53. Charter Schools: Investment in Innovation or Funding Folly?

Abstract

The New York State School Boards of Association investigated how charter schools in the state were faring as they reached the fifth year in the state's charter school experiment, noting how they were educating special education students and how they had impacted public school districts in these times of financial stress. Data came from annual reports from 30 charter schools statewide, the American Federation of Teachers, the Charter Schools Institute at the State University of New York, the New York State Board of Regents, Edison Schools, and the U.S. General Accounting Office. Results indicate that demand for charter schools in New York State is waning; charter schools are not making the grade academically; special education students are underrepresented in New York's charter schools and in their annual reports; and charter schools have wreaked tremendous fiscal havoc on New York's public school districts. The report concludes that at a time when traditional public schools, which educate the majority of children in New York, are struggling to cope with a fiscal crisis that threatens to derail their success, the investment in charter schools is not justified. Recommendations to the state legislature include: provide transitional funding via the charter school stimulus fund to local districts to help them better plan and absorb the impact of a charter school established in or near the district and limit the authorization of charters to low-performing districts. Abstract

This study set out to take a definitive look at African Caribbean entrepreneurship by delineating the broad spectrum of historical and contemporary theories of ethnic entrepreneurship. It also looked in particular on the phenomenon of African Caribbean entrepreneurship through the lens of Pentecostalism, which is the most popular religious expression of African Caribbean peoples in the UK. The extent to which the socio‐cultural and psycho‐religious underpinnings of the African Caribbean person are amenable to entrepreneurial engagement was also subjected to analysis. This analysis focused on themes and perspectives, which are general to African Caribbean experience – individual, family and community. They were presented as age, gender or sex, education, family structure, motivation, and funding of entrepreneurial ventures. Also in connection with these were a number of factors, which operate at the nexus of African Caribbean Pentecostalism and entrepreneurship. These include historical antecedents, socioeconomic situations up to the 1950s, the ambiguity of Scriptures towards wealth as well as the impact of the psychology of time on the African Caribbean mind. All these provide a framework in which the existential and transcendental interact in the community of faith.

61. Relationship between Implementation of Collaborative Strategic Reading and Student Outcomes for Adolescents with Disabilities

Abstract

This study examines the interaction between the fidelity of implementation of a set of research-based strategies--Collaborative Strategic Reading (CSR)--and outcomes for students with mild to moderate disabilities using data from two nonoverlapping studies in middle school language arts and reading classrooms (Study 1) and middle school social studies and science classrooms (Study 2). The authors use a definition of fidelity that includes both the amount of CSR instruction delivered by teachers and the quality of implementation. Although there were no main effects for quality or amount of CSR instruction, in both studies there was an interaction effect between quality of implementation and special education status. The study used a within-groups design and multilevel analyses, and the results demonstrate that higher quality CSR instruction was associated with higher reading outcomes for students with disabilities. This finding was consistent across Study 1 and Study 2. Implications for practice and future research are discussed.

Abstract

Critical environmental justice scholars and feminist political ecologists currently call for more meaningful inquiry into the role(s) of Black, Indigenous, People of Color (BIPOC) communities, women, youth, and queer folk in resisting premature death, precarity, and racial capitalist climate patriarchy. Feminist activist researchers likewise strive to center feminist epistemological and methodological tools (i.e., intersectionality, embodied knowledge, partial perspectives, and an ethic of care) when researching climate change. (We) expose the under-theorization of gender in environmental justice studies and highlight the links between gendered vulnerability to climate change and the androcentricity of extractive economies. Despite these intellectual advancements, women of color (WOC) in the USA continue to be vastly underrepresented in climate policy, coastal adaptation planning, environmental decision-making, and natural resource management.My dissertation innovatively develops and applies an ecowomanist and (auto)ethnographic methodology to theorize Black and Indigenous women’s everyday resistance to state-corporate crime in Gulf Coast Louisiana. I methodologically employ Black feminist (auto)ethnography, participant observation, conversational and semi-structured interviews, and multi-sited ethnography to investigate how Gulf Coast Black and Indigenous women navigate contradictory relationships with energy and petrochemical industries, resist environmental violence, and imagine a just transition to fossil fuel freeish futures. I likewise interrogate WOC’s situated ecological knowledge, critiques of resiliency and activist frameworks, and pedagogical engagements with youth of color to facilitate decolonial and feminist political conscientization.I furthermore push back at the positivist aims of environmental science & studies (ESS); extractive methodologies within ESS continue to inflict emotional and bodily harm on communities of color and systematically erase and invalidate the epistemic contributions of WOC to environmental solution-making and climate policy. My findings moreover indicate that Gulf Coast Black, Indigenous, Women of Color (BIWOC) resist petro-hegemony and Louisianan politics of expendability through gendered and racialized acts of refusal, recovery, rejection, rest, restoration, and reimagining (R6). We strategically challenge and (re)frame relationships with polluting industries and resiliency frameworks to enact anti-resilient care ethics and embody gendered understandings of inter- and intragenerational accountability to human and more-than-human kin. Broader impacts of the work include increasing opportunities for Black and Indigenous women to shape climate policy, amplifying the intellectual genius of WOC advocating for energy and climate reparations, and resisting the devaluation of life in sacrifice zones. My research also highlights contradictions in women’s everyday lives that speak to contradictions in the larger environmental movement and our international dependence on fossil fuels. Feminist activist and ecowomanist methodologies thus hold the power to increase the representation of Gulf Coast women and youth of color in environmental and energy policy, build transnational solidarity around feminist climate justice, and (re)imagine toxic geographies and sacrifice zones as feminist abolition ecologies.

Abstract

This review provides a comprehensive account of what is known presently about Amazonian aerosol particles and concludes by formulating outlook and priorities for further research. The review is organized to follow the life cycle of Amazonian aerosol particles. It begins with a discussion of the primary and secondary sources relevant to the Amazonian particle burden, followed by a presentation of the particle properties that characterize the mixed populations present over the Amazon Basin at different times and places. These properties include number and mass concentrations and distributions, chemical composition, hygroscopicity, and cloud nucleation ability. The review presents Amazonian aerosol particles in the context of natural compared to anthropogenic sources as well as variability with season and meteorology. This review is intended to facilitate an understanding of the current state of knowledge on Amazonian aerosol particles specifically and tropical continental aerosol particles in general and thereby to enhance future research in this area. 74. Constraining Continuous Topology Optimizations to Discrete Solutions for Photonic Applications

Abstract

Photonic topology optimization is a technique used to find the permittivity distribution of a device that optimizes an electromagnetic figure-of-merit. Two common versions are used: continuous density-based optimizations that optimize a gray scale permittivity defined over a grid, and discrete level-set optimizations that optimize the shape of the material boundary of a device. In this work we present a method for constraining a continuous optimization such that it is guaranteed to converge to a discrete solution. This is done by inserting a constrained suboptimization with low computational overhead cost at each iteration of an overall gradient-based optimization. The technique adds only one hyperparameter with straightforward behavior to control the aggressiveness of binarization. Computational examples are provided to analyze the hyperparameter behavior, show this technique can be used in conjunction with projection filters, show the benefits of using this technique to provide a nearly discrete starting point for subsequent level-set optimization, and show that an additional hyperparameter can be introduced to control the overall material/void fraction. This method excels for problems where the electromagnetic figure-of-merit is majorly affected by the binarization requirement and situations where identifying suitable hyperparameter values becomes challenging with existing methods.

Abstract

Abstract. The science guiding the EUREC4A campaign and its measurements is presented. EUREC4A comprised roughly 5 weeks of measurements in the downstream winter trades of the North Atlantic – eastward and southeastward of Barbados. Through its ability to characterize processes operating across a wide range of scales, EUREC4A marked a turning point in our ability to observationally study factors influencing clouds in the trades, how they will respond to warming, and their link to other components of the earth system, such as upper-ocean processes or the life cycle of particulate matter. This characterization was made possible by thousands (2500) of sondes distributed to measure circulations on meso- (200 km) and larger (500 km) scales, roughly 400 h of flight time by four heavily instrumented research aircraft; four global-class research vessels; an advanced ground-based cloud observatory; scores of autonomous observing platforms operating in the upper ocean (nearly 10 000 profiles), lower atmosphere (continuous profiling), and along the air–sea interface; a network of water stable isotopologue measurements; targeted tasking of satellite remote sensing; and modeling with a new generation of weather and climate models. In addition to providing an outline of the novel measurements and their composition into a unified and coordinated campaign, the six distinct scientific facets that EUREC4A explored – from North Brazil Current rings to turbulence-induced clustering of cloud droplets and its influence on warm-rain formation – are presented along with an overview of EUREC4A's outreach activities, environmental impact, and guidelines for scientific practice. 76. Case-control Investigation of Previously Undiagnosed Diabetes in the Critically Ill

Abstract

Context: The outcome of patients requiring intensive care can be influenced by the presence of previously undiagnosed diabetes (undiagDM). Objective: This work aimed to define the clinical characteristics, glucose control metrics, and outcomes of patients admitted to the intensive care unit (ICU) with undiagDM, and compare these to patients with known DM (DM). Methods: This case-control investigation compared undiagDM (glycated hemoglobin A1c [HbA1c] ≥ 6.5%, no history of diabetes) to patients with DM. Glycemic ratio (GR) was calculated as the quotient of mean ICU blood glucose (BG) and estimated preadmission glycemia, based on HbA1c ([28.7 × HbA1c]-46.7mg/dL). GR was analyzed by bands: less than 0.7, 0.7 to less than or equal to 0.9, 0.9 to less than 1.1, and greater than or equal to 1.1. Risk-adjusted mortality was represented by the Observed:Expected mortality ratio (OEMR), calculated as the quotient of observed mortality and mortality predicted by the severity of illness (APACHE IV prediction of mortality). Results: Of 5567 patients 294 (5.3%) were undiagDM. UndiagDM had lower ICU mean BG (P <. 0001) and coefficient of variation (P <. 0001) but similar rates of hypoglycemia (P =. 08). Mortality and risk-adjusted mortality were similar in patients with GR less than 1.1 comparing undiagDM and DM. However, for patients with GR greater than or equal to 1.1, mortality (38.5% vs 10.3% [P =. 0072]) and risk-adjusted mortality (OEMR 1.18 vs 0.52 [P <. 0001]) were higher in undiagDM than in DM. Conclusion: These data suggest that DM patients may develop tolerance to hyperglycemia that occurs during critical illness, a protective mechanism not observed in undiagDM, for whom hyperglycemia remains strongly associated with higher risk of mortality. 78. Insertable cardiac monitoring results in higher rates of atrial fibrillation diagnosis and oral anticoagulation prescription after ischaemic stroke.

Abstract

Aims After an ischaemic stroke, atrial fibrillation (AF) detection allows for improved secondary prevention strategies. This study aimed to compare AF detection and oral anticoagulant (OAC) initiation in patients with an insertable cardiac monitor (ICM) vs. external cardiac monitor (ECM) after ischaemic stroke. Methods and results Medicare Fee-for-Service (FFS) insurance claims and Abbott Labs device registration data were used to identify patients hospitalized with an ischaemic stroke in 2017–2019 who received an ICM or ECM within 3 months. Patients with continuous Medicare FFS insurance and prescription drug enrolment in the prior year were included. Patients with prior AF, atrial flutter, cardiac devices, or OAC were excluded. Insertable cardiac monitor and ECM patients were propensity score matched 1:4 on demographics, comorbidities, and stroke hospitalization characteristics. The outcomes of interest were AF detection and OAC initiation evaluated with Kaplan–Meier and Cox proportional hazard regression analyses. A total of 5702 Medicare beneficiaries (ICM, n = 444; ECM, n = 5258) met inclusion criteria. The matched cohort consisted of 2210 Medicare beneficiaries (ICM, n = 442; ECM, n = 1768) with 53% female, mean age 75 years, and mean CHA₂DS₂-VASc score 4.6 (1.6). Insertable cardiac monitor use was associated with a higher probability of AF detection [(hazard ratio (HR) 2.88, 95% confidence interval (CI) (2.31, 3.59)] and OAC initiation [HR 2.91, CI (2.28, 3.72)] compared to patients monitored only with ECM. Conclusion Patients with an ischaemic stroke monitored with an ICM were almost three times more likely to be diagnosed with AF and to be prescribed OAC compared to patients who received ECM only. Abstract

Academic and behavioral difficulties are often co-morbid, a co-occurrence that is likely due to bi-directional and reciprocal interactions between behavior and learning. There is evidence that interventions provided within tiered systems of support that target mathematics skills or behavior have been associated with improved student outcomes in their respective domains. However, large scale evaluations have revealed that schools struggle to implement tiered intervention systems with quality and consistency, improvements in one domain (i.e., mathematics or behavior) have not been reliably associated with collateral improvements in the other, and previous efforts to merge tiered mathematics and behavior intervention systems can often be characterized as representing combinations of supports rather than cohesive integration of mathematics and behavior interventions. There is a need to identify strategies that support students’ academic engagement, a self-regulatory behavior that is directly tied to learning, that can be integrated within mathematics interventions and multi-tiered systems of support in efficient and cohesive ways. As such, this study will investigate the following research questions: (1) For 2nd grade students with mathematics difficulties, what is the benefit of integrating behavior self-regulation strategies within Tier 2 mathematics interventions on students’ mathematics and behavior outcomes? (2) For students that demonstrate adequate response to Tier 2 intervention, what is the benefit of integrating behavior self-regulation strategies into core instruction (i.e., Tier 1)? (3) For students that demonstrate inadequate response to Tier 2 intervention, what is the benefit of integrating behavior self-regulation strategies within intensified and customized mathematics intervention? (4) To what extent does improvement in behavior self-regulation mediate the effects of intervention on students’ mathematics outcomes?

The purpose of this study was to describe how low-income and first-generation community college students perceive the notion of social and educational sustainability. The study focused on research participants' understanding of (a) the meaning of social sustainability and its importance in developing human agency; (b) the notion of integration or harmony as contributing to a future that is sustainable; and (c) the role and function of education and learning that can lead toward a sustainable future. The students' stories were personal and thoughtful, thereby contributing to sustainability scholars' understanding of social and educational sustainability and its' significance in the lives of the poor. These students connected to sustainability on a variety of levels acknowledging their intellectual capacity to learn such concepts regardless of their familial, socially, educationally, and financially challenging distractions. 99. The Effect of School Dropout on Verbal Ability in Adulthood: A Propensity Score Matching Approach

Abstract

Compared to high school graduates, adolescents who drop out of school are more likely to have a range of negative outcomes, including lower verbal capacities; however, the true nature of this association is not well-understood. Dropping out of school could have an important effect on reducing verbal skills, or the link between dropping out of school and diminished verbal skills could be a spurious association that is the result of unmeasured confounding variables. The current study tested these two competing perspectives by using propensity-score-matching (PSM) to unpack the association between school dropout and verbal skills among 7,317 respondents from the National Longitudinal Study of Adolescent Health (51% female, 49% male; 62% Caucasian, 38% minority). The results of the PSM models indicated a small yet meaningful statistically significant effect of dropout on verbal skills in adulthood even after taking into account a range of confounders. We conclude by discussing the implications of our results.

100. Intensifying Instruction: Does Additional Instructional Time Make a Difference for the Most At-Risk First Graders?

Abstract

Research is clear on the benefit of early intervention efforts and the importance of intensive instructional supports; however, understanding which features to intensify is less clear. General intervention features of group size, instructional delivery, and time are areas schools can consider manipulating to intensify instruction. Also, each of these features can vary along a continuum making them easier or more challenging for schools to implement. What is unclear is if implementing very intensive interventions early in school (first grade), which require significantly more school resources, provides accordingly accelerated student learning. This article investigates the role of intensifying instructional time for the most at-risk first graders in schools implementing research-based instructional and assessment practices within multitiered instructional support systems. Results indicate that students receiving more intensive intervention made significantly more progress across a range of early reading measures. Intervention features, limitations, recommendations for practice, and implications for treatment resisters are discussed. (Contains 5 tables and 1 figure.)
