Abstract: Type Ia Supernovae (SNe Ia) are a critical tool in measuring the accelerating expansion of the universe. Recent efforts to improve these standard candles have focused on incorporating the effects of dust on distance measurements with SNe Ia. In this paper, we use the state-of-the-art Dark Energy Survey 5 year sample to evaluate two different families of dust models: empirical extinction models derived from SNe Ia data, and physical attenuation models from the spectra of galaxies. Among the SNe Ia-derived models, we find that a logistic function of the total-to-selective extinction RV best recreates the correlations between supernova distance measurements and host galaxy properties, though an additional 0.02 magnitudes of grey scatter are needed to fully explain the scatter in SNIa brightness in all cases. These empirically-derived extinction distributions are highly incompatible with the physical attenuation models from galactic spectral measurements. From these results, we conclude that SNe Ia must either preferentially select extreme ends of galactic dust distributions, or that the characterisation of dust along the SNe Ia line-of-sight is incompatible with that of galactic dust distributions.

Abstract: We present a precise measurement of cosmological time dilation using the light curves of 1504 type Ia supernovae from the Dark Energy Survey spanning a redshift range $0.1\lesssim z\lesssim 1.2$. We find that the width of supernova light curves is proportional to $(1+z)$, as expected for time dilation due to the expansion of the Universe. Assuming type Ia supernovae light curves are emitted with a consistent duration $\Delta t_{\rm em}$, and parameterising the observed duration as $\Delta t_{\rm obs}=\Delta t_{\rm em}(1+z)^b$, we fit for the form of time dilation using two methods. Firstly, we find that a power of $b \approx 1$ minimises the flux scatter in stacked subsamples of light curves across different redshifts. Secondly, we fit each target supernova to a stacked light curve (stacking all supernovae with observed bandpasses matching that of the target light curve) and find $b=1.003\pm0.005$ (stat) $\pm\,0.010$ (sys). Thanks to the large number of supernovae and large redshift-range of the sample, this analysis gives the most precise measurement of cosmological time dilation to date, ruling out any non-time-dilating cosmological models at very high significance., Comment: 14 pages, 13 figures. Abstract: We measure the current expansion rate of the Universe, Hubble's constant $H_0$, by calibrating the absolute magnitudes of supernovae to distances measured by Baryon Acoustic Oscillations. This `inverse distance ladder' technique provides an alternative to calibrating supernovae using nearby absolute distance measurements, replacing the calibration with a high-redshift anchor. We use the recent release of 1829 supernovae from the Dark Energy Survey spanning $0.01\lt z \lt1.13$ anchored to the recent Baryon Acoustic Oscillation measurements from DESI spanning $0.30 \lt z_{\mathrm{eff}} \lt 2.33$. To trace cosmology to $z=0$, we use the third-, fourth- and fifth-order cosmographic models, which, by design, are agnostic about the energy content and expansion history of the universe. With the inclusion of the higher-redshift DESI-BAO data, the third-order model is a poor fit to both data sets, with the fourth-order model being preferred by the Akaike Information Criterion. Using the fourth-order cosmographic model, we find $H_0=67.19^{+0.66}_{-0.64}\mathrm{~km} \mathrm{~s}^{-1} \mathrm{~Mpc}^{-1}$, in agreement with the value found by Planck without the need to assume Flat-$\Lambda$CDM. However the best-fitting expansion history differs from that of Planck, providing continued motivation to investigate these tensions.

104. Isolation of individual Er quantum emitters in anatase TiO$_2$ on Si photonics

Abstract: Defects and dopant atoms in solid state materials are a promising platform for realizing single photon sources and quantum memories, which are the basic building blocks of quantum repeaters needed for long distance quantum networks. In particular, trivalent erbium (Er$^{3+}$) is of interest because it couples C-band telecom optical transitions with a spin-based memory platform. In order to produce quantum repeaters at the scale required for a quantum internet, it is imperative to integrate these necessary building blocks with mature and scalable semiconductor processes. In this work, we demonstrate the optical isolation of single Er$^{3+}$ ions in CMOS-compatible titanium dioxide (TiO$_2$) thin films monolithically integrated on a silicon-on-insulator (SOI) photonics platform. Our results demonstrate a first step toward the realization of a monolithically integrated and scalable quantum photonics package based on Er$^{3+}$ doped thin films.

Abstract: LiteBIRD, the next-generation cosmic microwave background (CMB) experiment, aims for a launch in Japan's fiscal year 2032, marking a major advancement in the exploration of primordial cosmology and fundamental physics. Orbiting the Sun-Earth Lagrangian point L2, this JAXA-led strategic L-class mission will conduct a comprehensive mapping of the CMB polarization across the entire sky. During its 3-year mission, LiteBIRD will employ three telescopes within 15 unique frequency bands (ranging from 34 through 448 GHz), targeting a sensitivity of 2.2\,$\mu$K-arcmin and a resolution of 0.5$^\circ$ at 100\,GHz. Its primary goal is to measure the tensor-to-scalar ratio $r$ with an uncertainty $\delta r = 0.001$, including systematic errors and margin. If $r \geq 0.01$, LiteBIRD expects to achieve a $>5\sigma$ detection in the $\ell=$2-10 and $\ell=$11-200 ranges separately, providing crucial insight into the early Universe. We describe LiteBIRD's scientific objectives, the application of systems engineering to mission requirements, the anticipated scientific impact, and the operations and scanning strategies vital to minimizing systematic effects. Abstract: We present the first three-parameter fit to a 3+1 sterile neutrino model using 7.634 years of data from the IceCube Neutrino Observatory on $\nu_\mu+\overline{\nu}_\mu$ charged-current interactions in the energy range 500--9976 GeV. Our analysis is sensitive to the mass-squared splitting between the heaviest and lightest mass state ($\Delta m_{41}^2$), the mixing matrix element connecting muon flavor to the fourth mass state ($|U_{\mu4}|^2$), and the element connecting tau flavor to the fourth mass state ($|U_{\tau4}|^2$). Predicted propagation effects in matter enhance the signature through a resonance as atmospheric neutrinos from the Northern Hemisphere traverse the Earth to the IceCube detector at the South Pole. The remaining sterile neutrino matrix elements are left fixed, with $|U_{e4}|^2= 0$ and $\delta_{14}=0$, as they have a negligible effect, and $\delta_{24}=\pi$ is set to give the most conservative limits. The result is consistent with the no-sterile neutrino hypothesis with a probability of 4.3%. Profiling the likelihood of each parameter yields the 90\% confidence levels: $ 2.4\,\mathrm{eV}^{2} < \Delta m_{41}^2 <9.6\,\mathrm{eV}^{2} $ , $0.0081 < |U_{\mu4}|^2 < 0.10$ , and $|U_{\tau4}|^2< 0.035$, which narrows the allowed parameter-space for $|U_{\tau4}|^2$. However, the primary result of this analysis is the first map of the 3+1 parameter space exploring the interdependence of $\Delta m_{41}^2$, $|U_{\mu4}|^2$, and $|U_{\tau4}|^2$., Comment: 14 pages, 8 figures. Abstract: Arrival directions of ultra-high-energy cosmic rays (UHECRs) observed above $4\times10^{19}\,$eV provide evidence of localized excesses that are key to identifying their sources. We leverage the 3D matter distribution from optical and infrared surveys as a density model of UHECR sources, which are considered to be transient. Agreement of the sky model with UHECR data imposes constraints on both the emission rate per unit matter and the time spread induced by encountered turbulent magnetic fields. Based on radio measurements of cosmic magnetism, we identify the Local Sheet as the magnetized structure responsible for the kiloyear duration of UHECR bursts for an observer on Earth and find that the turbulence amplitude must be within $0.5-20\,$nG for a coherence length of $10\,$kpc. At the same time, the burst-rate density must be above $50\,$Gpc$^{-3}\,$yr$^{-1}$ for Local-Sheet galaxies to reproduce the UHECR excesses and below $5\,000\,$Gpc$^{-3}\,$yr$^{-1}$ ($30\,000\,$Gpc$^{-3}\,$yr$^{-1}$) for the Milky Way (Local-Group galaxies) not to outshine other galaxies. For the transient emissions of protons and nuclei to match the energy spectra of UHECRs, the kinetic energy of the outflows responsible for UHECR acceleration must be below $4\times10^{54}\,$erg and above $5\times10^{50}\,$erg ($2\times10^{49}\,$erg) if we consider the Milky Way (or not). Abstract: A search for full energy depositions from bosonic keV-scale dark matter candidates of masses between 65 keV and 1021 keV has been performed with data collected during Phase II of the GERmanium Detector Array (GERDA) experiment. Our analysis includes direct dark matter absorption as well as dark Compton scattering. With a total exposure of 105.5 kg yr, no evidence for a signal above the background has been observed. The resulting exclusion limits deduced with either Bayesian or Frequentist statistics are the most stringent direct constraints in the major part of the 140-1021 keV mass range. As an example, at a mass of 150 keV the dimensionless coupling of dark photons and axion-like particles to electrons has been constrained to $\alpha$'/$\alpha$ < 8.7x10$^{-24}$ and g$_{ae}$ < 3.3x10$^{-12}$ at 90% credible interval (CI), respectively. Additionally, a search for peak-like signals from beyond the Standard Model decays of nucleons and electrons is performed. We find for the inclusive decay of a single neutron in $^{76}$Ge a lower lifetime limit of $\tau_n$ > 1.5x10$^{24}$ yr and for a proton $\tau_p$ > 1.3x10$^{24}$ yr at 90% CI. For the electron decay e$^-\rightarrow\nu_e\gamma$ a lower limit of $\tau_e$ > 5.4x10$^{25}$ yr at 90% CI has been determined., Comment: 20 pages, 12 figures, 7 tables

109. Reassessment of the dipole in the distribution of quasars on the sky

Abstract: We investigate claims of an anomalously large amplitude of the dipole in the distribution of quasars on the sky. Two main issues indicate that the systematic uncertainties in the derived quasar-density dipole are underestimated. Firstly, the spatial distribution of the quasars is not a pure dipole, possessing low-order multipoles of comparable size to the dipole. These multipoles are unexpected and presumably caused by unknown systematic effects; we cannot be confident that the dipole amplitude is not also affected by the same systematics until the origin of these fluctuations is understood. Secondly, the 50 percent sky cut associated with the quasar catalogue strongly couples the multipoles, meaning that the power estimate at ell=1 contains significant contributions from ell>1. In particular, the dominant quadrupole mode in the Galactic mask strongly couples the dipole with the octupole, leading to a large uncertainty in the dipole amplitude. Together these issues mean that the dipole in the quasar catalogue has an uncertainty large enough that consistency with the cosmic microwave background (CMB) dipole cannot be ruled out. More generally, current data sets are insufficiently clean to robustly measure the quasar dipole and future studies will require samples that are larger (preferably covering more of the sky) and free of systematic effects to make strong claims regarding their consistency with the CMB dipole., Comment: 19 pages, 9 figures

Abstract: We provide supporting details for the search for a 3+1 sterile neutrino using data collected over eleven years at the IceCube Neutrino Observatory. The analysis uses atmospheric muon-flavored neutrinos from 0.5 to 100\, TeV that traverse the Earth to reach the IceCube detector, and finds a best-fit point at $\sin^2(2\theta_{24}) = 0.16$ and $\Delta m^{2}_{41} = 3.5$ eV$^2$ with a goodness-of-fit p-value of 12\% and consistency with the null hypothesis of no oscillations to sterile neutrinos with a p-value of 3.1\%. Several improvements were made over past analyses, which are reviewed in this article, including upgrades to the reconstruction and the study of sources of systematic uncertainty. We provide details of the fit quality and discuss stability tests that split the data for separate samples, comparing results. Abstract: This Letter presents the result of a 3+1 sterile neutrino search using 10.7 years of IceCube data. We analyze atmospheric muon neutrinos that traverse the Earth with energies ranging from 0.5 to 100 TeV, incorporating significant improvements in modeling neutrino flux and detector response compared to earlier studies. Notably, for the first time, we categorize data into starting and through-going events, distinguishing neutrino interactions with vertices inside or outside the instrumented volume, to improve energy resolution. The best-fit point for a 3+1 model is found to be at $\sin^2(2\theta_{24}) = 0.16$ and $\Delta m^{2}_{41} = 3.5$ eV$^2$, which agrees with previous iterations of this study. The result is consistent with the null hypothesis of no sterile neutrinos with a p-value of 3.1\%., Comment: 10 pages, 4 figures. Abstract: Galactic PeVatrons are sources that can accelerate cosmic rays to PeV energies. The high-energy cosmic rays are expected to interact with the surrounding ambient material or radiation, resulting in the production of gamma rays and neutrinos. To optimize for the detection of such associated production of gamma rays and neutrinos for a given source morphology and spectrum, a multi-messenger analysis that combines gamma rays and neutrinos is required. In this study, we use the Multi-Mission Maximum Likelihood framework (3ML) with IceCube Maximum Likelihood Analysis software (i3mla) and HAWC Accelerated Likelihood (HAL) to search for a correlation between 22 known gamma-ray sources from the third HAWC gamma-ray catalog and 14 years of IceCube track-like data. No significant neutrino emission from the direction of the HAWC sources was found. We report the best-fit gamma-ray model and 90% CL neutrino flux limit from the 22 sources. From the neutrino flux limit, we conclude that the gamma-ray emission from five of the sources can not be produced purely from hadronic interactions. We report the limit for the fraction of gamma rays produced by hadronic interactions for these five sources.

113. Backtesting Expected Shortfall: Accounting for both duration and severity with bivariate orthogonal polynomials

Abstract: We propose an original two-part, duration-severity approach for backtesting Expected Shortfall (ES). While Probability Integral Transform (PIT) based ES backtests have gained popularity, they have yet to allow for separate testing of the frequency and severity of Value-at-Risk (VaR) violations. This is a crucial aspect, as ES measures the average loss in the event of such violations. To overcome this limitation, we introduce a backtesting framework that relies on the sequence of inter-violation durations and the sequence of severities in case of violations. By leveraging the theory of (bivariate) orthogonal polynomials, we derive orthogonal moment conditions satisfied by these two sequences. Our approach includes a straightforward, model-free Wald test, which encompasses various unconditional and conditional coverage backtests for both VaR and ES. This test aids in identifying any mis-specified components of the internal model used by banks to forecast ES. Moreover, it can be extended to analyze other systemic risk measures such as Marginal Expected Shortfall. Simulation experiments indicate that our test exhibits good finite sample properties for realistic sample sizes. Through application to two stock indices, we demonstrate how our methodology provides insights into the reasons for rejections in testing ES validity.

Abstract: Palm oil production has been identified as one of the major drivers of deforestation for tropical countries. To meet supply chain objectives, commodity producers and other stakeholders need timely information of land cover dynamics in their supply shed. However, such data are difficult to obtain from suppliers who may lack digital geographic representations of their supply sheds and production locations. Here we present a "community model," a machine learning model trained on pooled data sourced from many different stakeholders, to produce a map of palm probability at global scale. An advantage of this method is the inclusion of varied inputs, the ability to easily update the model as new training data becomes available and run the model on any year that input imagery is available. Inclusion of diverse data sources into one probability map can help establish a shared understanding across stakeholders on the presence and absence of a land cover or commodity (in this case oil palm). The model predictors are annual composites built from publicly available satellite imagery provided by Sentinel-1, Sentinel-2, and ALOS-2, and terrain data from Jaxa (AW3D30) and Copernicus (GLO-30). We provide map outputs as the probability of palm in a given pixel, to reflect the uncertainty of the underlying state (palm or not palm). This version of this model provides global accuracy estimated to be 92% (at 0.5 probability threshold) on an independent test set. This model, and resulting oil palm probability map products are useful for accurately identifying the geographic footprint of palm cultivation. Abstract: The ability to control the behavior of fluid instabilities at material interfaces, such as the shock-driven Richtmyer--Meshkov instability, is a grand technological challenge with a broad number of applications ranging from inertial confinement fusion experiments to explosively driven shaped charges. In this work, we use a linear-geometry shaped charge as a means of studying methods for controlling material jetting that results from the Richtmyer--Meshkov instability. A shaped charge produces a high-velocity jet by focusing the energy from the detonation of high explosives. The interaction of the resulting detonation wave with a hollowed cavity lined with a thin metal layer produces the unstable jetting effect. By modifying characteristics of the detonation wave prior to striking the lined cavity, the kinetic energy of the jet can be enhanced or reduced. Modifying the geometry of the liner material can also be used to alter jetting properties. We apply optimization methods to investigate several design parameterizations for both enhancing or suppressing the shaped-charge jet. This is accomplished using 2D and 3D hydrodynamic simulations to investigate the design space that we consider. We also apply new additive manufacturing methods for producing the shaped-charge assemblies, which allow for experimental testing of complicated design geometries obtained through computational optimization. We present a direct comparison of our optimized designs with experimental results carried out at the High Explosives Application Facility at Lawrence Livermore National Laboratory.

Abstract: More than 10,000 photomultiplier tubes (PMTs) with a diameter of 80 mm will be installed in multi-PMT Digital Optical Modules (mDOMs) of the IceCube Upgrade. These have been tested and pre-calibrated at two sites. A throughput of more than 1000 PMTs per week with both sites was achieved with a modular design of the testing facilities and highly automated testing procedures. The testing facilities can easily be adapted to other PMTs, such that they can, e.g., be re-used for testing the PMTs for IceCube-Gen2. Single photoelectron response, high voltage dependence, time resolution, prepulse, late pulse, afterpulse probabilities, and dark rates were measured for each PMT. 117. Spanwise Control Authority of Synthetic Jets on a Stalled Airfoil

Abstract: This study investigates the aerodynamic effects of low- and high-frequency synthetic jet control strategies on a National Advisory Committee for Aeronautics (NACA) 0025 airfoil. Visualizations and measurements are employed to assess the stability of the flow, focusing on the shear layer and wake dynamics under two forcing frequencies. High-frequency actuation is found to induce steadier flow reattachment and more favorable aerodynamic characteristics compared to low-frequency control. Flow structures resulting from high-frequency actuation, notably vortex rings, are identified and their significance in flow control is evaluated. Furthermore, the spanwise control authority is analyzed, revealing variations in aerodynamic stability away from the midspan. 118. NeuroMorphix: A Novel Brain MRI Asymmetry-specific Feature Construction Approach For Seizure Recurrence Prediction

Abstract: Seizure recurrence is an important concern after an initial unprovoked seizure; without drug treatment, it occurs within 2 years in 40-50% of cases. The decision to treat currently relies on predictors of seizure recurrence risk that are inaccurate, resulting in unnecessary, possibly harmful, treatment in some patients and potentially preventable seizures in others. Because of the link between brain lesions and seizure recurrence, we developed a recurrence prediction tool using machine learning and clinical 3T brain MRI. We developed NeuroMorphix, a feature construction approach based on MRI brain anatomy. Each of seven NeuroMorphix features measures the absolute or relative difference between corresponding regions in each cerebral hemisphere. FreeSurfer was used to segment brain regions and to generate values for morphometric parameters (8 for each cortical region and 5 for each subcortical region). The parameters were then mapped to whole brain NeuroMorphix features, yielding a total of 91 features per subject. Features were generated for a first seizure patient cohort (n = 169) categorised into seizure recurrence and non-recurrence subgroups. State-of-the-art classification algorithms were trained and tested using NeuroMorphix features to predict seizure recurrence. Classification models using the top 5 features, ranked by sequential forward selection, demonstrated excellent performance in predicting seizure recurrence, with area under the ROC curve of 88-93%, accuracy of 83-89%, and F1 score of 83-90%. Highly ranked features aligned with structural alterations known to be associated with epilepsy. Abstract: In this work, the design and execution of an experiment with the goal of demonstrating control over the evolution of a copper jet is described. Simulations show that when using simple multi-material buffers placed between a copper target with a conical defect and a cylinder of high-explosive, a variety of jetting behaviors occur based on material placement, including both jet velocity augmentation and mitigation. A parameter sweep was performed to determine optimal buffer designs in two configurations. Experiments using the optimal buffer designs verified the effectiveness of the buffer and validated the modeling.

120. Hydrodynamical simulations favor a pure deflagration origin of the near-Chandrasekhar mass supernova remnant 3C 397

Abstract: Suzaku X-ray observations of the Type Ia supernova remnant (SNR) 3C 397 discovered exceptionally high mass ratios of Mn/Fe, Ni/Fe, and Cr/Fe, consistent with a near $M_{\rm Ch}$ progenitor white dwarf (WD). The Suzaku observations have established 3C 397 as our best candidate for a near-$M_{\rm Ch}$ SNR Ia, and opened the way to address additional outstanding questions about the origin and explosion mechanism of these transients. In particular, subsequent XMM-Newton observations revealed an unusually clumpy distribution of iron group elemental (IGE) abundances within the ejecta of 3C 397. In this paper, we undertake a suite of two dimensional hydrodynamical models, varying both the explosion mechanism -- either deflagration-to-detonation (DDT), or pure deflagration -- WD progenitors, and WD progenitor metallicity, and analyze their detailed nucleosynthetic abundances and associated clumping. We find that pure deflagrations naturally give rise to clumpy distributions of neutronized species concentrated towards the outer limb of the remnant, and confirm DDTs have smoothly structured ejecta with a central concentration of neutronization. Our findings indicate that 3C 397 was most likely a pure deflagration of a high central density WD. Abstract: We report the observation of a coalescing compact binary with component masses $2.5\text{-}4.5~M_\odot$ and $1.2\text{-}2.0~M_\odot$ (all measurements quoted at the 90% credible level). The gravitational-wave signal GW230529_181500 was observed during the fourth observing run of the LIGO-Virgo-KAGRA detector network on 2023 May 29 by the LIGO Livingston Observatory. The primary component of the source has a mass less than $5~M_\odot$ at 99% credibility. We cannot definitively determine from gravitational-wave data alone whether either component of the source is a neutron star or a black hole. However, given existing estimates of the maximum neutron star mass, we find the most probable interpretation of the source to be the coalescence of a neutron star with a black hole that has a mass between the most massive neutron stars and the least massive black holes observed in the Galaxy. We provisionally estimate a merger rate density of $55^{+127}_{-47}~\text{Gpc}^{-3}\,\text{yr}^{-1}$ for compact binary coalescences with properties similar to the source of GW230529_181500; assuming that the source is a neutron star-black hole merger, GW230529_181500-like sources constitute about 60% of the total merger rate inferred for neutron star-black hole coalescences. Abstract: Training deep neural networks reliably requires access to large-scale datasets. However, obtaining such datasets can be challenging, especially in the context of neuroimaging analysis tasks, where the cost associated with image acquisition and annotation can be prohibitive. To mitigate both the time and financial costs associated with model development, a clear understanding of the amount of data required to train a satisfactory model is crucial. This paper focuses on an early stage phase of deep learning research, prior to model development, and proposes a strategic framework for estimating the amount of annotated data required to train patch-based segmentation networks. This framework includes the establishment of performance expectations using a novel Minor Boundary Adjustment for Threshold (MinBAT) method, and standardizing patch selection through the ROI-based Expanded Patch Selection (REPS) method. Our experiments demonstrate that tasks involving regions of interest (ROIs) with different sizes or shapes may yield variably acceptable Dice Similarity Coefficient (DSC) scores. By setting an acceptable DSC as the target, the required amount of training data can be estimated and even predicted as data accumulates. This approach could assist researchers and engineers in estimating the cost associated with data collection and annotation when defining a new segmentation task based on deep neural networks, ultimately contributing to their efficient translation to real-world applications.

123. AlN/Si interface engineering to mitigate RF losses in MOCVD grown GaN-on-Si substrates

Abstract: Fabrication of low-RF loss GaN-on-Si HEMT stacks is critical to enable competitive front-end-modules for 5G and 6G applications. The main contribution to RF losses is the interface between the III-N layer and the HR Si wafer, more specifically the AlN/Si interface. At this interface, a parasitic surface conduction layer exists in Si, which decreases the substrate effective resistivity sensed by overlying circuitry below the nominal Si resistivity. However, a clear understanding of this interface with control of the parasitic channel is lacking. In this letter, a detailed physical and electrical description of MOCVD-grown AlN/Si structures is presented. The presence of a $\text{SiC}_\text{x}\text{N}_\text{y}$ interfacial layer is revealed and its importance for RF losses is shown. Through C-V and I-V characterisation, an increase in the C concentration of this interfacial layer is linked to the formation of negative charge at the AlN/Si interface, which counteracts the positive charge present in the 0-predose limit. The variation of TMAl predose is shown to allow precise tuning of the C composition and, consequently, the resulting interface charge. Notably, a linear relationship between predose and net interface charge is observed and confirmed by the fabrication of an AlN/Si sample with close to zero net charge. In addition, a higher $D_{it}$ ($\sim 2\times 10^{12}$ cm$^\text{-2}$) for such compensated samples is observed and can contribute to low RF loss. An exceptionally high effective resistivity of above 8 k$\Omega\cdot$cm is achieved, corresponding to an RF loss below 0.3 dB/mm at 10 GHz., Comment: The following article has been accepted for publication in Applied Physics Letters.
