Background. The legislation on the Prosecutor’s office of the Soviet period and the modern Federal Law “On the Prosecutor’s Office of the Russian Federation” are united in defining the prosecutor's office as a system. However, consistency is manifested not only in the organization of the prosecutor’s office. In this regard, attention is drawn to scientific works and current practice of prosecutorial activity. Materials and methods. The solution of research tasks is provided by reference to legislation, selection and study of scientific papers, materials of judicial practice. This made it possible to identify the features of a systematic approach in the implementation of prosecutorial activities. Results. The system of legal means of the prosecutor is formed both on the basis of the prosecutor's tasks to be solved, and on the basis of the implementation of supervisory or non-supervisory activities. Ideas about the prosecutor’s inspection as a system are developed. Prosecutor’s inspection from the standpoint of a systematic approach can be considered as an element of the system of means of prosecutorial activity and as a system of verification actions. The elements of the system of conditions of the prosecutor's inspection – the reasons and grounds for the inspection are considered. Conclusions. A systematic approach makes it possible to ensure the completeness of the study of certain aspects of prosecutorial activity, as well as to develop ideas about the main categories. The conclusion is made about the prospects of a systematic approach in the study of prosecutorial activity and the improvement of relevant legislation.

The purpose of this study is to determine the characteristics of demographic potential, its relationship with demographic security, as well as to analyze the influence, including environmental processes on the components of demographic potential. The work methodically substantiates the selection of indicators for calculating demographic potential and demographic security. In accordance with this, integrated indices of demographic potential were calculated for the EAEU countries. In general, the demographic potential for the EAEU countries according to their indices can be assessed as follows: 1. Kazakhstan (5.75); 2. Kyrgyzstan (5.51); 3. Belarus (5.07); 4. Armenia (4.86). 5. Russian Federation (4.06). The analysis showed that each country has the potential for its further development by improving the indicators included in the integral index. As a result, the presented methodological approaches made it possible to calculate integral indices to determine the position of each EAEU country in terms of demographic potential, determine the indicator of demographic security in Kyrgyzstan, and link the processes of external migration from Kyrgyzstan with the shortage of water resources in the country. The methodology we presented for determining the state of demographic potential and demographic security allows us to carry out calculations of this phenomenon for any country.

The article is devoted to the application of the systematic approach when studying the objects of forensic examination. Based on the theoretical reflection on the problem, as well as on the materials of practice of forensic computer and integrated psychological and linguistic examinations, the authors demonstrate that it is necessary to consider complex objects of analysis as systems. All the elements of such systems are intertwined, aligned, organized and collectively possess properties that are not inherent in any component of their parts. Application of the systematic approach in the production of forensic examinations will help to avoid mistakes resulting in unreliable conclusions.

Social and environmental sustainability challenges have led researchers to concentrate on sustainable banking and corporate social responsibility (CSR) practices. CSR aspects that are used for sustainable banking are explored, evaluated and summarized by limited literature. This study aims at identifying and summarizing the theories and the CSR dimensions used in sustainable banking related studies. The study critically analyzed 30 relevant documents that were systematically extracted from the Web of Science and Scopus databases covering the period of 2012 to 2022. The results show that researchers' concentration on sustainable banking increased after the declaration of the Paris agreement and sustainable development goals (SDGs) in 2015 and 2016, respectively, where the majority of studies highlight the Asian and European contexts. The study identifies 14 theories and 28 CSR dimensions for sustainable banking. Based on those dimensions, the study proposes a model of sustainable banking. Later, it maps the relevant theories with the CSR dimensions so that future researchers can experiment with those theories and dimensions with sustainable banking in different contexts. Moreover, the study recommends that researchers can focus more on organizational change and risk management theories, and CSR dimensions that integrate social and environmental issues, as well as SDGs. Long waiting times in outpatient clinics have multiple adverse effects on patients and their attendants, staff and hospital management. Several approaches practiced to manage the cycle time have been proposed. The purpose of this study was to evaluate the impact of implementing closed-loop based multiple approaches together. This study was conducted in Aravind Eye Hospital (AEH), Madurai, India where several approaches to manage cycle times have been implemented over the years. Scheduling system was introduced to manage COVID-19 specific norms. We compared the cycle times in general outpatient clinics in a regime in which multiple approaches were practiced together before and after introducing scheduling to regimes in which individual approaches were practiced. We analysed how the cycle time varied by patient load. Cycle time for all patient days when the combined approach was used was 19% lower than baseline, and better than under each of the individual approaches. The outcome sustained even during the COVID-19 pandemic that necessitated additional processes and procedures. The task to determine the composition of forces to deter the enemy from starting aggression, that is, to prevent the hot phase of a military conflict, refers to poorly structured problems in the presence of significant uncertainty. This leads to the application of the methodology of system analysis in solving the task. The set of deterrence forces to defeat the enemy is considered as a complex military system, which is the object of this study. To determine the composition of the enemy’s deterrence forces from unleashing armed aggression, this paper reports a devised methodology. The procedure criterion is the effectiveness of deterrence, which is determined by the required ratio of the combat potentials of the aviation of the opposing sides at the end of hostilities. According to the methodology of system analysis, the procedure is based on the formation of options for the composition of enemy forces and the composition of deterrence forces, assessing the effectiveness of their use during hostilities. The effectiveness of the use of forces of opposing parties is assessed by using the method of iterations and methods of queuing theory. Based on the results of the effectiveness assessment, the selection of options for the composition of the deterrence forces is carried out, for which the condition for ensuring the necessary ratio of the combat potentials of the aviation of the parties at the end of hostilities is met. The rational version of the composition of the deterrence forces from those selected is determined by using the taxonomy method, which has made it possible to solve the problem under study. The rational option determines the combat potentials of the components of the deterrence forces, which correspond to the number of units in their composition. The above methodology should be used by state and military authorities when planning the creation of enemy deterrence forces against unleashing armed aggression. The crisis of unemployment as a scourge severely affects all economic, cultural and social aspects of a society and sometimes has irreversible effects, now day, Researchers and government regard entrepreneurship as a solution to unemployment problems. The universities can play an important role in creating new knowledge and entering these competitions and in developing entrepreneurship, especially among the educated people. Therefore, according to the role and importance of entrepreneurship in universities, this study introduces the model of University Entrepreneurial with a systematic approach.This qualitative research uses a content analysis in order to identify patterned meanings across our dataset. To extract the dimensions and components of the University Entrepreneurial system, 15 people were selected using snowball sampling. The ideal criteria of the University Entrepreneurial system are divided into 7 main themes, 29 subsidiary themes, and 110 concepts. The results showed that a University Entrepreneurial system consists of 3 characteristics: input, process and output applying systematic approach in universities, while enhancing industry-university interactions, it will help to create cluster companies, patents, and academic innovations and will increase the number of academic publications and articles.

Over 30 years of plant vitrification, droplet vitrification (DV) of in vitro propagules and slow freezing of dormant buds are typical methods of large-scale cryobanking worldwide. One-step sucrose preculture and Plant Vitrification Solution 2 (PVS2) cryoprotection in solution-based vitrification often face unacceptably low regeneration, and the results are on a case-by-case basis depending on the plant species, like a blind test. The absence of a universal protocol applicable across all plant diversity is considered one of the limiting factors. For wild flora, limits of source material available and difficulties in in vitro propagation make it worse to re-optimize the protocol steps for new species. Since cryoprotectant toxicity is the most crucial barrier to the vitrification of organized explants, selecting alternative plant vitrification solutions (PVS) based on the cytotoxicity of cryoprotectants is vital. This review proposes the concept of donor plant vigor (DPV), which refers to the donor plant properties that determine the potential to regenerate normal plantlets under various cryopreservation procedures. DV is a multi-stage procedure with many factors from stage (1) material preparation to (2) pre-liquid nitrogen (pre-LN) (preculture, osmoprotection, cryoprotection), (3) LN (cooling), (4) warming conditions (rewarming, unloading), and (5) regrowth. Since the cytotoxicity of PVS is a primary limiting factor in DV approaches, DPV is crucial for coping with the toxicity of PVS. The DPV is innate and can be maximized with appropriate material preparations, i.e., vigorously growing in subcultures aided by a liquid overlay on top of the gelled medium, selecting proper explants, optimizing the two-step preculture conditions, and media supplements. Developing the DV protocol starts with testing the material with a tentative standard protocol, which includes a two-step preculture (10% sucrose for 31 h and 17.5% sucrose for 16 h), osmoprotection with C4-35%, cryoprotection with A3-80% (60 min at 0 °C), cooling, and rewarming using aluminum foil strips. Using a three-step regrowth initially with ammonium-free regrowth medium, regrowth of shoot tips in one plate following the successive stages of the tentative standard protocol for shoot tips, i.e., fresh, PC, OP, CP (LNC), and LN, is a valuable tool to characterize the sensitivity of the material and to standardize the procedure by tuning the cryoprotection and cytotoxicity of cryoprotectants. A-series PVS (A3-90%, A3-80%, A3-70%) and B-series PVS (PVS3, B5-85%) can be tested based on the DPV. These alternative PVSs have been applied in over 30 pieces of literature with an 8.5~67.3% increase in LN regeneration compared to PVS2 and Plant Vitrification Solution 3 (PVS3) treatments. Using this approach as an alternative to blind condition screening would be influential in broadening the cryopreservation of diverse wild species and problem materials.

The article is devoted to the development of complex adaptation mechanisms in the field of financial planning of the organisation of marketing activities in a turbulent economic model, in which large economic systems have a certain asymmetry of the relationship between the dynamics of the growth of the size of the economy and the transformation of degrees of freedom within the organisation of economic activity. The authors clarified the concept of “planning in marketing activities” in terms of issues related to its adaptation to changing environmental conditions, which made it possible to introduce a modern concept: “flexible digital marketing”. An extensive classification of changes in the field of marketing has been given depending on the level of scale of changes in marketing activity plans at different time stages of planning. The authors propose an updated approach to the organisation of marketing activity planning processes based on network modeling, which is presented as a complex set of knowledge on the transformation of developed strategies and plans of marketing activities to abrupt changes. A classification of network planning methods in the field of marketing activities has been compiled, taking into account hypothetical changes in objects within the framework of developed marketing strategies.

The article addresses the basic methodological principles of psychological analysis of information materials applied during the forensic psychological examination of a new direction established in the system of forensic institutions of the Ministry of Justice of Russia in 2017. The foundation of the direction is the general methodology of forensic psychological examination, deeply elaborated by F.S. Safuanov. At the same time, the features of objects (information materials and communications included in social activities and human behavior that are subject to legal assessment and can be recognized as criminal) and the subject of research (forensically and legally significant features of information materials) determine the number of particular methodological principles, methods, and procedures for their application. These distinguish the study of information materials from the study of the mental activity of investigated persons (accused, victims, witnesses) during the legally significant period.The author notes a connection of psychological research of information materials with the general methodology of forensic psychological examination. At the same time, methodological features are determined due to the interdisciplinary connections of a new kind of forensic examination with other sciences and practical expert tasks. Next, the article describes the main methodological approaches of psychological research of information materials: system-structural, activity-based, phenomenological, and hermeneutic, as well as level, communicative, qualitative, and discursive analysis.

Given the importance of taxes and tax revenues in the country's economic development, it is crucial to provide a comprehensive model for tax auditing quality. The primary purpose of this study is to design a comprehensive model of tax auditing quality through a mixed method. The qualitative part approach is based on data-based theory. Data collection instruments were semi-structured interviews with 20 partners of auditing firms, managers of the Iranian Association of Certified Public Accountants, and tax officials selected by snowball sampling and content analysis methods. The axial category of the tax auditing quality model was developed, and the final model was presented according to the causal conditions, contextual conditions, intervening conditions, strategies and consequences. In the quantitative part, research hypotheses were developed, and a questionnaire was designed to test them. The questionnaires were filled by 335 experts who did not participate in the qualitative part, and the hypotheses were tested using the structural equation method. Auditing Quality improvement model was developed, which included two major parts, including auditing service providers and auditing services recipients by discovering and identifying strategic factors, intervening (contextual) conditions and their implications along with contextual conditions.

The author is convinced that a notion genomic information is widespread in sciences thus justifies that a genomic information is already a general scientific notion. The author differentiates internal and external factors that have a great impact on the notion of genomic information. Internal factors are digitalization of sciences, interdisciplinary research, and a new type of rationality in science. External factors are modern economy that is based on scientific and technical progress. The article refers to the theory of notions ranges that was substantiated by A.M. Vasilev. It creates a new notions range concerning the notion of genomic information. It is crucial to understand that this notion is investigated in the aspect of legal information. In the authors opinion, notions range concerning the genomic information notion forms the basis for a fresh interdisciplinary law-and-genome theory which will be developing consequently. The author asserts that it is necessary to use general scientific approaches for law-and-genome informations research. In this sense systematic and informational approaches are the most significant for interdisciplinary law-and-genome theory ones.

The characteristics of the basic principles for solving the problems of interstate cooperation in transboundary river basins are presented. It is shown that, in order to solve problems, it is necessary to have an idea of the patterns of functioning of these complexes under different economic policies of the states engaged in water use. Based on the long-term practices of interstate interaction, it is noted that the more states there are intersecting a transboundary watercourse, the more difficult it is to implement measures of integrated water resource management. The main factors of the occurrence and exacerbation of water use conflicts in transboundary river basins are identified. An analysis of the institutional and legal formats of interaction between states and water users has been carried out. The predominance of bilateral agreements and the lack of interest in the development of universal multilateral treaties are noted. From the standpoint of structural and functional integrity, the expediency of considering transboundary river basins from the standpoint of the basin principle is substantiated. It is concluded that, under conditions of significant anthropogenic fragmentation of transboundary river basins, a quasi-integral natural–social geosystem of the regional level is formed. It is noted that, taking into account the complexity and inconsistency of the "transboundary river basin" category, a universal approach is needed for solving the problems of interstate interactions that makes it possible to combine the basic principles (limnological, institutional–legal, and basin principle) into a single conceptual model. Such tasks can be successfully solved through implementing the main provisions of a systematic approach, the application of which will make it possible to determine the individual characteristics of a transboundary basin and synthesize them into a single whole, develop integrated water resource management schemes, coordinate joint actions of water-user states, and move from the private solutions of problems of interstate interaction to complex problems. Patient safety is a discipline that has arisen in response to the increasing complexity of health care delivery and the associated increase in patient harm. Adverse health care events are a serious problem, causing significant harm to the patient and increasing health care costs. The World Health Organization has identified patient safety as one of the key priorities for world health. The current review presents the historical background that led to the formation of the discipline of patient safety, the determinants of adverse events in medical practice, and the main tools for dealing with them.

Fibre-reinforced plastic composite materials are increasingly employed in several industries. This extensive use has resulted in a huge increase of generated waste that has to be managed without causing significant environmental issues. Recycling fibre-reinforced plastic composite materials in accordance with circular economy principles might be a way to overcome such problems. Thus, this paper aims to empirically analyse the existing scientific literature regarding recycling technologies for fibre-reinforced plastic composite materials. The main goal is to provide a holistic and comprehensive analysis of the topic, as well as research gaps and future directions following a rigorous and transparent approach. Overall, 201 articles were selected through a systematic approach and then analysed using a bibliometric analysis. Results show that this topic has been increasingly gaining momentum in recent years and that researchers have mostly carried out experimental studies on chemical and thermal recycling technologies for recovering carbon fibres. Lastly, this article provides an in-depth research agenda based on identified research gaps and an enhanced managerial grasp of this field of research. [ABSTRACT FROM AUTHOR]

Summary: This narrative review summarises ongoing challenges and progress in the care and prevention of fragility fractures across the Asia Pacific region since mid-2019. The approaches taken could inform development of national bone health improvement Road Maps to be implemented at scale during the United Nations 'Decade of Healthy Ageing'. Purpose: This narrative review summarises recent studies that characterise the burden of fragility fractures, current care gaps and quality improvement initiatives intended to improve the care and prevention of fragility fractures across the Asia Pacific region. Methods: The review focuses on published studies, reports and quality improvement initiatives undertaken during the period July 2019 to May 2022. Results: Epidemiological studies conducted in countries and regions throughout Asia Pacific highlight the current and projected increasing burden of fragility fractures. Recent studies and reports document a persistent and pervasive post-fracture care gap among people who have sustained fragility fractures. Global initiatives developed by the Fragility Fracture Network and International Osteoporosis Foundation have gained significant momentum in the Asia Pacific region, despite the disruption caused by the COVID-pandemic. The Asia Pacific Fragility Fracture Alliance has developed educational resources including a Hip Fracture Registry Toolbox and a Primary Care Physician Education Toolkit. The Asia Pacific Osteoporosis and Fragility Fractures Society—a new section of the Asia Pacific Orthopaedic Association—is working to engage orthopaedic surgeons across the region in the care and prevention of fragility fractures. The Asia Pacific Consortium on Osteoporosis developed a framework to support national clinical guidelines development groups. Considerable activity at the national level is evident in many countries across the region. Conclusion: Development and implementation of national Road Maps informed by the findings of this review are urgently required to respond to the epidemiological emergency posed by fragility fractures during the United Nations 'Decade of Healthy Ageing'. Summary: This narrative review describes efforts to improve the care and prevention of fragility fractures in New Zealand from 2012 to 2022. This includes development of clinical standards and registries to benchmark provision of care, and public awareness campaigns to promote a life-course approach to bone health. Purpose: This review describes the development and implementation of a systematic approach to care and prevention for New Zealanders with fragility fractures, and those at high risk of first fracture. Progression of existing initiatives and introduction of new initiatives are proposed for the period 2022 to 2030. Methods: In 2012, Osteoporosis New Zealand developed and published a strategy with objectives relating to people who sustain hip and other fragility fractures, those at high risk of first fragility fracture or falls and all older people. The strategy also advocated formation of a national fragility fracture alliance to expedite change. Results: In 2017, a previously informal national alliance was formalised under the Live Stronger for Longer programme, which includes stakeholder organisations from relevant sectors, including government, healthcare professionals, charities and the health system. Outputs of this alliance include development of Australian and New Zealand clinical guidelines, clinical standards and quality indicators and a bi-national registry that underpins efforts to improve hip fracture care. All 22 hospitals in New Zealand that operate on hip fracture patients currently submit data to the registry. An analogous approach is ongoing to improve secondary fracture prevention for people who sustain fragility fractures at other sites through nationwide access to Fracture Liaison Services. Conclusion: Widespread participation in national registries is enabling benchmarking against clinical standards as a means to improve the care of hip and other fragility fractures in New Zealand. The article analyzes the views of the famous Kazakh historian Zh.O. Artykbaev on the problems of preserving and studying the historical and cultural heritage of the Kalmyks. In the works of the scientist, special attention is paid to archaeological monuments, Buddhist monasteries, memorial sites, cultural and natural landscapes associated with the ethnic history of the Kalmyks and Oirats, military events, and the life of prominent historical figures. The task is to develop systematically an integral concept for the preservation, actualization and scientific study of historical and cultural heritage as a new interdisciplinary field of knowledge at the intercountry, all-Russian, regional and local levels, taking into account the accumulated domestic and foreign experience, the optimal model of informatization of heritage, the use of environmental monitoring tools to modern the state of objects of historical and cultural heritage and unique territories. The national historical and cultural heritage of the Kalmyk people is the code of its self-identification. The essence of national self-identification is seen in the unity of inheritance and actualization of cultural knowledge and values accumulated by past generations. Today, more than ever, it is important to understand and realize the need to preserve knowledge about their cultural and historical past. The historical and cultural heritage of the nomadic civilizations of Central Asia, which includes a vast complex of old-written monuments, places of worship, archaeological artifacts and other various items of material culture, has a huge information potential and allows you to get to know the spiritual culture of nomads more deeply.

Introduction. The article deals with the study of theoretical and methodological foundations of ethno-aesthetics as a “cultural code” of an ethnos through a systematic approach to solving the problem of the ratio of ethno-culture and ethno-aesthetics. The aim of the study is a philosophical analysis of ethno-aesthetics to determine the semantic potential of the symbolic capital of ethnic culture. Materials and Methods. The logic of the research, ascending from the abstract (definition of ethno-aesthetics) to the exact (ethno-futurism), is based on a systemic approach. It distinguishes the following methods: dialectical (ethno-aesthetics at the level of the singular, particular and universal), comparative-historical (transformation of ethno-aesthetic values); structural and functional (ethno-aesthetics as an open system of aesthetic values that serve as “markers” of ethnic originality). Results and Discussion. The author denotes the theoretical and methodological aspects of ethno-aesthetics in the modern conditions of being of an ethnos: ethno-aesthetic values, aesthetic ontology of ethnos, expression in ethno-aesthetics of the “spirit of a people”. In the ethnic world-picture the expression of the concept “spirit of the people” allows to highlight the levels of ethno-aesthetics in ethnoculture: substantial (aesthetic consciousness, aesthetic values that reflect/express the “spirit of a people”); functional-historical (transforming system of aesthetic relations and aesthetic experience of an ethnos). The author notes the relationship of ethno-aesthetic values with mentality, the “spirit of a people”, the deep layers of ethnic consciousness (traditions, rites, beliefs, mythological representations, archetypes), art as a system of creating symbolic images. The dialectics of single, special and universal with regard to aesthetic values distinguishes ethno-aesthetics as the level of being of special, which at the same time combines (values and creative potential of an ethnos in world exploration) and determines the specifics of understanding and interpretation by an ethnos the basic values (the beautiful, the tragic, the comic, etc.) and its fixation in the language. The source of aesthetic ontology is the experiencing by an ethnos life, nature, labour, creativity, which have creative and harmonizing potential. Conclusion. The author interprets ethno-aesthetics as an integral part of aesthetics, which creates a philosophical theory of an ethnos aesthetic relationship to the world (nature, art, labour), reflects the process of formation and development of aesthetic sensuality and aesthetic consciousness, the value of the world.

This article is an incomplete presentation of the second part of the follow-up study on the evidence of age-related peculiarities of personality's preparedness to resocialize during the post-penitentiary period. Earlier, we were able to create and successfully test psychodiagnostic and psychocorrective programs for the resocialization of a delinquent person at the stage of release from prison. The A.R. Ratinov's value and standards theory of a criminal's personality is used as a basis for analysis and comparison of the subjects' system of value orientations. 201 individuals have been examined. The obtained results indicate that the subjects have lowered values in three categories of cognitive concept of personality's basic beliefs. The significance of the age factor in the subjects has been reliably found in such scales as «a tendency to force others to fit one's wants/tastes», «a tendency to change others», «categoricalness towards others», «inability to adjust oneself to others» and so on. Subjects have been found with manifestly excessive predisposition to aggression.

Purpose. The aim of this article is to assess the main determinants that affect entrepreneurial activity, and also the mechanism of its regulation in five countries (Ukraine, Romania, Lithuania, Poland, Germany) during the period from 2007 to 2018. According to the purpose of the article it was empirically tested a number of hypotheses. Methodology / approach. The canonical correlation method is considered as a basic method for maximum correlations between groups of variables. The group of performance indicators includes: GDP per capita, the volume of output at market prices, Global Competitiveness Index as indicators that most completely reflect the results and efficiency of entrepreneurial activity. The group of factor variables includes entrepreneurial activity determinants, which to some extent affect the change of these entrepreneurial efficiency indicators. The advantages of the proposed method is possibility to analyze the multiple relationships between business results and the determinants that determine it. Results. The article examines a related area of the economy, namely entrepreneurship, which is largely related to agriculture. The article gradually reveals scientific approaches to identifying the determinants of entrepreneurial activity, followed by the methodology of the conducted research, analysis of results and substantiation of hypotheses. According to the aims of the article, the authors have got the following results: 1. To analyze the entrepreneurial environment, a systematic approach must be applied whereby all the determinants of the entrepreneurial environment are interrelated and influence one another. 2. The canonical correlation method allowed to determine the system of entrepreneurial activity determinants and to confirm the statement that each country has its own system of determinants. It is justified by the heterogeneity of the studied data sample, i.e. the presence of a large difference between the numerical values of indicators for selected countries. 3. The human development determinant is the key to business development in the country. Such conclusions are made on the basis of the determinants system analysis in Germany, where indicators of business efficiency are the highest. Originality / scientific novelty. The article proposes a method of assessing the determinants of entrepreneurial activity through the use of the canonical correlation method. This method allows us to investigate the relationship between two sets of variables and is a generalized version of pairwise correlation, as opposed to factor analysis, which is used to establish relationships within one set of variables. Practical value / implications. Presented study aims to extend the empirical knowledge on the measurement of entrepreneurship at the country level and its determinants. In assessing the determinants of the entrepreneurial environment, the main causes that lead to incomplete utilization of entrepreneurial potential remain unaccounted for. Particularly practical meaning may have a thorough analysis of the determinants of entrepreneurial activity in different countries. Modern European integration aspirations of Ukraine should be provided with real socioeconomic transformations in which the development of entrepreneurial activity is key. The beginning of an effective process of forming an efficient strategic approach to creating a favourable entrepreneurial environment for every country is to study the existing experience of other countries. For Ukraine, in particular, this is the experience of the EU countries.

Indian coastal regions have often been affected by frequent climate-induced natural disasters such as cyclones, floods, droughts and other related hazards in recent decades. Existing literature was not sufficient to fully understand these event trends from diverse perspectives in a systematised manner at current scenarios. Therefore, a systematic approach has been employed to assess the climate change and cyclone trends of nine Indian coastal states by using various geographical information system (GIS) tools for 2006–2020. The results showed that 61 cyclones occurred in nine coastal states from 2006 to 2020; the highest numbers were recorded in Odisha (20), West Bengal (14) and Andhra Pradesh (11). Accordingly, these three coastal states emerged as the most vulnerable for high-intensity cyclones. The results also identified that the highest average temperature (29.3 °C) was recorded at Tamil Nadu and Gujarat, and the lowest temperature (26.7 °C) was recorded in West Bengal and Odisha. Most of the coastal states showed fluctuations in temperatures during the study period. At the same time, Kerala and Karnataka states recorded the highest average rainfall (2341 mm and 2261 mm) and highest relative humidity (78.11% and 76.57%). Conversely, the Gujarat and West Bengal states recorded the lowest relative humidity at 59.65% and 70.78%. Based on these results, the current study generated GIS vulnerability maps for climate change and cyclone activity, allowing one to rank each state's vulnerability. Cumulatively, these results and maps assist in understanding the driving mechanisms of climate change, cyclones and will contribute towards more effective and efficient sustainable disaster management in the future. This paper seeks to facilitate the use of grounded theory (GT) methodology by novice researchers and PhD students of public policy discipline. The GT is widely used in social sciences research. This methodology has different variations, while Strauss and Corbin's systematic approach is more pragmatic than others due to the introduction of a staged process known as axial coding. Regarding the fact that applying this method is largely dependent on the context of the research area, the main question is, what would be the elements of a systematic approach specifically customized for the public policy research domain? This paper is an analytical review of the research literature in 3 areas: variants of grounded theory approaches, soft systems models in social science, and public policy subsystem elements. This research suggests the use of 6 categories of context and discourse, content and ideas, participants, structure, policy process, and outputs and effects as a substitute for the three categories of Strauss and Corbin's axial coding paradigm of GT. The article is devoted to identifying the explanatory potential of the text semantic field method as a system method in understanding the nature of connections between different levels of a literary text. It allows us to reach the super-category of the author's image, which acts as the organizing beginning of a literary text. Thus, the text semantic field is both the object and the method of the research. The method of comparative analysis revealed that the overcoming of natural language oppositions, inherent in the artistic text, can be manifested to a greater or lesser extent: from the weakening of semantic oppositions of natural language due to the enhanced semantic convergence of implicitly related semantic units, which can be observed, as shown by the study, in the novel by I.S. Turgenev Home of the Gentry, to the complete destruction of natural language oppositions, originally inherent, as it was proved in the works of O.I. Valentinova, in the aesthetics of polyphony. The comparison made possible to clarify that the principles of the organization of text semantic fields in artistic texts can perform opposite functions: to increase the semiotic significance of the image category, as it happens in the novel analyzed by I.S. Turgenev, or, on the contrary, as proved in the research of O.I. Valentinova, to indicate a decrease in the semiotic significance of the image category, which is a constitutive property of polyphonic texts. The use of the comparative method also allowed us to show that overcoming the oppositions of natural language, as a mechanism for the formation of text semantic fields not only of a literary text, but also semiotically complex texts of a different etiology, performs different functions. A comparison of character education text semantic fields of literary texts with the study of E.Yu. Medvedev the principle of formation of the text fields in the Orthodox liturgical sermons have clarified that if the destruction of the oppositions of natural language in a literary text generates occasional oppositions, will appear on the me of the artist, overcoming the oppositions of natural language in liturgical preaching brings to the ontological meanings that exist outside of the will and consciousness of the preacher.

The purpose of this study was to design a model for the development of managers’ managerial skills in the form of a paradigmatic model through grounded theory. The study was applied in terms of purpose and descriptive in terms of data collection method, and it was carried out using cross-sectional survey method. The statistical population was comprised of 300 experts, specialists, and informed people in the field of managers’ managerial skills. Out of these, 30 faculty members of Tehran Municipality University of Applied Science and Technology were selected as the study sample using non-random, purposive sampling method. The data collection methods were document analysis and field study, where semi-structured interviews and questionnaires were used through systematic grounded theory. The study validity was determined through triangulation and its reliability was assessed by inter-coder reliability. In order to analyze the qualitative data, meta-analysis, thematic analysis, and MAXQDA were used. Finally, 3 dimensions, 13 components, and 65 indices were achieved. The findings showed that managers’ managerial skills included personal (self-knowledge, stress management, and effective problem solving management), interpersonal (constructive communications skill, effective motivation skill, influence skill, and conflict management skill), and collective (delegation of authority skill, teamwork skill, skill to guide positive change, technology use skill, and application of managerial requirements) dimensions. The purpose of the present study was to present a systematic model of promoting human resource productivity through fuzzy dimensional approach applicable at various branches of Islamic Azad University in Azerbaijan in the time span of 2018-2019. The research population consisted of all faculty members at various branches of Islamic Azad University in East Azerbaijan province. The data collection instruments employed included two researcher-made questionnaires one initially designed as a five-point Likert scale to identify the factors affecting the promotion of human resource productivity in the university and the other desveloped subsequently based on paired comparisons required for fuzzy dimensional system approach. The questionnaires were validated in terms of their content and internal consistency and test-retest reliability estimates. Initially, the data obtained from the first questionnaire were statistically analysed through student t-test and the findings indicated five main factors that were perceived by the participating faculty members as effective in promoting the productivity of university human resources. Further, the second questionnaire was developed based on paired comparisons of the five identified factors and was distributed to the research sample. The findings emerging from DIMATEL systematic approach revealed creativity and innovation grounding, provision of targeted training and utilization of appropriate knowledge management strategies and practices as highly influential and influenceabl factors in the system under study. Targeted training was also identified as having a higher impact on other system factors. In addition, adherence to competency trends in personnel promotion as well as embracing creativity and innovation in the organization were identified as two factors highly influenced by others.

Introduction. Improving road safety is a state-level task reflected in many regulatory documents of the Russian Federation, such as a federal law, federal target program, national project, etc. The systematic approach considered in the article is aimed at developing an effective approach and targeted actions in the field of ensuring road safety in road transport. The use of an integrated approach instead of disparate single actions will allow achieving the tasks set for the state to reduce the accident rate on the country’s roads.Materials and methods. Analytical methods based on analysis of links, flows, temporary analysis of events, methods of road traffic safety assessment based on detection of safety and accident factors, detection of accident concentration places, methods of probability theory and processing of research results, software-computing methods of information technologies.Results. A system of road infrastructure indicators has been developed in a complex application with the analytical methods and methods of the accident forecasting system, an information technology tool and systems – an electronic receiving organization for road safety to develop a system organization and manage the level of road safety in the road participant – vehicle – road – external environment system.Discussion and conclusions. The expediency of taking into account the mechanisms for achieving the results of the program-targeted approach and the direction of their implementation, the proven scientific results of studies of the concentration of road traffic accidents to improve the work of the state mechanism for ensuring road safety is substantiated.

The article is devoted to the research of the current state of criminological science and to determine the prospects for its development in the future. The achievements of the national criminology are reviewed, the integration of knowledge about crime and combating it is emphasized, and the coherence and synergy of scientific concepts, the introduction of a systematic method of knowledge of crime and the development of measures of preventive influence on its causes and conditions are substantiated. Criminology examines crime, its causes, criminals and victims of crime, prevention measures. Crime is a kind of objectively dangerous behavior that poses a threat to the individual, the state, business and society. Nowadays, the newest types of objectively dangerous behavior are most often encountered in cyberspace, in the sphere of electronic money circulation, use of artificial intelligence, provision of services, use of natural and labor resources. As an open social system, crime interacts externally with similar phenomena and processes, constantly changing under their influence and spreading in space and time. In addition, being an integral part of social life, crime has the property of self-reproduction and development, linked to the development of society, of changing the living conditions of people. It is concluded that the guidelines for the further development of criminology will be the international goals of global human development set out in the Millennium Declaration UN 2015 year and The Agenda of Sustainable Development by 2030 year. It is considered, key problems for criminological research by 2030 will be survival of people in the fierce struggle for access to economic and natural resources; counteracting various forms and manifestations of violence and other violations of fundamental human rights and freedoms; ensuring personal and collective security in the system of social interaction; environmental protection; the use of information technology for criminal purposes; counteracting transnational crime and terrorism; drug crime and arms trafficking, etc. In addition, the scientific potential of criminological institutions will be directed to the development of tools and tools to reduce the impact on crime and the social life of such negative social phenomena as poverty, social injustice and inequality, abuse of power, abuse of power by both the authorities and the general population. There is no doubt that, now and in the future, the development of crime will depend on social being, collective thinking and people behavior. In the workings of philosophers, political scientists and sociologists, the state of modern society is characterized by insane dynamism and instability, an increase in entropy, an increase in actual and potential risks, which is difficult to recognize and predict. This means that the existing concepts of explanation for the causes of crime will soon prove to be inoperative, as they were created in the last century on the basis of materialistic dialectics, linear thinking, contemporary ideas about the world of people, a hierarchy of values, rules and norms of people behavior in a stable society. In the long term, applied criminology will evolve by implementing the results of the fourth industrial revolution, in particular Big Data and Analytics, Simulation, Horizontal and Vertical system Integration, Piece Intellect, artificial neural networks. A breakthrough in the development of applied criminology will be made by artificial intelligence, biotechnology and nanotechnology. The use of innovative developments will ensure quick and correct management decisions, will form public opinion, influence the views and moods of a large number of people, correct the negative elements of public consciousness, quickly communicate to the general public the provisions of the current legislation and monitor its compliance. Among other things, digital technologies make it possible to build a system of total control and a mechanism for managing people's behavior in society. Soon by means of artificial intelligence, as well as genetic engineering, it will be possible to diagnose mental disorders, a tendency to misbehavior and criminal behavior, to classify people by degree of trustworthiness, to correct human psychophysiological defects, as well as to negative character traits that influence the choice of wrongdoing. and interests. Conclusions. On the basis of the above, I believe that in the future the value of criminology in solving human problems will increase, and the scope of the results of criminological research - will expand. On the basis of criminology will be a synthesis of industry knowledge about crime, forms and methods of combating it. New tools and instruments will be elaborated to prevent crime, as well as to protect people and property from criminal assault.

Extended Abstract Abstract Synchronous co-operation between competing companies, which is referred to coopetition, has recently been considered by companies and industries. Companies use this strategy for various purposes, such as increasing productivity, improving competitive positioning and gaining their industry knowledge and technology. Multiple car companies such as General Motors, Toyota and Nissan in the world, and Iran Khodro Company in Iran are companies which use this strategy to achieve their goals. But reviews indicate that this phenomenon has not been modeled in Iran Automotive Industry yet and its dimensions and components has not been identified. Systemic approach can play a role in creating a comprehensive and coherent model. In this paper, researcher intends to identify and explain coopetition model in Iran Automotive Industry by use of Qualitative Methodological Tool and Grounded Theory strategy. Statistical population of this study is Iran Khodro Company, and sampling method is theoretical sampling. Results are identified in the form of coopetition system in three parts. The first part deals with coopetition drives which include two general categories of internal and external drives, the second part deals with coopetition process with centered cooperation strategies and, finally the third part deals with outputs of using coopetition in Iran Automotive Industry. Introduction Competitiveness and being stable in the tumultuous business environment are the most important concerns for industries and companies, which are difficult nowadays for many companies to realize and maintain. Many companies which have been regarded as industry leaders for many years and have been highly competitive in their industry, have found their competitive positioning under threat in the face of new changes in the business environment, so, they have started to cooperate with their competitors to maintain and upgrade their competitive positioning. Cooperating with competitors such as General Motors and Toyota in developing common cars (Hamel, 1989) is in this direction. This synchronous phenomenon of co-operation and competition between companies is called co-opetition (Bengtsson and Kock, 1999; Gnyawali, He and Madhavan, 2008). Applying coopetition strategy can enhance the competitive positioning of companies (Roy and Yami, 2009). Iranian auto manufacturers, especially Iran Khodro Company which has more than 48% of Iran's car market share, have collaborated with some foreign auto manufacturers such as Peugeot, Renault, Suzuki, Haima and Dongfeng for many years. However, conditions such as the country's economic structure, the government`s control over economy, state ownership of large automobile companies along with the country's political and legal conditions and various economic and financial sanctions on Iran have prevented these companies from properly benefiting from coopetition advantages and accordingly, these companies face serious challenges such as threatening competitive positioning, reducing productivity, reducing products quality and increasing customer dissatisfaction. On the other hand, no independent model of coopetition in Iran automotive industry has been provided yet in order to realize the status of coopetition in the Iran automotive industry and then solutions and necessary strategies can be provided to solve the related problems and improve the existing model. Therefore, the purpose of the present study is to identify and explain the model of coopetition in Iran automotive industry. Materials and Methods The case study of this research is "the Model of Coopetition in Iran Automotive Industry". The approach of this research is qualitative in identifying the model of coopetition. The analytical paradigm of this research is interpretive. In this study, the data were selected, collected and adjusted to create the meaning of the phenomenon under study. The strategy of this research is grounded theory by using glazier approach. Finally, data collection in this study is multi-method. In other words, the data of this study are collected through two methods of interviewing and documenting. Discussion and Results In order to identify the model of coopetition in the automotive industry, past studies and researches have been reviewed by focusing on research questions, resulting in realizing the theoretical framework of coopetition. The interview protocol was designed base on theoretical framework and in-depth interviews were conducted with 14 experts of automotive industry and managers of Iran Khodro Company and 10 documentaries were also analyzed. These resulted in the identification of the model of coopetition in the Iran automotive industry. The results of the study consist of three main parts. The first part deals with coopetition drives, which include two general categories of internal and external drives with centered resources and capabilities. The second part deals with the process of coopetition and strategies of cooperation with competitors and the challenges of coopetition. The third part includes the consequences of applying this strategy in the Iran automotive industry. Conclusion In this study, we tried to identify and explain the model of coopetition in the automotive industry. The intended model was extracted by use of a qualitative research method and the grounded theory, which is based on a systematic approach consisting of three main parts of drives (internal), processes, and outcomes (external) of coopetition and their relationships. Goals and expectations are the most fundamental drives of coopetition. Stakeholders and, above all, the government, which is a major shareholder of automotive companies, play significant roles in adopting coopetition strategy. The political-legal environment can be the most important and effective external drives on coopetition. Sanctions and international agreements have played significant roles on the formation and performing of coopetition in the country's auto industry, and particularly, Iran Khodro. Two key strategies have been used in the process of cooperating with competitors, including licensing and joint venture. The coopetition results in achieving some resources and capabilities related to knowledge and technology as well as performance improvement in quality part, product basket and market development. On top of all the above mentioned outcomes, the improvement of the company's competitive positioning can be the most important and crucial achievement of coopetition.

The paper considers theoretical and methodological foundations for studying network mechanisms of innovative development in the Republic of Belarus and in order to reach the purpose it is necessary to specify the concept of a systematic approach in the context of the study of the indicated mechanisms and develop a methodology for conducting such investigations. Systematic and historical approaches, principles of synergetics have been used as research methods. The paper substantiates the necessity to study the network mechanisms of innovative development in the Republic of Belarus from the point of view of a systematic approach. In this case, the author has refused traditional contrast of stable, essential, regularly repeating connections and relationships in the system to random, chaotic processes, and he has proceeded from the need to consistently apply a law of hierarchical compensation, as well as taking into account such features of the development of the modern economy as the rapid evolution of network technologies, further development of the risk economy, emergence of new challenges for traditional (including old industrial) industries. This has made it possible to define a systematic approach as a se quential and comprehensive examination of an object not as isolated from external influences, but as half-closed, but with an approach to an open system in which the synergetic processes generated by evolution of network technologies, development of the risk economy, and emergence of new challenges for industrial production (including traditional ones). It has been established that a consistent and comprehensive review of the network mechanisms of innovative development in the Republic of Belarus requires not only to determine initial categories and concepts, to show general and special determining factors, genesis and development trends, but also to conduct constant monitoring aimed at identifying dynamics of needs and interests of political-economic and economic entities involved in this process, as well as material and social technologies for implementation of the needs and interests.
