Indonesia as one of the most populous countries has high sugar consumption rate. Indonesia sugar consumption rate is continue to surging. In contrast, domestic production could not satisfy the demand and Indonesia need to import sugar. In 2020, Indonesia is predicted to proceed import 4400 thousand MT raw sugar. Indonesia will continue to import sugar because sugarcane output is predicted to fall in 2019/20 due to dwindling land availability. In addition, the majority of Indonesia’s sugarmills is over than a hundred year and lead to low sugar’s extraction rate to only 6.9%. This research examines Indonesia’s sugar competitiveness using Policy Analysis Matrix. Indonesia’s Domestic Cost Ratio is 2.04. The number means that Indonesia’s domestic sugar production, compared to foreign country, is twice costly. Social price of sugar in Indonesia was half of retail sugar price in domestic market. The total social loss of the Indonesian sugar sector was 16 128 thousand rupiahs per hectare per planting season. Farmers, consumers, and the government all have to subsidize the production of domestic sugar. If the domestic price of sugar is equal to world price, consumers do not have to pay 11 772 thousand rupiahs more to meet their sugar needs. Policy scenario of sugarmills revitalization which could increase sugar extraction rate up to 10%, compared to usual rate at 6.9%, could double both private and social revenue of a sugarcane plantation.

Both agricultural policy and social protection programs are needed for reducing poverty, but little attention has been paid to the integration between them. This study aims to analyze the impact of changes in agricultural policy and social protection programs on agricultural household economics. The results showed that the synergy of agricultural policy in the form suppror price of grain (HPP) and social protection programs in the form of conditional cash transfer (CCT) was the best policy instrument in improving the welfare of rice farmers and in reducing the number of the poor in rural areas. The synergy of these two policies can be applied and is possible as an alternative choice. In addition, CCT instruments in particular are also able to redistribute income so that they have a stronger push to reduce the number of the poor in the rural countryside. The impact of policy synergy is higher for farmers with a strata of land area below 0.5 hectares.

Since the issuance of the Law on the Warehouse Receipt System (WRS) in 2009, the application of WRS has not been optimally successful. Several obstacles and constraints have been identified in the implementation of WRS in Indonesia. This research was conducted through a desk study and survey approach about analysis information of several constrains on the application of WRS for seaweed commodity. Constraints on the application of WRS for seaweed commodity became the focus of this study. The constraints faced by farmers are the lack of access to information about the seaweed WRS, financing constraints due to the financial attachment to middlemen, and the quality that does not meet Indonesian National Standard (SNI) of seaweed. While the constraints faced by the warehouse manager are the time to conduct quality testing and the time for disbursing funds from bank or non-bank financial institutions. Implementation of WRS can be increased by expanding WRS information and communication to seaweed farmers, financial institutions, local government, industry and traders. A business model of seaweed WRS scheme is needed that can integrate stakeholders.

Green Open Space (GOS) in the Capital Special Area (Daerah Khusus Ibu Kota/DKI) Jakarta, both in the form of urban park and urban forest has very important function for recreation or any other greening function. In term of recreation & tourism, one of the most important arrangement aspect in GOS management is the carrying capacity (CC), which is not only important to be acknowledged in order to enforce the aspects of sustainability, but also important to be managed well to reach customer satisfaction aspects. Therefore, by using purposive sampling methode there have been done a series of research about the carrying capacity of three GOS, namely urban park (Taman) Suropati (well established area), urban forest-park (Taman Hutan Kota/THK) Honda-Tebet (established area), and THK Penjaringan (less established area); specifically related to physical carrying capacity aspect and psychologycal carrying capacity aspect. Primary data retrieval is done by direct measuring of recreational space usage (for the physical CC/PCC) and by spreading the closed-ended questionnaires instrument (for the psychology CC/CFp) that data adopted the One Score One Indicator Criteria Scoring System. The result of study shows that at the three GOS’s the CFp take an important role to reduce the PCC significantly range from 78% up to 92% to become its real carrying capacity (RCC).
