I cittadini chiedono una maggiore trasparenza e accessibilità alle informazioni relative alla spesa pubblica e all’impegno delle risorse a disposizione. Nei Paesi anglofoni è diffusa una forma di rendicontazione sociale che ha caratteristiche di trasparenza e comprensione anche per chi non si occupa di norma della valutazione economica e dei servizi erogati. Tale rendicontazione è chiamata Popular Financial Reporting, rinominato Bilancio Pop. La Città, da sempre innovativa anche sui temi della rendicontazione e relativa comunicazione, ha già sperimentato con il supporto dell’Università di Torino la redazione del bilancio POP per due annualità 2014/2015 e 2017/2018. Il documento è stato realizzato seguendo le best practices che sono presenti a livello internazionale nei Paesi anglofoni. Il bilancio Pop è infatti un documento diffuso in Stati Uniti, Canada e Australia. La Città di Torino in collaborazione con il Dipartimento di Management dell’Università degli Studi di Torino ha realizzato il documento secondo linee guida e processi definiti dal Comitato Scientifico di indirizzo che ne ha curato i riferimenti metodologici e la supervisione operativa insieme al Gruppo di lavoro di applicazione metodologica e operativa che si è occupato di realizzare il documento. he characteristics of some more developed Islamic countries coincide with many western states, including Britain. Brexit and financial uncertainty generated could be overcome through the help of Islamic finance. Islamic banks with a strong propensity to CSR resist more to financial crises and develop more. The elements of strength and weakness are analyzed in the article provides some tips for its development in OECD countries. The analysis related to the use of financial instruments that can slow down the development and the possibility of adopting Islamic finance is considered in the analysis

The accounting information associated with clinical results is able to map the real cost efficiency in the clinical trial. The study analyzes explicitly the clinical trial carried out in 2017 by the "Bambin Gesù" Pediatric Hospital in Rome (Italy). The survey for the first time classifies the costs of a clinical trial on the use of micafungin in pediatric patients. The study provides an example of ways and items of expenses related to the clinical trial. The methodology used is applicable and can be used to compare future trials, thus identifying reference benchmarks. The study through practical application seeks to identify the correct method to avoid errors during the detection of clinical trials as evidenced by the study by Graves et al. (2002) through a proper application. The article also highlights the main cost items to be kept under control during the clinical trial phases. Moreover, given the incidence of candida in children, the study increases the literature on the administration and testing of specific drugs for treatment and therapy

La ricerca intende individuare quali indicatori sociali rispondano meglio al bisogno di trasparenza e conoscenza dei cittadini nel percorso deliberativo e come essi incidono nell’accountability per l’azienda pubblica locale. In particolare, ci si domanda se gli indicatori sociali siano in grado di garantire una maggiore consapevolezza del contesto in modo da definire meglio le politiche di spesa e di partecipazione attiva del cittadino. L’era contemporanea che vede un proliferare di strumenti partecipativi e di report sociali ha origine negli anni 1950 parallelamente al movimento degli indicatori sociali. Dal 1960 a oggi sono stati fatti diversi studi sul tema. In particolare partiamo dall’analisi di Land et al. (2012), di Glatzer et al. (2015) di Hagerty (2001), Volger (1999) and Cram et al. (2012) e infine di Andrews et al. (2015). Attualmente non esistono protocolli ufficiali o strumenti standard di valutazione riferiti all’utilizzo degli impatti sociali (Vanclay et al. 2015), si intende individuare attraverso un’analisi qualitativa quali indicatori sociali siano applicabili negli enti locali e facilmente utilizzabili. A tal fine viene considerato come caso studio la Città di Torino partendo da un progetto di trasparenza volto alla partecipazione attiva chiamato Popular Financial Reporting (Biancone et al.; 2017). Nella nostra analisi non tutti gli indicatori Sociali realizzati a livello nazionale e internazionale sono applicabili nel processo di trasparenza dell’azienda pubblica e degli enti locali (BES13 ISTAT, 2017; BES 130 ISTAT, 2017; King, 2013; De Nadai et al., 2016; Oecd activity Better Life Initiative; Porter & Stern, 2014; Gallup-Healthways Well-Being Index for 2014; Michalos et al. 2011). L’individuazione di indicatori sociali a supporto delle future scelte attraverso strumenti di partecipazione attiva e reporting integrato permette il loro utilizzo individuando le tematiche affrontabili al minor costo e migliore ricaduta in termini di analisi del contesto e delle performance delle aziende pubbliche locali. The research aims to identify which social indicators respond best to the need for transparency and knowledge of citizens in the decision-making process and how they affect accountability for the local public company. In particular, one wonders whether the social indicators are able to guarantee greater awareness of the context in order to better define the spending and active participation policies of the citizen. The contemporary era that sees a proliferation of participative tools and social reports originated in the 1950s in parallel with the movement of social indicators. From 1960 to today several studies have been done on the subject. In particular we start from the analysis of Land et al. (2012), by Glatzer et al. (2015) by Hagerty (2001), Volger (1999) and Cram et al. (2012) and finally by Andrews et al. (2015). Currently there are no official protocols or standard assessment tools referring to the use of social impacts (Vanclay et al. 2015), we intend to identify, through a qualitative analysis, which social indicators are applicable in local and easily usable institutions. To this end, the City of Turin is considered as a case study starting from a transparency project aimed at the active participation called Popular Financial Reporting (Biancone et al., 2017). In our analysis not all the social indicators implemented at national and international level are applicable in the process of transparency of the public company and local authorities (BES13 ISTAT, 2017; BES 130 ISTAT, 2017; King, 2013; De Nadai et al., 2016; Oecd activity Better Life Initiative; Porter & Stern, 2014; Gallup-Healthways Well-Being Index for 2014; Michalos et al., 2011). Citizens are increasingly demanding public responsibility and government programs that are more attentive to the real needs of the territory, particularly in terms of managing public resources. In English-speaking countries, a form of social reporting is widespread, which has characteristics of transparency and understanding even for those who do not normally deal with the economic assessment and the services provided. This reporting is called Popular Financial Reporting, renamed the Pop Budget. The City, which has always been innovative in terms of reporting and related communication, has already experimented with the support of the University of Turin in drafting the 2014/2015 POP budget. The document was produced following the best practices that are present internationally in the English-speaking countries. The Pop budget is indeed a widespread document in the United States, Canada and Australia. The Department of Management of the University of Turin has produced the document according to guidelines and processes defined by the Scientific Steering Committee that has taken care of the methodological references and operational supervision together with the working group of methodological and operational application that has busy making the document.

Data governance Refers to the management of public health information systems and data. The article tries to give an updated definition of big data quality through a review and systematic approach. We Identified publications by searching several eletronic bibliographic databases. The articles were confined to Inglese and italian leanguage. We performed the litterature advanced between January 2015 and December 2016. The group of study would propose a method for handle Big Data Quality System and the features That the system must have to be a management tool. The study investigates and provides some thoughts and ideas on the future of big data quality and their use in the Governance in Health. The paper highlights the usefulness of big data quality both in medical choices in information systems and infrastructure useful to policy decisions and organizational control

The article describes how the fight against AIDS is tackled, from an organizational and legislative point of view, especially with regard to HIV test offer to as many people as possible, with a focus on people with higher at-risk behaviors, in order to reduce the cases of immunodeficiency and unawareness of the serological state. The community-based services and the implementing policies of Piedmont Region answer to the need for integration already offered by the Regional Health Service. The features and results confirmed by a pilot project can be a useful reference for the activation of integrated services on the territory

L’obiettivo di questo articolo è definire una struttura teorica per il miglioramento qualitativo della sanità. A partire dai sistemi di auditing interni ed esterni, dalla loro efficacia e cooperazione, il nostro articolo analizzerà le proprietà teoriche e i problemi relativi al miglioramento della qualità collegati alle politiche e alle pratiche di auditing. La ricerca è stata condotta revisionando scrupolosamente la letteratura esistente ed effettuando sondaggi e interviste per isolare le proprietà comuni dei sistemi di auditing che generano un miglioramento nella qualità del servizio. Questo contributo punta a delineare il contesto teorico per le pratiche migliori nell’auditing interno, esterno e collaborativo nella sanità e nelle istituzioni e partecipanti connessi. Questo contributo è un primo passo conoscitivo di analisi dei problemi dell’auditing del settore pubblico e del settore sanitario, entrambi da una prospettiva interna ed esterna. La struttura teorica ha consentito la proposta di un modello e di uno strumento di verifica del modello stesso. Potrebbe delineare le proprietà principali di un sistema utile di auditing e di una gestione appropriata della sanità per la qualità guidata dallo stakeholder.

In response to a growth in the world population, there has been a growth in demand for utilities; In fact government and utility companies are increasingly looking to alternative sources of finance to meet these growing demands. This paper will provide evidence that Sukuk is one of the vehicles for funding utilities which can fill the gaps between available sources and customer needs. A qualitative research approach has been used to examine the main characteristics of investment in the utility sector and compare them with Sukuk features. The paper explains the process of choosing and developing the Sukuk structure to fit the main originator objectives. The continuous growth of Islamic finance investments and the innovation in its various financial instruments make it an attractive financial system especially for the Western countries. Islamic finance is currently introduced in some European countries however the rest of the continent is studying the idea of having dual financial system (i.e. Islamic system and conventional system). Attracting Islamic investors to Europe requires the compatibility of the investments with Sharia. The aim of this paper is to evaluate European companies for being Sharia compliant. Qualitative and empirical approaches are used in the research methodology to test the European companies’ eligibility using a Sharia compliant methodology screening. Il documento è il primo Popular Financial Reporting redatto in Italia e in Europa. Si tratta di una forma di rendicontazione utilizzata negli Stati Uniti, Canada e Australia, per presentare con trasparenza e semplicità i risultati dell’attività periodica del Gruppo pubblico locale. Gli obiettivi del Popular Financial Reporting sono molteplici: facilitare percorsi di comunicazione tra governo e cittadini; soddisfare le esigenze di responsabilità e trasparenza; fornire informazioni complete del gruppo pubblico locale; dare visibilità degli effetti sul territorio come conseguenza delle politiche dell’azienda pubblica locale. Nel redigere il Popular Financial Reporting l’azienda pubblica, nella sua interezza di gruppo, deve semplicemente ripensare e dare voce a tutti coloro per i quali la propria attività si legittima e acquista un significato di servizio o di politica pubblica, che sono poi i cittadini, le imprese e le istituzioni destinatari di servizi o beneficiari di interventi pubblici. Aspetto fondamentale è che il Popular Financial Reporting non rappresenta esclusivamente un documento di rendicontazione, ma una sorta di reingegnerizzazione del sistema informativo e decisionale, ovvero la chiave di gestione del manager pubblico. Il Popular Financial Reporting del Comune di Torino è stato realizzato seguendo le best practices che sono presenti a livello internazionale, nei Paesi anglofoni e in ottemperanza dei principi contabili nazionali (d.lgs 118/2011) e internazionali del settore pubblico (Ipsas – International public sector accounting standards), che richiedono sistemi di rendicontazione trasparenti e accessibili.
