105. New evidence on the development of Australian refugee policy, 1976 to 1983

Economic and Social History - Abstract
This thesis aims to improve historical knowledge of Australian refugee policy between 1976 and 1983, a unique and transitional moment in the nation’s history and in international refugee movements. The discussion will be based on original evidence drawn from archival records and oral history interviews, and informed by a broad literature which recognises that refugee policy is a product of varied political imperatives and historical context. First, Chapter Three reveals that because the Fraser government could not deport the Indochinese boatpeople who sailed to Australia, it sought to approve their refugee status in order to legitimate its announcements that only ‘genuine’ refugees were being admitted. In doing so, the Fraser government was required to defend the processing of boat arrivals to the public and within the bureaucracy. Chapter Four finds that historical and political considerations informed the Fraser government’s choice not to reject or detain boat arrivals but to instead introduce legislation against people smuggling. The chapter presents new evidence to disprove claims expressed in recent academic and media commentary that the government’s Immigration (Unauthorised Arrivals) Act 1980 (Cth) marked a particularly harsh stance and that passengers on the VT838 were deported without due process, and draws from ideas within the literature concerning the need for states to promote the integrity of the refugee concept. Chapter Five contributes to international literature on refugee status determination procedure by studying the Australian government’s assessment of non-Indochinese. Through a dataset created from UNHCR archives it is found that the quality of briefing material and political considerations could influence deliberations on individual cases. Chapter Six contributes to literature on in-country processing, revealing how Australia’s programme in Chile and El Salvador was a means of diversifying the refugee intake but caused tensions between the Department of Immigration and the Department of Foreign Affairs.

This year, with my colleague, Dr Ana Cabral from the University of Greenwich I have had the privilege of working with a group of talented teachers and a Learning Support Assistant (LSA) from schools within the Alliance who were all interested to study their own practice in order to enrich the learning of the children they teach.\ud \ud \ud Ana and I wanted to introduce the group to action research. The classic work by Carr and Kemmis (1986) describe action research as being about:\ud • the improvement of practice;\ud • the improvement of the understanding of practice;\ud • the improvement of the situation in which the practice takes place.\ud It was important to us that the teachers and LSAs were as systematic as possible about the way they undertook their investigations. Teachers and LSAs are busy people and the degree to which they applied the methodology varied. The group consisted of those from a range of academic backgrounds and experiences. We discussed their aims – constructing research questions or identifying the problem they wished to solve. We introduced literature that was relevant to the focus of their study. We worked on the best ways of collecting data to inform their actions and we talked about the ethical issues of being an ‘insider-researcher’ and how to address them.\ud \ud \ud We met with the group at least three times during a term and on a number of occasions we went to schools or had telephones conversations when teachers were too busy to attend. The meetings with the teachers and LSAs were fascinating. The combination of staff from secondary and primary led to exciting and fruitful professional conversations. Everyone recognised how pedagogy associated with each phase challenged and enriched the other. In some cases, the teachers invited each other into their classes and team teaching took place as a result, bringing forth further rich professional discussions. Research has informed us that the most effective forms of continuing professional development (CPD) (BERA/RSA 2014) involve:\ud • the use of specialist advisors and external experts\ud • collaborative enquiry and structured peer support\ud • the opportunity to explore why things do and don’t ‘work’\ud • the exploration and challenging of teachers own beliefs and assumptions (p.25 – 27).\ud ‘All the research indicates that enquiry-orientated learning is not a quick-fix, but needs to be a sustained over time to ensure that learning (for both teachers and pupils) actually takes place’. (BERA/RCA 2014: 26)\ud The RGTSA wants to make this form of teacher-led inquiry part of the practice in their schools. We hope to continue with these powerful projects in the coming years.\ud \ud \ud In this document we provide the reports from the group that describe their work. They document the processes with which they were engaged. In most cases they collected information from their own surveys or interviews and/or from reading literature in the area. They then describe the action they felt to be appropriate and conclude with a brief evaluation of the success of their projects. They all demonstrate their hard work and determination. We would like to extend our thanks to all the teachers and LSAs and the children involved and especially to Jon Curtis-Brignell who helped facilitate the projects. (Andrew Lambirth)

Internet shopping is anticipated to be worth 6.14 billion pounds sterling, at 1995 prices, by the year 2003. But it will only account for under 3% of all retail sales. Internet shopping will take trade from the increased sales which would have gone to out-of-town sites. Some high street retailers have chosen to sell goods on the Internet to challenge electronic commerce. High street retailers have also faced competition from out-of-town retail sites, with the floor space for out-of-town outlets increasing by 87% in 1981-1996. Yet town centre shops have increased trade by over 10% during 1981-1996.

Planning laws, in the UK, which had tried to limit the amount of high street shops moving to retail developments on the outskirts of towns have been unnecessary. Fashion shops are very important to high street developments yet in out-of-town centres they only account for 26% of the floorspace, with 97% of the retail parks not having any fashion shops in their developments. Initially out-of-towns sites were developed, in the 1980s, to cater for shops which required bigger showrooms. High street stores have only taken 11% of the available floorspace in out-of-town developments.

116. The Hair Follicle: An Underutilized Source of Cells and Materials for Regenerative Medicine

- Abstract
The hair follicle is one of only two structures within the adult body that selectively degenerates and regenerates, making it an intriguing organ to study and use for regenerative medicine. Hair follicles have been shown to influence wound healing, angiogenesis, neurogenesis, and harbor distinct populations of stem cells; this has led to cells from the follicle being used in clinical trials for tendinosis and chronic ulcers. In addition, keratin produced by the follicle in the form of a hair fiber provides an abundant source of biomaterials for regenerative medicine. In this review, we provide an overview of the structure of a hair follicle, explain the role of the follicle in regulating the microenvironment of skin and the impact on wound healing, explore individual cell types of interest for regenerative medicine, and cover several applications of keratin-based biomaterials.

This article examines the assessment of Indochinese refugees through Australia's first formal refugee status determination procedure between 1978 and 1983. Drawing from a unique set of UN High Commissioner for Refugees (UNHCR) records, this is the first study to detail how the newly established Determination of Refugee Status (DORS) Committee's decision-making on Indochinese boat arrivals evolved over time. The Committee provided a basis on which the then Fraser government could process the Indochinese who sailed directly to Australia, while attempting to reassure the Australian public that it remained in control of their arrival. Through revealing new details of DORS' deliberations, this article provides an insight into interdepartmental debates about the Indochinese boat arrivals, and provides historical context for the Fraser government's public insistence on accepting only 'genuine' refugees. The discovery of induced pluripotent stem cells (iPSCs) in 2006 was a major breakthrough for regenerative medicine. The establishment of patient-specific iPSCs has created the opportunity to model diseases in culture systems, with the potential to rapidly advance the drug discovery fi eld. Current methods of drug discovery are inefficient, with a high proportion of drug candidates failing during clinical trials due to low efficacy and/or high toxicity. Many drugs fail toxicity testing during clinical trials, since the cells on which they have been tested do not adequately model three-dimensional tissues or their interaction with other organs in the body. There is a need to develop microphysiological systems that reliably represent both an intact tissue and also the interaction of a particular tissue with other systems throughout the body. As the port of entry for many drugs is via topical delivery, the skin is the fi rst line of exposure, and also one of the fi rst organs to demonstrate a reaction after systemic drug delivery. In this review, we discuss our strategy to develop a microphysiological system using iPSCs that recapitulates human skin for analyzing the interactions of drugs with the skin. [ABSTRACT FROM AUTHOR]

The basal cell maintains the airway's respiratory epithelium as the putative resident stem cell. Basal cells are known to self-renew and differentiate into airway ciliated and secretory cells. However, it is not clear if every basal cell functions as a stem cell. To address functional heterogeneity amongst the basal cell population, we developed a novel monoclonal antibody, HLO1-6H5, that identifies a subset of KRT5+ (cytokeratin 5) basal cells. We used HLO1-6H5 and other known basal cell-reactive reagents to isolate viable airway subsets from primary human airway epithelium by Fluorescence Activated Cell Sorting. Isolated primary cell subsets were assessed for the stem cell capabilities of self-renewal and differentiation in the bronchosphere assay, which revealed that bipotent stem cells were, at minimum 3-fold enriched in the HLO1-6H5+ cell subset. Crosslinking-mass spectrometry identified the HLO1-6H5 target as a glycosylated TFRC/CD71 (transferrin receptor) proteoform. The HLO1-6H5 antibody provides a valuable new tool for identifying and isolating a subset of primary human airway basal cells that are substantially enriched for bipotent stem/progenitor cells and reveals TFRC as a defining surface marker for this novel cell subset. 149. Harnessing the Secretome of Hair Follicle Fibroblasts to Accelerate Ex Vivo Healing of Human Skin Wounds

- Abstract
In skin homeostasis, dermal fibroblasts are responsible for coordinating the migration and differentiation of overlying epithelial keratinocytes. As hairy skin heals faster than nonhairy skin, we took bio-inspiration from the follicle and hypothesized that follicular fibroblasts would accelerate skin re-epithelialization after injury faster than interfollicular fibroblasts. Using both in vitro and ex vivo models of human skin wound closure, we found that hair follicle dermal papilla fibroblasts could accelerate closure of in vitro scratch wounds by 1.8-fold and epithelial growth capacity by 1.5-fold compared with controls (P< 0.05). We used a cytokine array to determine how the dermal papilla fibroblasts were eliciting this effect and identified two cytokines, sAXL and CCL19, that are released at significantly higher levels by follicular fibroblasts than by interfollicular subtypes. Using sAXL and CCL19 individually, we found that they could also increase closure of epithelial cells in a scratch wound by 1.2- and 1.5-fold, respectively, compared with controls (P< 0.05). We performed an unbiased transcriptional analysis, combined with pathway analysis, and postulate that sAXL accelerates wound closure by promoting migration and inhibiting epithelial differentiation of skin keratinocytes. Long term, we believe these results can be exploited to accelerate wound closure of human skin in vivo.
