115. Accountability in Times of Austerity:Democratic Gain but Learning Loss?

Abstract

Like other countries Denmark has been hit by the global financial, economic and fiscal crisis. The pressure on the public finances has increased and public sector reforms such as new and/or changed accountability systems for budgetng, spending controls and financial management hav been launched in the form of a Budget Law and new requirements for financial management. This makes it interesting to assess how these initiatives introduced in times of austerity affect accountability in central government, and to discuss the potential effects of them. Based on a democratic, a constitutional and a learning perspective on public accountability, we assess the two initiatives through documentary material and interviews with civil servants who have designed or implemented the initiatives. The paper shows that the two initiatives strenthen and increase accountability from a democratic and a constitutional perspective, whereas they might create some dysfunctional effects when seen from a learning perspective. The results of the analysis raises the question as to whether the same accountability system can satisfy several demands, and whether it is possible to find a balance between democratic and constitutional control and organizational learning.

Abstract

The public sector in the Nordic countries has been subject to substantial reform in recent decades. The article explores the changing reform dynamic in Denmark and Norway, focusing on centralising and decentralising trends in two prominent sectors: higher education and health care. The main question is: How can the reform dynamics over the last decade explain changes surrounding decentralisation and/or re-centralisation? A new trend can be observed in both sectors, namely the rise of re-centralisation and the concomitant growth of state responsibility in matters pertaining to political and fiscal decision- making. Both hospitals and universities have been given increased (procedural) autonomy. At the same time there is stronger centralised planning and management of performance management, which means that (substantive) autonomy has been reduced. [ABSTRACT FROM AUTHOR]

Abstract

The paper contributes to the existing literature on reactions to economic shocks by adding a specific comparative focus on core welfare sectors within the Nordic region. Comparing crisis reactions across two countries using a framework of "cost saving", "reorganisation" and "programme" logic reveals patterns and constraints in different institutional settings. The paper concludes that Denmark and Norway initially tried to shelter the health care and higher education sectors, but they have moved on to more radical strategic responses as the crisis has persisted. Many similarities in the crisis reactions are apparent across the two countries and sectors, but important differences are also clear that may be ascribed to the specific institutional contexts. 146. Accountability mekanimeri forandring i en krisetid:Den danske case

Abstract

As other countries Denmark has been hit by the global financial, economic and fiscal crisis. Denmark has experienced a housing market bubble, several banks have been closed, stock prices have been falling, unemployment has increased, private consumption has weakened and the estimated GDP growth has been adjusted downwards. As a result the pressure on the public finances has increased and public sector reforms are launched. This paper analyses how public sector accountability mechanisms are changed as part of crisis responses. The analysis shows that accountability dynamics are changing in favour of strengthening political, administrative and professional accountability mechanisms focused on the aspect of financial conduct. This is done by introducing a budgetary law increasing the surveillance of financial conduct by establishing new hierarchical and diagonal accountability relations. The role of the Ministry of Finance as an accountee is strengthened and the advisory body on the economy, the Economic Council, is given a new role as a formal accountee. Also, the possibilities for central government to punish individual actors in local government are widened. This development can be interpreted as a move towards classical economic public sector accountability thinking stressing the importance of fiscal discipline. In addition several important accountability institutions seems to further develop their accountability policies stressing another economic value namely effectiveness. Finally, accountability capacity building initiatives may introduce new accountability regimes in the years to come among other things related to developing benchmarking activities in central-local government relations.
