Through the analysis of English in the linguistic landscape (LL) of Tokyo, this article demonstrates the diverse functions of English on signage and argues that the use of English in different areas of Tokyo mirrors the distinct socioeconomic characteristics of each area, aiming to highlight how English contributes to shaping the multifaceted Tokyo's cityscape. This study specifically contrasts the three areas: Asakusa and Tsukiji, Shibuya, and Roppongi and Azabu. The data consists of photographed signs, supplemented with fieldnotes, obtained from fieldwork in 2023. Considering all the aspects of the observed signs, the diverse English use on signage can be viewed as a manifestation of its proliferation and localisation as a global language, adapting to a diverse audience, including Japanese locals, visitors from overseas, and local foreign residents. As a result of such manifestation, along with the varied functions and interplay with social contexts, the aggregate of English signs of each area collectively crafts the complexity of Tokyo's mosaic cityscape. This paper discusses the fraught status paradoxes and settlement impediments of European migrants in Asian cities like Tokyo, Singapore, and Dubai. Global European emigration is predominantly imagined as professional ‘expatriation’, framed as temporary if not steeped in linear career pathways of manifest privilege. The implied bifurcation between voluntary European mobilities and economic migrations from the Global South is complicated here by foregrounding the existential aspirations of middling European emigrants who are anxious about their future class position in Europe and therefore resettle along a wider trans-Asian economic corridor. While this European mobile middle retains global advantages in terms of transnational circulation and entry by virtue of their European citizenship capital, they face under-documented legal hurdles and social precarities in their quest for overseas permanence. We conceptualise this transcontinental process, marked by a complex set of mobility ambivalences over time, as ‘migratory classmaking’, the distinctive aspirations of which elucidate that structural socioeconomic incentives are equally bound up with contemporary forms of European migration. Enmeshed in this global process of migratory class-making lays a European predicament that speaks of blighted existential hopes about middle-class stability imagined to be the ideal result of multi-year investments in class-making across Europe and Asia. The Bridging the Standardization Gap (BSG) Working Group of the Telecommunication Technology Committee (TTC) held a meeting in October 2023 in Tokyo and Kitakyushu, Japan. The meeting was attended by university professors and government officers from the Asia-Pacific region who work in the fields of information and communication technology (ICT) deployment and promotion of standardization. The topics of the meeting were introduction to the use of ICT in Japan (in fields such as agriculture, aquaculture, education, environment, medical care and disaster response), and discussion between the participants. The COVID-19 pandemic profoundly affected all mass gatherings for sporting and religious events, causing cancellation, postponement, or downsizing. On March 24, 2020, the Japanese Government, the Tokyo Organising Committee of the Olympic and Paralympic Games, and the International Olympic Committee decided to postpone the Tokyo 2020 Olympic and Paralympic Games until the summer of 2021. With the emergence of SARS-CoV-2, the potential creation of a superspreading event that would overwhelm the Tokyo health system was perceived as a risk. Even with a delayed start date, an extensive scale of resources, planning, risk assessment, communication, and SARS-CoV-2 testing were required for the Games to be held during the COVID-19 pandemic. The effectiveness of various mitigation and control measures, including the availability of vaccines and the expansion of effective testing options, allowed event organisers and the Japanese Government to successfully host the rescheduled 2020 Tokyo Olympic Games from July 23 to Aug 8, 2021 with robust safety plans in place. In February and March, 2022, Beijing hosted the 2022 Winter Olympic Games as scheduled, built on the lessons learnt from the Tokyo Games, and developed specific COVID-19 countermeasure plans in the context of China's national framework for the plan called Zero COVID. Results from the testing programmes at both the Tokyo and Beijing Games show that the measures put in place were effective at preventing the spread of COVID-19 within the Games, and ensured that neither event became a COVID-19-spreading event. The extensive experience from the Tokyo and Beijing Olympic Games highlights that it is possible to organise mass gatherings during a pandemic, provided that appropriate risk assessment, risk mitigation, and risk communication arrangements are in place, leaving legacies for future mass gatherings, public health, epidemic preparedness, and wider pandemic response.
