The globalization scenario has determined the rate of increasing of urban complexity: the city has become a process of densification and multiculturalism. The port cities, in particular, could be seen as the access points of a “melting pot” process, on the one hand, and as places where these dynamics have exacerbated problems and conflicts (Beguinot, 2009). This paper focuses on the potential of an approach centred on a maritime perspective in order to analyse and interpret conflicting dynamics in neighbourhoods whose residents show distinct cultural features. A case study research method is adopted in order to capture the multi-faceted issues embedded in such a complex condition. This paper focuses onBelfast, which has been struggling for years with problems related to inter-religious sectarian conflicts. By applying a visual analysis combined with interactions with local communities, the relationships between the urban pattern and the waterfront are analysed, in order to show if and how the waterfront regeneration could be considered pivotal for contributing to the peace process. The extraordinary shape of seaside cities - that we can better appreciate from the sea - is the result of the synthesis between urban culture and maritime culture. This harmonious union of maritime and urban cultures offers a different point of view that is full of charm and semantic values. Seaside cities - in particular port cities - have been a really central theme in architectural and urban debate of the last few decades. The suggestion behind the research is that to understand coastal and port cities we should move our point of view from the mainland to the sea. Only if we referred to maritime culture we could really enter into urban culture of sea cities. The contribution describes theoretic and methodological results of activities that, since 2009, the Group "City and Architecture" of the National Research Council of Italy has carried out about the relationship between city and sea. The starting point is considering the maritime interpretation of seaside cities as a relevant issue for an innovative research related to urban planning and design in coastal urban areas. The first phase of the research project is concerned with an original multidisciplinary methodology based on a mindful maritime re-interpretation of architectures and urban spaces and, generally, of coastal urban areas. The second phase is aimed to refer the research results to real case studies with the broad involvement of multidisciplinary scholars, stakeholders and policy. The approach has permitted an original review of the waterfront renewal processes that have been in ever greater number in the last fifty years. The object is to define innovative methodologies and strategies to valorize the maritime identity as key tool for urban sustainable regeneration of sea cities.

In the last decade, some strategies were elaborated with the aim of economic revitalization and urban regeneration starting from the deterioration conditions that affected urban waterfronts and port areas, considering such areas as engines of the urban transformation process in a broader environmental context. In this perspective, it is necessary to accompany the regeneration process of coastal areas with actions related to accessibility and architectural heritage and environment requalification of surrounding areas, settling new functions capable of activating new economic circuits. The paper describes the construction – in a bottom-up approach – of a shared strategic vision for the sustainable development of the city of Portici, with particular reference to its port area. The project proposals for waterfront regeneration have been elaborated in a forum in which participants were divided into four groups (citizens, third sector, technicians and private sector). Joining the visions of the four groups, a shared vision to the year 2020 was built, also by means of the development of specific proposals and design ideas. At the end, a Decision Support System was elaborated, starting from the Social Networks Analysis (by means of the Ucinet software), in order to analyze coalitions and conflicts, leading to the impact assessment of the different projects applying the ANP (Analytic Network Process) multicriteria method.

55. Waterfront Regeneration in the Historic Port of Leith: the Challenges of Maintaining Authenticity on an Urban Scale

This paper looks at the regeneration process in the historic Port of Leith in Edinburgh over the past thirty years, with the goal of evaluating how the authenticity of the heritage values of the area have been affected. The evaluation is based on ‘before’ and ‘after’ analyses of the waterfront area which document the historical, aesthetic, morphological, economic, and social characteristics of the area, before and after regeneration. The results of the regeneration initiatives are evaluated with respect to area conservation theory and within the context of other relevant examples of waterfront regeneration in historic port cities around the world. It is found that regeneration in Leith has thus far taken a slightly superficial approach in an attempt to attract high-value uses, investors, and visitors. While this has enhanced the aesthetic and environmental value of the area and retained substantial amounts of historic fabric and patterns, it has also led to the inauthentic expression of some historical associations and a significant change in the social and economic character of the area.

- Abstract
This paper investigates the processes by which the regeneration of the historical Pier Head waterfront in Liverpool took place during the first decade of the twenty-first century. The research focuses on three key regeneration projects at Pier Head Waterfront, namely the Fourth Grace, the New Museum of Liverpool and Mann Island Development. Each of these projects has undergone a relatively different process and, hence, faced different challenges and produced different outcomes. This study is based on a series of lengthy interviews with key stakeholders closely linked with the regeneration of the waterfront, a review of project related documents including urban design policy and guidance, a substantial review of relevant news articles that were written throughout the period of the recent transformation of the waterfront, and numerous site visits. By understanding the peculiarities of the global forces that drive large scale developments and the local context in which they occurred at Pier Head, several insights regarding the process of regeneration emerge. Findings foreground the role of urban design in urban waterfront regeneration, illustrating that despite the complexity of managing change, urban design has the capacity to mediate between the local and global forces and the needs/desires of investors and local communities. Urban design is also imperative for challenging the negative impact of globalisation on the urban landscape
