Estimation of the direction-of-arrival (DOA) and parameters of polynomial phase signal (PPS) impinging on the uniform linear array (ULA) of sensors in heavy-tailed noise environments is considered in this paper. To estimate signal parameters, a recently proposed quasi maximum-likelihood (QML) estimator is adopted. The proposed algorithm consists of two successive steps: (1) noise influence mitigation by using the proposed normalization strategy and (2) signal parameters estimation using the DOA-QML approach. In this article, we borrow from the blind noise parameter estimation (BNPE) methodology early developed in the image processing field an original and innovative no-reference approach to estimate digital elevation model (DEM) vertical error parameters without resorting to a reference DEM. The challenges associated with the proposed approach related to the physical nature of the error and its multifactor structure in DEM are discussed in detail. A suitable multivariate method is then developed for estimating the error in gridded DEM. It is built on a recently proposed vectorial BNPE method for estimating spatially correlated noise using noise informative areas and fractal Brownian motion. The new multivariate method is derived to estimate the effect of the stacking procedure and that of the epipolar line error on local (fine-scale) standard deviation and autocorrelation function width of photogrammetric DEM measurement error. Applying the new estimator to Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) GDEM2 and Advanced Land Observing Satellite (ALOS) World 3D DEMs, good agreement of derived estimates with results available in the literature is evidenced. Adopted for TanDEM-X-DEM, estimates obtained agree well with the values provided in the height error map. In future works, the proposed no-reference method for analyzing DEM error can be extended to a larger number of predictors for accounting for other factors influencing remote sensing (RS) DEM accuracy. Abstract Two mechanisms of formation of long-lived negative molecular ions in TCNQ at resonant electron capture were considered for the case of the nonzero captured electrons. The first mechanism concerned with the ions lying in energy lower than the first molecular triplet was related to inter -systems crossing process providing formation of the long-lived ions with quartet multiplicity. The second mechanism, which yields high lifetime of the ions lying above the first triplet, was determined as a mixing of ion electronic states with the ground state contribution. Abstract Possible mechanism of solar activity effect on scattering radiation as well as the intensity of exchange processes in the different layers of the troposphere is discussed in this paper. In particular the response of the earth's atmosphere scattering and refraction characteristics to the 11 year variations of the sunspots' formation activity is considered. Analysis of the radiation data show that one may observe significant growth of the mean annual values of diffuse radiation while a total solar activity decreasing in certain years. The effect of solar activity on the diffuse radiation fluctuations is most pronounced over a long time periods, the duration of which is more than 11 years. The effect of any connection becomes invisible at the shortest time intervals when high-frequency perturbations are imposed. In many image-processing applications, observed images are contaminated by a nonstationary noise and no a priori information on noise dependence on local mean or about local properties of noise statistics is available. In order to remove such a noise, a locally adaptive filter has to be applied. We study a locally adaptive filter based on evaluation of image local activity in a "blind" manner and on discrete cosine transform computed in overlapping blocks. Two mechanisms of local adaptation are proposed and applied. The first mechanism takes into account local estimates of noise standard deviation while the second one exploits discrimination of homogeneous and heterogeneous image regions by adaptive threshold setting. The designed filter performance is tested for simulated data as well as for real-life remote-sensing and maritime radar images. Recommendations concerning filter parameter setting are provided. This paper deals with area-based subpixel image registration under the rotation-isometric scaling-translation transformation hypothesis. Our approach is based on parametrical modeling of geometrically transformed textural image fragments and maximum-likelihood estimation of the transformation vector between them. Due to the parametrical approach based on the fractional Brownian motion modeling of the local fragments' texture, the proposed estimator \mboxML_\mathrmfBm (ML stands for “maximum likelihood” and fBm stands for “fractal Brownian motion”) has the ability to better adapt to real image texture content compared with other methods relying on universal similarity measures such as mutual information or normalized correlation. The main benefits are observed when assumptions underlying the fBm model are fully satisfied, e.g., for isotropic normally distributed textures with stationary increments. Experiments on both simulated and real images and for high and weak correlations between registered images show that the \mboxML_\mathrmfBm estimator offers significant improvement compared with other state-of-the-art methods. It reduces translation vector, rotation angle, and scaling factor estimation errors by a factor of about 1.75–2, and it decreases the probability of false match by up to five times. In addition, an accurate confidence interval for \mboxML_\mathrmfBm estimates can be obtained from the Cramér–Rao lower bound on rotation-scaling-translation parameter estimation error. It was found that when the hyperthermal anions Br-, S- and SH- interact with the cleaned surface of soot, the intensity of the ion yield curves (IYC) of fragmentary anions S- and SH- decreases, while Br- does not. Based on the DFT calculations and the use of the induced charge model, it was shown that HOMO of the S- and SH- anions is located in the energy range of the conduction band of graphite, which allows an additional electron to tunnel from these anions to the surface and this leads to their neutralization. The paper presents the results of analysis of astroclimatic conditions in the Big Telescope Alt-azimuthal (BTA) region (40 ° N–50 ° N; 35 ° E–55 ° E). Using data from the European center for medium-range weather forecast ReAnalysis (ERA-5), we estimated the averaged spatial distributions in total cloud cover, vertical integral of mean kinetic energy, vertical component of wind speed, and wind speed shears, as well as inverse values of Richardson number 1 / R i . An extensive region with the development of atmospheric flows is formed south and southeast of BTA in winter. High inverse values of the Richardson number, spatial heterogeneities in vertical wind speed, and significant wind speed shears in the lower atmosphere are observed in this region. In terms of turbulence development over BTA, the best time for astronomical observations falls in summer, when vertical shears of wind speed are weakened in the lower atmospheric layers. The situation is opposite in the upper troposphere. In winter, BTA is in the region of moderate vertical wind shears. In summer, a region with increased vertical wind speed shears is formed. Taking into account that the intensity of optical turbulence decreases rapidly with height, better image quality can be expected in summer. Such structure of the atmosphere does not allow one to directly apply atmospheric models in order to describe turbulence based on the turbulence strength as function of its ground values, or to use the classical model describing the turbulence velocity as function of air flow velocity at the height corresponding to the 200 hPa level. BACKGROUND. SARS-CoV-2--specific antibodies may protect from reinfection and disease, providing rationale for administration of plasma containing SARS-CoV-2--neutralizing antibodies (nAbs) as a treatment for COVID-19. Clinical factors and laboratory assays to streamline plasma donor selection, and the durability of nAb responses, are incompletely understood. METHODS. Potential convalescent plasma donors with virologically documented SARS-CoV-2 infection were tested for serum IgG against SARS-CoV-2 spike protein S1 domain and against nucleoprotein (NP), and for nAb. RESULTS. Among 250 consecutive persons, including 27 (11%) requiring hospitalization, who were studied a median of 67 days since symptom onset, 97% were seropositive on 1 or more assays. Sixty percent of donors had nAb titers ≥1:80. Correlates of higher nAb titers included older age (adjusted OR [AOR] 1.03 per year of age, 95% CI 1.00-1.06), male sex (AOR 2.08, 95% CI 1.13-3.82), fever during illness (AOR 2.73, 95% CI 1.25-5.97), and disease severity represented by hospitalization (AOR 6.59, 95% CI 1.32-32.96). Receiver operating characteristic analyses of anti-S1 and anti-NP antibody results yielded cutoffs that corresponded well with nAb titers, with the anti-S1 assay being slightly more predictive. nAb titers declined in 37 of 41 paired specimens collected a median of 98 days (range 77-120) apart (P < 0.001). Seven individuals (2.8%) were persistently seronegative and lacked T cell responses. CONCLUSION. nAb titers correlated with COVID-19 severity, age, and sex. SARS-CoV-2 IgG results can serve as useful surrogates for nAb testing. Functional nAb levels declined, and a small proportion of convalescent individuals lacked adaptive immune responses. FUNDING. This paper describes a recently created image database, TID2013, intended for evaluation of full-reference visual quality assessment metrics. With respect to TID2008, the new database contains a larger number (3000) of test images obtained from 25 reference images, 24 types of distortions for each reference image, and 5 levels for each type of distortion. Motivations for introducing 7 new types of distortions and one additional level of distortions are given; examples of distorted images are presented. Mean opinion scores (MOS) for the new database have been collected by performing 985 subjective experiments with volunteers (observers) from five countries (Finland, France, Italy, Ukraine, and USA). The availability of MOS allows the use of the designed database as a fundamental tool for assessing the effectiveness of visual quality. Furthermore, existing visual quality metrics have been tested with the proposed database and the collected results have been analyzed using rank order correlation coefficients between MOS and considered metrics. These correlation indices have been obtained both considering the full set of distorted images and specific image subsets, for highlighting advantages and drawbacks of existing, state of the art, quality metrics. Approaches to thorough performance analysis for a given metric are presented to detect practical situations or distortion types for which this metric is not adequate enough to human perception. Digital images are used in various technological, financial, economic, and social processes. Huge datasets of high-resolution images require protected storage and low resource-intensive processing, especially when applying edge computing (EC) for designing Internet of Things (IoT) systems for industrial domains such as autonomous transport systems. For this reason, the problem of the development of image representation, which provides compression and protection features in combination with the ability to perform low complexity analysis, is relevant for EC-based systems. Security and privacy issues are important for image processing considering IoT and cloud architectures as well. To solve this problem, we propose to apply discrete atomic transform (DAT) that is based on a special class of atomic functions generalizing the well-known up-function of V.A. Rvachev. A lossless image compression algorithm based on DAT is developed, and its performance is studied for different structures of DAT. This algorithm, which combines low computational complexity, efficient lossless compression, and reliable protection features with convenient image representation, is the main contribution of the paper. It is shown that a sufficient reduction of memory expenses can be obtained. Additionally, a dependence of compression efficiency measured by compression ratio (CR) on the structure of DAT applied is investigated. It is established that the variation of DAT structure produces a minor variation of CR. A possibility to apply this feature to data protection and security assurance is grounded and discussed. In addition, a structure or file for storing the compressed and protected data is proposed, and its properties are considered. Multi-level structure for the application of atomic functions in image processing and protection for EC in IoT systems is suggested and analyzed.
