environment of a foreground quasar in absorption against the continuum emission of a background quasar. For over a decade the "Quasars probing quasars" series has utilized this technique to further the understanding of galaxy formation and evolution in the presence of a quasar at z>2, resolving scales as small as a galactic disc and from bound gas in the circumgalactic medium to the diffuse environs of intergalactic space. Presented here, is the public release of the quasar pair spectral database utilized in these studies. In addition to projected pairs at z>2, the database also includes quasar pair members at z, 20 pages, 7 figures, 5 tables

In an effort to search for Ly α emission from circum- and intergalactic gas on scales of hundreds of kpc around z ̃ 3 quasars, and thus characterize the physical properties of the gas in emission, we have initiated an extensive fast survey with the Multi-Unit Spectroscopic Explorer (MUSE): Quasar Snapshot Observations with MUse: Search for Extended Ultraviolet eMission (QSO MUSEUM). In this work, we report the discovery of an enormous Ly α nebula (ELAN) around the quasar SDSS J102009.99+104002.7 at z = 3.164, which we followed-up with deeper MUSE observations. This ELAN spans ̃297 projected kpc, has an average Ly α surface brightness SBLy α ̃ 6.04 × 10-18 erg s-1 cm-2 arcsec-2(within the 2σ isophote) and is associated with an additional four previously unknown embedded sources: two Ly α emitters and two faint active galactic nuclei (one type-1 and one type-2 quasar). By mapping at high significance, the line-of-sight velocity in the entirety of the observed structure, we unveiled a large-scale coherent rotation-like pattern spanning ̃300 km s-1 with a velocity dispersion of -1, which we interpret as a signature of the inspiraling accretion of substructures within the quasar's host halo. Future multiwavelength data will complement our MUSE observations and are definitely needed to fully characterize such a complex system. None the less, our observations reveal the potential of new sensitive integral-field spectrographs to characterize the dynamical state of diffuse gas on large scales in the young Universe, and thereby witness the assembly of galaxies.

The HeII transverse proximity effect -- enhanced HeII Ly$\alpha$~transmission in a background sightline caused by the ionizing radiation of a foreground quasar -- offers a unique opportunity to probe the morphology of quasar-driven HeII reionization. We conduct a comprehensive spectroscopic survey to find $z\sim3$ quasars in the foreground of 22 background quasar sightlines with HST/COS HeII Ly$\alpha$~transmission spectra. With our two-tiered survey strategy, consisting of a deep pencil-beam survey and a shallow wide-field survey, we discover 131 new quasars, which we complement with known SDSS/BOSS quasars in our fields. Using a restricted sample of 66 foreground quasars with inferred HeII photoionization rates greater than the expected UV background at these redshifts ($\Gamma_\mathrm{QSO}^\mathrm{HeII} > 5 \times 10^{-16}\,\mathrm{s}^{-1}$) we perform the first statistical analysis of the HeII transverse proximity effect. Our results show qualitative evidence for a large object-to-object variance: among the four foreground quasars with the highest $\Gamma_\mathrm{QSO}^\mathrm{HeII}$ only one (previously known) quasar is associated with a significant HeII transmission spike. We perform a stacking analysis to average down these fluctuations, and detect an excess in the average HeII transmission near the foreground quasars at $3\sigma$ significance. This statistical evidence for the transverse proximity effect is corroborated by a clear dependence of the signal strength on $\Gamma_\mathrm{QSO}^\mathrm{HeII}$. Our detection places a purely geometrical lower limit on the quasar lifetime of $t_\mathrm{Q} > 25\,\mathrm{Myr}$. This manuscript describes the design, usage, and data-reduction pipeline developed for the Magellan Inamori Kyocera Echelle (MIKE) spectrometer used with the Magellan telescope at the Las Campanas Observatory. We summarize the basic characteristics of the instrument and discuss observational procedures recommended for calibrating the standard data products. We detail the design and implementation of an IDL based data-reduction pipeline for MIKE data (since generalized to other echelle spectrometers, e.g. Keck/HIRES, VLT/UVES). This includes novel techniques for flat-fielding, wavelength calibration, and the extraction of echelle spectroscopy. Sufficient detail is provided in this manuscript to enable inexperienced observers to understand the strengths and weaknesses of the instrument and software package and an assessment of the related systematics., In press at PASP. Using our sample of the most metal-rich damped Lyman $\alpha$ systems (DLAs) at z$\sim2$, and two literature compilations of chemical abundances in 341 DLAs and 2818 stars, we present an analysis of the chemical composition of DLAs in the context of the Local Group. The metal-rich sample of DLAs at z$\sim2$ probes metallicities as high as the Galactic disc and the most metal-rich dwarf spheroidals (dSphs), permitting an analysis of many elements typically observed in DLAs (Fe, Zn, Cr, Mn, Si, and S) in comparison to stellar abundances observed in the Galaxy and its satellites (in particular dSphs). Our main conclusions are: (1) non-solar [Zn/Fe] abundances in metal-poor Galactic stars and in dSphs over the full metallicity range probed by DLAs, suggest that Zn is not a simple proxy for Fe in DLAs and therefore not a suitable indicator of dust depletion. After correcting for dust depletion, the majority of DLAs have subsolar [Zn/Fe] similar to dSphs; (2) at [Fe/H]$\sim-0.5$, a constant [Mn/Fe]$\sim-0.5$ and near-solar [$\alpha$/Fe] (requiring an assumption about dust depletion) are in better agreement with dwarf galaxies than Galactic disc stars; (3) [$\alpha$/Zn] is usually solar or subsolar in DLAs. However, although low ratios of [$\alpha$/Fe] are usually considered more `dwarf-like' than `Milky Way-like', subsolar [Zn/Fe] in Local Group dwarfs leads to supersolar [$\alpha$/Zn] in the dSphs, in contrast with the DLAs. All galaxies once passed through a hyperluminous quasar phase powered by accretion onto a supermassive black hole. But because these episodes are brief, quasars are rare objects typically separated by cosmological distances. In a survey for Lyman-alpha emission at redshift z ~ 2, we discovered a physical association of four quasars embedded in a giant nebula. Located within a substantial overdensity of galaxies, this system is probably the progenitor of a massive galaxy cluster. The chance probability of finding a quadruple quasar is estimated to be ~10^-7, implying a physical connection between Lyman-alpha nebulae and the locations of rare protoclusters. Our findings imply that the most massive structures in the distant universe have a tremendous supply (~ 10^11 solar masses) of cool dense (volume density ~1 cm^-3) gas, which is in conflict with current cosmological simulations., accepted for publication in Science. We report on a sensitive search for redshifted Hα line-emission from three high-metallicity damped Lyα absorbers (DLAs) at z ≈ 2.4 with the Near-infrared Integral Field Spectrometer (NIFS) on the Gemini-North telescope, assisted by the ALTtitude conjugate Adaptive optics for the InfraRed (ALTAIR) system with a laser guide star. Within the NIFS field-of-view, ≈3.22 arcsec × 2.92 arcsec corresponding to ≈25 kpc × 23 kpc at z = 2.4, we detect no statistically significant line-emission at the expected redshifted Hα wavelengths. The measured root-mean-square noise fluctuations in 0.4 arcsec apertures are 1–3 × 10-18 erg s-1 cm-2.

We present HIRES observations for 31 damped Lyα systems, selected on the basis of their large metal column densities from previous lower-resolution data. The measured metal column densities for Fe, Zn, S, Si, Cr, Mn, and Ni are provided for these 31 systems. Combined with previously observed large metal column density damped Lyα systems, we present a sample of 44 damped Lyα systems observed with high-resolution spectrographs (R ~ 30,000). These damped Lyα systems probe the most chemically evolved systems at redshifts greater than 1.5. We discuss the context of our sample with the general damped Lyα population, demonstrating that we are probing the top 10% of metal column densities with our sample. In a companion paper, we will present an analysis of the sample's elemental abundances in the context of galactic chemical enrichment.

Using over a million and a half extragalactic spectra we study the properties of the mysterious Diffuse Interstellar Bands (DIBs) in the Milky Way. These data provide us with an unprecedented sampling of the skies at high Galactic-latitude and low dust-column-density. We present our method, study the correlation of the equivalent width of 8 DIBs with dust extinction and with a few atomic species, and the distribution of four DIBs - 5780.6A, 5797.1A, 6204.3A, and 6613.6A - over nearly 15000 squared degrees. As previously found, DIBs strengths correlate with extinction and therefore inevitably with each other. However, we show that DIBs can exist even in dust free areas. Furthermore, we find that the DIBs correlation with dust varies significantly over the sky. DIB under- or over-densities, relative to the expectation from dust, are often spread over hundreds of square degrees. These patches are different for the four DIBs, showing that they are unlikely to originate from the same carrier, as previously suggested.

We have obtained spectra of 163 quasars at $z_\mathrm{em}>4.4$ with the Gemini Multi Object Spectrometers on the Gemini North and South telescopes, the largest publicly available sample of high-quality, low-resolution spectra at these redshifts. From this homogeneous data set, we generated stacked quasar spectra in three redshift intervals at $z\sim 5$. OVI absorption in quasar spectra caused by intervening circumgalactic atmospheres suggests a downturn in the atmospheric column density in sightlines passing beyond about 100 kpc from central star-forming galaxies. This turnover supports the hypothesis that the oxygen originates in the central galaxies. When converted into oxygen space density using an Abel integral inversion, the OVI columns require greater than $\approx 10^9 M_\odot$ of oxygen concentrated near 100 kpc. Circumgalactic gas within this radius cools in less than 1 Gyr and radiates $\sim 10^{42.2}$ erg s$^{-1}$ overall. The feedback power necessary to maintain such oxygen-rich atmospheres for many Gyrs cannot be easily supplied by galactic supernovae. However, massive central black holes in star-forming galaxies may generate sufficient accretion power and intermittent shock waves at $r \sim 100$ kpc to balance circumgalactic radiation losses in late-type $L^\star$ galaxies. We present 13 new 2175 {\AA} dust absorbers at z_abs = 1.0 - 2.2 towards background quasars from the Sloan Digital Sky Survey. These absorbers are examined in detail using data from the Echelle Spectrograph and Imager (ESI) on the Keck II telescope. Many low-ionization lines including Fe II, Zn II, Mg II, Si II, Al II, Ni II, Mn II, Cr II, Ti II, and Ca II are present in the same absorber which gives rise to the 2175 {\AA} bump. The relative metal abundances (with respect to Zn) demonstrate that the depletion patterns of our 2175 {\AA} dust absorbers resemble that of the Milky Way clouds although some are disk-like and some are halo-like. The 2175 {\AA} dust absorbers have significantly higher depletion levels compared to literature Damped Lyman-{\alpha} absorbers (DLAs) and subDLAs. The dust depletion level indicator [Fe/Zn] tends to anti-correlate with bump strengths. The velocity profiles from the Keck/ESI spectra also provide kinematical information on the dust absorbers. The dust absorbers are found to have multiple velocity components with velocity widths extending from ~100 to ~ 600 km/s, which are larger than those of most DLAs and subDLAs. Assuming the velocity width is a reliable tracer of stellar mass, the host galaxies of 2175 {\AA} dust absorbers are expected to be more massive than DLA/subDLA hosts. Not all of the 2175 {\AA} dust absorbers are intervening systems towards background quasars. We examine the kinematics of the gas in the environments of galaxies hosting quasars at $z\sim2$. We employ 148 projected quasar pairs to study the circumgalactic gas of the foreground quasars in absorption. The sample selects foreground quasars with precise redshift measurements, using emission-lines with precision $\lesssim300\,{\rm km\,s^{-1}}$ and average offsets from the systemic redshift $\lesssim|100\,{\rm km\,s^{-1}}|$. We stack the background quasar spectra at the foreground quasar's systemic redshift to study the mean absorption in \ion{C}{2}, \ion{C}{4}, and \ion{Mg}{2}. We find that the mean absorptions exhibit large velocity widths $\sigma_v\approx300\,{\rm km\,s^{-1}}$. Further, the mean absorptions appear to be asymmetric about the systemic redshifts. The mean absorption centroids exhibit small redshift relative to the systemic $\delta v\approx+200\,{\rm km\,s^{-1}}$, with large intrinsic scatter in the centroid velocities of the individual absorption systems. We find the observed widths are consistent with gas in gravitational motion and Hubble flow. However, while the observation of large widths alone does not require galactic-scale outflows, the observed offsets suggest that the gas is on average outflowing from the galaxy. The distribution of diffuse gas in the intergalactic medium (IGM) imprints a series of hydrogen absorption lines on the spectra of distant background quasars known as the Lyman-$\alpha$ forest. Cosmological hydrodynamical simulations predict that IGM density fluctuations are suppressed below a characteristic scale where thermal pressure balances gravity. We measured this pressure-smoothing scale by quantifying absorption correlations in a sample of close quasar pairs. We compared our measurements to hydrodynamical simulations, where pressure smoothing is determined by the integrated thermal history of the IGM. We study winds in 12 X-ray AGN host galaxies at z ~ 1. We find, using the low-ionization Fe II 2586 absorption in the stacked spectra, that the probability distribution function (PDF) of the centroid velocity shift in AGN has a median, 16th and 84th percentiles of (-87, -251, +86) km/s respectively. The PDF of the velocity dispersion in AGN has a median, 84th and 16th percentile of (139, 253, 52) km/s respectively. The centroid velocity and the velocity dispersions are obtained from a two component (ISM+wind) absorption line model. The equivalent width PDF of the outflow in AGN has median, 84th and 16th percentiles of (0.4, 0.8, 0.1) Angstrom. There is a strong ISM component in Fe II 2586 absorption with (1.2, 1.5, 0.8) Angstrom, implying presence of substantial amount cold gas in the host galaxies. For comparison, star-forming and X-ray undetected galaxies at a similar redshift, matched roughly in stellar mass and galaxy inclination, have a centroid velocity PDF with percentiles of (-74, -258, +90) km/s, and a velocity dispersion PDF percentiles of (150, 259, 57) km/s. Thus, winds in the AGN are similar to star-formation-driven winds, and are too weak to escape and expel substantial cool gas from galaxies. Our sample doubles the previous sample of AGN studied at z ~ 0.5 and extends the analysis to z ~ 1. We analyze new far-ultraviolet spectra of 13 quasars from the z~0.2 COS-Halos survey that cover the HI Lyman limit of 14 circumgalactic medium (CGM) systems. These data yield precise estimates or more constraining limits than previous COS-Halos measurements on the HI column densities NHI. We then apply a Monte-Carlo Markov Chain approach on 32 systems from COS-Halos to estimate the metallicity of the cool (T~10^4K) CGM gas that gives rise to low-ionization state metal lines, under the assumption of photoionization equilibrium with the extragalactic UV background. The principle results are: (1) the CGM of field L* galaxies exhibits a declining HI surface density with impact parameter Rperp (at >99.5%$ confidence), (2) the transmission of ionizing radiation through CGM gas alone is 70+/-7%; (3) the metallicity distribution function of the cool CGM is unimodal with a median of 1/3 Z_Sun and a 95% interval from ~1/50 Z_Sun to over 3x solar. The incidence of metal poor (99.9% confidence) and, therefore, also with increasing Rperp. The high metallicity at large radii implies early enrichment; (5) A non-parametric estimate of the cool CGM gas mass is M_CGM_cool = 9.2 +/- 4.3 10^10 Msun, which together with new mass estimates for the hot CGM may resolve the galactic missing baryons problem. Future analyses of halo gas should focus on the underlying astrophysics governing the CGM, rather than processes that simply expel the medium from the halo., 26 pages with figures.
