Der Bund soll Übernahmen von sicherheitsrelevanten Firmen durch ausländische Investoren in Zukunft prüfen – der Bundesrat hat einen entsprechenden Gesetzesentwurf in die Vernehmlassung geschickt. Während dies aus ökonomischer Sicht nicht sinnvoll scheint, sind Sicherheitsbedenken durchaus angebracht.

Ausländische Direktinvestitionen sind ein belebender und wichtiger Bestandteil der Schweizer Wirtschaft. In seltenen Einzelfällen ist es jedoch möglich, dass politisch motivierte Direktinvestitionen aus dem Ausland die nationale Sicherheit oder die öffentliche Ordnung gefährden. Die Erfahrungen anderer Länder sowie die Erkenntnisse aus der wissenschaftlichen Fachliteratur bestätigen dies. Bislang sind in der Schweiz keine derartigen Gefährdungen bekannt geworden. Es lässt sich aber nicht ausschliessen, dass es künftig dazu kommen könnte. Allerdings bestehen bereits zahlreiche Instrumente, mit denen diesem Risiko begegnet werden kann. Insbesondere die kritischen Infrastrukturen sind deshalb bereits gut geschützt (bspw. Energie, Wasser, Verkehr). Weniger gut geschützt sind die Bereiche IT-Dienstleistungen (Datenschutz), Pharma und Gesundheitstechnologien, sowie Rüstung und Dual-Use. Dem Nutzen gegenüber stehen jedoch eine Reihe konkreter Kosten. Für einen Übernahmeprozess würde die Investitionsprüfung zu erheblichen Rechtsunsicherheiten führen. Besonders stark betroffen sind die Eigentümerinnen und Eigentümer von Zielunternehmen, die einem als kritisch erachteten Bereich zugerechnet werden. Sie müssen mit einer Wertminderung rechnen. Auf volkswirtschaftlicher Ebene erwarten wir ebenfalls eine Schwächung der internationalen Öffnung und der Standortattraktivität. Für eine kleine, hochspezialisierte Volkswirtschaft ist die Integration in die internationalen Wertschöpfungsketten und Wissensnetzwerke essentiell. Die Schweiz ist zu klein, als dass sie in sich geschlossene Wertschöpfungsketten im Inland aufbauen könnte. Dies gilt insbesondere für die Bereiche, die eigentlich geschützt werden sollen (wie bspw. Rüstung). Digital user and customer behaviour and digital technologies increasingly form the basis for new business models. Whereas the forte of established companies is their long-standing understanding of customer needs and excellent production and research know-how, new digital providers usually make a beeline for the most profitable product and service offerings. Digital business models are quickly scalable. Since the outbreak of the coronavirus pandemic, digital business concepts have become increasingly popular because of the contact restrictions imposed worldwide. Traditional companies face the challenge of dealing with issues such as agile organisation, the possible cannibalisation of their analogue-based business models and the application-compatible further development of existing IT systems. Based on interviews with entrepreneurs and leaders from nine different industries, the team of authors has developed a new tool: the "Digital Business Transformation Matrix". Starting out from current positioning in terms of geographical reach and digital development status, companies map out a development path to their strategic target position over a period of ten years. The authors explain how a digital transformation process can be successfully implemented at established companies. The new "Digital Business Transformation Matrix" tool creates an orientation framework for the strategic orientation of companies in line with digital business models. A three-stage strategy process for the development of a digital business model for traditional companies is proposed.

We prepared and studied six atropisomers with different chiroptical properties emerging from a single, robust, broadly-absorbing fulgide photoswitch. After separation of the different atropisomers via HPLC on a chiral column, their isomerization processes at room temperature and the energy barriers of the different species were investigated in detail using spectroscopic and theoretical methods.

Private-label cigarettes are cigarettes that belong to the retailer itself. Private-label cigarettes from discounters or supermarkets are cheaper than brand-name cigarettes, and their lower price has allowed them to garner an ever-increasing share of the tobacco product market, especially among lower socioeconomic groups. Particulate matter (PM), a considerable component of air pollution, is a substantial health-damaging factor. Smoking is the primary source of PM in smokers’ homes. In a 2.88 m3 measuring chamber, the PM emission fractions PM10, PM2.5, and PM1 from three private-label cigarette brands and three brand-name cigarette brands with identical nicotine, tar, and carbon monoxide content were measured and compared to those of a reference cigarette by laser aerosol spectroscopy. All cigarette brands emitted PM in health-threatening quantities. The measurement results ranged from 1394 µg/m3 to 1686 µg/m3 PM10, 1392 µg/m3 to 1682 µg/m3 PM2.5, and 1355 µg/m3 to 1634 µg/m3 PM1, respectively. Only one private-label brand differed significantly (p < 0.001) from the other cigarette brands, which were tested with slightly lower PM levels. All other brands differed only marginally (not significant, p > 0.05) from one another. Significant (p < 0.05) negative correlations between private-label and brand-name cigarettes were found for PM10, PM2.5, and PM1 when accounting for tobacco filling densities, and for PM1 when accounting for filter lengths. The especially health-hazardous fraction PM1 accounted for the largest proportion of PM emissions from the cigarettes tested. The results of this study suggest that- cheaper tobacco products are as harmful as more expensive ones, at least regarding PM emissions. This highlights the importance of anti-smoking campaigns, especially for lower socioeconomic groups, where smoking is more widespread.
