U radu se analiziraju promjene u međunarodnoj trgovini, prometu i upravljanju informacijama u okviru suvremenih luka koje su posljedica primjene sredstava digitalnog gospodarstva. Posebna pažnja posvećena procjeni mogućih ušteda, ponajprije u obrtu brodova koje su posljedica primjene navedeni tehnologija. Autori se posebno osvrću na uštede koje se ostvaruju pri terminalskom radu pri kojem, za razliku od drugih vidova pomorskog prijevoza, vrijeme boravka broda izravno utječe na dohodovnost brodara pa tako i svih ostalih sudionika u transportnom lancu. Pritom, posebno se ocjenjuje razina uštede koja se uspoređuje s do sada objavljenim procjenama te utjecaju informatičke učinkovitosti, kako je ona utvrđena projektom COST 330.

A VTMIS (Vessel Traffic Management and Information Services) is a set of services intended to enhance vessel traffic management in certain, well-defined areas. The essential task of the VTMIS is to support organized exchange of information related to vessel traffic and cargo flow using Internet and/or similar real-time technologies. In comparison to VTS, VTMIS offers a number of additional services for the public and commercial companies involved in maritime traffic. This paper deals with Rijeka VTMIS project initiated by the Faculty of Maritime Studies in Rijeka, the Port of Rijeka Authority and the Harbour Master Office in Rijeka in 2001. The main tasks of the Rijeka VTMIS are evaluation, distribution, record and process of all data concerning maritime traffic to the benefit of all interested users at sea and ashore, with the main objective to facilitate vessel traffic management in the area. In addition, future implementations of the principles of “ Short Sea Shipping” , as defined by the decision of EU, must be supported with the appropriate maritime information network system. In that way, regional VTMIS (such as Rijeka VTMIS) is supposed to become a main information highway and thus promoting force of the future development.

U radu se upozorava na neusuglašenost podataka na pomorskim kartama i navigacijskim publikacijama u usporedbi sa stvarnim stanjem. Njihovo usaglašavanje sagledava se kao proces. U cilju povećanja njihove usuglašenosti, osim hidrografskog premjera predlaže se primjena reambulacije kao postupka za prikupljanje podataka za ažuriranje osnovnih proizvoda hidrografskih organizacija i to pomorskih karata i navigacijskih publikacija u bilo kojem obliku . Također se predlaže korištenje mjera složenosti informacijskog sadržaja pomorskih karata i navigacijskih publikacija.

U radu se razmatra standardna raščlamba luke kako je ona određena od strane UNCTAD-a. Autori posebice ističu osnovne odrednice svake generacije luka te na temelju utjecaja razdvajanja mjesta obavljanja lučkih djelatnosti od mjesta gdje se vodi logističko poslovanje, a zatim i promjena koje će izazvati primjena digitalnih tehnologija na postojeći način prekrcaja predlažu uvođenje novog pojma (generacije) u standardnu podjelu UNCTAD-a. Predložena definicija naslanja se na pojam mrežne luke (4. generacije) u okviru koje se analizira rad suvremenih luka koje su smještene u neposrednoj blizini i koje opslužuju isto gravitacijsko područje. Pritom, kao osnovni uvjet predlaže se postojanje sustava povezivanja subjekata sredstvima digitalnog gospodarstva.

U radu se razmatraju obilježja ro-ro putničkog prometa te se na temelju svojstava brodova i pruga koje oni održavaju predlaže način izračuna optimalnog prijevoznog kapaciteta za zadanu prometnu potražnju i način rada.

U radu je razmatran odnos osiguravatelja prema brodarima, zapovjednicima i članovima posade u slučaju pomorske nezgode ili drugih događaja koji dovode do štetnih zahtjeva pri prijevozu tereta morem, a koji su temeljeni na višegodišnjem istraživanju strukture i obilježja šteta hrvatskih brodara. Posebice su analizirane mjere koje su dio poslovne politike osiguratelja, a koje mogu utjecati na povećanje razine sigurnosti broda, ljudi i tereta te zaštite morskog okoliša. U okviru razmatranih mjera posebno su obrađene mjere koje se odnose na brodsku posadu, sustav održavanja broda te postupke kojima se umanjuju posljedice štetnih događaja u pomorstvu. Kao posebno vrijedan dio rada valja istaći naglašenu potrebu suradnje brodara i osiguratelja koja pozitivno utječe u svim prethodno nabrojanim slučajevima.

Recent trends in MET in Croatia show a significant increase in the number of requests for courses dealing with high-level management functions and which are dedicated for the top-level onboard personnel. These requests, primarily from wel-established shipping companies, are well defined in respect of the curricula and duration, with clear goals and, as a rule, exceeding the scope of the STCW 95 convention. Basically, they are intended to improve various management capabilities of the onboard personnel such as team management, resource management, handling of sophisticated units, units with unusual characteristics or in a particular environment, etc.Such courses have been held at Faculty of Maritime Studies, University of Rijeka, over past two years. Based on the experience already gained in such courses, the paper discusses their general structure and main features as well as their advantages and drawbacks, as seen by teachers and lecturers. Particular attention in paid to feedback and comments from responsible persons in shipping companies. Also, the possibilities for inclusion of the content and experience into the regular education are discussed.Finally, a proposal for the unification and standardization of such courses, particularly in respect of their syllabi, duration and main objectives is presented and offered for discussion to IAMU members.

U radu se razmatraju mogućnosti komunikacijskog povezivanja Jadranskih luka, ponajprije onih na sjevernom Jadranu sa stajališta razmjene formalnih i neformalnih dokumenata. U radu se pokazuje da je uspješnim komunikacijskim povezivanjem tradicionalno konkurentnih luka moguće ostvariti veću uspješnost i djelotvornost cjelokupnog logističkog lanca (s obzirom da ove luke opslužuju praktično isto gravitacijsko područje) te stoga prema svojim korisnicima u konačnici mogu djelovati kao jedna luka. Pored prednosti u radu se skreće pažnja i na nepovoljne utjecaje kojima mogu biti izložene pojedine luke u takvom slučaju.

Teneljna posljedica globalizacije pomorske industrije vidljiva je i u obliku globalne harmonizacije sustava ovlaštenja, nametnute brojnim državama prko primjene odredaba STCW konvencije.

STCW convention

The evidence of a fast expansion of electronic commerce is, indeed, growing. Three years ago, during the early period of Internet commercialisation, market researchers' predictions for Web sales by 2001 varied from a few billion to more than $100 billion. We know now that all these reports underestimated the growth of Internet commerce. Despite the wild enthusiasm about the explosion of the business use of the Internet and because of the related paradigm shift, many fundamental issues in maritime transport still need to be resolved. One of the primary issues is ensuring the adequate bandwith to and from the vessel. This paper investigates the possibilities and the costs for using Inmarsat communications for electronic commerce aboard the ship.

The paper compares two basic approaches to education and training of seafarers: (a) the academic approach based on the traditional system of education as applied in well-established scientific disciplines and (b) the approach promoted through STCW 95 convention based on more or less encapsulated modules of knowledge and professional skills. The strengths and weaknesses of each approach are considered from several most important viewpoints (the future seafarer, government decision-makers, educational institutions) and in light of the experience gained during recent changes of the maritime education system that took place in Croatia over the last two years following forced institutional transition from the more academic to the more professional-oriented MET system. At the end of the paper a proposal has been made concerning the combined approach capable to satisfy the needs of the future seafarer, state administration and shipping industry and at the same time being perceptive to future international harmonization among states at different levels of industrial and social development.

The primary consequence of the globalisation of international shipping industry is harmonization enforced through the STCW 95 certification systems established in different countries. However, after several years of its application, beside many positive effects the legal and educational framework enforced by the STCW 95 convention also shows a number of drawbacks. In this paper the consequences of the application of the STCW 95 convention on the organisation of the MET institutions are examined. Particular attention is paid to the effectiveness, strengths and weaknesses of the traditional, more academic MET systems in comparison with the more vocationally oriented system of maritime education and training. Conclusions are based on the recent experience of MET institutions in Croatia where MET institutions were recently forced, by government decision, to abandon academic approach and to apply “pure” vocational system. Finally, assuming that present trends toward further harmonization and standardization will be maintained, the papers presents an outline of a possible future global standard MET system with particular reference to MET institutions.

The paper investigates the structure of the communication system used by transport supply chain. The network consists of 24 different types of companies and 103 interchanged documents. The results of the investigation represent the clear view in the structure of transport communication network, enabling to describe contributions of network position to the importance, influence, prominence and power of an actor in a network.

The paper is the presentation of an up-to-date method of nautical astronomy for ascertaining the ship's geographical Co-ordinates that can be applied in ocean navigation. The method is a purely numerical one, i.e. there is no need of drawing or graphic display of any kind, nor is previous knowledge of the ship's position by observation or dead reckoning required. In the application of this method the navigator has within a short interval of time to shoot with the sextant the altitudes of two known heavenly bodies, and by means of the slave gyro at least one, and if possible two approximate azimuths of the observed heavenly bodies.

In the paper the basic principles of the GMDS system are presented. Particularly, the principles, determining the mode of overall application and possibilities and limitations of particular subsystems in closed and/or archipelagic seas, such as the Adriatic Sea, are emphasised and analysed. Beside basic principles, the present status of the GMDS system in the world and on the Adriatic Sea is shown in the paper. Also, considerations regarding influence of the GMDSS implementation on the general level of safety of navigation and environmental protection are presented. Also considered is the influence of GMDSS on existing and target level of safety of navigation of coastal vessels, recreational boats and yachts, as well as the possibilities of commercial use of the GMDSS communication hardware.

The basic concepts of the theory of search are presented in this paper. Issues related to the practical application of the theory of search in archipelagic seas are also discussed. A proposal for a solution of the complex practical problems of maritime search in archipelagic seas, based on the fundamental search theory concepts and computer modeling of real conditions in every particular case, are given too.

The paper deals with strategic development of the maritime traffic organization on the Adriatic Sea. In the paper a proposal for the introduction of a routing system on the Adriatic Sea is presented. Also, the structure of the proposed ADRIA VTS system is discussed. The aim of the proposed measures is to increase the level of protection of the Adriatic Sea against large-scale pollution.

The paper deals with the possibilities of establishing the Adriatic Sea a particularly sensitive area according to MARPOL 73/78 Convention. In order to enhance the level of safety of navigation and protection of the Adriatic from large-scale pollution, plans for introduction of various measures, such as a routing system and a vessel traffic surveillance are discussed. The basic characteristics of both systems are presented as well as the need for close cooperation between the neighboring coastal states, i.e. the Republic of Italy, the Republic of Slovenia and the Republic of Croatia.

Temeljna zadaća prijedloga uspostavljanje je sustava odvojene plovidbe u obliku shema na plovnim područjima na Jadranu. Svrha je zaštiti Jadran i umanjiti opasnost od pomorskih incidenata i nezgoda, budući je Jadran prema MARPOL konvenciji, 73/78 "Posebno osjetljivo područje".

The paper illustrates the need to introduce a consistent routing system on the Adriatic Sea for the purpose of preventing maritime accidents with large-scale pollutions. The grounds for international legislation for introducing the routing system have been established too, as well as the basic principles that should be adhered to on the occasion of determining the routing system.
