Purpose: The purpose of this paper is to propose an over-the-top (OTT) initiative selection process for communication service providers (CSPs) entering an OTT business. Design/methodology/approach: To achieve this objective, a literature review was conducted to comprehend the past and current practices of the project (or initiative) selection process as mainly suggested in project portfolio management (PPM). This literature was compared with specific situations and the needs of CSPs when constructing an OTT portfolio. Based on the contrast between the conventional project selection process and specific OTT characteristics, a different selection process is developed and tested using group model-building (GMB), which involved an in-depth interview, a questionnaire and a focus group discussion (FGD). Findings: The paper recommends five distinct steps for CSPs to construct an OTT initiative portfolio: candidate list of OTT initiatives, interdependency diagram, evaluation of all interdependent OTT initiatives, evaluation of all non-interdependent OTT initiatives and optimal portfolio of OTT initiatives. Research limitations/implications: The research is empirical, and various OTT services are implemented; the conclusion is derived only from one CSP, which operates as a group. Generalization of this approach will require further empirical tests on different CSPs, OTT players or any firms performing portfolio selection with a degree of interdependency among the projects. Practical implications: Having considered interdependency, the proposed OTT initiative selection steps can be further implemented by portfolio managers for more effective OTT initiative portfolio construction. Purpose: The purpose of this paper is to give further understanding on value co-creation mechanisms in B-to-B service network by reinforcing the processes, the relationships, and the influences of other agents where Collaborative Transportation Management (CTM) forms might be best employed. Design/methodology/approach: In order to model the interactions among agents in the collaboration processes and the value co-creation processes, this research used three collaboration cases in Indonesia. The agent-based simulation was used to capture both the collaboration process and the value co-creation process of the three collaboration cases. Findings: The interactions among the agents both inside and outside their collaboration environments determined agent’s role as a value co-creator. The willingness of an agent to accept the opinion of another agent determined the degree of their willingness to co-operate and to change their strategies, and perceptions. Therefore, interaction among agents influenced the size of the value obtained by them in each collaboration process. Research limitations/implications: The findings of the simulations subject to assumptions based on the collaboration cases. Further research is related to how to encourage agents to co-operate and adjust their perceptions. Practical implications: It is crucial for the practitioners to interact with another agent both inside and outside their collaboration environment. The opinions of another agent inside the collaboration environment also need to be considered. Public policy problems are socially complex due to a range of stakeholders who involve in the coordinated action. They are also often not stable due to situation changes or stakeholders’ behavior changes. Holistic thinking is actually required to solve a public policy problem, which is generally non-linear and highly complicated, through collaborative efforts across organizational boundaries. The approach of systems modelling offers an option for formulating and rehearsing strategic initiatives to resolve the problems in a systematic, structured and accountable. This paper presents an innovative effort to implement a triple helix model for supporting the development of national policies using systems modelling approaches initiated by the President’s Delivery Unit for Development Monitoring and Oversight (UKP-PPP) of Republic Indonesia and the School of Business and Management, Institut Teknologi Bandung (ITB). Series of workshops have been initiated to facilitate communication and cooperation among researchers in academic institutions, practitioners in industry and business, and decision makers in government. Analyzing this finding and interactions that occurred among stakeholders during the workshops, a model of Triple Helix interactions is formulated. In addition to known interaction between university and industry, interaction between university and government on policy development through the channel of state-owned research and development agencies was identified. Not only promoting systems modelling as a methodology in policy development, the workshops also provided evidence on the importance of having a holistic or systemic approach in formulating policies to address a complex national problem that requires interactions among stakeholders.
