- Abstract
Today's competitive market conditions and evolved organizational structure compel firms to design their supply chain more efficiently. Supply chain becomes more important because of growing global competence and effectiveness concepts. Therefore, managers endeavor to find best supply chain configuration (SCC) for their firms. This paper investigates the detailed evaluation of supply chain management factors by analyzing relationships and strength of them in order to determine the most appropriate reactions to the risks. 2-tuple linguistic representation model and linguistic hierarchies are used to cope with multi-granular linguistic information. Fuzzy cognitive map (FCM) methodology is employed to determine the most important factors in SCC. FCM methodology is appropriate due to cause-and-effect relationships among factors, positive as well as negative relationships, and the lack of crisp data. The application is conducted in an automobile factory, which is one of the largest manufacturers in Turkey, and the results are analyzed. [ABSTRACT FROM AUTHOR]

Supply chain agility is an indispensable way for the companies to quickly response to the demands of the customers. For this reason, agility of supply chain is indispensable in dynamic markets that have high scale of diversity and subjective needs. Supply chain agility needs a systemic procedure that gives priority to feedbacks of customers and follows the changes of competitors in the sector. An efficient supplier evaluation procedure is indispensable for reaching supply chain agility. Agile supplier selection needs to take into account various criteria that incorporate vagueness and uncertainty, obtaining general a multiple level hierarchical system that allows conducting a more efficient decision analysis. Thus, in this paper an integrated fuzzy multi-criteria group decision making procedure based on quantifier-guided ordered weighted average (OWA) method and fuzzy integral, which allows incorporating uncertain data expressed as linguistic terms into the analysis, is proposed for identifying the most suitable agile supplier alternative. In group decision making issues, aggregating experts'opinions is vital to achieve more robust results. As quantifier-guided OWA method is appropriate for decision making problems under uncertain environments, it is employed for the aggregation of experts'evaluations. Today, organizations give more priority to new product development (NPD) processes in order to gain competitive advantages and to satisfy customers' requirements. Identification of a suitable material is a key issue in the design and development of new products. Material selection can be viewed as a complex multi-criteria decision making (MCDM) problem that needs to consider multiple conflicting criteria. The aim of this paper is to develop a fuzzy multi-criteria group decision making methodology, which combines 2-tuple fuzzy linguistic representation model, linguistic hierarchies, quality function deployment (QFD), and fuzzy TOPSIS method to specify the importance of selection attributes in material selection procedure and to determine the most appropriate material alternative that best fits the customers' requirements. Industrial robots, which enable manufacturing firms to produce high-quality products in a cost-effective manner, are important components of advanced manufacturing technologies. The performance of industrial robots is determined by multiple and conflicting criteria that have to be simultaneously considered in a robust selection study. In this study, a decision model based on fuzzy linear regression is presented for industrial robot selection. Fuzzy linear regression provides an alternative approach to statistical regression for modelling situations where the relationships are vague or the data set cannot satisfy the assumptions of statistical regression. The results obtained by employing fuzzy linear regression are compared with those of earlier studies applying different analytical methods to a previously reported robot selection problem. Wastewater management is seen as an important environmental problem faced by the developing countries. Untreated wastewater has serious effects on human health and natural environment. For this reason, selection of the appropriate wastewater treatment (WWT) alternative is vital for sustainable development. The aim of this paper is to propose a fuzzy multi-criteria decision making (MCDM) approach based on 2-tuple fuzzy linguistic representation model, decision making trial and evaluation laboratory (DEMATEL) method and fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method. - Abstract
Numerous distinct attributes considered for supplier selection such as delivery, reliability, and experience exhibit vagueness and imprecision. Fuzzy set theory appears as an essential tool to provide a decision framework that incorporates imprecise judgments inherent in the supplier selection process. This paper aims to develop a fuzzy multi criteria group decision making technique that makes use of the quality function deployment (QFD) methodology for supplier evaluation and selection. The proposed decision framework initially identifies the features that the purchased product should possess to meet the company's requirements, and then it seeks to determine the relevant supplier assessment criteria while also considering the impacts of inner dependence among them. A house of quality (HOQ) matrix, which translates purchased product features into supplier assessment criteria, is built to determine the desired levels of supplier assessment criteria. Finally, supplier alternatives are ranked by a distance based method. The application of the developed methodology is demonstrated through a case study for evaluation of medical suppliers.

- Abstract
The objective of this paper is to develop a fuzzy multi-criteria group decision making technique that utilizes the quality function deployment (QFD) methodology for supplier evaluation and selection. The proposed decision approach enables the decision-makers to use linguistic terms, and thus, reduces their cognitive burden in the evaluation process. Furthermore, the proposed algorithm allows for considering the impacts of inner dependence among supplier assessment criteria. The lower and upper bounds of the weights of supplier assessment criteria and ratings of suppliers are computed by using fuzzy weighted average (FWA), which enables the fusion of imprecise and subjective information expressed as linguistic variables or fuzzy numbers and rectifies the problem of loss of information. The final ranking of suppliers is obtained by employing a fuzzy number ranking method that is based on area measurement. The computational procedure of the proposed framework is illustrated through a case study, and a comparative analysis with a well-known fuzzy decision making approach used lately for supplier selection is performed.

Katı atık depolama sahalarında; atık içinde barındırdığı nem ve deponi alanına dışardan gelen sulardan kaynaklı olarak, yüksek oranda inorganik ve organik kirletici özelliğe sahip sızıntı suyu olarak tanımlayabileceğimiz sulardan oluşmaktadır. Sızıntı suları dünyada arıtılması en zor olan atıksuların başında gelmektedir. İçeriğinde mevcut bulunan farklı kirleticiler sebebiyle karışık bir atıksu olan sızıntı suyu, katı atık sahalarındaki atıkların ayrışması sonucu meydana gelmektedir ve yüksek miktarlarda organik madde, ağır metal ve inorganik madde ihtiva edebilmektedir.Bu çalışmada sızıntı suyu üzerinden HDK ile Fenton oksidasyon arıtım sistemleri ile birlikte kullanılabilirliğinin araştırılması ve geliştirilmesi hedeflenmiştir. Öncelikle sızıntı suyunun Fenton oksidasyonundaki pH, sıcaklık ile H2O2 ve Fe+2 konsantrasyonları gibi optimum proses parametreleri belirlenmiş ve daha sonra sızıntı suyunun HDK destekli Fenton oksidasyonu prosesleri ile birlikte arıtımına yönelik ikinci aşama çalışmalarda, HDK'nun etkisi ile Fenton prosesini etkileyebilecek H2O2, Fe+2 konsantrasyonu, pH ve sıcaklık ile kavitasyon sayısı gibi parametreler incelenmiştir. Bu aşamada giriş ve çıkış suyunun karakterizasyonu yapılmış ve izleme parametresi olarakta KOİ, BOİ ölçümleri yapılmıştır.Bu çalışmada amaçlanan arıtım prosesi sonucunda daha az kimyasal madde tüketimi, daha az enerjiyle yüksek arıtma verimi elde etmek ve artan reaksiyon hızı ile küçük hacimlerde çalışmaya imkan sağlamak hedeflenmiştir. Kavitasyon prosesinin diğer oksidasyon prosesleriyle beraber kullanımında, bu proseslerin bireysel verimlerinden daha fazla verimlere ulaşılmıştır. Hem kimyasal madde kullanımının azaltılması hemde enerji tüketiminin azaltılması ile ulaşılan yüksek verimler, hidrodinamik kavitasyon prosesli destekli Fenton oksidasyon prosesini dikkat çeken bir arıtım yöntemi yapmaktadır. Ayrıca azalan yapım ve işletme maliyetleri ile biyolojik olarak arıtılması zor atıksuların hidrodinamik kavitasyon destekli Fenton Prosesi ile birlikte daha geniş ölçeklerde arıtımının sağlanması da hedeflenmiştir.Anahtar Kelimeler: Sızıntı suyu, Hidrodinamik Kavitasyon ,Fenton Prosesi. Water with highly inorganic and organic contaminant characteristics called leachate is formed by the humidity of waste and external waters entering to the landfill site. The leachate is one of the the most difficult wastewater which has proses to treatment. Leachate which is a complex wastewater as a result of the various pollutants in it results from the degradation of garbage in the solid waste sites and leachates could have high amount of organic matter, heavy metal and inorganic matter. Leachates cause serious pollution in the environment unless treated properly. Various methods are used to treat leachates.In this study, it was aimed to develop and investigate HDC process with Fenton oxidation for treatment of industrial wastewater. Firstly, the optimum process parameters in Fenton oxidation such as pH, temperature, H2O2 and Fe+2 concentration have been determined. Then in the second phase the effectiveness of hydrodynamic cavitation has been investigated together with Fenton process and parameters such as the number of cavitation with pH and temperature has been investigated. At this stage, the characterization of the effluent have been determinated and then COD, BOD measurements have been analysed as monitoring parameters.In this study, less chemical consumption, high treatment efficiency with less energy and to work in a small reactor volume with increasing reaction speed are intended as a result of use of the proposed treatment process. The use of cavitation process along with other oxidation processes has achieved higher efficiencies then individual performance of these processes. Also, the reduction of the chemicals use and energy consumption and high yields makes HDC supported Fenton oxidation process very popular. In addition to these HDC with Fenton oxidation has many scientific and technological outcomes such as lowering construction, operational costs, amounts of chemicals and power. Amaç. Subkutan heparin enjeksiyonu sonrası oluşan ekimoz ve hematom heparinin lokal yan etkilerindendir. Bu çalışma, subkutan heparin enjeksiyonuna bağlı oluşabilen ekimoz ve hematom gelişimine topikal olarak enjeksiyon alanına uygulanan K vitamininin, adrenalinin ve alüminyum potasyum sülfatın etkisinin araştırılması amacı ile yapılmıştır.Materyal Metot: Araştırma tek grup son test yöntemi ile kontrol gruplu ve deneysel olarak yapılmıştır. Araştırmaya subkutan heparin tedavisi alan 80 hasta alınmıştır. Hastalara günde bir kez karın bölgesinden subkutan heparin enjeksiyonu yapılmış ve enjeksiyon sonrası bölgeye randomizasyonla belirlenen, K vitamini, adrenalin ya da alüminyum potasyum sülfattan biri topikal olarak uygulanmıştır. Aynı hastaya takip eden günlerde, önceden uygulanmayan diğer yöntemler enjeksiyon sonrası uygulanmıştır. Enjeksiyonların birinden sonra ise bölge yalnızca kuru pamukla desteklenmiş ve bu alan kontrol grubu olarak kabul edilmiştir. Alüminyum potasyum sülfat doğrudan, K vitamini ve adrenalin pamuğa emdirilerek uygulanmıştır. Her enjeksiyondan 48 saat sonra bölgede gelişen ekimoz alanlarının ölçümü yapılmıştır.Bulgular: Araştımaya alınan bireylerin tanıtıcı özellikleri incelendiğinde çoğunluğunu erkekler oluşturmaktadır ve yaş ortalamaları 62.82±11.9 olarak saptanmıştır. Enjeksiyon sonrası uygulanan yöntemlerle, kontrol grubunun ekimoz alanlarının ölçümleri karşılaştırıldığında; kontrol grubunun ekimoz büyüklüğü ortalama 1.4? 2.8 mm2, adrenalin uygulanan grubun ekimoz büyüklüğü 6.3?4.6 mm2, kan taşı uygulanan alanların ekimoz büyüklüğü 3.2?3.3 mm2, K vitamini uygulanan alanların ekimoz büyüklüğü ise 1.4?2.9 mm2olarak saptanmıştır. - Abstract
Considering its need to trade-off multiple criteria exhibiting vagueness and imprecision, supplier selection is an important multi-criteria decision making problem. Vague and imprecise judgments inherent in numerous features of supplier selection call for using linguistic assessments rather than exact numerical values. In this paper, a novel fuzzy multi-criteria group decision making approach using the quality function deployment (QFD) concept, fusion of fuzzy information and 2-tuple linguistic representation model is developed for supplier selection. The proposed fuzzy decision making approach employs ordered weighted averaging (OWA) operator and the aggregation process is based on combining information by means of fuzzy sets on a basic linguistic term set (BLTS). Then, the collective performance values are transformed into linguistic 2-tuples to rectify the problem of loss of information encountered using other linguistic approaches. The computational procedure of the proposed framework is illustrated through a supplier selection problem reported in an earlier study.

This paper aims to present a comprehensive methodology for supplier selection, incorporating both the financial and strategic aspects and the related imprecise as well as exact data into the decision making process. A data envelopment analysis (DEA) model that can take into consideration crisp, ordinal, and fuzzy data is developed for supplier selection. The DEA approach is performed by employing average cost per unit and lead time as the input variables, and number of bills received from the supplier without errors, supplier's experience and supplier reputation as the output variables. The assessment of suppliers versus experience and reputation are represented via ordinal data, while lead time and number of bills received without errors are stated using triangular fuzzy numbers. The proposed framework is illustrated through an example problem for supplier selection.

The management of the health-care wastes is one of the most important problems in Istanbul, a city with more than 12 million inhabitants, as it is in most of the developing countries. Negligence in appropriate treatment and final disposal of the healthcare wastes can lead to adverse impacts to public health and to the environment. This paper employs a fuzzy multi-criteria group decision making approach, which is based on the principles of fusion of fuzzy information, 2-tuple linguistic representation model, and technique for order preference by similarity to ideal solution (TOPSIS), to evaluate health-care waste (HCW) treatment alternatives for Istanbul. The evaluation criteria are determined employing nominal group technique (NGT), which is a method of systematically developing a consensus of group opinion. The employed method is apt to manage information assessed using multigranularity linguistic information in a decision making problem with multiple information sources. The decision making framework employs ordered weighted averaging (OWA) operator that encompasses several operators as the aggregation operator since it can implement different aggregation rules by changing the order weights. The aggregation process is based on the unification of information by means of fuzzy sets on a basic linguistic term set (BLTS). Selecting the most suitable ship from a group of ship alternatives is a very critical decision to improve the efficiency of maritime supply chain activities. Linguistic assessments are used to incorporate the imprecise judgments inherent in ship evaluation and selection process. This paper proposes to employ 2-tuple fuzzy linguistic representation model for ship selection which is a complex decision making problem involving multiple criteria. The 2-tuple representation model provides to manage linguistic variables without loss of information. Günümüzde, özellikle büyük yerlesim birimlerinde, katı atık kaynaklı çevreselproblemlerin hızla artması, etkin bir katı atık yönetim sistemi uygulanmasını son dereceönemli hale getirmistir. Katı atık yönetim (KAY) sisteminin belirlenmesinde çevreseletmenler kadar ekonomik, sosyal ve teknik etmenlerin de göz önünde bulundurulmasıgerekmektedir. Bu baglamda, KAY sistemi seçim problemi, çok ölçütlü karar vermeyöntemlerinin uygulanmasını gerektiren bir yapıya sahiptir.Bu çalısmada, geri dönüsüm, kompostlama, düzenli depolama ve yakma süreçlerindenbir veya birkaç tanesini içeren, stanbul için belirlenmis alternatif katı atık yönetimsenaryoları, Karsak ve Ahıska (2005) tarafından önerilmis olan hiyerarsik bulanık çokölçütlü karar verme yöntemi ve Cheng (1996) tarafından önerilmis olan bulanık analitikhiyerarsi süreci (AHP) yöntemi kullanılarak degerlendirilmistir. Ekonomik, teknik,çevresel ve sosyal ölçütler ve bunların alt ölçütlerinin hiyerarsik yapısı, alternatif katıatık yönetim senaryolarının degerlendirilmesinde kullanılmıstır.Elde edilen sonuçlar irdelendiginde, kullanılan iki yöntem ile bulunan sonuçlarınbirbirine benzer oldugu gözlenmektedir. Senaryo 4'ün, diger senaryolarlakıyaslandıgında en yüksek geri dönüsüm ve kompostlama oranına sahip olmasınedeniyle en iyi katı atık yönetim senaryosu olarak belirlendigi görülmektedir. To deal with quantitative and qualitative considerations of the wastemanagement problems, multi-criteria decision making (MCDM) techniques can beused.In this study, both the hierarchical fuzzy MCDM algorithm proposed by Karsak andAhiska (2005), and the fuzzy analytic hierarchy process (AHP) method proposed byChang (1996) have been employed for addressing the SWM problem in Istanbulconsidering alternative SWM scenarios including combination of recycling,composting, landfill and incineration processes options. Economic, technical,environmental, and social criteria and their related sub-criteria, which incorporate bothquantitative and qualitative data, are employed to evaluate the alternative wastemanagement scenarios.The rankings obtained from two MCDM methods appear to be very close. With the twomethods, we obtained the fourth scenario as the best alternative for Istanbul, due tohigher percentages of recycling and composting. Although, landfill has severaldrawbacks for the environment, the scenarios with high landfill percentages rank afterthe forth scenario since landfill is a highly economic alternative compared withincineration. Supplier selection is considered to be one of the most critical activities of purchasing management in a supply chain. Selecting the right suppliers significantly reduces the purchasing cost and improves corporate competitiveness. Diverse methods have been developed to date, which address the needs of the supplier selection process. This article presents a review of non-deterministic analytical methods reported in the literature for supporting the supplier selection decision. The review is based on an extensive search in the academic literature from 2001 to 2013. A taxonomy of the supplier selection methods is presented by classifying the published supplier selection studies into two major categories as stochastic methods and fuzzy methods. These methods are further divided into individual approaches and integrated approaches. The objective of this research is threefold. First, it classifies the existing supplier selection literature according to the methods employed and determines the most prevalently used approaches, and also highlights main advantages and shortcomings of these approaches. Second, recent trends in supplier evaluation and selection methodologies are examined. Finally, this study identifies the most widely used decision criteria for supplier selection. Supplier selection possesses the need to evaluate multiple criteria incorporating vagueness and imprecision with the involvement of a group of experts, and is considered as a crucial multi-criteria group decision making problem. In this paper, a novel fuzzy multi-criteria group decision making approach integrating quality function deployment (QFD), fuzzy weighted average (FWA), and data envelopment analysis (DEA) is developed for supplier selection. The proposed methodology enables to consider the impacts of inner dependence among supplier assessment criteria. The upper and the lower bounds of the weights of supplier assessment criteria are identified by using FWA method that allows for the fusion of imprecise and subjective information expressed as linguistic variables. DEA is implemented for supplier selection utilizing the data from the house of quality (HOQ) and the weights of supplier assessment criteria obtained using FWA. The proposed decision making framework is illustrated using a data set from a previously reported supplier selection problem. The proposed approach is a sound and effective decision aid that considers qualitative as well as quantitative aspects, and thus improves the quality of complex supplier selection decisions. Diyabet hastalığı, tüm dünyada hızla yayılmakta olan kronik bir hastalıktır. Hastalığın bu kadar yaygınlaşması, bu hastalık için yapılan harcamaları da ciddi bir şekilde arttırmaktadır. En sık görülen diyabet türü olan tip 2 diyabetli hastaların tedavisinde doktorlar, birçok ilaçlı müdahale yöntemine sahiptir. Bu tür müdahalelerde doğru aksiyonu en uygun zamanda almak, hastanın sağlığına ve tedavi maliyetlerine büyük katkı sağlayacaktır. Bu nedenle, bu çalışmada insülin tedavisine başlamanın en uygun zamanı için matematiksel bir yaklaşım sergilenerek belirsizliklere dair bir yol haritası çizmek hedeflenmektedir. Bu hedef doğrultusunda, hastalık aşamaları, hastanın sağlık durumunu ve ilaç kullanım geçmişini kapsayacak şekilde bir sonlu-ufuk Markov Karar Süreci modeli geliştirilmektedir. Model, literatürdeki veriler kullanılarak çalıştırılıp, sonuçlar tartışılmaktadır. Ek olarak, farklı veriler üzerindeki farklı duyarlılık analizleri, değer değişikliklerinin model üzerindeki etkisini göstermektedir. Diabetes is a chronic disease that is rapidly spreading worldwide. This prevalence increases the health expenditures for this disease in a serious way. In the treatment of patients with type 2 diabetes, the most common type of the disease, doctors have many intervention methods. Taking the right action at the most appropriate time among these many types of interventions will make a great contribution to the patient's health as well as the cost of treatment. Therefore, in this study, it is aimed to draw a road map by using a mathematical approach for the uncertainty in deciding the optimal time to start insulin therapy for type 2 diabetic patients. To this end, a finite-horizon Markov Decision Process model is developed by including disease stages within patients' health states and drug use history. The model is operated by using existing data in the literature and the results are discussed. Proje yönetimi metodolojisi bir projeyi yönetmek için temel prensipleri ve süreçleri tanımlayan rehber niteliğindedir. Proje yönetimi metodolojisi seçimi, proje kapsamında nasıl çalıştığınızı ve iletişim kurduğunuzu tanımlar. Bu tezde, üç proje yönetimi metodolojisindeki başarı faktörlerinin çok boyutlu bir görünümünün resmedilmesi amaçlanmıştır. Waterfall, Agile ve Lean Six Sigma proje yönetimi metodolojilerinin başarı faktörlerinin ağırlıklarının ortaya konulması amaçlanmıştır. Çalışmada ilk olarak, üç proje yönetimi metodolojisinin başarı faktörlerini belirlemek için literatür araştırması yapılmıştır. Başarı faktörleri makalelerden, araştırma yazılarından ve gerçek projeler ile ilgili teknik raporlardan tespit edilmiştir. Tespit edilen başarı faktörleri üç üst düzey proje yöneticisinin de yardımı ile teyit edilmiştir. Araştırmanın sonunda on beş başarı faktörü belirlenmiştir. Her proje yönetimi metodolojisi için kriterler arasındaki nedensel ilişkiler üç farklı uzman tarafından belirlenmiştir. Bulanık bilişsel haritalama tekniği ile her bir proje yönetimi metodolojisinin faktör ağırlıkları belirlenmiştir. Faktör ağırlıklarının değerlendirilmesinden sonra, proje yönetimi metodolojilerinin en önemli kriterleri belirlenmiştir. A project management methodology is essentially a set of guidelines and processes for project management. Methodology selection defines how you work and communicate. The objective of this thesis is to employ fuzzy cognitive map (FCM) technique in order to reveal the success factors of three project management methodologies named as waterfall, agile and lean six sigma. Initially, 15 success factors of project management are listed through literature review and expert opinions. Afterwards, decision makers determine the causal relations between pair of factors for each project management methodology. Finally, according to the weight of each factor of each project management methodology, the most important criteria are decided for waterfall, agile, and six sigma project management tools. These evaluation criteria will be useful and helpful to the top managers for making managerial decisions during the processes of many projects in the increasing technology. 70

Tedarik zinciri entegrasyonu, tedarik zinciri stratejileri ve performans kriterleri literatür araştırmalarına dayanmaktadır. Tedarik zinciri risk faktörleri de literatür araştırmalarına dayanmaktadır. Referans çalışmamızda yer alan 20 risk faktörü, daha kompakt bir model oluşturmak için uzman görüşlerine gore 4'e indirilmiştir. Uzmanlar Tükiye' de otomobil sektöründe çalışmaktadır.Araştırmamızda, öncelikle Tedarik Zinciri Konfigürasyonu (TZK) dizayn edilmiştir. Daha sonra ise uzmanların cevaplarına göre kavramlar arasındaki ilişkilerin yönü ve gücü belirlenmiş ve tüm ilişkiler Bulanık Mantık ve Bulanık Bilişsel Haritalama (BBH) metotları vasıtasıyla incelenmiştir. Literatürle paralellik gösteren sonuçlar, önerilen tedarik zinciri konfigürasyonun ilişkileri geniş perspektiften analiz etmemize yardımcı olabileceğini ve ayrıca bu konfigürasyonun, karşılan risklere göre hızlı reaksiyon verebilme imkanı sağladığı göstermiştir. Besides this competitive environment, growing uncertainties also impact firms seriously and force them to develop sustainable approaches along supply chain (SC) operations.The aim of this study is constructing a comprehensive configuration to help decision makers during the supply chain management process and simplify to understand relationships among Supply Chain Integration (SCI), Supply Chain Strategies (SCSs), Supply Chain Risk Factors (SCRFs) and Performance Criterias (PCs). Criteria of SCI, SCSs and PCs are based on literature rewiev. SCRFs is also based on literature but our reference study about SCRFs includes 20 RFs and they are reduced to 4 main RFs by experts to compose more compact model. Our experts are working in automotive sector in Turkey.First, Supply Chain Configuration (SCC) is designated in this survey. Then, direction and strength of relationship among concepts are identified according to experts' answers and all relationships are examined by the means of Fuzzy Logic and Fuzzy Cognitive Map (FCM) methodologies. The results, paralelled to literature, show that proposed SCC can help us to analyze relationships from the broad perspective and it also enables to react risks immediately. Yüksek maliyetler ve düzgün kaynak kullanımı ihtiyacı nedeniyle birçok sağlıkhizmeti sistemi hızla değişen çevrede hayatta kalmak zorundadır. Sağlık hizmetisistemlerinin hayatta kalmak ve verimli stratejik planlama gerektiren taleplerikarşılayabilmek için iş süreçlerinin yeniden yapılandırılması (business processreengineering -BPR) arayışında olması kaçınılmazdır. İş süreçlerinin yenidenyapılandırılması kalite, maliyet, servis veya inovasyon gibi alanlarda dramatik vesürdürülebilir iyileşmeler elde etmek için temel düşünceyi ve iş süreçlerinin radikaltasarımını temel alır. Yakın zamanda iş süreçlerinin yeniden yapılandırılması sağlıkhizmeti sisteminde önemli role sahip olmuştur.Bu yazıda sağlık hizmeti sektöründeki -özellikle de merkezi sterilizasyon ünitesindekisisteminmodellenmesi için iş süreçlerinin yeniden yapılandırılması metodu tanıtılmakta,As-Is ve To-Be süreçler modellenmekte, tasarımlar ARİS (sistemin analizi veiyileştirilmesini sağlayan mühendislik aracı) üzerinde kıyaslanmakta ve çalışmanınperformansı incelenmektedir. Çalışmanın planı öncelikle iş süreçlerinin yenidenyapılandırılması metodlarının literatürde araştırılması, ardından önerilen metodolijininsunumu ve metodun bir devlet hastanesinde uygulanması ve son olarak sonuçların analizive çalışmanın sonlandırılmasıdır. Many healthcare systems are forced to survive in a rapidly changingenvironment with rising costs and the need for proper resource utilization. It is inevitablethat the healthcare systems will seek for business process reengineering (BPR) to addressthe growing requirements for effective strategic planning in order to exist. Businessprocess reengineering (BPR) concerns the fundamental rethinking and radical redesignof business processes to obtain dramatic and sustaining improvements in quality, cost,service, lead time, outcomes, flexibility and innovation. Recently, BPR has become animportant function in a healthcare system.This paper presents a BPR method for modelling the system in healthcare sectorspecificallythe central sterilization unit-, As-Is and To-Be processes are modeled andcompared by ARIS tools (an engineering tool based on a modeling language, using aprocess view and it gives methods for analyzing and evaluating the ongoing systemregarding the key performance indices) and then the performance of the study isexamined. Teknolojik gelişmelerin sonucunda, yaşam temposu daha önce olduğundan hızlı bir hal almıştır. Değişimler her an gerçekleşebilir ve uygun bir biçimde tepki verilmesi gerekmektedir. Sözkonusu değişimler iş ortamınının durağanlığını da dalgalandırmaktadır. Piyasalarda yükselen rekabet, iş ortamının sürekli güncellenen koşullarına ayak uydurmak ve varlıklarını sürdürebilmek adına, şirketleri anlık değişimlere çabuk ve uygun bir biçimde tepki vermeye mecbur bırakmaktadır. Çeviklik kavramı da öngörülemeyen değişimlerin ve belirsizliğin üstesinden gelinmesi gerekliliğinden dolayı bu aşamada ortaya çıkmıştır. Çeviklik işletmelere tasarım, üretim, pazarlama ve organizasyon alanlarında gereken birbirine bağımlı değişimlere hızlı çözüm oluşturma yeteneği katmaktadır. Bu alanlar ağırlıklı olarak İmalat ve Tedarik zinciri yaklaşımları ile bağlantılıdır. Tedarik Zinciri, işletmelerin Üretim ve Pazarlama alanlarına doğrudan veya dolaylı etkilere sahip olduğundan dolayı, Çeviklik kavramının Tedarik Zinciri üzerinde uygulanması, şirketler için çok önemlidir. Bu süreç, Çeviklik kavramının gerekliliklerini temin eden tedarikçilerin seçimi ile başlamaktadır. Bu gereklilikler nitel ve nicel mevcudiyetler barındıran ve ele alınması gereken çeşitli kriterlere dayanır. Bu bağlamda en etkili yöntemlerden bir tanesi, birimler ve oluşumlar bakımından farklılaşan kriterlerin karmaşıklığını ele almak amacı ile Bulanık Çok Kriterli Karar Verme tekniklerinin uygulanmasıdır. Bu çalışma çevik tedarikçi seçimi problemi ele almaktadır. İlgili problem incelenirken iki adet Bulanık Çok Kriterli Karar Verme yaklaşımı anlatılmıştır. Birinci yöntem Bulanık Hiyerarşik Çok Kriterli Karar verme yaklaşımı olarak ismlendirilmiş olup, ikinci yöntem ise Hiyerarşik Bulanık TOPSIS yaklaşımıdır. Çevik tedarikçi seçimi problemi için bir havayolu firmasında vaka analizi de yürütülmüştür. As a consequence of technological developments, pace of life have become faster than as it was previously. Instantaneous changes may occur in any time that should be responded appropriately. The corresponding changes fluctuates the stability of the business environment as well. Increased competitiveness of the market enforces companies to respond quickly and appropriately to sudden changes in the market in order to adapt to continuously updated conditions of business environment and keep their survivals. Agility concept rises at this level due to necessity of coping with unpredictable changes and uncertainty. Agility enables the firms responsiveness in a quick and an effective way to the set of interdependent changes required in design, production, marketing and organization of the companies. These fields are mainly belong to Manufacturing and Supply Chain approaches. Since the Supply Chain is a comprehensive concept which have direct or indirect effects on production and marketing aspects of the companies, it is crucial for the companies to implement agility concept through the supply chain. This procedure starts with selecting the appropriate supplier which provides the requirements for agile concept. These requirements belong to a variety of criteria contains of both quantitative and qualitative entities needed to be dealt with. In this regard; One of the most effective methodologies is implementing Fuzzy Multi Criteria Decision Making techniques in order to cope with the complexity of differentiated criteria in terms of units and entities. This study addresses agile supplier selection problem. It is presented two fuzzy multi criteria decision making approaches while examining the corresponding problem. First methodology is named as Hierarchical Fuzzy Multi Criteria Decision Making approach and the second one is Hierarchical Fuzzy Technique for Order Preference by Similarity to Ideal Solution approach. A case study for agile supplier selection problem is conducted in an airline company as well. 67

Organize Sanayi Bölgeleri (OSB) sanayinin önemli yapılarıdır ve Türk Devleti tarafından 1960'lardan itibaren kurulmaya ve desteklenmeye başlamıştır. Günümüzde Türkiye'nin her ilinde bir ya da daha fazla OSB bulunmaktadır. Ancak düşük doluluk oranları OSB'ler etkin çalışıyor mu sorusunu akla getirmektedir. Birçok kaynakta Türkiye'deki OSB'lerin etkinliklerinin değerlendirilmesi ihtiyacı belirtilmiş olsa da bu alanda yapılan çalışmalar oldukça az ve yetersizdir. Bu çalışma, karar verme birimlerinin göreli etkinliğinin belirlenmesinde güçlü bir metot olan ortak ağırlıklı veri zarflama analizi (VZA) temelli karar modeli ile Türkiye'de yer alan OSB'lerin etkinliklerinin değerlendirilmesini (coğrafi bölgeler bazında) amaçlamaktadır. Çalışmada aynı zamanda geleneksel VZA – CCR modeli, toplamların minimizasyonu etkinlik modeli ve maksimumun minimizasyonu etkinlik modeli de etkinlik ölçümü için kullanılmıştır. Ancak ortak ağırlıklı VZA temelli karar modelinin avantajları sebebiyle bu modelin sonuçları referans alınmıştır. Düşük etkinlik değerine sahip OSB'lerin belirlenmesi potansiyel gelişim alanlarına sahip OSB'lerin belirlenmesi anlamına geldiği için, çalışmanın bir diğer amacı da ilgili kurum ve kuruluşlara hangi OSB'lerin geliştirilebileceğine dair fikir vermektir. Nowadays, there are one or more OIZs in all cities of Turkey. The low occupancy rates of these OIZs make the question of whether the OIZs work efficiently. Although the need to evaluate the efficiencies of Turkey's OIZs is stated on many sources, the studies related on this area are quite few and insufficient.This thesis aims to evaluate the efficiencies of OIZs located in Turkey (on geographical region basis) by using a common weight data envelopment analysis (DEA) based decision model, which is a powerful method to measure the relative efficiencies of decision making units. Actually the conventional DEA – CCR model, a minsum efficiency and a minimax efficiency model were also used to measure the efficiencies of OIZs. But because of the advantages of common weight DEA based decision model, its results were taken as references. The determination of the zones with low efficiency scores means the determination of the zones that have potential development areas. Özet: Yeni ürün geliştirme süreci firmalar arasındaki rekabette önemli bir etken olarak karşımıza çıkmaktadır. Bu süreç, yeni fikirleri somut varlığa dönüştürme temeline dayanmaktadır. Yeni ürün geliştirme sürecinin bir parçası olan malzeme seçimi, önemli bir çok ölçütlü karar verme problemi olarak kabul edilmektedir. Bu tez kapsamında, üretim sektöründe gerçek bir çalışma ele alınmıştır. İlk olarak değerlendirmede kullanılan ölçütlerin ağırlıkları belirlenmiş, daha sonra bu ağırlıklar kullanılarak en uygun bulaşık deterjanı alternatifine karar verilmiştir. Çalışmada, kalite fonksiyon yayılımı, 2'li bulanık sözel gösterim ve sözel hiyerarşi yöntemleri kullanılarak, karar vericilerden elde edilen farklı ölçeklerdeki sözel değerlendirmeler aynı ölçekte birleştirilmiştir. Abstract: New product development process (NPD) is considered as the key factor of competition among different markets. It is based on converting an idea into visible, touchable entity. Material selection is a challenging procedure in NPD. It is seen as a multi-criteria decision making (MCDM) problem in engineering because of requiring to consider multiple criteria from different dimensions. In this thesis, a real-world application of material selection procedure is conducted. First, the weights of selection criteria, which are considered in material selection, are computed and then the most appropriate washing liquid alternative is determined. A fuzzy multi-criteria decision making approach that combines QFD (quality function deployment), 2- tuple fuzzy linguistic representation and linguistic hierarchies, is presented. OFD is used to incorporate customer requirements into the evaluation process. 2-tuple fuzzy linguistic representation and linguistic hierarchies are employed to unify multigranular linguistic information provided by decision-makers. Finally fuzzy TOPSIS (Technical for Order Preference by Similarity to Ideal Solution) is utilized for ranking the washing liquid alternatives.
