The Military Message experiment (MME) was an operational evaluation of a computer-aided message handling system. It was conducted at the headquarters of the Commander-in-Chief of the Pacific (CINCPAC) between May, 1977 and September, 1979. Full experimental use (FEU) of the system began in February, 1979 and ran through the experiment. The system selected for the evaluation was the Sigma message-handling system. The experiment was designed to evaluate the utility of an automated message handling system in a military environment, evaluate the design of the experimental system, and assess the organizational impact of automated message handling. The results of the evaluation are reported in Volume I. This volume contains the appendices to that report. The appendices consist of tables and figures documenting data collected during the MME. Appendices A and B contain tables dealing with the level of use by hour and user type. Appendix C contains data on instruction use for each user type and D lists tables showing which instruction were used by which user types., Report on Military Message Experiment. A computer-aided system for message handling in a military environment is being installed for use by selected members of CINCPAC's Operations Directorate (J3). The system will aid these personnel in distributing, reading, filing retrieving, creating, coordinating, and releasing general service (GENSER) messages of Top Secret and lower classifications. The test plan and procedures describe several types of data collection for evaluating the system. Data describing current manual procedures have been collected; data describing system usage are being collected throughout the operational evaluation. The primary purpose of this report is to present the data describing manual procedures, so that patterns of message-handling activity can be determined and in the future compared to patterns of computer-aided message handling. Changes in message-handling procedures can thus be observed, and the effect of the computer system can be determined. The remainder of this section summarizes manual message handling as observed in the Operations Directorate (J3) of CINCPAC. Details are presented in the sections that follow.

The Military Message Experiment was an operational evaluation of a computer-aided message handling system, used by members of CINPAC's Operations Directorate for various message handling tasks. The system enabled messages to be delivered to action officers faster and with less effort than they were with manual procedures, facilitating access to a broad range of information and giving its users more control over the messages they read. Lessons learned from the experiment should influence the design of future automated message handling systems. This report describes a follow-on effort, designed to supplement user-oriented data drawn from the experiment and presented in previous reports, and is the last one planned in the series. The objectives of the experiment were three-fold. The first objective was to evaluate the utility of automated message handling in a military environment. Sigma's functionality and the utility of its features to CINCPAC personnel were examined. A second objective was to evaluate the user interface of the system (Sigma) as an aid to specifying the design of future automated message systems. The third objective was to evaluate the organizational impact of the automated system; that is, the ways in which users' roles and activities changed with computer-aided message handling.

The Military Message Experiment (MME) is designed to evaluate the utility of user-oriented message processing systems in a military environment and to aid in determining the features useful in such a system. The experiment is a cooperative effort between the Commander-in-Chief, Pacific, the Navy, and the Defense Advanced Research Projects Agency. To conduct the experiment, a PDP-10 based system has been installed at CINCPAC Headquarters for use by a portion of the Operations Directorate. The message processing functionality is provided by SIGMA, a program written by the Information Sciences Institute of the University of Southern California. It is supported by the TENEX operating system, and the user terminals are modified HP-2649A CRTs. The MME system is designed to give the user the capability to handle his message traffic (both incoming and outgoing, formal and informal) on the system. The system enforces multilevel security rules based on a modification of the security kernel model developed at Mitre. The rule enforcement is not rigorous enough for certification, but it is sufficiently rigorous to determine the effects on the user's message-related tasks are provided by the system: message distribution and redistribution, 'electronic readboard' construction, message filing, message replies, message commenting and 'chopping,' and message release.

The following conclusions were reached: an Automated Message Handling System (AMHS) can be extremely useful in a military environment, especially during a crisis; there are not significant differences between message system requirements in normal and crisis operation; an AHMS must provide services to everyone involved with message handling; an AMHS must have the capability to produce hardcopy; an AHMS should be an integral part of the user's information handling system; an acceptable user interface can be developed based on the security kernel concept; a user-oriented message system and the telecommunications center message system with which it is associated must be integrated; and an AHMS is a more complex program than is generally thought. It must exhibit the characteristics of a well-designed data base system, a user-oriented message processor, an interactive command and control system, and a rapid message handling system., Prepared in cooperation with the Naval Telecommunications Command, and the Defense Advanced Research Projects Office.
