A document proposes a constellation of spacecraft to be placed in orbit around the Moon to provide navigation and communication services with global coverage required for exploration of the Moon. There would be six spacecraft in inclined elliptical orbits: three in each of two orthogonal orbital planes, suggestive of a linked-chain configuration. The orbits have been chosen to (1) provide 99.999-percent global coverage for ten years and (2) to be stable under perturbation by Earth gravitation and solar-radiation pressure, so that no deterministic firing of thrusters would be needed to maintain the orbits. However, a minor amount of orbit control might be needed to correct for such unmodeled effects as outgassing of the spacecraft.

The NASA Vision for Space Exploration is focused on the return of astronauts to the Moon. While navigation systems have already been proven in the Apollo missions to the moon, the current exploration campaign will involve more extensive and extended missions requiring new concepts for lunar navigation. In contrast to Apollo missions, which were limited to the near-side equatorial region of the moon, missions under the Exploration Systems Initiative will require navigation on the moon's limb and far-side. As these regions have poor Earth visibility, a navigation system comprised solely of Earth-based tracking stations will not provide adequate navigation solutions in these areas. In this paper, a Dilution of Precision (DoP) based analysis of the performance of a network of Moon orbiting satellites is provided. The analysis extends previous analysis of a Lunar Network (LN) of navigation satellites by providing an assessment of the capability associated with a variety of assumptions. These assumptions are with regard to the navigation receiver and satellite visibility. The assessment is accomplished by making appropriately formed estimates of DoP. Different adaptations of DoP (i.e., GDoP, PDoP, etc.) are associated with a different set of assumptions regarding augmentations to the navigation receiver or transceiver.

There are three primary drivers behind current investments in telecommunications information technology and navigation. One is finding ways to maximize the volume of science data returned from missions since i nstrument data generation often exceeds communication bandwidth. Another is to provide the necessary technology to enable networked spacecraft around Mars. The third driver is to enable more precise landing so in-situ vehicles can be placed in the more scientifically interesting regions. This paper describes the current NASA investments in these areas funded through the NASA Mars Technology Base Program NRA.

In the same sense that the various versions of DoP can be represented as a functional of the observability grammian, Generalized DoP is defined as a functional of the sum of observability grammians associated with a batch of radiometric measurements. Generalized DoP extends the DoP concept to cases in which radiometric range and range-rate measurements are integrated over time to develop an estimate of user position (referred to here as a ‘dynamic’ solution.) Generalized DoP allows for the inclusion of cases in which the receiver location is underdetermined when assessed in the usual ‘kinematic’ sense. The Generalized DoP concept is thereby a method to assess the navigation capability associated with constellations with sparse coverage without the burden of performing a full “covariance analysis” for each point on the surface of the Moon.

Pinpoint landing (defined for the purpose of this discussion as landing within 1km of a preselected target) is a key Advanced Entry, Descent and Landing (EDL) technology for future Mars landers. Key scientific goals for Mars exploration, such as the search for water and characterization of aqueous process on Mars, the study of mineralogy and weathering of the Martian surface and the search for preserved biosignatures in Martian rocks, requires placing landers at pre-defined locations of greatest scientific interest. The capability to land within 1 km of a pre-defined landing site will improve safety and enable landing within roving range of sites of scientific interest while avoiding hazardous areas. A critical component of the closed-loop guidance, navigation and control (GN&C) system required for pinpoint landing is position and velocity estimation in real time. Spacecraft-to-spacecraft navigation will take advantage of the UHF link between two spacecraft (i.e. to an orbiter from an approaching lander for EDL telemetry relay) to build radiometric data, specifically the velocity between the two spacecraft along the radio beam, that are processed to determine position and velocity in real time. The improved onboard state knowledge provided by spacecraft-to-spacecraft navigation will reduce the landed position error and improve the performance of entry guidance. Results from the first of two years planned for this effort are documented here, including selection and documentation of prototype algorithms that will go forward into flight code along with analysis results used to define the algorithm set.

Prior results have developed a methodology for selecting a long-lived constellation of 3 satellites that provide persistent, stable coverage to either the North or South Pole with no requirement for stationkeeping under the influence of only gravitational perturbations. In the present study, the sensitivity of this coverage in the presence of non-gravitational forces is determined, and a design strategy is formulated that minimizes any potential sensitivity to these accelerations.

These missions will require communication and navigation services. This paper1 sets forth presumed requirements for such services and concepts for lunar and Mars telecommunications network architectures to satisfy the presumed requirements. The paper suggests that an inexpensive ground network would suffice for missions to the near-side of the moon. A constellation of three Lunar Telecommunications Orbiters connected to an inexpensive ground network could provide continuous redundant links to a polar lunar base and its vicinity. For human and robotic missions to Mars, a pair of areostationary satellites could provide continuous redundant links between Earth and a mid-latitude Mars base in conjunction with the Deep Space Network augmented by large arrays of 12-m antennas on Earth.

Navigation is a key component of interplanetary missions and must continue to be precise with the changing landscape of antenna design. Improvements for the Deep Space Network (DSN) may include the use of antenna arrays to simulate the power of a larger single antenna at much lower operating and construction costs. Therefore, it is necessary to test the performance of arrayed antennas from a navigational point-of-view. This initial investigation focuses on the performance of arrayed antennas from a navigational point-of-view. This initial investigation focuses on the performance of delta one-way range measurements using a shorter baseline with more data collection then current systems use. With all other parameter equal, the longer the baseline, the better the accuracy for navigation making the number of data packets very important. This trade study compares baseline distances ranging from 1 to 1000km with an in use baseline, looking at a due east baseline, a due north baseline at 45 degrees East of North. The precision of the baseline systems can be found through a simulated created for this purpose using the Jet Propulsion Lab based Monte navigation and mission design tool. The simulation combines the delta one-way range measurements with two-range and two-way Doppler measurements and puts the measurements through a Kalman filter to determine an orbit solution. Noise is added along with initial errors to give the simulation realism. This study is an important step towards the assessment of the utility of arrays for navigational purposes. The preliminary results have showed a decrease in reliability as the baseline is shortened but the larger continental baselines show comparable results t that of the current Goldstone to Canberra.

ADAPT is a computer program that searches for better mathematical models for spacecraft navigation. The task of tuning trajectory-determination models for interplanetary navigation is complex, requiring an intensive search of multiple dynamical and nondynamical models that yield trajectory solutions with minimal errors. By automating the search, ADAPT eases the task of human analysts and enables them to consider wider ranges of potential solutions. ADAPT uses genetic algorithms to search a range of relevant parameters in a user-selected design space to arrive at values for those parameters that best fit the measured spacecraft-tracking data. The user s guide for ADAPT reviews the theoretical basis of the program and presents two example applications. One example is that of selecting a solar-radiation model for the Mars Pathfinder (MPF) mission using MPF tracking data and an extended Kalman filter from prior spacecraft-navigation software. The second example is of the use of tracking data from the Stardust spacecraft mission combined with a pseudo-epoch-state batch filter and an empirical small-forces model to find improved impulse models for use during Stardust attitude adjustments.

A relay orbiter in such an orbit would pass over insitu probes at the same times every sol, ensuring consistent coverage and simplifying mission design and operations. 42 orbits in five classes are characteried: 14 cicular equatorial prograde orbits; 14 circular equatorial retrograde orbits; 11 circular sun synchrounous orbits; 2 eccentroc equatorial orbits; 1 eccentric critcally inclined orbit. the paper reports on the performance of a relay orbiter in some of the orbits.

MONTE (Mission analysis, Operations, and Navigation Toolkit Environment) is a new software system being developed to replace the navigation and trajectory analysis software currently in use at the Jet Propulsion Laboratory (JPL). MONTE will reproduce the existing functionality of the legacy systems and add significant new capabilities for the MONTE users - the mission and navigation analysts in the Navigation and Mission Design Section (Section 312). MONTE will be developed as a single tightly integrated system, in contrast to the multiple disparate software suites currently in use. MONTE is being designed to facilitate a variety of navigation and trajectory tasks in a broad range of contexts, including research and development, analysis and design, and operations.

There exists a strong relationship between eccentricity and the potential for a repeating groundtrack orbit to exhibit chaotic motion. This is true at all values of eccentricity, but, perhaps most dramatic, is that it is true even for orbits that are nearly circular. These complex motions can have a significant impact on the east-west stationkeeping process for maintaining the repeating groundtrack property of a commensurate orbit. Ely and Howell have shown that traditional stationkeeping (SK) methods are unable to maintain a repeating groundtrack in the presence of complex dynamics, such as with chaotic motion. They developed an alternate SK method that is able to maintain a repeating groundtrack for eccentric, commensurate orbits. The focus of the current study is to investigate orbits with characteristics that are similar to GPS satellites except with modestly larger eccentricities. It will be shown that at eccentricities larger than approx. .01 the chaotic regions become significant, and the need arises for a robust stationkeeping approach, such as developed in. FurtheRmore, the investigation will reveal that the influence of luni-solar perturbations contributes to the growth of eccentricity, thus increasing the probability of encountering chaotic motion during a typical satellite lifetime.
